I argue that analyses of racial(ised) discourse and policy processes in education must grapple with cultural disregard for and disgust with blackness. This article explains how a theorization of antiblackness allows one to more precisely identify and respond to racism in education discourse and in the formation and implementation of education policy. I contend that deeply embedded within racialized policy discourses is not merely a concern about disproportionality or inequality, but also a concern with the bodies of Black people, the signification of (their) Blackness, and the threat posed by the Black to the educational well-being of other students. Using school (de)segregation as an example, I demonstrate how policy discourse is informed by antiblackness, and consider what an awareness of antiblackness means for educational policy and practice.  相似文献

Systematic research into the school-to-work (STW) transition of young people with mild disabilities, a relatively new emphasis in education, has produced a wealth of information about factors associated with adult employment. Further, legislative mandates and recent educational reforms related to transition and access to the general curriculum have generated useful policy discussions about how schools can best support young people with disabilities to overcome documented barriers to work. However, theoretical perspectives embedded in and generated from research, policy, and practice on STW transitions of young people with disabilities are rarely discussed. The intent of this article is fourfold: (a) to summarize current research and models of practice on STW transition within the field of special education, (b) to identify implicit yet infrequently named theories in our research and practice, (c) to make connections to STW theories outside special education, and (d) to suggest how emerging perspectives can shape future research.  相似文献

In line with the increasing policy emphasis on inclusive education, there is now a greater focus on how best to provide for students special educational needs (SEN) in mainstream schools. However, there is little consensus internationally as to the most equitable way in which to support these students. Despite ongoing evaluations of the existing funding structures, there has been little discussion to inform future changes and ensure an equitable distribution of resources. This paper examines the system of SEN funding in Ireland during a period of policy change. Using data from a National Survey of Schools, we examine the profile and distribution of students across different school contexts to assess the extent to which the existing funding model targets those most in need. Findings show that the current through-put funding system broadly targets students with SEN but in any new model, there is room for greater differentiation in the allocation of funding, particularly within disadvantaged school contexts. The paper highlights the need for further discussion around how we conceptualise special education in mainstream education. We argue for greater emphasis on student outcomes and school accountability where SEN funding is received to support students.  相似文献

The paper examines teachers’ emotions in the process of making sense of educational reforms. We draw upon concepts from sociological theory and education to inform our framework for understanding how emotions, as a social construct, directly and indirectly, influence teachers’ understandings. Using qualitative data gathered in a study of comprehensive school reform (CSR), we explain how teachers make sense of reforms within their school and classroom contexts and the emotions that arise in the process. Findings show that as teachers made sense of reforms at the school level, they attached little emotion to them; whereas, making sense of the reforms vis-à-vis their own classroom practice appeared to be a more emotional process for teachers. Implications for policy and practice are discussed.  相似文献

The possibility of online Aristotelian virtue friendships via social network sites continues to be raised by philosophers, but as yet this has not been positioned within the realm of children or adolescents, who are known to be amongst the largest users of social media. Governmental agencies across the globe still struggle to define the boundaries of online usage for children, often depending on school-based curricula highlighting ‘safe-guarding’ online or some form of character education. This, however, often leaves the philosophical thinking behind virtual relationships as incompletely addressed in educational theory, policy and practice, despite there being some very real difficulties for children. Utilising the insights of Aristotle on friendship, I offer a view that may hold potential for a philosophically based policy. I outline three different ways this philosophical literature could have implications for education and indicate the types of policy that each might entail. I will contend that there are three distinct stakeholders here that can be identified as having a significant role to play in what we should do: the schools themselves, educational researchers and policy writers. Finally, I suggest ways in which research, policy and practice might link together.  相似文献

In this article we explore the dual role of global university rankings in the creation of a new, knowledge-identified, transnational capitalist class and in facilitating new forms of social exclusion. We examine how and why the practice of ranking universities has become widely defined by national and international organisations as an important instrument of political and economic policy. We consider the development of university rankings into a global business combining social research, marketing and public relations, as a tangible policy tool that narrowly redefines the social purposes of higher education itself. Finally, it looks at how the influence of rankings on national funding for teaching and research constrains wider public debate about the meaning of ‘good' and meaningful education in the United Kingdom and other national contexts, particularly by shifting the debate away from democratic publics upward into the elite networked institutions of global capital. We conclude by arguing that, rather than regarding world university rankings as a means to establish criteria of educational value, the practice may be understood as an exclusionary one that furthers the alignment of higher education with neoliberal rationalities at both national and global levels.  相似文献

