Abstract

This paper contrasts the emphasis on planning in universities when funding from the state was stable and resources followed student numbers, with the emphasis on strategic management when state funding is declining and universities are of necessity much more market orientated. Planning processes could work well when universities had a predictable future, but are less appropriate when the climate is turbulent. The paper suggests that the following are the key words for successful universities in the new environment, competitiveness, opportunism, income generation and cost reduction, relevance, excellence and reputation. It goes on to argue that this framework of key characteristics demands a new approach to strategic management in universities requiring universities to take a holistic view of their activities, to coordinate institutional strengths so that they reinforce one another and to create machinery whereby academic, financial and physical planning strategy is decided on an integrated basis.  相似文献

This article discusses how Centres of Excellence (CoE) and the existence of several logics in these centres can contribute to the differentiation of the strategic profiles of universities. The study sees research centres as a way to organize research activities in Higher Education Institutions (HEIs) in order to target both excellence but also societal challenges through focused thematic research. It reveals how societal challenges and their interpretation by these centres contribute to the differentiation of the strategic profiles of universities. Studies of centres of excellence programs in Sweden and Japan reveal differences in how their mission is formulated for relevance and excellence. The results indicate that contrasting missions of HEIs are accommodated through the dual logics of these centres relating both to autonomy and industry collaboration. The study shows that long-term funding gives these centres flexibility to set the agenda and focus on their strategic core activities. In other words, a logic of autonomy guides their strategic choices of research activities over the long-run as well as collaborators. Nevertheless, these centres are also developing strategies to cope with dilemmas stemming from the excellence-relevance and evaluation templates that emerge in the nexus of their collaborative ties with industry, government and universities.

ABSTRACT

This study examined how the role of digitalization is framed in the strategic development plans of 75 top universities in China. Findings show that digitalization as perceived by these universities features instrumentality (e-campus construction and application) and modernization (sustaining and efficiency innovations in teaching and learning), a situation also seen in other countries. On the other hand, there seems to be not enough incentive for them to use digital technologies to serve a wider community and to build technology-enhanced research capacity. There is also scanty evidence of open, flexible, distributed, and disaggregated learning encouraged in these plans. Finally, unique to Chinese higher education institutions are the goals of building a positive online ethos and developing political and ideological education via digital means. Influence of national policies and strategies on institutional digital strategies is also discussed.  相似文献

In 2012, government changes to higher education shifted Australia to a demand driven funding model. The consequential increase in student numbers, along with greater focus on retention and student satisfaction, resulted in rising customer expectations. There are now strategic imperatives to change administrative cultures to focus on delivering service excellence. This study analyses customer service behaviours of student administration staff at one Australian university. Using a conceptual framework of motivations, attitudes, perceptions and skills towards customer service, this small-scale study suggests that staff are intrinsically motivated and have largely positive attitudes towards their student customers. A gap was identified between individuals’ perceptions of their customer service delivery compared with that of colleagues, while staff learn informally from their supervisors and colleagues. Finally, this paper explores how universities might develop and embed a workforce that is student-centric, delivering outstanding customer service, while at the same time upholding governance and compliance requirements.  相似文献

Looking to conflicting constitutions of education systems through the terms equality and excellence, this paper examines the discursive formation of two political rationalities in the contemporary German education system. While early childhood and primary education discourses are dominated by a terminology of equality, tertiary education institutions such as universities are described using a terminology of excellence that has become a reference point for political interventions and institutional reform processes. Drawing from hegemony theory, governmentality studies and systems theory, this paper analyses the rules of justification referred to by such hegemonic discourses. It presents a policy discourse analysis of strategic, conceptional and institutional texts produced between 2003 and 2010. Through this analysis, the paper suggests that ‘mobilising’ and ‘optimising’ represent the common principles of equality and excellence as economic rationalities.  相似文献

ABSTRACT

International alumni affairs is a relatively new addition to the landscape of higher education, particularly outside the elite sphere of the Ivy League and Oxbridge. These privileged institutions have seen comparatively high numbers of international students enrol for many years and have gradually developed a formalised alumni presence in any number of countries worldwide. This paper analyses the current public or community service operations of international alumni clubs representing American colleges and universities. An exploratory document analysis will produce an initial typology of service-oriented activity, and in select institutional cases will also evaluate to what extent the priorities of independent alumni clubs align with the institutional priorities of the home institution. Attention is paid to the sustainability of these service-oriented efforts, relevance to the local environment, and direct support of university faculty, staff and students.  相似文献

