ABSTRACT

South Africa stands out in the African region for its protection of lesbian, gay, bisexual, transgender and intersex (LGBTI) rights. This article examines South Africa’s contributions to local policy for LGBTIs and to work on LGBTI issues in education policy and education rights progress internationally. It also considers broader South African contributions to the theorisation of gender and sexuality. Data derive from an analysis of 102 interviews with key informants participating in high-level global networking for LGBTI students’ rights, and documentary analysis showing how stakeholders characterise South African contributions to transnational LGBTI education work. Informants identified how such contributions have a strong human rights emphasis, furthering post-colonial resistance to simplistic gender and sexuality classification schema imposed via imperial colonising dynamics. While South African work in this area has also promoted and facilitated research, it has at times been limited by ambivalence from its leadership. The nation’s early adoption of constitutional rights, relationship rights and educational equity provisions as acts of decolonisation contribute valuable African LGBTI work examples to the region. Their success encourages further funding for South-South transnational LGBTI education work.  相似文献

Abstract

The role of digital literacy in strengthening citizens’ resilience to misinformation and ‘fake news’ has been the subject of research projects and networking and academic and policy discourses in recent years, given prominence by an escalation of the perceived crisis following election and referendum results in the US and UK respectively. This special issue sets out to take forward critical dialogue in the field of media and digital literacy education by publishing rigorous research on the subject. The research disseminated in this collection speaks to the political and economic contexts for ‘fake news’, the complex issue of trust and the risks of educational solutionism; questions of definition and policy implementation; teaching about specific subgenres such as YouTube and clickbait; international comparisons of pedagogic approaches and challenges for teachers in this changing ecosystem.  相似文献

ABSTRACT

In recent decades children’s rights to exercise choice in educational settings have slowly gained currency. Children’s rights advocates highlight the role of choice in empowering children to become critical and productive citizens. However, in this paper, the role of choice in interactions between teachers and students is problematised. Using Foucault’s notion of governmentality, the paper explores 15 teachers’ use of choice in classrooms and considers how ‘student choice’ can, far from empowering children, be used as a way of reinforcing extant adult-child power relations. The paper argues that students are often responsibilised to exercise choice wisely in order that they find themselves in a position in which they can enjoy everyday classroom privileges disseminated by the educator. When used this in way, the strategy of affording students ‘choice’ can frame students’ transgressions as individual failings to conform. The paper concludes that practitioners who advocate children’s rights need to reflect on the relationship between notions of choice and institutional power relations in order to ensure choice is used in a way that leaves space for power relations to be challenged by the students being asked to ‘choose’.  相似文献

This ethnography explores daily life at Milton High School, a US public school with its own specialized Homeland Security program. From ‘military grunts’ serving in distant theaters of war to Transportation Security Administration (TSA) agents defending the US borderlands to National Security Administration (NSA) technicians monitoring worldwide cyber communications, Milton’s Homeland Security program trained students for the multiple permutations of the global war on terror. Based on my ethnographic fieldwork conducted at Milton, this article offers an analysis of what I call ‘school securitization’. While growing critical education scholarship importantly investigates the intensification of militarized education evident in the rise of military charter schools and harsh disciplinary regimes, this ethnography documents how other actors like major defense contractors, security companies, and federal agencies contributed to the school’s remaking. Broadening the analytical framework of school militarization to school securitization accounts for the range of actors, institutions, epistemologies, and security-oriented beliefs beyond the military that shape public education for the production of violence.  相似文献

ABSTRACT

Since the 1990s, European school policy has been steered by management dreams that systematic monitoring and assessment would guide schools and society toward a future of greater quality, efficiency, and growth. This article, drawing on Jean Baudrillard, explores whether it makes sense to rearticulate this dream of optimization by assessment in terms of a ‘grand simulation’ that brings into circulation a play of signs in terms of global quantifiable comparability supported by the aura of objectivity, statistics and big data. Does this dream of optimization suck us into a virtual world of ‘ingrowing obesity,’ where an uninterrupted supply of statistics and digital platforms loosens our grip on the real by the alchemical use of numbers, algorithms, and signs? The article argues that by observing school policy as seductive effects of a larger crisis-producing and competition-motivating (self-)assessment simulation, it becomes possible to rearticulate a persistent trend in (trans)national school policies in a language different from this trend’s own self-referencing logic – and thus to question the trend itself. Danish school policy demonstrates as a European national case how the simulation changed local educational traditions by building up a national curriculum that made schools and students comparable and hereby amenable to increased assessment.  相似文献

This paper investigates global gender policy discourses within the education realm in post-genocide Rwanda. Drawing on interview data from students in seven secondary schools and Unterhalter’s gender framework (Unterhalter, Elaine. 2007. Gender, Schooling and Global Social Justice. New York, NY: Routledge), I analyse the extent global discourses are integrated into national education documents and how students understand global discourses around ‘gender equality’. I find that in national education policies and texts, discourses around gender equality are framed as a means to development, as a human right, and in relation to the past conflict rather than for the transformation of patriarchal structures. Similarly, students draw on themes from global policy discourse around development and rights but at the same time ‘re-gender’ this for a local context, propagating a public/private divide and cultural and biological stereotypes. Consequently, gendered hierarchies and biases persist in student attitudes. Findings carry important implications for the limitations of global gender policy discourses and the challenges of changing gender norms in a post-conflict context.  相似文献

