This paper explores the complex ways in which the marketisation of education and the associated publication of performance data have contributed to the emergence of a new politics of recognition which has paradoxically served further to naturalise educational inequalities. Of all the reforms associated with subjecting education to market forces, it is the publication of ‘league tables’ of raw performance data which has sparked the most controversy. These tables have provoked a range of criticisms from educational professionals and practitioners concerning their reductionist nature, their misleading attribution of outcomes to institutional processes rather than intake variables and their potentially damaging side‐effects. These league tables can be said to constitute a form of cultural injustice. In order to counter this injustice, a new politics of recognition has emerged which seeks to valorise the performance of disadvantaged schools and which can be seen in the development of alternative and ‘value‐added’ league tables. This paper argues that there are a number of difficulties and dangers inherent within this new politics of recognition. These relate to the impossibility of separating a school from its context, the displacement of a politics of redistribution and the increasing naturalisation of inequalities.  相似文献

Ireland’s fee-paying schools consistently rank highly in Ireland’s secondary school league tables. Evidence also notes that the alumni of fee-paying schools represent a large proportion of those in leadership positions in business, politics and the legal professions. This paper examines the factors that affect the decision of Irish households to enrol their children in fee-paying secondary schools in Ireland. The paper uses Irish Household Budget Survey data that cover three waves from the period 2004–2016. We examine the head of household’s education, occupation, income, marital status, the location of the household and temporal factors on the school choice decision. The main results indicate that fee-paying students are more likely to come from higher income, better educated and Dublin located households. This research highlights the significant driver that affluence may have in determining secondary school enrolment in Ireland. This self-selected affluent group effect may explain the performance disparities between fee-paying and non-fee-paying schools. The results enlighten any discussion around whether or not the Government should consider a transition to a fee-paying market or eliminate fee-paying schools altogether.  相似文献

Recent years have seen an increased focus on school accountability in Ireland and calls for greater use to be made of student achievement data for monitoring student outcomes. In this paper, it is argued that existing data-sets in Ireland offer limited potential for the value-added modelling approaches used for accountability purposes in many other countries. Some reasons for this include: few longitudinal studies of student achievement, few population data-sets and limited data on student home background in the State examination data-sets. A cross-sectional contextualised attainment model (CAM) is presented using Junior Certificate data from 2009. While the model offers some potential for identifying schools performing significantly above or below average, its explanatory power is limited by the availability of appropriate student background data. It is proposed that the use of statistical models for the purposes of identifying high or low performing schools in Ireland would need to take account of findings from other countries regarding technical difficulties such as variable selection, missing data, and the need to avoid aggregated data. Other practical concerns discussed include the appropriateness of publishing league tables and the usefulness of such information for informing parental choice.  相似文献

Published indicators of school ‘performance’, such as those shown annually in league tables in England, have been controversial since their inception. Raw‐score figures for school outcomes are heavily dependent on the prior attainment and family background of the students. Policy‐makers in Wales have reacted to this fundamental flaw by withdrawing the publication of school results. In England, on the other hand, they have reacted by asking for more information to be added to tables, in the form of student context such as the percentage with a special educational need, and ‘value‐added’ figures. In 2004, the Department for Education and Skills (DfES) value‐added figures for England were based on student progress from Key Stage 2 at the end of primary education to GCSE at the end of compulsory secondary education. For 2005, at time of writing, the DfES plan to use context information in their model as well. This paper re‐analyses the 2004 value‐added figures and shows that they contain the same flaw as the original raw‐score tables. The purported value‐added scores turn out to be a proxy for the overall level of attainment in the school, and almost entirely independent of any differential progress made by the students. The paper concludes by considering the implications of these findings, if accepted, for policies based on identifying schools that are clearly more or less effective, and for the field of school effectiveness and improvement research.  相似文献