Public education discourse in the USA has been characterized by messages of crisis shaping education policies across national contexts. Education policy solutions target a lack of qualified teachers and insufficient oversight of teacher practice as central factors in the crisis, placing teacher identity as knowledgeable, authoritative professionals at the center of educational reform debates. Mainstream news media is a key site for education policy debate. I employ critical discourse analysis of education news published in a major US newspaper, uncovering how grammar patterns in news discourse situate teacher identity in relation to knowledge and authority. I demonstrate how the paper's discourse frames teacher identity in terms of Accountability and Caring and discuss how, in the context of larger economic and social policy debates, Accountability gains authority over caring to shape education policy. I call for teachers to integrate critical participation in public education debates as key element of professional identity.  相似文献

Special education has been somewhat neglected in the sociological study of curriculum change, despite the value of sociological perspectives on policy and provision for special educational needs. This article considers the redefinition of special education over the last decade, in both mainstream and special schools, drawing on other sociological analyses of curriculum redefinition and realisation. Particular attention is given to the professional interests involved and the contexts within which change has taken place. The article concludes with a review of the implications of recent legislation for the redefinition of special education. It is suggested that the increasing convergence of policy and curriculum frameworks for both special and mainstream education requires an integrated approach to future research and analysis.  相似文献

This essay presents the results of a review of research published in the last 10 years on the uses of what we term ‘productive’ digital technologies in special education contexts. There is little overlap between research on productive technologies such as digital storytelling in mainstream contexts and research on technology use to support literacy learning in special education classrooms. Analysis centred on theoretical frameworks, research methods, educational contexts and technologies used with children and youth labelled with special needs. The initial sample of refereed journal articles (n = 1,132) was reduced to 14 studies for review. Results suggest large variations in the knowledge base about why, how, when and to what effects productive technologies might be used with children labelled with special needs. The essay presents further areas for theorising and research in the juncture of these separate fields to address the inequitable variations and social justice issues engendered by current research and practice.  相似文献

While differences in national contexts are associated with variations in how teachers are trained and school systems are organised, the conceptual and philosophical problems of equity and inclusion in schooling are shared concerns. This paper describes how the structure and content of an initial teacher education programme for primary and secondary teachers has been revised to ensure that social and educational inclusion is addressed within the core programme. A rationale is presented for the development of ‘inclusive practice’, followed by a discussion of the reforms and an outline of the effects that are expected in the classroom practices of teachers in schools.  相似文献

Despite dramatic changes in Irish special education policy during the last decade, there is little understanding of the factors influencing how special educational needs (SEN) are identified and whether identification varies across different school contexts. International research has tended to focus on how individual child characteristics influence SEN identification. Less attention has been given to other factors such as teacher characteristics or school social mix. Using data from the nine-year-old cohort of the Growing Up in Ireland study, this article examines which children are most likely to be identified with different SEN types taking into account student social background characteristics, teacher characteristics and school social mix. Findings show that children attending highly disadvantaged school contexts are far more likely to be identified with behavioural problems and less likely to be identified with learning disabilities than children with similar characteristics attending other schools. It seems that ‘behavioural’ issues take precedence over learning difficulties in these schools pointing to a culture of care/containment rather than academic progress.  相似文献

The Dearing reviews of 1993 (the National Curriculum and its assessment) and 1996 (Qualifications for 16‐19 year olds) have created the context for a renewed discussion of educational ‘flexibility’ and ‘choice’. This article seeks particularly to analyse ‘choice’ within the educational and wider social contexts and to identify how far the conditions for choice exist. It suggests three main areas of difficulty: (1) contradictions in education policy, which is a site of contestation rather than coherence at a national level, and provides therefore an unstable context for choices; (2) ambivalence in the social context, in so far as ‘autonomy’ is now both the goal of education and also a prerequisite for access to education; (3) specific characteristics of educational provision which offer limited evidence of the capacity to adapt to the kinds of support and guidance for ‘choice’ which are the pre‐requisites of any meaningful implementation of the Dearing proposals.  相似文献