Abstract

With growing awareness of the negative school experiences of trans students, more schools in North America are working to support such students and create more inclusive educational environments. This paper analyses how 60 educators in British Columbia, Canada talked about the involvement of trans students in decision-making processes at their school. It focuses on a prominent narrative, the ‘student in charge’ narrative, which suggests that educators should follow the lead of the young trans person to best support them. By centering the expertise of trans student, this narrative has the potential to disrupt cisnormativity in schools and traditional understandings of youth as unreliable. However, educators have also to negotiate dominant discourses about undue adult influence, young age, safety and gender fluidity that tend to undermine their initial commitment to young trans people’s self-determination. This paper analyses the effects of these contradictions on how educators respond to demands for recognition by trans students, and discusses the limits of student-led change. It concludes by arguing for more systemic changes that do not require the presence of trans bodies and instead offer possibilities for educational spaces in which all students would experience fewer pressures of gender and sexual conformity.  相似文献

This article focuses on the changes that the election of Donald Trump enables in education policy domestically and in education discourse internationally. I argue that Trump’s own charismatic leadership style is a distraction from the privatisation that it is facilitating through Betsy DeVos, Trump’s appointment as US Education Secretary. I draw on two contemporary examples of technology-enabled privatisation in education – cyber charters and predictive analytics using big data – to argue that in the Trumpian era, educational leadership may be shifting from corporatised forms, where professionals understood as ‘school leaders’ fulfil corporate objectives through corporatised means. Instead, Trumpian-era privatised educational leadership retreats fully behind the technology boardroom door, where it renders superfluous lead professionals in education institutions, and where its objectives are to generate profit through re-conceptualising learners as data providers. This analysis highlights the need for new tools and methods to describe and explain what is happening, and to help develop understandings of what educational leadership in this new landscape might be, do or achieve.  相似文献

ABSTRACT

Schooling has long been studied for its role in class formation and reproduction, Australian government secondary schools have also traditionally been associated with ‘the local’ and with ‘nation building’. Some schools might now also be engaged with ideas of the ‘the global’ not only through policy practices and priorities, but also through the social dynamics of migration and movement. In globalizing times neither class formation nor schooling can be thought of simply in national terms. They are connected to globalizing forces yet cannot be divorced from their national specificity. We suggest that within Australia recent and historical emphases on skilled migration are pivotal to considering local connections to global middle class circuits. We argue for new approaches to studying the school experiences of global middle-class families and students, through a focus on transnational connectivities, generational dynamics, family and social life, rather than on more ‘culturalist’ approaches and national comparisons.  相似文献

Abstract

Nationalism is a key resource for the political work of governing Scotland, and education offers the Scottish National Party (SNP) government a policy space in which political nationalism (self determination) along with social and cultural forms of civic nationalism can be formed and propagated, through referencing ‘inwards’ to established myths and traditions that stress the ‘public’ nature of schooling/education/universities and their role in construction of ‘community’; and referencing ‘outwards’, especially to selected Nordic comparators, but also to major transnational actors such as OECD, to education’s role in economic recovery and progress. The SNP government has been very active in the education policy field, and a significant element of its activity lies in promoting a discourse of collective learning in which a ‘learning government’ is enabled to lead a ‘learning nation’ towards the goal of independence. This paper draws on recent research to explore recent and current developments in SNP government education policy, drawing on discourse analysis to highlight the political work that such policy developments seek to do, against the backdrop of continuing constitutional tensions across the UK.  相似文献

Educational transitions are points during which students move from one level or unit of the schooling process to the next; they are generally associated with a cluster of discontinuities that can disrupt student progress. This article focuses on one type of transition that all students in US public schools must traverse: the systemic transition from middle to high school. More specifically, the study establishes the transition as a problematic occurrence receiving insufficient attention from education professionals, and considers policy options that have the potential to influence educational practice to be more supportive during these disruptive periods. The first section defines the transition of interest in the study and discusses the ways in which this seemingly ‘invisible’ organizational policy can be addressed in practice. The second section analyses a nationally‐representative data set to demonstrate the negative impact of the transition on pupil performance in mathematics and science. The final section explores potential policy responses to this disruptive organizational feature of US public educational systems that may overcome the heretofore insufficient responses in practice.  相似文献

