基于《担保法》的视角,论述了科研合同目的难以实现的制度原因,即科研合同的担保缺失。根据纵向和横向科研合同的属性、研究目标、经费来源的不同,提出了建立保证、质押等形式的科研合同担保制度的主张,该制度的目的在于防范科研合同履行的落空,保护国家或有关单位的科研资源,并以此净化科研风气。  相似文献

The Social Sciences and Humanities Research Council of Canada (SSHRC) is the principal source of funds for university-based research and scholarship in the social sciences and the humanities in Canada. Hence, its funding practices have a significant impact on what research is conducted and how that research is performed. At the same time, high levels of demand for research funding in the face of a limited budget accentuate the need to ensure the best use of funds available. Consequently, the SSHRC pursues a range of evaluation activities ranging from the peer-based adjudication of grant requests for operational purposes, to program evaluations for strategic purposes.The opinions and views express herein are those of the author and do not necessarily reflect the position of the Social Sciences and Humanities Research Council of Canada  相似文献

In the policy period following the Lisbon Strategy of 2000, European governments increasingly regard universities, and the research they produce, as key to enhancing economic performance. With this heightened respect for the value of university-based research, comes an impatience to see returns on the public investments made. We analyze how policy is being used to influence the academic research process through the evaluations and funding allocation that accompany public funding. This paper features examples from the European Union and recent policy developments in two nation states to investigate how policy seeks to enhance the non-academic impacts of academic research.  相似文献

德国高等学校的科研经费制度是由基本资助和科研项目资助组成的双轨制,第三渠道经费来源多样化且极富特色.德国高等学校科研经费筹措中的主要问题是:与非大学系统相比,高等学校的科研竞争力有所下降;宏观和微观方面的科研资助组织体系尚不够健全;科研经费管理制度缺乏一定的灵活性.当前德国高等学校科研经费筹措的主要改革举措包括:逐步增加高等学校科研经费投入的数量和比例,促进地区和高等学校间科研经费投入的均衡化,促进科研直接成本和间接成本的相匹配并提高使用效率.  相似文献

This article discusses the use of performanceindicators and performance-based funding by states fortheir systems of higher education drawing on theexisting literature on the topic. The different types of mechanisms currently used by states formeasuring institutional performance are described as arerecent state experiences with performance indicators,including their pitfalls and limitations. Additionally, a summary of the current status ofperformance-based funding applications is discussedincluding some of the reported difficulties inimplementing such funding models. Competitively allocated research funds, from both public and private sources, constitute an increasing share of university revenues. The article investigates empirically, using data on the Italian university system, whether structural and strategic features of universities—such as size, age and especially the importance that they assign to their teaching and research missions—affect their success in securing research funds. The analysis shows that universities that strategically prioritize their research mission also obtain higher funds per researcher, from different sources. These results are compared with those obtained by similar studies of other European higher education systems, and some general implications of the introduction of competitive funding mechanisms for university behaviour are derived.  相似文献

While official reviews have concluded that Commonwealth Government programs to encourage university - industry research links have been largely successful, studies are needed to explore the extent and nature of such partnerships, and their effects within universities. Further, sections of the academic community and major media warn that industry links and university commercialisation efforts threaten traditional research and scientific values, and accepted norms of academic life including academic freedom. Survey data reported in the paper show that, on balance, industry - research links are working reasonably well for Australian science and technology academics. Some 36.7% of respondents in our sample drawn from three major Australian universities received industry research support and this group tended to be better qualified, more senior and more productive in research than academics without such partnerships. Respondents generally were well aware of both the benefits and risks of industry funding. On the positive side, respondents identified the main benefits as the provision of additional resources, support and enhanced career opportunities for students, opportunities to apply basic research results to industrial problems, less red tape than with government funding, and enhanced university prestige. On the negative side, respondents were concerned about threats to research autonomy, undesirable consequences associated with the commercialisation of knowledge, the low intellectual level of some contract work, reduced time of talented researchers available for teaching, and pressures on researchers to spend increased time on commercial activities.  相似文献

This article aims to explore religious diversity and its implications for schools in England, with particular reference to the state funding of Muslim schools and multiculturalism. Recent demonstrations in France and England against the proposed ban on the wearing of religious symbols such as the Muslim headscarf (hijab) have brought to the fore the centrality of religion in the collective identity of ethnic minorities, particularly those of South Asian origins. This collective identity is now being fractured in the wake of the July 2005 bombings in London. Using a socio‐cultural approach, this article focuses on the implications of the above for secularism and citizenship in England and in particular on the state funding of Muslim faith schools following the Prime Minister, Tony Blair’s, recent statement that the rules of the game are changing. The article concludes that secularism and citizenship in schools are not best served by the state funding of faith schools and suggests some of the ways in which schools can incorporate the wealth and diversity of its diasporic citizens.  相似文献

