随着全球化进程的加速,海外办学成为德国高等教育国际化的重要内容,而处在经济社会转型期的阿拉伯国家对高等教育有着迫切的需求,这为双方的教育合作打下了基础,阿拉伯国家因此成为德国海外办学的重点区域。德国大学在该地区设立海外分校、开设联合专业、联合开办大学,其中联合开办大学是德国在该地区海外办学最重要的形式。德国在阿拉伯地区的海外办学有着不同于其他国家的特色,体现出强烈的政治化倾向、分布在经济欠发达国家及新兴市场、带有发展援助性质、专业以工科自然科学为主、并提供海外交流机会。  相似文献

根据对亚太国家和地区的调查数据 ,评价了一些已被广泛认可的假设 ,同时也论述了高等教育与社会发展的关系。认为亚太地区发展中国家的高等教育应有相应的优先发展权。文章还对亚太地区高等教育的发展水平和公共政策 (其中也包括关于高等教育和私立高等教育的筹资政策 )作了评价 ,强调必须增加对高等教育的公共投资 ,反对过分依赖成本回收措施和私立高等教育。  相似文献

In countries with a high concentration of youth with low literacy levels, the policy and programming task related to education and training is particularly daunting. This note briefly presents policies and practices which have been put in place to provide vulnerable youth with literacy and life skills education. It is based on a multi-country research study undertaken by the UNESCO Institute for Lifelong Learning (UIL) in cooperation with the Department of Foreign Affairs, Trade and Development Canada (DFATD Canada; previously Canadian International Development Agency, CIDA), and on subsequent policy dialogue forums with policy makers, practitioners, researchers and youth representatives held in Africa, the Arab region and Asia. Built on this review of existing policies and their implementation, this note provides lessons for innovative practices and suggests six concrete ways to address the needs of vulnerable youth through literacy and life skills education.  相似文献

Traditionally in Arab public universities, presidents are appointed by government authorities. Recently, in uprising Arab countries universities' presidents have been elected by universities' faculty members. Neither traditional nor self-governance pattern succeeded to modernise Arab universities. Reforming patterns of governance is critical for improved productivity and accountability in Arab universities. Applying the modern pattern of university governance depends on the country's political system and extent of democracy. Arab countries need to establish an improved process of searching for leadership candidates. Improving patterns of universities' governance in Arab countries can lead to improving higher education and research and enhancing competitiveness among faculty members.  相似文献

The six members of the Gulf Co-operation Countries (GCC)—Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates—are facing enormous environmental challenges associated with rapid urbanisation and industrialisation, especially in the last three decades, due to its role as a global hydrocarbon energy centre. None of these countries have systematic and specialised academic programmes with the sole purpose of Environmental Engineering Education (E3). The current status of E3 in the universities across the region is surveyed and thus the individual and collective higher education policies towards environmental affairs are highlighted. The E3 policies of the regional universities are then compared to the benchmark status of the European and the US universities. The ABET criteria are used to evaluate non-E3 programs. The survey shows that the environmental engineering subjects were mostly taught under the umbrella of civil or chemical engineering departments in the GCC countries. An educational scheme for E3 in the GCC higher education institutes is proposed that is based on the evolution of E3 approach in the Western universities.  相似文献

Arab countries have undertaken various measures to develop special education programmes and services over the last three decades; nevertheless, major challenges remain regarding the expansion of these programmes and services and improving their quality. This article provides an update on disability and special education in Arab countries. Reflections on the historical development of special education in Arab societies are briefly presented. Major challenges currently faced by Arab countries in the field of special education are described, and some recommendations for action are offered.  相似文献

This research examines how higher education graduates in redemocratized countries, such as Hungary, receive information from multinational corporations regarding employment opportunities. It also assesses how the information exchange between higher education and the labour market, i.e. multinational corporations, shapes new relationships between these two entities. The findings from this study seem to suggest that multinational corporations have influenced Hungarian higher education institutions in several profound ways: (1) the redefinition of graduate recruitment procedures, (2) the shift in employee characteristics that employers value, (3) the implications for curricular design and teaching styles, and (4) the ranking and prestige of universities. The results of this study are not only useful for countries in transition to a market economy but for other countries as well.  相似文献

