This paper evaluates the evolution of community radio in postapartheid South Africa where a three-tier broadcasting system—public, commercial, and community—has replaced the monopoly of a state-run behemoth, the South African Broadcasting Corporation. The paper commences with an overview of South Africa's institutionalized culture of exclusion in the broadcasting sector and in other social spheres. A conceptual review of participatory communication precedes and provides foundation for the examination of the operations of two community radio stations located in two of South Africa's previously marginalized and disenfranchised communities. Although South Africa's adoption of community radio answers perpetual questions about the sustenance of community radio, the ongoing experience poses a few challenges.  相似文献

This article examines the emergence of local radio in a rural southeastern Turkish city called Sanllurfa in the early 7990s following the end of the state's media monopoly on broadcasting. Informed by a media ethnography conducted there in 2001, this article discusses local debates over the content and quality of local radio and the influence of the state's official cultural policies on the programming decisions of local radio owners, managers, and DJs. This paper also illustrates Turkish young people's local and national radio preferences, their responses to local programming and on-air personalities, and the meaning of music and local radio in their lives.  相似文献

This paper reviews important aspects of the literature on collective memory, how some of these concerns have been expressed in archives, and contemplates how these issues relate to the politically transformative South African post-apartheid context. It highlights the erosion of boundaries between archives, museums, and other less-institutionalized memory projects in post-apartheid South Africa. It notes ways in which archival activity is taking place outside of traditional archives, as part of a changing and evolving memory landscape. It acknowledges the significant gaps in the written record that are a result of apartheid practices and cites different approaches that were overlooked by apartheid??s official archival systems. This paper offers a way of contemplating the ??social constructedness?? of collective memory and the social and political dimensions of archives.  相似文献

The purpose of this study is to analyze Federal Communications Commission (FCC) regulatory and enforcement strategies concerning unlicensed micro broadcasting. Micro radio stations in the United States have increased markedly since 1994. Employing document analysis, observations, and interviews, the FCC's regulatory and enforcement difficulties associated with micro radio activities are identified. Results indicate that FCC's efforts to restrict access to micro broadcasting technology have been stymied by the grassroots efforts of micro radio stations.  相似文献

This paper reevaluates and questions some of the assumptions that have been made about the efficacy of radio broadcasting in rural Africa—the target of most domestic and international social change programs. Among other possibilities, the paper suggests that the inexpensive availability, portability, and nonliterate accessibility of rural audiences to radio are necessary conditions but are insufficient to maximize the medium's potential utility for social mobilization. Using an existent tripartite concentric cultural diameter as the basis for argument, the paper reemphasizes the claim that the rural African community is distinct from the suburban and the urban. Recommendations are offered, on that basis, for a restructured radio network that would reflect the uniqueness of rural communities and the changing phase of Africa's marginalized population.  相似文献

This study analyzes the messages in hate group websites using a grounded theory approach. Through this process of interpretive inquiry we propose four prominent themes—educate, participate, invoke, and indict—that characterize the messages examined in 21 hate groups. These message themes speak to the: (a) education of members and external publics; (b) participation within the group and in the public realm; (c) invocation of divine calling and privilege; and (d) indictment of external groups including the government, media, and entertainment industries, and other extremist sects. In advancing a substantive grounded theory of online hate group communication, we also explore the potential of these themes to ostensibly reinforce the hate group's identity, reduce external threats, and recruit new members.  相似文献

Before 1994, blacks in South Africa were second-class citizens on the basis of color. With the Dutch arrival in 1652, and the British discovery of diamonds in 1867, the immigrants amassed wealth at the expense of local culture. In 1948, the National Party instituted apartheid, a policy that separated races. But in 1994, Nelson Mandela was elected first multi-racial president under the banner, “The Rainbow Nation,” to reflect the country's diverse cultures. Pervasive radio has taken up the challenge to promote the once dormant South African inclusive culture through programming, including world-known Sesame Street. Today, South Africa has over 200 community radio stations broadcasting cultural programs in eleven languages.  相似文献

