Significant changes in the Indonesian political system have affected most aspects of its government and community. First, there is an effort to implement democracy in terms of ideology as well as political practices. Second, the government system is transforming from centralization to decentralization, as the development process is delegated to regional governments (cities and kabupatens). Third, there is an effort to build community consciousness through community participation in national and regional development.

Participating in the development process, citizens should be supported with relevant public information. It is the government's task to provide information regarding governmental issues and public interests. As communication and information have been delegated to regional governments, they should execute this task based on good governance principles.

However, providing fair and balanced information is not simple. Large populations and regions separated by water and mountains make the task harder. Therefore, regional governments must adopt advanced information technology systems, which functioned to transfer information to the public as well as to receive public feedback medium in an efficient and effective way. To meet those qualifications, regional governments endeavor to implement e-government as a tool for democratizing communication and information.

After almost 3 years, there are indications that e-government has not been properly implemented by regional governments. They have faced many problems, including lack of financing, poor technical skill, lack of human resources and infrastructure, and the political will of the government elite itself.

Nevertheless, there are many ways to overcome these problems. Standardizing the application of e-government, establishing the regulation of e-government, involving other stakeholders, and developing human resources may aid in the implementation of e-government. In addition, lessons learned from other regions, for example, Kutai Timur or Gorontalo, are also recommended.  相似文献

Abstract

The advent of the Internet alleviates the access bottleneck to TV distribution channels and softens licensing requirements. This lowers entry barriers to TV markets via the Internet in various forms. This paper takes the German TV sector as an example to analyse the attractiveness of TV markets for new entrants. A sequential framework for entering TV markets is introduced. The skills set of an Internet‐based TV provider for such an entry is examined. Technical feasibility, legal aspects, and potential sources of revenue are considered.

Potential above average profits due to the market's oligopolistic structure, as well as an increased contestability thanks to lower market entry barriers seem to render the German TV market attractive for new entrants. In early 2002, Internet‐based TV still faced severe technical and legal constraints. The analysis suggests that once these constraints have been overcome, the Internet could be an attractive additional distribution channel for some types of television content. While existing revenue sources from the TV sector are expected to be transferable to a certain degree, the value of innovative revenue sources based on online sales cannot yet be determined. This value will depend on the future acceptance of interactivity by the viewer (e. g. Owen 1999).  相似文献

This article considers the British experience of developing education for publishers at the end of the 1990s. To introduce the subject, it briefly outlines recent trends in the UK in publishing and bookselling: the size and nature of the workforce as revealed in recent surveys; and what employers recently indicated that they are looking for in their employees. Then, it summarises some of the developments that are taking place in education and training, before outlining the courses currently available in the Universities, their growing emphasis on business management and Information Technology, and the benefits to employers of recruiting students from these courses. Finally, it raises issues that will become more significant in the future: new legal and ethical challenges, and the responsibility for preservation and conservation arising from technological changes; keeping existing staff up to date; the international dimensions of the industry; retaining links between the academic community and the industry; regulating standards of professional practice; and the development of research. An earlier and shorter version of this paper, entitled “Education for publishing— the British experience,” was presented by Ian Johnson at a colloquium “Books, Publishers and Libraries,” organised by Zagreb Chamber of Commerce’s Association of Publishers and Booksellers and the University of Zagreb’ s Department of Information Science in December 1996. IAN JOHNSON has been Head of the School of Information and Media at The Robert Gordon University, Aberdeen, Scotland since 1989, and initiated the School’s development as a centre for publishing education and research in 1992. He is currently joint editor of Libri; a member of the Editorial Board of Education for Information; and Chairman of the Heads of Schools and Departments Committee of BAILER: the British Association for Information and Library Education and Research, and of the Executive Board of EUCLID: the European Association for Library and Information Education and Research. JO ROYLE is Subject Leader for Publishing Studies and Course Leader for the BA/BA (Honours) in Publishing Studies in the School of Information and Media, where she has taught since 1993. Over the past two decades, sales of monographs have shrunk by 90?% causing prices to rise dramatically as fewer copies are sold. University libraries struggle to assemble adequate collections, and students and scholars are deprived access, especially in the developing world. Open access can play an important role in ensuring both access to knowledge and encouraging the growth of new markets for scholarly books. This article argues that by facilitating a truly global approach to funding the up-front costs of publishing and open access, there is a sustainable future for the specialist academic ??long form publication??. Knowledge Unlatched is a new initiative that is creating an international library consortium through which publishers will be able to recover their fixed costs while at the same time reducing prices for libraries.  相似文献

While previous research has focused on the uses of a variety of online services—such as Web pages and, more recently, Twitter—by media organizations and their audiences, a rather limited amount of empirical inquiry has been directed towards the often more and broadly used Facebook platform. The current paper contributes to the research field by providing a longitudinal study of journalist and audience engagement on the Facebook pages of Sweden's four major newspapers—Aftonbladet, Dagens Nyheter, Expressen and Svenska Dagbladet. Employing state-of-the-art methods for data collection, the results indicate that while audiences appear to be increasing their engagement with news organizations on Facebook—albeit mostly through so-called “likes”—the media organizations themselves are decreasing their engagement with audiences.  相似文献