Abstract

The aim of this article is to present some issues that led to the proposal for a media education pilot project that will be introduced into the Jordanian school system and later applied in other Arab countries. Media education as a school subject was seen as one of the measures that can be taken to confront threats to Arab identity, civilization and integrity through the imported media products that play a critical role in the Arab region. The training of an educator and the production of four experimental television programmes were the first steps towards implementation of the project. It is hoped that these will be followed by a whole television course on media literacy that aims at teaching media awareness in systematic and controlled steps, applying carefully selected techniques and using expert advice in the field of media and communication.  相似文献

Globalisation is often thought to advocate for a single set of beliefs and customs and for a rejection of the need to protect regional cultures and traditions. In the aftermath of 9/11, the rift between Western and Arab cultures has deepened, and there is a patent need for cultural bridges to be built. The government of Saudi Arabia has, by increasing funding for higher education through grants and scholarships, enabled Saudi students to study at overseas universities. A number of non-Saudi students are also enrolled at Saudi Arabian universities. After a brief introduction to the cultural and educational history of the Arab region and Saudi identity, this article turns to contemporary higher education in Saudi Arabia. It introduces the King Abdullah Scholarship Programme and then goes on to present detailed enrolment data for 2006–2009, demonstrating trends and policy changes and identifying patterns in student mobility.  相似文献

It has often been stated that the Arab “world” is faced by a demographic challenge which is very different to that of many countries in the global North. As the Arab Spring has shown, youths across the region of the Middle East and North Africa (MENA) are keen to make a mark, and despite the internal conflicts and contests for power and influence, many young leaders are hoping to establish new forms of social cohesion which could lead to peace and prosperity within a globalised, interconnected world. This paper focuses on one aspect of the relationship between Arab youth and society, namely the difficult transition between formal education and employment. Drawing on, among other sources, a comparative study carried out across eight Arab states, the role which career education and guidance can play in the process is examined. This is followed by a case study of Palestine where, despite very challenging and difficult political and economic circumstances, significant and promising efforts have been made to help young people develop the life skills needed to engage with schooling in ways that do not only enhance learning, but also facilitate access to work and to self-employment. The paper argues that while career education and guidance (CEG) cannot possibly be expected to solve the disconnect between education and work, it does have a role to play in enhancing learning, in supporting transitions, and thus in contributing to both social and economic development goals.  相似文献

Multi‐culturalism, particularly in education, is presented and discussed within the larger context of the Arab world and the more specific context of Sudan. The extreme religious and social conservatism of the wealthiest Arab countries, particularly Saudi Arabia, and their powerful economic influence on the poorer Arab countries, like Sudan, have resulted in the adoption by the the governments of some of these countries of similarly conservative social and economic policies. Such has been the case with Sudan. The effect of such policies, along with the general poverty of Sudan, on multi‐cultural education and on the position of women in society, has been nefarious. However, by contrast, the economics of relative wealth in Saudi Arabia itself has dictated the emergence, via higher education, of large numbers of highly skilled Saudi women who are creating economic spheres of their own within Saudi society.  相似文献

This article examines teacher education programmes in the Arab region and the extent to which teachers are prepared to work in inclusive education settings. In the Arab world, the emerging area of inclusive education faces various challenges, among them a teaching force that is not adequately prepared to teach all children. This challenge arises partly because, without content on inclusive education, current pre-service and in-service programmes produce teachers who lack the skills to work with children with special needs in mainstream classrooms. This article focuses on teacher education in Jordan, where the problems and challenges surrounding teacher education programmes for inclusive education mirror those in other Arab countries. In Jordan, training for inclusive education is very limited at both pre-service and in-service levels, both because the idea has only recently been introduced and because of limited financial resources in the country. Still, the growing interest in adopting an inclusive education system has raised awareness about the importance of providing teachers with education that enables them to work with children with special needs in inclusive settings.  相似文献

The paper studies the relation between different national cost-sharing models and how students from different socio-economic backgrounds finance their higher education in six different European countries: the Czech Republic, England, Germany, the Netherlands, Norway, and Spain. The findings reveal considerable differences both between the countries and also between different socio-economic groups of students within each country. Even though there are only small social differences in the students’ level of income, there are considerable social differences in the students’ sources of income. The findings are discussed related to the country’s specific policy and higher education funding structures.

