This paper explores the connections between Physical Education, nationalism and citizenship in England and Wales focusing upon how education legislation, in particular the National Curriculum (NC) and Local Management of Schools (LMS), are implicated in the cultural production of ideational differences between and amongst the peoples of England and Wales. As our previous research has centred heavily on the making and implementation of education policy and PE in England, we take this opportunity to adjust our gaze and focus squarely on issues of cultural production in Wales, particularly relationships between the construction of images of Welsh identity and education policy and practice relating to PE and sport in schools. The analysis highlights that tendencies towards a narrow, conservative, cultural restoration are as evident in Wales as they are in England and obstruct progression towards more innovative and progressive ideals.  相似文献

ABSTRACT

This article examines the complex but seldom articulated relationship of primary physical education, citizenship, and social justice. We argue that to conflate physical activity and sport with physical education in unacknowledged ways may serve to perpetuate the status quo. More significantly, the current emphasis on activity through competitive sport in the teaching of physical education in primary schools is both reductive and educationally limiting, affecting not only teachers’ professionalism but the wider educational experience of young people. The trend towards competitive sport at the expense of a broader educational experience further represents a potentially serious omission: an abrogation of responsibility on the part of schools in England and Wales to meet the statutory requirements of the Education Reform Act (1988). On the thirtieth anniversary of the Act, we adopt a novel approach, utilizing Foucauldian ideas, to examine movements in the development of policy and understand the contemporary context as a means to suggest more propitious ways forward.  相似文献

This paper presents a theoretical critique of citizenship education in England and Wales, as a means of raising pedagogical considerations for teachers, and policy issues for curriculum makers and planners. Drawing on a range of recent empirical studies, we construct an analysis of practice and suggest that differences between dominant models of citizenship in England and Wales owe much to their histories. We suggest that such differences create opportunities for new curriculum‐making practices as well as democratic possibilities in the context of citizenship education, at a time when curricula in both England and Wales are under revision. Considering school councils/forums as an exemplar of practice common to both contexts, we question the wisdom of schools employing a narrow conception of active citizenship, via forums, in order to demonstrate they are satisfying the relevant requirements of the Order for Citizenship in England, and aspects of the Personal and Social Education curriculum in Wales. While the exemplars are both from the UK context the arguments apply beyond these borders and to more general concerns regarding the development of global citizenship.  相似文献

This research examines the perceptions of education practitioners to the proposed changes to the school sport partnership (SSP) programme in England and in particular its implications for primary school physical education. It aims to explore insights into the dismantling of this partnership programme. The SSP system developed club links, increased community involvement in primary and secondary schools and arguably improved standards in physical education (PE) between 2003 and 2010. This research is based upon a survey undertaken with 70 schools in the East Midlands region of England following the announcement of the removal of SSP programme. Quantitative survey data were analysed using SPSS 17 and qualitative data were coded and analysed using thematic analysis. Findings highlighted include reduced specialist support for primary PE teaching, loss of collaborative primary PE curricular and extra-curricular club developments. There are significant implications for the quality of primary PE and physical activity opportunities made available for young people.  相似文献

This article examines the impact of reductionist discourses of the market upon the management and delivery of teacher education. The author draws on observations of the delivery of both in England and Wales and in Australia. Of particular concern is the drive towards academic uniformity through manufactured panics about educational standards and effectiveness and the risk that such policy imperatives imply for inclusive education. ABSTRACT

During the 25 years since Incorporation, when further education (FE) colleges were taken out of local government control, FE in England has been shaped by processes of marketisation to become a competitive national sector that has increasingly diverged from the more ‘collaborative system logic’ of the other three countries of the UK. However, following recent government reforms, FE in England appears to have reached a crossroads with the opportunity to participate in a more collaborative skills-based landscape at the local and sub-regional levels. This article brings together evidence from historical and international comparative system analysis, a series of UK-wide seminars and in-depth research on the Area-Based Review of FE colleges to assess the strategic direction of FE in England at this critical juncture. We argue that English FE providers can take advantage of these trends to make a transition from a reactive, competitive national sector towards a more collaborative, regional and sub-regional system focused on inclusive economic and skills development. The article concludes that the potential for cross-UK policy learning depends on whether FE in England gradually transitions towards a more collaborative future that could bring it closer to FE and skills systems in Scotland, Wales and Northern Ireland.  相似文献