With much of the literature on school self-evaluation (SSE) stressing the importance of data use, this article explores how teachers in Irish post-primary schools are coming to terms with this new challenge. Since 2012, all schools in Ireland are required to engage in SSE for the purpose of improving student outcomes. For the first time, teachers and school leaders are being asked to systematically gather and analyse various types of data, devise improvement plans and implement improvements. Despite such demands, the compulsory education system in Ireland operates within a low-stakes accountability environment, with an absence of published school league tables and no consequences for poor school performance. It is also interesting to explore the introduction of a school improvement process that requires data as evidence for self-evaluation, but where very little data currently exists compared to other jurisdictions and where the discourse of data use in schools is relatively new.This article outlines the experience of 13 post-primary schools that were supported by the DCU Centre for Evaluation, Quality and Inspection to complete an SSE process, during which, each school gathered and analysed a range of data. This study is part of a larger action research project which explores various aspects of the implementation of SSE in schools, including models of support and continuing professional development for schools. This article looks specifically at the use of data by the schools involved. The key research questions ask: what data was gathered by the schools and what was the attitude to and experience of data-use among teachers? In doing so, this article explores some of the current research questions in relation to data use in schools. Overall, the findings indicate that schools gathered a range of data, which was mainly quantitative due to a focus on quantitative target setting. Despite a generally positive attitude to the usefulness of data and the skills learned, participants did not appear convinced that they would be involved in data use on an ongoing basis.  相似文献

The editor-in-chief of Perspektywy, a major educational publication house in Warsaw, Poland, describes a major activity of his organization, namely the ranking of secondary schools and higher education institutions. Indeed, Perspektywy is the major Polish organization providing rankings and elaborating league tables of Polish higher education institutions. In particular, Perspektywy has teamed up with a leading Polish newspaper, Rzeczpospolita, to produce major rankings in separate listings of the main state-operated and private higher education institutions. The author explains the methodologies employed for both sets of rankings and argues that his organization provides a valuable service to college-bound youth and their parents.  相似文献

In Ireland there is progressive legislation on children’s participation in the education system. The Education Act 1998 advocates that school boards should involve students in the school and establish student councils in second-level schools. Since the publication of this legislation progress on realising students’ participation in schools has been slow. In 2006 the UN Committee on the Rights of the Child recommended that Ireland strengthen its efforts to enable children to express their views in schools and other educational institutions. The National Strategy on Children and Young People’s Participation in Decision-making (2015), the first to be produced internationally, commits to facilitating children and young people’s voice in the development of education policy, the running of schools and in other areas of school policy. This paper presents and discusses the results of qualitative participatory research with children and young people aged between 7 and 17 years, teachers and school principals, and parents, on their attitudes towards and opportunities for participation by students in schools in Ireland. The data reveal that students are keen to participate in school but recognise that their opportunities to do so are inadequate, that teachers understand participation very differently from students, and that parents have little knowledge of their children’s participatory experiences in school. It concludes that effective participation in schools requires policy, practical and cultural change.  相似文献

Teacher efficacy represents a key construct in exploring successful implementation of inclusive policy. Teachers’ impression of school climate is shown to relate to teacher efficacy; however, few studies pay due deference to its context/specific conceptualisation, with a particular lacuna in research noted in an Irish mainstream primary school context. This study aimed to investigate the relationship between school climate and efficacy for inclusion and whether this relationship impacts on perceptions of challenging behaviours, further identifying barriers to and supports for efficacious inclusive practice. Fifty-seven probated primary mainstream teachers in the Republic of Ireland responded to online questionnaires exploring perceptions of school climate, teacher efficacy for inclusion and challenging behaviours. Teachers’ perceptions of a supportive school climate related positively to their teaching efficacy for inclusion, in turn influencing their ratings of the severity of and their confidence in managing commonly experienced challenging behaviours in inclusive classrooms. Teachers looked within their school for support, few noting Educational Psychologists (EPs) as sources for support. These findings add weight to the importance of understanding the relationship between teachers’ perceptions of their school climate and their efficacy for inclusion, addressing the dearth of research in an Irish context. In particular, these findings underline the potential offered by an understanding of teachers’ beliefs to inform and enhance the role of EPs in supporting efficacious inclusive practice.  相似文献

