The ideal of bildung as a goal for higher education and research (HER) in European Union member states is losing ground to more pragmatic goals such as innovation and growth. This shift in the policy perspective about the role of science in society has given rise to a system of multi layered governance which in turn is progressively giving rise to the emergence of a new normative regime for the HER sector. This normative regime involves the blurring of boundaries between the public and the private and the introduction of social accountability as a criterion for evaluating scientific knowledge. The paper concludes that the elision of the boundary between private and public disguises real problems about defining who owns what particularly in the light of the increasing commercialisation of public funded science. Further, the limitation of social accountability to select groups of actors who can afford to pay for influencing research raises questions about the ability of the new governance regime for HER to achieve the democratic aims that it purports to pursue.  相似文献

ABSTRACT

Public policies have a moral order, an ethical horizon. They offer a vocabulary of imagined micro-policies. Using the case of Chile, this paper examines the ways in which accountability policies are reworked within schools and how they affect actors’ subjectivities. It adds new findings to the existing body of research on school accountability policies, offering in-depth evidence based on the case of Chile, which has a high-stakes testing model and a widespread competitive voucher system. The research is based on case studies of ten public and private subsidised schools, framed by a sociological perspective of policy enactment theory. The research findings show the ways that accountability policies are recreated, expanded, and intensified at the local level, permeating an ethic of competition. The analysis focuses on three qualitative trends: school actors’ sense-making of test scores and labels; zones of safety and risk for teachers under an accountability regime; and the emergence of a sticky web of persuasion, surveillance, and coercion among school members in order to improve performance. The practices examined are not understood as ‘secondary effects’ or an ‘implementation problem’, as if they occur unconnected from the policy rationale. The outcomes are consistent with the policy itself in interaction with school life.  相似文献

The National Association for Kinesiology in Higher Education conference theme – Leading Beyond the Campus: Driving Change as Experts – responds to public policy demands and signals consequential choices. Many choices are illuminated by the prototype for the Neo-liberal university. Essentially, economic development imperatives give rise to accountability requirements to demonstrate the value-added effects of degree programs and research. Two frameworks – one for professional socialization and the other for knowledge production – invite and necessitate outreach/engagement partnerships and networked improvement communities. These collective action formations facilitate professional socialization/education, fuel knowledge generation/sharing/use, and announce a helping discipline which accepts shared accountability for desirable outcomes and societal impact.  相似文献

Building on a mixed method research approach, this article reports on an analysis of the difference between public and private higher education institutions (HEIs) in Egypt in terms of teaching methods, quality assessment approaches and alumni engagement. An analysis of the survey data compared the experiences of 1 713 graduates of both private and public HEIs. Qualitative case study data seeks to explain the noted differences and similarities. The analysis showed that both types of institutions fall short of providing student-activating teaching methods; engaging students in quality assessment; or supporting graduates through job placement services. The analysis related the similarity between the two types of institutions to the state governance approach and its focus on education inputs, recommending a shift to an accountability regime that is focused on education outcomes and performance.  相似文献

Since the 1980s, state schools in England have been required to ensure transparency and accountability through the use of indicators and templates derived from the private sector and, more recently, globally circulating discourses of ‘good governance’ (an appeal to professional standards, technical expertise, and performance evaluation as mechanisms for improving public service delivery). The rise of academies and free schools (‘state-funded independent schools’) has increased demand for good governance, notably as a means by which to discipline schools, in particular school governors – those tasked with the legal responsibility of holding senior leadership to account for the financial and educational performance of schools. A condition and effect of school autonomy, therefore, is increased monitoring and surveillance of all school governing bodies. In this paper, I demonstrate how these twin processes combine to produce a new modality of state power and intervention; a dominant or organizing principle by which government steer the performance of governors through disciplinary tools of professionalization and inspection, with the aim of achieving the ‘control of control’. To explain these trends, I explore how various established and emerging school governing bodies are (re)constituting themselves to meet demands for good governance.  相似文献

ABSTRACT

In the last decades, most countries have adopted data-intensive policy instruments aimed at modernizing the governance of education systems, and strengthening their competitiveness. Instruments such as national large-scale assessments and test-based accountabilities have disseminated widely, to the point that they are being enacted in countries with very different administrative traditions and levels of economic development. Nonetheless, comparative research on the trajectories that governance instruments follow in different institutional and socio-economic contexts is still scarce. On the basis of a systematic literature review (n?=?158), this paper enquires into the scope and modalities of educational governance change that national large-scale assessments and test-based accountability instruments have triggered in a broad range of institutional settings. The paper shows that, internationally, educational governance reforms advance through path-dependent and contingent processes of policy instrumentation that are markedly conditioned by prevailing politico-administrative regimes. The paper also reflects on the additive and evolving nature of educational governance reforms.  相似文献