ABSTRACT

Digital education, now common in higher education, is particularly evident in the expansion of blended and fully online offerings at universities. Central to this expansion are educational developers, staff who support teaching and learning improvement in courses they do not themselves teach. Working closely with staff, students, and the curriculum, educational developers see first-hand how the digital learning agenda is both implemented and experienced. This article reports on findings from a national study of three educational development groups: academic developers, academic language and learning developers, and online educational designers, from 14 Australian universities. Although their institutional settings, roles, and work practices varied considerably, a central theme was the tension arising from a perceived shift in institutional priorities from ‘people development’ to ‘product development’: that is, from building human (educator) capacity towards curriculum resource development, particularly for the online environment. Participants reported a decline in autonomy, with institutional strategy and targeted projects increasingly directing both the work that gets done, and the skill sets required to do it. Their observations have implications for how universities conceptualise the development and support of the educational process.  相似文献

ABSTRACT

International students represent a growing market segment for colleges and universities in the U.S. As universities begin to target international students, it will become imperative that university administrators and faculty understand what these students expect once they arrive on campus. The present study, utilizing 686 U.S. and 338 Australian business students was designed to explore university service expectations from a cross-cultural perspective. Results indicate that expectations of Australian students are greater than those of U.S students on three dimensions of service quality. Implications for university administrators and faculty, along with future directions, are discussed.  相似文献

ABSTRACT

Criticisms have been levelled at academics at a time when funding of universities is increasingly tied to private and corporate purposes and when academics are held accountable through a hierarchy of functions. Claims are also made that academics work within narrow specializations and are removed from real-world experience and problems. Boyer’s model of scholarship offers four categories of scholarship that remain relevant to understanding and guiding the work of academics, including how they engage with communities. To explore the nature of academics’ work, we draw on data provided by a group of academics who participated in a research project using both sociological elicitation and visual arts-based research methodologies. The participants were asked to explore what various aspects of current academic work mean for them by providing an image and text, akin to creating a postcard. In this article, we focus on responses they provided to the prompt ‘Community engagement is?…?’ The postcards show how community engagement can be interpreted in diverse ways and that, along with teaching and research, community engagement are all integrated, mutually reinforcing drivers and outcomes of academic work.  相似文献

ABSTRACT

The literature in higher education public relations affirms that senior public relations administrators should be involved in institutional decision making at colleges and universities. However, public relations professionals are often stereotyped more as information processors and manipulators than as key members of an institution's senior management team. This study examines the role of senior public relations administrators in institutional decision making at the 14 universities in Pennsylvania's State System of Higher Education (SSHE). Based on the findings of this study, it may be concluded that SSHE senior public relations administrators are often not included in efforts to resolve important issues and influence institutional decisions.  相似文献

ABSTRACT

Teaching Excellence Awards have raised the profile of teaching as a scholarly project. There are however a number of questions about what constitutes teaching excellence and how ‘excellence’ is understood in current higher education. In a post-colonial South Africa, where significant injustices permeate our society, we question whether excellence can be understood in a generic manner. Furthermore, we argue that as universities are a public good, teaching excellence needs to explicitly attend to the ways in which universities contribute to broad goals of transformation and inclusivity. We analysed data from the national Teaching Excellence Awards and 13 South African universities’ awards to interrogate the discourses that underpin ‘excellence’ in this context of social inequality. We found that while the awards have gone some way to enhancing the position of teaching in institutions, ‘excellence’ was largely articulated in fairly generic ways which failed to take into account the enablements and constraints of the discipline and the institution. Furthermore, the guidelines and criteria privilege a decontextualised notion of excellence that seeks a ‘gold standard’ and validates performativity, rather than a contextualised response to the needs of the students.  相似文献

ABSTRACT

In the context of the Teaching Excellence Framework (TEF), we examine academics’ perspectives on the discourse of ‘teaching excellence’ based on an empirical study with 16 participants from five post-1992 universities. The article reports the findings on academics’ views of the term and concept of ‘teaching excellence’, examples of what ‘teaching excellence’ may look like in practice, whether a distinction between ‘good’, ‘good enough’ and ‘excellent teaching’ can be made, and the measurability of ‘teaching excellence’. The research findings suggest we need a more nuanced inclusive interpretation of ‘teaching excellence’ which recognises the conjoined nature of teaching and research in higher education, and also rebalances a focus on outcome-related measures with understandings of purposes and development of the processes of learning.  相似文献

