我国民办高等学校区域分布、时间变化及其影响因素分析   总被引:2,自引:0,他引:2  
民办高等学校数是衡量我国民办高等教育发展状况的一个重要指标。以往的研究证明,经济发展和公立高等教育发展是影响民办高等教育发展的两个重要因素。本文建立了以民办高等学校数为因变量,以GDP和公立普通高等学校数为自变量的回归模型,并利用我国31个省、自治区和直辖市2002年、2005年和2006年的有关数据,对回归模型进行了统计分析,结果表明民办普通高等学校区域分布及其时间变化受GDP及其变化的显著影响;独立学院区域分布受公立普通高等学校数的显著影响;民办高等学校区域分布及其时间变化同时受GDP和公立普通高等学校数及其变化的显著影响。以市为单位进行的分析发现,以省为单位的分析结果会低估公立普通高等学校对于民办普通高等学校的积极影响。  相似文献

A flexible one-output and two-input cost function is estimated for the degree program offerings of public and private higher educational institutions (HEIs) of the Philippines, employing the data from a nationally representative sample of 29 HEIs. This model, called Flexible Fixed Cost Quadratic cost function includes as output—full time equivalent degree program enrollment, and the two factor inputs—teaching cost and operating cost per student. Units of observation are the degree programs being offered by the sample HEIs. Results indicate that public and private HEIs exhibit structurally different cost functions, with the public sector enjoying markedly better cost efficiency and over-all scale economy.  相似文献

Building on a mixed method research approach, this article reports on an analysis of the difference between public and private higher education institutions (HEIs) in Egypt in terms of teaching methods, quality assessment approaches and alumni engagement. An analysis of the survey data compared the experiences of 1 713 graduates of both private and public HEIs. Qualitative case study data seeks to explain the noted differences and similarities. The analysis showed that both types of institutions fall short of providing student-activating teaching methods; engaging students in quality assessment; or supporting graduates through job placement services. The analysis related the similarity between the two types of institutions to the state governance approach and its focus on education inputs, recommending a shift to an accountability regime that is focused on education outcomes and performance.  相似文献

Malaysia is a newly industrialized market economy and reliant upon foreign direct investment to increase its economic outlook. Being located in a strategic position between Asia, Australasia and Oceania has made it an attractive proposition for foreign higher education providers wanting to expand their international presence. Despite this, there are many market and regulatory challenges facing foreign providers operating as private higher education institutions (HEIs) within Malaysia. To gain a competitive edge they must clearly understand how the many cultures, values, norms, behaviors, and mindsets within Malaysia can be used to drive strategy. Unfortunately, very little is known about Malaysian perceptions of private HEIs compared to public HEIs. By drawing upon utility theory, the aim of this research is to construct a scale for measuring brand identity of HEIs in Malaysia. Data from a sample of 371 students from private and public HEIs in Malaysia were collected and analyzed using structural equation modeling to form a two-factor measurement model consisting of visual and verbal identity cues. Tests of differences were performed, which showed dimensions such as distribution channel, public relations, promotion, core service, price, and system having significant differences between private and public HEIs.  相似文献

This article provides an analysis of the academic performance of higher education institutions (HEIs) in Vietnam with 50 universities and 50 colleges in 2011/12. The two-stage semiparametric data envelopment analysis is used to estimate the efficiency of HEIs and investigate the effects of various factors on their performance. The findings reveal that HEIs in the surveyed sample show that there are still potential avenues to improve their existing performance. There appears to be a difference in the efficiencies of public and private HEIs in the reported year. It is noted that the inefficiency of HEIs are not entirely a result of managerial performance, but also influenced by other factors such as location, age and the contribution of tuition fees. Our results are expected to provide more understanding of the operational efficiency of HEIs for educational managers and policymakers to find possible solutions to improve the performance of Vietnamese higher education.  相似文献

The growing competitive environment in which Higher Education Institutions (HEIs) are immersed has caused them to be constantly focused on implementing new strategies that allow them to consolidate student loyalty. Among the strategies are those related to the use of social media, virtual brand communities and Brand Fan Pages (BFPs). This research aims to show the HEIs some new ways to increase brand loyalty through their BFP. Both qualitative techniques, 2 focus group sessions with students from public and private universities, and quantitative techniques, 200 interviews with young university students aged 18–23, were used to develop this research. Partial Least Squares (PLS) analysis was utilized to determine the relationship between variables. The main findings of the analysis indicate that it is possible for a higher education institution to increase student loyalty by generating positive experiences on their Brand Fan Page and generating greater platform use intensity.  相似文献