ABSTRACT

The federal government has repeatedly denied the introduction of creationism into public schools as it is a direct violation of the separation of church and state. Little is known about those who would opt to eliminate evolution in scientific curriculum altogether. The authors examined this more extreme anti-evolution perspective in a nationally representative sample of U.S. adults ( N = 2,000). A binary logistic regression model involving 11 relevant predictors revealed that the most important predictor of support for the teaching of creationism-only education in public schools was low educational attainment, which yielded a stronger magnitude of effect than did belief in God or importance of religion. Results are interpreted and discussed in the context of implications for educational policy and science curriculum in public schools.  相似文献

ABSTRACT

Self-evaluation, a devolved, rigorous form of teacher inspection, has increasingly been promoted in educational circles as a way to balance both teacher autonomy and accountability. Such balancing acts help to alleviate anxiety around inspection, for the teacher who would otherwise face a visit from an inspector, and for the public who are concerned about self-evaluation being less objective. Using the Irish policy of self-evaluation, this paper will first explore the evidence-based approaches and the appropriation of a ‘language of evaluation’ that are inherent to so-called low-stakes accountability systems. In part, such mechanisms are used in order to alleviate anxiety. The anxiety that self-evaluation focuses on, however, corresponds only to aspects of teaching that are conducive to measurement, and therefore refers solely to what may be called an anxiety of performativity. Furthermore, its attempts to repress an anxiety of performativity ironically fails to acknowledge a more fundamental form of anxiety that teaching as a ‘performance’ involves. Using Sartre’s idea of ‘bad faith’, this paper will ultimately argue that teaching inevitably involves an element of anxiety that should not be repressed but rather should be lived and worked with well, something which self-evaluation in its current form fails to capture.  相似文献

Abstract

Purpose: This article explores the views of Smallholder Marketing Cooperatives’ (SMCs) leaders and staff, to gain insight about the particular roles SMCs play in facilitating smallholders’ market access.

Design/methodology/approach: The authors conceptualized and executed two international workshops in which participants from 42 SMCs from 24 countries deliberated their lessons learned from real-life experiences.

Findings: Participants defined three core issues to be tackled by SMCs to play their role related to facilitating their members’ market access: good FO governance and management; access to capital and networking. They highlighted that smallholders’ market access improves not only as a result of SMCs networking and negotiation with key actors in the public and private sectors, but also due to improved interrelationships among SMCs and other types of Farmers’ Organizations (FOs). Peer-to-peer relationships with other SMCs are critical for mutual learning, collaboration and collective action.

Practical implications: Peer-to-peer relationships among SMCs are crucial for them to overcome the internal and external social dilemmas SMCs are bound to face while improving smallholders’ market access. This goes beyond the three kinds of relationships that scholars have pointed out thus far needed for effective FO development (relationships with members; the public sector and civil society; and with market players). This can be promoted and supported by development programmes.

Originality/value: Most SMC studies concentrate primarily on their efficiency in production and marketing activities. This research proposes looking beyond this perspective, using a qualitative approach to explore the real-life experiences and views of actors involved.  相似文献

Abstract

This paper examines the collaborative relationship between principals and School Governing Bodies (SGBs), and how this impacts on the management of financial resources in public schools. In South Africa, educational trends such as decentralisation, the shift of responsibility in roles, community involvement, building of partnerships and accountability in schools resulted in changing associations and patterns of interaction amongst participants in schools. Collaboration may be viewed as central to each of these trends. As principals and SGBs grapple with the demands of managing their schools’ financial resources efficiently and effectively, it is important to reflect on the collaborative relationship that society expects of them. Principals are required to cultivate processes of authentic collaboration in order to empower SGBs on school governance. It is thus imperative for schools to initiate and maintain a collaborative relationship between principals and SGBs, through mutual trust, teamwork, collaborative decision-making, open-communication and co-operation. Using a qualitative research paradigm, we determined the perceptions and experiences of school governors on their collaborative efforts in managing the school financial resources. This study revealed, amongst others, that many SGB members were unclear about their roles and functions which resulted in serious conflict situations and accountability implications.  相似文献