The role of ‘academic partners’ working alongside teachers is an increasingly complex and sometimes controversial one. This article explores the role of academic partners in Educational Action Research, reporting on data from a larger study conducted in New South Wales, Australia. Schools involved in the study had received targeted government funding between 2006 and 2010 to conduct school-based action learning projects employing action research. As part of the funding, the schools had been provided with external support from university-based academic partners, who supported individual school teams in the completion of their projects. Here we focus specifically on the role of the ‘academic partner’. Data were obtained via semi-structured interviews with academic partners themselves, with the project’s state coordinators who oversaw the project, and with teachers who had worked with the academic partners over the course of their school-based projects. Participants in the study identified significant benefits for both teachers and academics engaging in co-inquiry, but findings also suggest that the role of academic partner is increasingly complex, multifaceted and sometimes under-supported. When there is ‘good fit’ between academic partners and schools and when structures are in place to support academic partners in their work, the academic partner role in schools can contribute to sustained educational change. In this article we discuss the crucial antecedents, enablers and constraints which ensure that academic–school partnerships enrich learning for both academics and teachers, building mutual capacity.  相似文献

Through an analysis of job recruitment texts, and interviews with academic leaders, this article shows how the university-based teacher educator is produced as a category of academic worker in England. Focussing on the discursive processes of categorisation provides insights into how English universities conceptualise teacher education. Variations in conceptualisations are noted within and between institutions, with the teacher educator produced as a hybrid or exceptional category. Often, variations are produced around a practitioner/researcher contradiction. The article concludes by asking whether such variations and potential lack of coherence matter, in the context of national policy and funding constraints, and internationally.  相似文献

This paper uses an earlier conceptual framework in order to promote a dialogue between funding agencies and researchers about the problems and limitations of evaluating the implementation of a major national project in teacher education concerned with the induction of beginning teachers. Eight propositions highlight the principal issues associated with the evaluation contract, with changes in the evalution task team and policy over time, the research‐design, the need for negotiations, the impact of the research upon the action and the difficulties of drawing unambiguous conclusions. It is argued that policy makers, funding bodies and researchers in both developed and developing countries should recognise them as natural features of such projects and should take account of them in the training of researchers and in the monitoring of projects.

The successful negotiation of one's first academic appointment contract can have lasting implications for academics and institutions alike. The present study investigated the impact of gender and perceived academic supervisor support (PASS) on negotiation outcomes using a sample of recently appointed assistant professors of management from internationally accredited business schools. Overall, women were less likely to engage in negotiations and were less effective than their male counterparts when bargaining for elements that revolved around direct compensation (e.g., salary, research funding). Further, it was observed that PASS moderated the relationship between gender and negotiation effectiveness such that highly supportive academic supervisors improved negotiation effectiveness for women, but had little impact for men. We conclude by outlining important practical implications of the current study and outline how interventions aimed at improving supervisor support in doctoral programmes may attenuate some of the observed negotiation discrepancies.  相似文献

目前地方高校科研经费管理存在的问题主要集中在四个方面:对科研经费的管理难以规范;科研项目经费通常缺乏严谨的成本核算;科研经费管理制度不完善;与科研相关的固定资产管理不到位。针对这些现象,解决矛盾的策略有四点:思想上要充分认识科研经费管理的重要性;完善科研经费财务管理体制;加强固定资产的管理;建立和完善科研经费支出内控和绩效评价制度。  相似文献

One of the problems facing education policy-makers is how to raise achievement in schools. Improving schools and raising achievement requires, at the very least, an understanding of the factors influencing performance in schools. Previous research has looked at a number of factors, including quality of teaching and learning, patterns of resource use, gender, ethnicity, social class and socio-economic background in schools, but there has been little empirical research into the effect of pupil mobility on school performance. Pupil mobility in schools also has implications for many important policy areas, such as school funding, target-setting and league tables, and yet it is only just beginning to be recognized as an important policy issue. This paper examines the relationship between pupil mobility and educational achievement in an inner city LEA. The performance of three cohorts of pupils at key stages 2 and 3 and GCSE are analysed by the mobility factor to illustrate the effect of pupil mobility on educational attainment. This is followed by a discussion of the causes of pupil mobility in schools and strategies adopted by schools to address mobility problems. The final section of the paper addresses the implications of the empirical evidence for school improvement strategies and funding allocations.  相似文献