This article provides a historical account of Bush Radio, the oldest community radio station in Africa, based in Cape Town, South Africa. The creation of Bush Radio's precursor, the Cassette Education Trust (CASET) was a pivotal moment for the emergence of community radio on the continent. This people's history of Bush Radio tells the full story through the voices of the founders and staff, together with other sources of historical data. The article argues that although the apartheid state constructed essentialist racial and ethnic categories, CASET and later Bush Radio constantly positioned themselves in a space of liminality to interrogate and redefine these categories. Privileging an instrumentalist approach, this article shows the connections between ideology, politics, and economics as they converge to form the industrial structure, the political environment, and the cultural product of broadcasting.  相似文献

Educational, state, cultural, and university radio stations have already developed over more than 70 years of history in Brazilian radio broadcasting. Currently, there are hundreds of stations transmitting across the country, from the North to the South. Some of them—that in the 1990s included 100 broadcasting stations and among these, the oldest and nationally referenced—up to this decade operated and were referenced as a component of the educational radio system. Mainly from this period on, most of these stations began to call themselves public. And, especially due to their programming, they have been attempting to define themselves within the profile of public radio stations. The purpose of this article is to uncover the historical construction of this group of radio broadcasting stations, by means of a timeframe, from the advent of the non-commercial segment in the 1930s until today. It reconstructs referential models and presents main threads and features of the programming of these stations throughout these seven decades. In this way, it will also evince how Brazil is constructing its model of public radio.  相似文献

From the late 1920s, all radio broadcasting in the United Kingdom was undertaken by a public sector broadcaster—the British Broadcasting Corporation (BBC). Television was also the exclusive preserve of the BBC until the mid-1950s, when advertiser-supported commercial stations came into existence. This form of competition for audiences, but not for finance, between two broadcasting sectors—called by some a 'comfortable duopoly'—persisted until the late 1980s when the government permitted competitive entry by cable and satellite operators, introduced competition for advertising revenue between terrestrial stations, and placed commercial television broadcasting on a more competitive footing by introducing tendering for franchises. As these changes have occurred, the BBC has maintained its traditional system of regulation and has continued to operate under a Royal Charter. Although the expiry of the current Charter at the end of 1996 has provoked a debate about the role of the BBC, the government has stated its intention to renew the Charter for another 10 years. It seems likely that, until the year 2002 at least, the current system of regulating and financing public Service broadcasting in the United Kingdom will remain intact. However, the proliferation of channels represents a threat to the BBC's audience base. There may also be difficulties in combining within the same organization a public service mission and highly commercial activities, undertaken in a very competitive world market.  相似文献

This article offers a critical reading of the Pacifica Foundation's history, based on the social theory of Max Weber and Anthony Giddens. Little is known in the United States of the various regional broadcasting associations. Even such basic volumes as Emery's National and International Systems of Broadcasting cover the major organizationsEuropean Broadcasting Union, International Radio and Television Organization (OIRT), URTNA (Africa), Inter‐American Broadcast Association, and Asian Broadcasting Union (ABU)in fewer than a dozen pages. The Journal of Broadcasting only has published materials on the first two of these. As global broadcasting over domestic channels becomes a satellite‐borne reality, this lack of information is bound to become more and more embarrassing.  相似文献

In this essay, we examine recent developments in battles over race- and gender-based affirmative action across a 10-year period from the California Civil Rights Initiative (1996) to the Michigan Civil Rights Initiative (2006). While affirmative action policies have historically been contested within a paradigm of redistribution, our analysis of the Michigan case suggests a new strategic emphasis on disputing the legitimacy of the state's recognition of social difference. Drawing on the work of critical race and critical rhetoric scholars, as well as social theory on citizenship in the post-soul moment, we argue that a neoliberal understanding of difference and neoliberalism's appropriations of multiculturalism have allowed the anti-affirmative action movement in Michigan to avoid racist appeals completely by invoking the neoliberal myth of free, entrepreneurial individuals against a meddling, inefficient, authoritarian state. Further, we find that these shifts have permitted assaults on the positive consideration of gender—a strategy that was not possible when debates were centered over competing claims of racism. Finally, we argue that these strategic adjustments since California have enabled the anti-affirmative action movement to discursively align itself with contemporary neoliberal assaults on a range of social and cultural rights.  相似文献