Research Findings: The emergence of standards-based accountability reforms in early childhood education has created new challenges for the field. This article presents findings from a case study that explored how stakeholders in a large urban pre-kindergarten program struggled to implement an assessment tool that aligned the normative academic achievement expectations found among their teachers and administrators with the absolute measures of this construct found in their state policymakers' high-stakes standards-based accountability reforms. Analyzing the tension that emerged in this process of alignment highlights the challenges early educators face as they fold their child-centered programs into these larger high-stakes standards-based kindergarten through grade 12 education systems. Practice and Policy: The findings from this study illuminate the need for early childhood education programs to understand how high-stakes standards-based accountability reforms define student achievement. Furthermore, as early childhood programs and personnel address these reforms, their responses need to be explicit about how their assessment measures are connected to their normative conceptualizations of student achievement and what this means for the education of children in their programs.  相似文献

ABSTRACT

With the rise of accountability policies since the early nineties, the daily operation of English schools has profoundly changed. Through the in-depth analysis of ability grouping practices in one English secondary school, this paper aims to explore how the accountability shift and datafication impacted the practice of student grouping and students’ experience of education. The paper documents how an English secondary school which had fully endorsed the comprehensive ideal gradually shifted from mixed ability teaching to a rigid system of hierarchically arranged attainment-based grouping structure over a period of decades, and explores the pedagogical dilemmas that data-driven governance generates. The paper concludes that the school’s data-driven practice creates an environment of competition and an experience of incessant insecurities for the students which unsettlingly echo the culture of the late neoliberal labour market.  相似文献

ABSTRACT

Ensuring that students of all backgrounds are smoothly transitioned through the stages of access, participation and completion in higher education has been the focus of much public policy and research in recent decades. Subsequently, public policy discourse treats those who do not complete their higher education degrees as unsuccessful, despite a lack of research considering the beneficial outcomes of non-completing students. Evidence of beneficial outcomes of higher education participation without completion has potential to challenge the deficit-centric discourse of completion dependent on a binary view of success and failure. This article details a critical discourse analysis of responses to a 2017 survey of university non-completers asked ‘were there any benefits from the time you spent doing an [sic] incomplete degree?’. This study finds that non-completers experience a wide range of benefits from incomplete studies despite the dominant discourse discounting their experiences as unsuccessful. Additionally, this study presents a critique of framing surveys of non-completing students within the normative bounds of success as completion in higher education, and instead calls for a more nuanced construction of success in higher education.  相似文献

ABSTRACT

This article interrogates family and religious studies in the context of religious leaders who serve as regime enablers and resistors in Zimbabwe. Some religious leaders have overtly or covertly assumed the role of enablers of the current Zimbabwean political matrix, thereby threatening democracy, social justice, and accountability, by using religious narratives to buttress the status quo. I use critical emancipation research as lens to interrogate religious leaders as regime enablers. This theory allows me to name, expose and challenge oppression and injustice in and exclusion from social structures. I answer two questions: What are the trajectories of religious leaders as enablers in postcolonial political discourses, and how can family and religious studies tease resistor ideology among learners, to mitigate the challenges posed by enablers? There is always a price to pay when religious leaders become regime enablers, and there is a need for curriculum that can enact values, such as social justice, equity, and love for humanity, as a counter-hegemonic strategy to mitigate the challenges posed by religious leaders who act as enablers.  相似文献

In search of embodying values that underpin democracy at school level, the objectives of the article include exploring expectations generated by the constitutional dispensation (Constitution of the Republic of South Africa, 108/1996, section 41) and delineating those moulded by the South African Schools Act (84/1996, Preamble). While the latter formally signify a State-education-partnership, the intention for teachers, learners and parents to accept especially governance responsibilities towards school democracy prompted our focused three-way alliance between parent-teacher-learner parties for the purpose of this article. Our conceptual framework is informed by Permuth, Mawdsley and Silver (2015), who contend that the essentially new facet of moving towards integrating qualitative research with doing traditional legal research could expand legal reasoning and even complement it with empirical credibility. Authenticated by Adler (2015), the article therefore combines focusing on cooperative governance as an act to shape schooling in the traditional legal way (by asking what questions) with qualitative research features to inform us by also asking how and why questions. We chose a documentary design with a comparative angle; selected documentary resources; and took an exploratory approach to gain understanding and weigh the investigated documents by comparing and appraising primary and secondary sources. We also regarded whatever was embedded yet not recorded as similarly important to what was recorded and how a specific concept was extended (De Waal and Serfontein 2015). Reviewing relevant case law, we present an overview of cooperative school governance progress; a constitutional challenges-based intervention; continuous acceptance of responsibility and accountability; and successes, frustrations and challenges concerning the future pathway to successful schooling. Given the snowballing set of demands on public schools, the catch is for partners to know each other's strengths and weaknesses so that balanced contributions will cause governance towards quality education. The drastic parental governance and leadership role-change, with higher moral-social responsibility levels, calls for carefully designed conferences to guide parent-partners’ exercising the necessary discretion underpinned by critically considering the significance of serving society.  相似文献