The article challenges the deficit view in which education in the Arab region is portrayed by examining the process of educational regionalisation. It takes as its case study the Arab Regional Agenda for Improving Educational Quality in order to explore the construction of an educational quality space that uses data as a governance model. Drawing on critical theory and evidence collected from 70 interviews, I argue that such approaches promote globalised versions of what quality education means remaining blind to context. I suggest that improving educational quality in the region entails creating responsive approaches grounded in political and socio-economic contexts.  相似文献

This chapter examines the effects of the major policy and political trends in lower education during the 1980s. Specifically, it assesses the programmatic and fiscal effects of the Reagan administration's fiscal federalism, the excellence agenda and the emerging state activism on urban school districts. The focus is on California as an illustrative case study, as the state represents an inchoate national trend toward fiscal centralization. The chapter argues that centralization has created a new politics of school finance. Not only do schools compete for funding with higher education, health, welfare, criminal justice and transportation, but students also compete with teachers over categorical funding. The chapter concludes that policies of categorical funding have changed dramatically. While symbolically they are rooted in equity, in reality they represent a new political spoils system.

This article presents the results of a survey of 459 Jewish and Arab students at two public colleges in Israel in 2005. The study aimed at gaining understanding of Arab students' access to higher education in comparison to access of Jewish students by the objective obstacles to such access as reflected in the admission profiles and socio‐economic background of Jewish and Arab students at two public colleges. Analyses indicated that these academic campuses constitute a site of encounter for two very different population groups, a fact that has significant implications for access and admission policies, and student aid programs. The findings of this study are the first step in further consideration of issues relating to equal opportunities and access to higher education for Arab students, and shed light on potential means for reducing the gaps between Arab students and their Jewish counterparts.  相似文献

This paper maps the landscape of transnational higher education in the Middle East, focusing in particular on the recent expansion of satellite, branch, and offshore educational institutions and programs that foreign institutions have set up in the region. Of the estimated 100 branch campuses currently operating worldwide, over one-third are in the Arab region and the majority have opened within the last decade; two dozen additional transnational programs and universities exist in the region as well. Very little research has been conducted on these new institutions, however, raising many questions for scholars in education. This paper traces reasons for the rapid growth of the transnational higher education model in the Arab states and discusses the explanatory power for this phenomenon of the two major prevailing theories in comparative and international education. We argue that neither neoinstitutional theories about global norm diffusion nor culturalist theories about the local politics of educational borrowing and transfer sufficiently explain this phenomenon, and call instead for a regional approach. Despite increasing financial pressures on higher education systems throughout the world, many governments remain resolutely opposed to the introduction of tuition fees, and some countries and states where tuition fees have been long established are now reconsidering free higher education. This paper examines the consequences of charging tuition fees on university enrolments, equity, and proxies for institutional quality. To do so, we study the English higher education system which has, in just two decades, moved from a free college system to one in which tuition fees are among the highest in the world. Our findings suggest that England's shift has resulted in increased funding per head and rising enrolments, with no apparent widening of the participation gap between advantaged and disadvantaged students. The role of fees is moderated by other key features of higher education finance which may differ across countries: in contrast to other systems with high tuition fees, the English system is distinct in that its income-contingent loan system ensures that no tuition fees are paid upfront, and provides students with comparatively generous assistance for living expenses. Still, the English experience provides an instructive case for other countries considering implementing or abolishing tuition fees.  相似文献