In the introduction to Charles Woodliff's “Catch Me if You Can” in the Fall, 1965 issue of the Journal it was, prophesied that it would be not “the last that will be published on the question of the proper curriculum for training professional broadcasters.” In this issue, on the preceding pages, is an article by Professor John Pennybacker answering Professor Woodliff's article disagreeing with the one that started it all, Pennybacker's “Working with Universities.” The following comment by Woodliff is intended only as a brief comment upon Pennybacker's “Leadership and the Educator: The Middle Way” and does not, of course, attempt to make full reply in this brief form. Professor Woodliff (Assistant Professor in the Department of Radio‐Television‐Film at the University of Denver) hopes that the dialogue between him and Dr. Pennybacker represents their respective points of view fairly—and that other positions will be heard from in the future. The airing of these points of view is not just another rehash of the old “liberal arts vs. professionalism” debate. Recent surveys have shown that broadcasting education has not yet made its mark on the industry—if it is to do so in the future, teachers of broadcasting must constantly reassess their goals and the means to achieve these goals.  相似文献

This paper addresses a new case for the convergent regulatory institution for broadcasting and telecommunications in Korea. This paper emphasizes that, when considering a convergent regulatory body, Korea's main principle to establish is a reflection of the paradigm shift of convergence and IT industry. The proposal of the Korean Communications Commission addresses that as a prior factor. This paper deals with three characteristics in establishing the KCC: accommodating policy making and regulation together within a single institution; choosing a commission model as a new organizational type, which inherits a broadcasting legacy to ensure diversity and independence; combining content and network sector together. This paper attempts to show that the Korean model gives a power to the convergent regulatory institution to make the country remain one of the leading countries in information and communication sector as well as implement convergence of broadcasting and telecommunications successfully.  相似文献

This document uses the issues and the findings of the 2008 national Summit on Rural and Small Libraries to introduce the two documents that follow this brief article. These reports mark efforts by librarians in the states of Delaware and Tennessee to deal with the issues—finances, staffing, training and what users want—that they see as imperative to solve to move their state's libraries forward. Using an ethnographic case study of the Newschannel at TV2 Norway, this article reveals ways in which the assembly-line mentality required by 24/7 news production nevertheless encourages reporters to negotiate a certain autonomy over their work and the routines required to produce it. By reorganizing its staff's use of time, space, and resources, TV2 was able to generate roughly 18 hours of “live” news coverage a day during the article's research period from 2007 to 2009. This production process is framed in terms of Schlesinger's “reactive” mode, here qualified as “reactive-active”, because it allows for the possibility of broadcasting live and gathering news at the same time. The article also revisits the concept of “professionalism” with regard to a traditional broadcaster's implementation of a 24/7 news channel within its existing newsroom. As a result of this process, more news—and more content concerning that news—is produced more efficiently while the tenets of traditional journalism remain operative.  相似文献

This article reveals how Spanish-language radio started in San Antonio, Texas—as blocks of time bought by Hispanics interested in providing music to San Antonio's Spanish-speaking residents. In particular, this study recognizes the contributions of San Antonio radio pioneer Manuel Davila and his role in starting Spanish-language radio and the Tejano format, drawing from a combination of on-site observation at Davila's station, personal interviews, and the collection of historical data. The article also lays a foundation for critically analyzing the political economy and hegemonic process of maintenance of economic and cultural power possible in the early days of radio broadcasting to compare it to the current corporately dominated marketplace.  相似文献

This paper focuses on the emergence of radio receiver technology and its use by the American public as revealed in 1,725 magazine display advertisements in 12 general circulation and women's magazines from 1920 through 1929. It explores how the complicated wireless telephone receiver was adapted to usability for the decidedly nontechnical public. The study also explores how the “new”; radio — broadcasting — became useful to the general public in various aspects of daily life by the end of the decade. From a technical and social novelty in 1920, radio had evolved to a place squarely‐ on the path to social and cultural integration with American society by 1929.  相似文献