This study assesses several policy implications of within‐school, between‐classroom variability in pupil achievement. It diverges from current school effect studies by directly modelling pupil achievement in the Jerusalem public primary school system. This three‐level study includes pupils, classrooms and schools, thus allowing an appropriate estimate of the variations between these three levels. The findings show that between‐classroom variability is consistently greater than the estimated variation between schools. These findings contrast with traditional school‐level analyses that usually ignore within‐school variability. In the light of these findings we address three educational and policy issues. First, we probe into the moral consequences of between‐classroom, within‐school variability, specifically focusing on issues of choice and commitment. Second, we scrutinize the administrative policy of ‘social integration’ and reflect on some educational consequences that result from our findings. League tables of universities that measure performance in various ways are now commonplace, with numerous bodies providing their own rankings of how institutions throughout the world are seen to be performing on a range of metrics. This paper uses Lyotard's notion of language games to theorise that universities are regaining some power over being placed on league tables by creating narratives that manipulate their rankings to promote their own strengths. This paper examines the findings of a study involving university responses to global rankings throughout 2016 produced by two major ranking bodies, Times Higher Education and QS Top Universities. The existing literature has established that ranking tables can be used as a vehicle for humiliation and can produce terrors for all those involved. Thus, the significance of this study's findings is in new ways of theorising university responses to appearing on league tables at a time when academia is a high‐stakes activity where institutions’ abilities are measured and reported on at a global scale.  相似文献

From the 1960s, the development of home–school relationships in special schools has become increasingly important, culminating in the current official understanding of parents as partners. This paper traces the development of the relationship, setting out the challenges to partnership development from professional perspectives within education. A professionally located investigation was undertaken into parental experiences and perspectives to identify factors inhibiting and promoting effective partnerships. Using a mixed-methods approach, the views were explored of parents with children attending a special school in Northern Ireland. Findings strongly indicated the need for educators to pursue and engage with the views of parents, and to recognise the emotional context of these relationships at an interpersonal and organisational level, so that home–school relations can be realigned to support partnership. Implications are set out that will be instrumental in achieving this reconfiguration between the current official understanding of parents as equal partners and actual practice in some schools.  相似文献

Since 1992, the UK Government has published so‐called ‘school league tables’ summarising the average General Certificate of Secondary Education (GCSE) ‘attainment’ and ‘progress’ made by pupils in each state‐funded secondary school in England. While the headline measure of school attainment has remained the percentage of pupils achieving five or more good GCSEs, the headline measure of school progress has changed from ‘value‐added’ (2002–2005) to ‘contextual value‐added’ (2006–2010) to ‘expected progress’ (2011–2015) to ‘progress 8’ (2016–). This paper charts this evolution with a critical eye. First, we describe the headline measures of school progress. Second, we question the Government's justifications for scrapping contextual value‐added. Third, we argue that the current expected progress measure suffers from fundamental design flaws. Fourth, we examine the stability of school rankings across contextual value‐added and expected progress. Fifth, we discuss the extent to which progress 8 will address the weaknesses of expected progress. We conclude that all these progress measures and school league tables more generally should be viewed with far more scepticism and interpreted far more cautiously than they have often been to date.  相似文献

This paper examines early school leaving from the perspective of parents of early school leavers in an inner-city local authority housing estate in the Republic of Ireland living with the challenges of significant marginalisation. While the vast majority of post-primary pupils now sit a Leaving Certificate examination, and improvements in school retention rates have also been found in ‘disadvantaged’ schools in recent years, a disproportionate number of those leaving school early come from lower socio-economic backgrounds. Through in-depth, semi-structured, interviews, this qualitative study examined the perspectives of nine parents of early school leavers about the factors contributing to young people from this area leaving school early. This article focuses on three aspects of the findings through which the parent participants framed their views on early school leaving; (1) feeling let down by school, and (2) being stigmatised being from a ‘disadvantaged’ area, and (3) dealing with life traumas. For the participants, these factors significantly constrained their child/ren in engaging with education. The findings are examined through an interrogation of the shaping impact of social class and ‘place’. Recommendations include specific professional development for educators in challenging contexts about the impact of trauma and socio-demographical positionality on educational engagement and outcomes.  相似文献