ABSTRACT

The 1988 Education Reform Act introduced into England and Wales a market structure of secondary school provision. It is argued here that the education market functions as a system of rewards and punishments, a disciplinary mechanism, fostering particular cultural forms and socio‐psychological dispositions and marginalising others. The paper considers the case of one school in particular, Northwark Park, an undersubscribed, predominantly working‐class school, whose staff and governors find themselves having to confront the issue of institutional survival in the market context. The value conflicts and ethical dilemmas in which the staff and governors are becoming enmeshed are discussed, and the implications of the education market for patterns of educational opportunity considered.

Abstract

Rural labour market changes are creating a demand for new and more flexible education and training opportunities. With the decline in agricultural production and the consequent reduction in demand for agricultural education, agricultural colleges in England and Wales are considering what their future role will be as providers of education and training for a diversified rural economy. To what extent and in what ways agricultural colleges are adapting to their new role and the factors which inhibit or facilitate institutional change was the subject of a research project undertaken in England and Wales between 1990 and 1992. The results show considerable variation between colleges in the way they are responding to change. This is reflected in the manner in which colleges perceive themselves, their mission and policy, how they perceive their constituency and the links they have with this constituency, as well as their ability to identify new training needs and provide relevant, flexible and more accessible learning opportunities to meet these needs.  相似文献

Abstract

Since 1989, the Portuguese education system has undergone curricular reform which has introduced deep structural changes to the subject of physical education (PE). PE has become a compulsory and examinable subject within the ‘core curriculum’ of all school years (1 st to 12th grade). National curricular plans for basic and secondary education have also been introduced. This paper provides a view of the political options which have underpinned the present curricular project of PE in Portugal and compares practices in that country with those in Belgium. The analysis first describes the ‘curriculum as text’ before focusing attention on the ‘curriculum as action’. The analysis explores the nature of teachers’, pupils’ and parents’ beliefs, values and attitudes that together mediate the curriculum as text, help define contexts of PE, and influence public and political attitudes towards the subject. The paper points to the importance of both researchers and teachers for the development of effective teaching and learning in PE.  相似文献

Abstract

This paper examines the positioning of the Welsh education system within contemporary policy debate and analysis. It begins by outlining some of the ways in which education policy and provision in Wales differs from that of its neighbour, England, and then goes on to critique how these differences have been represented in both the media and by members of the educational research community. Indeed, the paper argues that these representations constitute a form of misrecognition. It is tempting to counter this misrecognition with assertions of the superiority of the ‘Welsh way’—and certainly pronouncements of a ‘crisis’ in Welsh education appear to be as much politically-driven as evidence-based. However, such an approach would underplay the very real challenges that face Wales—challenges which are both like and unlike those facing England, Scotland and Northern Ireland. The paper concludes that we need a serious engagement with national divergences across the four nations of the UK—as well as elsewhere. The case of Wales highlights the need to undertake not only comparative analysis but also relational analysis if we are to enhance our understanding of the changing politics of education.  相似文献

ABSTRACT

This paper explores the relationship between changes in the labour process, recent developments in the vocational curriculum and challenges that these changes present to the preparation of further education lecturers in England and Wales. Firstly it will be argued that the economy is moving from a Fordist to a post‐Fordist phase and that this change is affecting the vocational education curriculum. Previous attempts to relate post‐Fordism to education have tended to analyse the relationships in terms that are too general. When a specific aspect of education and training is examined such as the introduction of National Vocational Qualifications and General National Vocational Qualifications in England and Wales, more light is shed on the question of ‘correspondence’. This in turn reveals issues such as divisions between mental and manual work and issues of conception and execution which tend to be ignored or overlooked in debates about changes in the curriculum and changes in the economy. Secondly it will be argued that the new curriculum demands a new kind of professionalism for vocational teachers and a new kind of teacher preparation and expectation  相似文献