Increasing mature students’ access to higher education (HE) is a worldwide priority. In Portugal, the 23+ policy which was launched ten years ago opened HE to these students. A critical analysis of eight years’ data on the universe of mature candidates in HE in Portugal shows that this “opening” varies in inverse ratio to the social prestige of institutions and subject areas. The private polytechnics and the soft sciences display a greater receptiveness than the public universities and the hard sciences. This article demonstrates that mature students save the HEIs that are less sought-after by “traditional” students and argues for fairer access to the most prestigious HEIs and programmes.  相似文献

This study aims to examine the Stimulus-Organism-Response (SOR) model in the context of Higher Education Institutions (HEIs). Unlike previous studies, this study tested two organism variables, namely emotion and experience, as mediators in the relationship between seven dimensions of stimulus and response. Self-administered questionnaires were distributed to students in public and private HEIs. A total of 424 questionnaires were used in the data analysis. Using structural equation modeling, this study shows that emotion significantly mediated the relationship between three dimensions of stimulus (layout and facilities, fellow students, and employees) and response. This study also found that experience significantly mediated the relationship between two dimensions of stimulus (layout and facilities, and students’ fellows) and response. The findings suggest that emotion and experience play an important role as mediators in the relationship between stimulus and response.  相似文献

The reemergence and growth of private higher education institutions (HEIs) represent one of the most significant developments in Chinese higher education over recent decades. Against a macroeconomic background of decentralization, this phenomenon is essentially fuelled by a broad spectrum of political and socioeconomic forces. This study sets out with the primary aim of discussing the current policy environment constraints faced by different types of private HEIs based upon a theoretical framework of property ownership rights. This is undertaken through a comparative analysis with HEIs in the United States, as well as case studies on three different types of private HEIs in China (accredited private universities, independent colleges and Sino-foreign colleges). Recommendations are offered on the key issues aimed at overcoming the difficulties encountered by such institutions; these include transfer rights, income rights, government subsidies, access to bank loans and tax-exempted social donations. The government in China has adopted an incremental approach to the regulation of the private higher education sector, thereby providing ad hoc solutions to problems encountered along the way; however, within a mutually understood framework of action, a system of clear property ownership rights is essential to the practical coordination of the activities of the economic actors.  相似文献

A progressive attempt to replace traditional public administration values and concepts by others that are closer to private management can be observed in the replacement of the service user concept by that of consumer or client. This redefinition's more implicit or explicit intent is to increase consumers'/clients' status, their capacity to choose and make rational choices in the market, and, ultimately, to ensure that organisations fulfil their needs. Influenced by this tendency, higher education institutions (HEIs) also started to see students as clients or consumers and to influence their choices by trying to define HE demand. This is evident in the shift in their external communication strategies: ‘institutional information’, based on HEIs' prestige, is being progressively replaced by ‘marketed information’, based on economic consumer logic. In trying to understand how students are perceived by Portuguese HEIs, we undertook qualitative research based on the content analysis of undergraduate degrees' announcements in newspapers. Major findings evidence that their content: (1) can be classified in a continuum bounded by two poles: the use of ‘institutional information’ and the use of ‘marketed information’; (2) show the presence of a social representation of students as clients or consumers; (3) seems related to HEIs' nature (public vs. private), positioning in the HE system (universities and polytechnics) and ‘symbolic capital’ (traditional vs. new institutions).  相似文献

高等学校法人制度以高等学校的基本组织属性为价值基础,应当是一项契合高等学校自主性和公共性的法律制度,其内部价值冲突的整合模式包括自主性本位、公共性本位以及自主性和公共性冲突整合三种。我国高等学校法人制度在价值基础方面选择了自主性本位整合模式,并呈现出市场自主性的偏向。其问题表现为:缺乏高等学校自主运转的必要保障机制安排,导致保障高等学校自主性的制度目标未能达成;忽视高等学校的公共机构身份,导致高等学校公共性危机的产生。对其进行改革的应然选择是建立第三部门视野下的高等学校法人制度。  相似文献