Abstract

This article examines the challenges and possibilities for UK policy learning in relation to upper secondary education (USE) across England, Scotland, Wales and Northern Ireland (NI) within current national and global policy contexts. Drawing on a range of international literature, the article explores the concepts of ‘restrictive’ and ‘expansive’ policy learning and develops a framework of dimensions for examining what is taking place across the UK at a time of change for all four national USE systems. From an examination of recent national policy literatures and interviews with key policy actors within the ‘UK laboratory’, we found that the conditions for expansive policy learning had markedly deteriorated due to ‘accelerating divergence’ between the three smaller countries and a dominant England that has been pursuing an ‘extreme Anglo Saxon education model’. The article also notes that some aspects of policy learning continue to take place ‘beneath the radar’ between UK and wide civil society organisations. This activity is more prevalent across the three smaller countries although each, to differing degrees, is still constrained by its position in relation to the UK as a whole.  相似文献

We argue that one important role of the contemporary president is to be a conductor of public feelings. To demonstrate, we analyze U.S. President Barack Obama’s national eulogy speech delivered on January 12, 2011 in Tucson, Arizona. We show how Obama acts as a musical or energy conductor, redirecting a soundscape of boisterous enthusiasm to be in concert with discordant feelings of national pain and anger and moving them toward social love that is non-partisan and at times civic-centered. This essay has implications for public policy, racial registers of feeling, and writing the bodies of rhetorical scholars into criticism.  相似文献

The purpose of this critical discourse analysis is to examine how the political speeches and statements of President Barack Obama knowingly or unknowingly continue practices and policies of White privilege within educational policy and practice by constructing education in a neoliberal frame. With presidents having the ability to communicate unencumbered with their citizens, the impact of Presidential communication can either set or rupture the status quo. President Obama, as the first non-White President of the United States of America, is now at the center of continuing or breaking the status quo in educational policy which has been historically harmful to racial minorities. Through this critical discourse analysis studying the statements and remarks of President Obama in seven speeches pertaining to pk-12 education, there was evidence that suggested President Obama maintains the status quo. This paper argues that President Obama views education as a neoliberal enterprise, with its main focus on education serving economic purposes. Such a view reinforces racial stratification throughout society. Other evidence suggests that President Obama also reinforces individualistic approaches concerning race which could serve to further embed the institutional and internalized racism in public education. This research can serve to continue and strengthen educational discussions of the impact of whiteness and racism on public education. While steps are continually taken to ensure legal equality, generational and institutionalized measures are often ignored when discussing race and racism. This research can provide for further conversations on the impact that leaders have on continuing and promoting aspects of racism to their constituents.  相似文献

Abstract

This paper examines the current state of law and policy in relation to US transgender youth and their lived experiences. We approach this from different disciplinary backgrounds, identities, and ways of writing terms related to gender identity. We begin with an examination of the current legal climate in the USA and explore how students have pushed back against gender and sexuality norms even in a restrictive climate. Some transformations are already happening in public schools and some backlash, too, is being felt. Laws and policies in some locations are encouraging students, teachers, school leaders and community members to collaborate in making schools more educationally concerned about trans student success and teaching the school community about gender diversity. In shifting among scales and experiences of youth thinking and working on gender, we aim to emphasise youth agency and outline young people’s frustrations at the obstacles related to trans, gender dissidence and sexuality. In conclusion, we point to changes that can be made in schools to help professionals understand how policy and curricular innovation can bolster the openings that trans, gender creative and gender non-binary youth are already creating, whether or not those opportunities are officially recognised.  相似文献

In January 2015, President Obama captured headlines in the US by announcing America’s College Promise (ACP), a policy that would reverse four decades of privatisation in higher education by making community colleges ‘tuition-free’. This research explores the conversation that unfolded across the Facebook pages of various media sources. Key phrases associated with sentiments and communication styles are uncovered using a Bag of Words (BoW) technique. Next, guided by political identity theory, the researchers employ logistic regression to explore variable effects (e.g. source, gender, race, age and political leaning) on communicating: (1) Against ACP, (2) in a Civil manner, and (3) Against/Civil/On-Topic. BoW models suggest those against the policy utilise anti-free-ride, privatisation rhetoric, whereas those using uncivil language attack commentators and groups who counter personally-held political beliefs – while also introducing non-sequiturs from other policies (e.g. healthcare and immigration). The combined communication styles unlocked tokens not found in larger sentiments, such as concerns over student loan debt. Logistic regression illustrates that, depending on sentiment or communication style explored, political identities and memberships associated with source and political alignment significantly affected likelihoods of communicating in the conversation. ABSTRACT

Long-established paradigms around intensifying internationalism and ‘borderless-ness’ in the UK higher education (HE) sector are being challenged and disrupted by the nationalist drift of global political and socioeconomic forces. The UK’s international HE space is fragmented with neither a coordinated national policy nor a central agency overseeing sector-wide activity. Instead, national stakeholders interact in a ‘policymaking-sector expert nexus’ that itself engages internationally. UK institutions create structures to support ‘global engagement’ to help them to transcend national policy concerns and weather global ‘storms’, and to shape policy proactively. However, growing national policy divergence and competing policy priorities mean that enhanced coordination through a sector-level body must precede, and facilitate, the development of any UK-wide international HE strategy. A strategy will face the challenge of embracing institutional autonomy and mission diversity, recognising and value the full spectrum of international HE activities, and providing sufficient funding to leverage the implementation of institutional strategies.  相似文献