Concerns about identity in educational research and theory have understandably focused on politically salient identity categories, especially class, race/ethnicity, and sex/gender. This focus contributes to political discourse, but offers a simplistic if not totally misleading picture of which identities are observably relevant in educational settings and practice. Politically salient categories are not always relevant in particular educational contexts, and even when they are, their relevance cannot properly be understood without an appreciation for the multiplicity and diversity of identities which become relevant in particular contexts and courses of action. These arguments are illustrated with reference to the case of Mary Daly, the feminist professor who refused to integrate male students into her women's studies courses. A detailed analysis of a news interview excerpt, drawing upon ethnomethodological conversation analysis, suggests how identity can be respecified more widely and more finely by situating identity within natural language use and social interaction.  相似文献

Disabled students' entry to the (compulsory) education system in New Zealand is often conditional upon the presence of untrained teacher aides, who are frequently regarded as the ‘solution to inclusion’. This widespread practice has occurred within a research and policy void, despite the growing body of international research literature that contests its efficacy and equity. Drawing from the findings of a qualitative study, the purpose of this paper is to develop an understanding of the school experiences of disabled students, from their and teacher aides' perspectives. Interpreted within a framework of current disability, social justice and sociology of childhood theorising, the findings are presented as a continuum of educational contexts, in which students (and aides) were (1) fully included in all aspects of school, (2) partly included/assimilated in aspects of school life, and (3) excluded from regular school. The findings are consistent with those of international research in illuminating the pivotal, complex and ambiguous role that aides play in both helping and hindering disabled students' educational presence, participation and achievement. The paper concludes with an outline of changes that may be instrumental in bringing about a more inclusive education system for all students.  相似文献

This paper critically analyses the neo‐liberal discourse informing global education policy and practice. We use postcolonial theory to deconstruct the contexts for global educational partnerships, highlighting how issues of power and representation are central to their development and the learning that takes place within them. Teacher development through North—South study visits is one way of challenging teachers’ worldviews, but these are not always effective. We argue that study visit courses, where learning is facilitated by differently knowledgeable others, have the potential to be more effective, but only if the courses are underpinned by postcolonial theory and informed by socio‐cultural pedagogy.  相似文献

Abstract

Critical approaches to inclusive education seek to transform educational systems to increase access, participation, and achievement for students at the intersections of multiple markers of difference. Yet, the role of space in inclusive education remains under explored as a social and political construct. We know that space matters for the production and maintenance of student identities; however, little is known about its interaction with teacher and specifically special educator identity. This qualitative study takes a ‘spatial turn’ in inclusive education by exploring how the existing geographies of exclusion within schools mediated special educators’ identity construction. Through interactions with their sociocultural contexts, special educators’ engaged in the co-construction of gatekeeper identities and participated systems of ableism that perpetuated and justified exclusion. Recommendations will be made for how school communities can critically interrogate space as a means for increased equity and inclusion.  相似文献

For over 30 years the field of special education has grappled with the problem of disproportionality. The discourse around this issue has predominately focused on possible causes, and yet the problem persists. This paper will provide an overview of the research on disproportionality and multicultural special education. In addition, the authors will examine the extent to which culturally responsive teaching has been implemented in special education and will propose future directions for research and practice.  相似文献

The study of how policy processes shape religious education as a curriculum subject, rather than within faith schooling, is relatively unexplored. This paper applies a policy analysis perspective to an important distinction in non-confessional English religious education, which has also been adopted internationally: ‘learning about religion’ and ‘learning from religion’. The changing nature of the distinction in English policy documents from 1994 is examined in the light of three main voices of influence on educational policy: neo-conservatives, neo-liberals and progressives. These changes are also analysed through three policy contexts: influence, text production and practice. Revisions to policy wording are interpreted in the light of this theory, showing the growing significance of neo-liberalism, and the nature of compromise, amendment and ambiguity. The implications for an understanding of the inter-relationship between policy, pedagogy and practice are then considered.  相似文献

With special reference to the People's Republic of China (PRC), this paper examines relationships between law, education reform and social transformation that have been under-researched. The argument is that, despite national leaders' high expectations, the use of law to effect or consolidate educational reform in the PRC is affected by both legal and extra-legal factors such as politics, economics, and social norms and cultures. The paper first establishes a framework within which the PRC is analyzed. Secondly, the paper looks into the policy context in which the PRC adopts the strategy of using law to govern the nation and education, and examines the contrasting scenarios between promotion of governance of education with the law, and public defiance of education laws in the PRC. Thirdly, the paper analyzes the deep-seated problems behind the scenario in the wider social and political contexts that shape education and law, and examines the role of law in governance and social change.  相似文献