Background: Scientific models have important roles in science and science education. For scientists, they provide a means for generating new knowledge or function as an accessible summary of scientific studies. In science education, on the other hand, they are accessible representations of abstract concepts, and are also organizational frameworks to teach and learn inaccessible facts. As being indispensable parts of learning and doing science, use of scientific models in science classes should be reinforced. At this point, uncovering pre-service science teachers’ (PSTs) understandings of scientific models are of great importance since they will design and conduct teaching situations for their students. Purpose: The study aimed to provide an answer to the research question: What understandings do PSTs possess about scientific models? Sample: The sample of the study consisted of 14 PSTs enrolled in an Elementary Science Education program in a public university in Ankara, Turkey. Design and methods: Data were collected by using an open-item instrument and semi-structured interviews, and were analyzed by using qualitative data analysis methods. Results: Findings showed that PSTs held fragmented views of models by having informed views in some aspects while having naïve views on others. That is, although they displayed a constructivist orientation by acknowledging the presence of multiple models for the same phenomenon depending on scientists’ perspectives or creativity involved in the production of scientific knowledge, PSTs also expressed logical positivist views by believing that models should be close to the real phenomena that they represent. Findings further revealed that PSTs generally conceptualized models’ materialistic uses, yet they did not think much about their theoretical and conceptual uses. It was observed that roles like reifying and visualizing were overestimated and models were dominantly characterized as three-dimensional representations. Conclusions: It is clear that PSTs, having difficulties in grasping the concept of models, would possibly have problems in planning their lessons effectively and would not develop accurate concepts in their students. These findings apparently support the need for appropriate pedagogic training of PSTs to scientifically reflect on and professionally make use of models in science classes.  相似文献

Abstract

In this paper, we consider the relationship between the existence of private schools and public attitudes towards questions about educational provision. Data from the 2010 British Social Attitudes survey suggest that parents who choose to send children to private schools may become more entrenched in their support for more extensive forms of parental partiality, with potential ramifications for the future supporting of progressive education policy. We suggest that addressing questions about the existence of certain forms of education and school choice policies requires consideration of the broader ethical environment.  相似文献

ABSTRACT

Datafication of student learning has carved out an influential space for public and private actors who design technologies for visualizing data. As data visualizations shape how teachers’ interpret data, they are powerful devices. This paper examines how teachers get configured as data users in the making of Danish national test data visualizations for municipal primary and lower secondary schools. The paper is based on a qualitative study of the Danish Ministry of Education, which develops the official visualizations, and NordicMetrics, a private consultancy offering a supplementing visualization of student progression. We draw on science and technology studies (STS) to theorize techno-organizational dynamics of developing visualizations. We propose to understand data visualizations as contingent, situated and socio-material achievements that configure teacher as data users. Comparing two institutions’ respective negotiations of different concerns when developing data visualizations enables us to consider the otherwise ‘hidden’ data mediators and the entwined relations between public and private data mediators.  相似文献

ABSTRACT

This paper focuses on accountability in school-based education in England. It explores notions of accountability and proposes a new framework for its analysis. It then identifies a number of types of accountability which are present in school-based education, and discusses each in terms of who is accountable to whom and for what. It goes on to examine the sanctions associated with each type of accountability and some possible effects of each type. School performance cross-cuts virtually all facets of accountability, but is fundamental to hierarchical and market accountability where it is associated with a high likelihood of severe sanctions. This, it is argued, means that schools are likely to focus on these forms of accountability as opposed to participative or network accountabilities that involve collaboration with others. The final section proposes that there is a case for accountability systems to focus more broadly on a variety of processes and outcomes related to the overall goals of education. The existing regime in England is heavily focused on hierarchical and market accountability: a greater focus on participative and network accountability may foster a less individualistic approach to education and greater social cohesion.  相似文献

ABSTRACT

The author examined how local charter school educators respond to the accountability measures being imposed on them. Encouraged by early indications of increased test scores, state and federal policymakers continue to support accountability as an effective means to improve schools. Surprisingly, there has been little research on local educators’ experiences with and responses to such reforms. This lack of research is striking because teachers, principals, and superintendents are directly responsible for the implementation of accountability mandates, including administering tests, teaching to the state standards, and implementing state-approved curriculum packages. In an effort to understand teachers’ and administrators’ experiences with public school accountability, the author explores how educators in 4 charter schools in Michigan understand recent accountability mandates with respect to school reform.  相似文献