Abstract

This article examines the challenges and possibilities for UK policy learning in relation to upper secondary education (USE) across England, Scotland, Wales and Northern Ireland (NI) within current national and global policy contexts. Drawing on a range of international literature, the article explores the concepts of ‘restrictive’ and ‘expansive’ policy learning and develops a framework of dimensions for examining what is taking place across the UK at a time of change for all four national USE systems. From an examination of recent national policy literatures and interviews with key policy actors within the ‘UK laboratory’, we found that the conditions for expansive policy learning had markedly deteriorated due to ‘accelerating divergence’ between the three smaller countries and a dominant England that has been pursuing an ‘extreme Anglo Saxon education model’. The article also notes that some aspects of policy learning continue to take place ‘beneath the radar’ between UK and wide civil society organisations. This activity is more prevalent across the three smaller countries although each, to differing degrees, is still constrained by its position in relation to the UK as a whole.  相似文献

This paper argues that the development and growth in numbers of Specialist Schools in England raises a number of key questions about the relationships between higher education institutions (HEIs) involved in initial teacher training (ITT) and continuing professional development (CPD) work, and schools now designated as Specialist Schools. It focuses attention on Specialist Sports Colleges to illustrate the complex, dynamic and contested policy context in which new partnerships are arising. Recent policy statements from government and agencies associated with the development of Specialist Schools in England are identified as according Specialist Schools a clearly privileged position as compared to HEIs in plans for the further reform of education, training and sport provision in England. Discussion emphasises the need for renewed debate about conceptualisations of partnership and for more research that focuses on emerging HEI - Specialist School partnerships.  相似文献

Abstract

Alongside community-based education, a principal agency which has contributed to defining multi-faith identities in England and Wales over the past five decades has been the subject of religious education in state maintained schools. Over this period, formulations of the social category of ‘Muslims’ and the curricular concept of ‘Islam’ in religious education have been significantly influenced by the application of the phenomenology of religion, a methodology derived from religious studies that has come under question for its decontextualised readings of religion. Drawing upon critiques of this approach, this article seeks to examine representations of Islam and Muslims in religious education based on the phenomenological model, with particular reference to the interface between the religious and the secular. Looking ahead, the article considers proposals on intercultural education which aim at preparing the young for a contributive role in society.  相似文献

ABSTRACT

This study aims to examine the general and sport-specific attitudes of elementary school students towards including students with disabilities in physical education and identifying student-related variables that determine such attitudes. A total of 872 students ranged from eight to 13 years old (461 boys and 411 girls) from six elementary schools in Shanghai participated in the study. The Children’s Attitudes towards Integrated Physical Education – Revised Scale (CAIPE-R) was utilized to measure students’ general and sport-specific attitudes. The Chinese students showed unfavourable general and sport-specific attitudes towards PE inclusion. Several student-related variables, such as being female and having a student with disabilities in PE classes, were positively associated with the general attitude of students, whereas being competitive was negatively related to the general attitude. These variables explained 13.2% of attitude variance. Being female, having a student with disabilities in regular classes, and having a student with disabilities in PE classes were positively related to the sport-specific attitude of students and explained 4.7% of attitude variance. The study has important implication for PE teaching, such as providing inclusive cooperative PE settings and opportunities of positive interaction for students with and without disabilities.  相似文献