Within the framework of cognitive motivation theory, selected personal and environmental motivational variables for faculty in eight liberal arts and science departments from community colleges, liberal arts colleges, comprehensive colleges and universities, and research universities were regressed against faculty allocation of work effort given to research, scholarship, and service. The data came from a 1988 national survey of faculty.Gender, (sociodemographic), quality of graduate school attended, career age, andrank (career); self-competence andself-efficacy regarding research, scholarship, and service andpercent time prefer to give to research, scholarship, and service (self-valuations); andinstitutional preference, consensus andsupport, andcolleague commitment to research, scholarship, and service (perception of the environment) were entered into regressions.R 2s were generally strong (.64 for liberal arts-I institutions) and significant. For all institutional types,self-valuation (self-competence and-efficacy) motivators significantly accounted for the explained variance.Sociodemographic andcareer variables did not explain appreciable amounts of variance.  相似文献

ABSTRACT

EU-Russia higher education cooperation has continued despite global tensions including Crimea incorporation. One example of this cooperation is the development of Finnish-Russian double degree programmes.

This paper focuses on institutional environments where double degrees develop and asks how and why they produce uncertainty from inside Finnish and Russian universities in the period of this unfavourable political situation. The matryoshka model is applied to understand the institutional environment of a university and the institutions around it. The institutional nature of a double degree is determined by comparative analysis of how internal university stakeholders in Finland and Russia perceive a programme’s benchmarks.

The study is based on the analysis of interviews conducted in partner universities. This paper discusses how perceptions of double degrees influence uncertainty in programme provision within and between institutional environments in Finnish and Russian universities. In addition, the level of institutionalisation of the double degrees may be evaluated.  相似文献

ABSTRACT

In the current higher education (HE) environment, indicators of ‘teaching excellence’ (TE) are increasingly under the spotlight. The literature offers a wide range of models and perspectives, but also highlights the need for greater (comparative) scrutiny of the perceptions of those at the centre – staff teaching across the disciplines in different countries. This article aims to contribute to ongoing debates by investigating and comparing the views of 120 academic staff teaching in one of two countries – England and Australia – in an attempt to deepen our appreciation of their definitions and understandings. The findings from this two-stage enquiry using online questionnaires and interviews indicate broad commonalities in the ways in which academics define TE, centred on facilitative, interactive pedagogy related to individual professional aspirations; they also reveal widely shared reservations about the term’s legitimacy and institutional/marketised (ab)use. As such, the findings offer policy-makers and institutions useful insights at a time when TE definitions and metrics are growing global pre-occupations.

Abstract

This paper examines the responses of Kenya's public universities to resource dependence difficulties arising mainly from public finance challenges. The study shows how Kenya's public universities have attempted to hedge against declines in state funding by actively, and purposively exploiting the opportunities in their institutional environments. The universities have not only managed to creatively circumvent a rather restrictive policy environment to pursue economic self-determination, but have also assumed an entrepreneurial institutional behaviour characterized in the main by some form of revenue diversification and market-like behaviour. Through this entrepreneurial behaviour, Kenya's public universities have managed to shift the locus of their resource dependence to the market, to various extents.  相似文献

Abstract

Recent news cycles have illuminated the disparate, racialized experiences of Black people in the United States but university leadership responses have been reactionary, or worse non-responsive. This study examines how university responses to national racial incidences such as the police brutality affect how faculty of color in one discipline understand the university’s commitment to diversity and ultimately how it affects the faculty experience. Illuminating how university actions affect not only faculty attitudes, but also faculty work has implications on broader university diversity outcomes and rectifying the racist, colonial founding of universities as national institutions. Findings show that there was increased race-related service taxation that was paired with resiliency and resistance tactics, and self- and community-driven coalition building. There are implications for institutional leaders around increasing a diversified student body through attention to community incidences and redefining community relationships to the university.  相似文献

ABSTRACT

Institutions of higher education are becoming increasingly dependent on external seminars to corporate employees as a means of meeting a growing number of business needs. As the variety of seminars expands, questions concerning the optimal seminar format must be addressed. The current, empirical study investigates seminar format preferences based on survey respondents' managerial level. Input is analyzed from three levels of manager: executives, mid-level managers, and supervisors. The results of the study indicate that there are certain strong preferences which managers at all levels share in regard to seminar format. In addition, several significant differences exist between the preferences of managers at the three organizational levels. Recommendations are given as to how universities can best develop and market seminars to the business public.  相似文献