In recent years, closing down private higher education institutions (HEIs) has become a serious problem in China. It seems that doubt is cast on the rationality of private HEIs and severe competition contributes a lot to their development. Many problems in the process of self-development are caused by both internal and external factors. From the perspective of sustainable development and the healthy development of students, priority should be given to the evolution of an idea to provide a positive environment for the development of private HEIs. This paper is an effort to deal with the statement that higher education in China is a seller's market and aims to do an objective estimate of the development space for private HEIs. The main function of Higher Educational Institutions (HEIs) is to produce skilled and knowledgeable workforce who are able to not only function with minimal guidance but also to contribute effectively to the hiring organizations. Many studies have indicated that most HEIs have somewhat similar course content and thrived at producing students with good academic achievement. But what differentiated them from one another is their ability to develop knowledge workers with the right employability skills or ??soft skills?? such as communication, problem-solving, interpersonal and other skills deemed important as the foundations by which they require to function at work regardless of the nature of employment. This paper reports findings of a large-scale study looking into the soft skills attainment of Malaysian HEI graduates. A quantitative survey design was employed whereby data were obtained through the administration of an instrument called the Malaysian Soft Skills Scale (My3S). My3S consists of 180 items covering seven elements namely Communications, Critical Thinking and Problem Solving, Teamwork, Moral and Professional Ethics, Leadership, Life Long Learning and Entrepreneurial aspects. The mean scores for the seven My3S subscales were found to be between 6.3 and 7.8 from the maximum possible score of 10. Specifically, comparisons were made between graduates of public and private institutions with respect to the seven elements. Findings of the study suggest that, in general, students of public HEIs scored higher in all seven skills. With respect to gender, male students scored higher than female students in all elements except for teamwork skills and moral and professional ethics. A comparison between fields of study showed that for both types of HEIs, technical students scored the highest in all skills except for moral and professional ethics. Based on the findings of this study, it is suggested that in addition to offering specific courses to improve soft skills attainment, HEIs need to embed soft skills in their academic curricula.  相似文献

本文以1999年扩招以来中央预算内财政支出和地方预算内财政支出为研究对象,采用1998年和2003年中央部属院校和地方所属普通高等学校预算内生均经费作为主要指标进行实证研究,以此来分析中央和地方两级政府投入的变化特点,并得出结论:中央投入在扩招过程中相对集中,从而强化了高层次地区的优势,而地方投入的基础性作用增强,有效地对中低水平地区予以支持,最终使地区间高等教育经费差距有所缩减。  相似文献

Students at America’s most renowned private universities face different acceptance rates, college wealth, class sizes, and potential graduate earnings even in comparison with students at the nation’s highest-ranking public institutions. The analyses that led to these findings frequently focused on national or state-wide comparisons of public versus private universities. This paper contrasts these studies by analysing a fixed group of colleges, those regularly listed in the global top 50 of research and reputation rankings. It argues that even within this small subset of colleges, the highest-ranking public universities have more in common with their similarly positioned private counterparts than with lower ranking public institutions; a finding reflected in assessments of private colleges. Subsequently, the paper finds that student experiences are more likely defined by a college’s reputational rank than by an institution’s public or private status, endowment, or acceptance rates, however, the same was found not to be true of potential graduate earnings.  相似文献

This article, which is based on research funded by the Nuffield Foundation, examines the responses of higher education institutions (HEIs) to the recent reform of advanced level qualifications in England, Wales and Northern Ireland, known as Curriculum 2000. The research, undertaken in late 2002 and early 2003 following the ‘graduation’ of the first cohort of Curriculum 2000 learners, combined documentary analysis, use of national survey findings and interviews with a sample of university admissions tutors from new (post‐1992) and old (pre‐1992) universities in England. The research shows that HEIs were generally well‐informed about most aspects of the advanced level reforms and, at the level of public statements, welcomed the possibility of a broader advanced level curriculum. However, this relatively positive approach was not reproduced in terms of offer‐making to candidates: admissions tutors, particularly in the pre‐1992 universities, continued to make offers largely on the basis of predicted grades in three main A Levels. We argue that the reason for this cautious approach by the HEIs was not simply a result of their traditional support for subject specialisation, but also stemmed from systemic problems related to the Curriculum 2000 qualifications, their voluntarism and their less than universal up‐take by schools, colleges and learners. We conclude by looking briefly at the implications of these research findings for the future reform of 14–19 curriculum and qualifications in England.  相似文献

South Africa has undergone transformation since the end of apartheid governance in 1994. Legislatively enforced, this transformation has permeated most sectors of society, including higher education. Questions remain, however, about the extent to which transformation has occurred in Higher Education Institutions (HEIs) in general, and across the academic staff body in HEIs in particular. In this study, we examine the transformation of academic staff profiles at HEIs throughout the country. Initially, we graph the racial profile of academics across multiple positions (junior lecturer to professor) from 2005 to 2013. We then use correlational analysis to identify which characteristics of universities in South Africa can be used to explain the racial inequities evident in South African HEIs. Our results indicate that world university ranking; percentage black African staff; percentage black African student body; and whether the university is ‘historically disadvantaged’, all influence the racial profile of the academic staff body to varying degrees. The size of the overall staff and study body does not appear to influence the racial profile of universities’ staff component. We conclude that transformation of the academic staff body of HEIs in South Africa is indeed occurring, albeit slowly. Rather than seeing this as a negative, we argue that the pace of ‘academic’ transformation in the country needs to be interpreted within the framework of academic governance.  相似文献