Abstract

Historically, in Germany individuals with special needs have been offered participation in physical education (PE) both in segregated and increasingly in integrated settings. Specific curricula for children with disabilities (physical disabilities, hearing, and visual impairments, speech and behaviour disorders as well as intellectual disabilities) were developed in the 1960s and 1970s. They all emphasized the specific importance of physical activities for people with a disability focusing not only on motor competencies but also on the psychological and social benefits of physical education. During the 1970s so‐called model schools started to include children with disabilities in mainstream schools. Unlike developments in the United States, for example, where integrated or mainstream schooling was based on legal requirements, in Germany improved integration or inclusion was not based on federal law, but on parents’ or teachers’ initiatives in different Bundesländer (states of Germany). Parallel to these developments, new approaches to PE have accentuated a positive orientation towards ‘ability’ rather than ‘disability’. Professionals in PE in universities and in schools have been challenged to develop better diagnostic skills and more individualized programmes. On the initiative of nine European universities, a European Master's degree of Adapted Physical Activity has been developed to offer advanced training on a European scale. However, despite these positive and innovative developments serious concerns remain concerning the situation of children with disabilities in the school system. This article argues that there is still a significant lack of specially trained professionals and support staff and that the ongoing process of reducing the amount of PE in schools for all children, including those with a disability, does not contribute to improved physical and social skills or increased participation in recreational and sport activities outside schools.  相似文献

Abstract

Taking England as our case study, this paper reviews secondary school environmental education from a policy perspective. By drawing on Stevenson’s typologies for environmental improvement and Lucas’ categorisation of environmental education, we analyse national policy documents, local authority and Multi-Academy Trust policies; and individual school planning documents. Our findings suggest in these areas a general absence of environment education policy, and where identified a rhetoric towards conservative reform framed as technology solutions, where learning is about the environment, rather than for the environment. We explain how the (lack of) environmental education rhetoric is a result of global economic changes and national austerity policies, and offer insights and signposting for policy makers.  相似文献

Abstract

The sport-for-all movement currently evident in many countries of the world is often touted as a self-evidently desirable means of achieving physical fitness on a global scale. But is sport truly a veritable route to collective wellbeing or some fantastic aggrandisement of a Western canon? This article challenges the cherished myth that sport is essentially meant for all regardless of context. The discursive background of sport for all was viewed through the lens of political economic relations and the dominant discourse of recreation and leisure. To be sure, sport for all has the ring of commonsense viewed from the North, yet it has a different resonance when examined from the South: it is a big, staggering plot to repress and diminish the cultural significance of the indigenous games of Third World people. This article takes stock of the lessons from the Dar es Salaam Sport for All project and stresses the need for African countries to resist any homogenising sport discourses premised against the reclamation of discursively constituted local games and indigenous physical education pedagogy. It argues that precolonial African games need not be uprooted from the physical education curriculum for colonial sports to roost, as these games have locus standi where Western sports stand. It suggests the need for deconstructive discourses that are conducive to the renovation and institution of indigenous African games as a step towards maintaining cultural distinctiveness and deconstructing totalising images of physical education curriculum content.  相似文献

In 1981 two separate Assisted Places Schemes were launched. One was introduced for England & Wales, and another for Scotland. This paper examines the differences between the two schemes. It shows that they can be seen to be related to the differing educational systems of the countries, and to differences between the grant‐aided and direct grant schools which the schemes were designed, in part, to replace. It is shown that the Assisted Places Scheme is more important to the independent sector of Scotland than to that of England & Wales, for the scheme established in Scotland has been structured in such a way that it gives greater flexibility and greater funding to individual schools in that country.  相似文献

Abstract

Post‐compulsory teacher training in England has been under review, and standards developed by the Further Education Staff Development Forum were to be launched in January 1999 as a precursor to a mandatory qualification for teachers in further education in England and Wales. Until now, many further education colleges have worked in partnership with higher education institutions to run Certificate in Education programmes, which aim to develop both practical teaching skills and critical knowledge and understanding of teaching and learning in a post‐compulsory context. A review of one such programme is outlined here. In a context where further education teachers must help to widen participation and promote lifelong learning, it is argued that any new arrangements for initial teacher training and continuing professional development need to include ‘competence’ in the practical skills involved in teaching and learning, but must also go beyond this, and aim to develop critical knowledge and understanding of the changing context in which staff work. It is argued that turning the new Further Education National Training Organisation standards for further education teachers in England and Wales into a National Vocational Qualification (NVQ) is inadequate to this task. A strengthened partnership between further and higher education providers to develop more robust and coherent approaches to professional capability is advocated.  相似文献