This article reports on a small-scale collaborative research study on middle leadership (ML) in Iceland and Ireland. It explores the ML role using the theoretical lens of distributed leadership (DL). The majority of DL studies to date examine leadership as an organisational resource that can be cultivated and utilised to serve school improvement. This research, however, situates the teacher at the core of DL and commences a discourse on how MLs experience their leadership practice from a DL perspective. The empirical investigation is based on semi-structured focus group interviews across the range of schools in both education contexts. The findings indicate a disconnect between DL theory as outlined in the literature and ML practice as currently experienced in Ireland and Iceland. While a form of DL exists in both contexts, this is strictly at the gift of the Principal rather than a reciprocal relationship with teachers in relation to leading school activities. The findings also signal a need for a proactive approach in School Leadership Preparation Programmes and in Initial Teacher Education to facilitate school leaders and teachers in understanding and adopting a distributed mindset.  相似文献

Information was collected, through follow-up interviews with parents, on the impact of residential special education on forty-four children who attended a behaviourally-oriented school for children with severe learning disabilities and severely challenging behaviours. Parents noted significant improvements in self care and communication skills and reductions in challenging behaviour during their stay at the school. The majority also noted positive changes since their child left the school, although one in five parents noted a deterioration in challenging behaviour since placement ended. Postiive change at the school was attributed to behavioural programmes, staffing ratios and skills, consistency and intensity. However, since leaving, positive changes were attributed by parents to maturity. Accounts of parents are used to illustrate the variable patterns of overall change seen in the forty-four children.  相似文献

This article considers policy and practice in relation to dyslexia provision in Northern Ireland since the 2002 Task Group Report. Using interviews with original and current stakeholders, this research, funded by SCoTENS (Standing Conference on Teacher Education, North and South), examined the extent to which recommendations have been met in the intervening years. Perspectives of interviewees indicated that while pockets of good practice have existed, this has been inconsistent. Despite the Department of Education (Northern Ireland) promoting and funding a significant and replicable model of teacher education and making efforts to monitor its efficacy, concerns remain regarding the optional nature of training, the maintenance of the discrepancy model of dyslexia identification, the need for early multi‐disciplinary identification, whole‐school policy development and post‐primary provision. In addition, stakeholders questioned the sustainability of funding and advocated enhanced transparency for parents, whose voices, it would appear, can still go unheard.  相似文献

Standard assessment tests have been part of the literacy practice in English primary schools for many years. While educators point to the dangers of ‘teaching to the test’, politicians continue to believe that the best way of achieving accountability is by retaining league tables of these test results. Currently the curriculum is too readily restricted by what can be tested with little time allowed to stimulate children's imaginative thinking. This article looks critically at practice in an English junior school that has been in the top 9 per cent of performing schools and the effect on two Level 5 writers. The author offers a more complex approach for consideration, with herself as the teacher assessor concentrating on what is good in the writing as well as what is weak and offering interactive, followed by remedial, feedback to the writer.  相似文献

The results of the 1996 Research Assessment Exercise were presented in several places, notably in The Higher, in the form of a league table. The article discusses how this table was compiled and points to a number of fundamental problems in the way in which the data were handled. It goes on to discuss some more general issues in the calculation of league tables and shows the extreme sensitivity of the RAE data to certain arbitrary assumptions that have to be made. It concludes by urging caution on any who may be tempted to draw conclusions from such tables as well as on those who might compile such tables in the future.  相似文献

Previous research has noted that the transition to primary school is important for future school success. As a result, an inclusive transition process to school has become increasingly important. However, this process is particularly difficult for socio-economically disadvantaged children in Germany. The study considers parents’ views and actions in their children’s transition, especially with regard to parent–professional cooperation. Over a period of 36 months (18 months before and 18 months after school entry), 89 qualitative interviews with parents were conducted. Although five of the 16 children were affected by selective mechanisms, all parents emphasised the importance of their child’s regular school entry and assumed active roles in their child’s education. The findings suggest underlying selective structures that undermine the development of inclusive transition structures.  相似文献
