文章提出:至今,关于如何办好中国的开放大学的探究可以归结为两大课题,即围绕一个理论研究的主题——中国的开放大学究竟应该"姓"什么,以及针对一个实践探索的难题——办好中国的开放大学究竟应该"做"什么。文章认为:办好开放大学,电大以及电大的奥鹏,肩负"姓"什么和"做"什么两大课题研究和探索的重任,要在开放大学顶层设计的框架下,"摸着石子过河",完成与开放大学的接轨、转轨和并轨;要在办好开放大学的进程中,转型当好开放大学建设的旗手。  相似文献

This article examines the role of the European Union's Commission in weaving together the Bologna Process and the Lisbon research strategy with its existing educational initiatives to define and disseminate an influential vision of European higher education. The article begins by outlining the Commission's activities in relation to EU education programmes, the Lisbon research agenda and the Bologna Process. It goes on to examine, in a variety of policy texts, the discourse of European higher education that is supported by, and supporting, these large-scale policy developments. Whilst the overall coherence and cohesiveness of this emerging discourse can be queried, the article argues that the Commission is drawing effectively on both Bologna and Lisbon to firmly constitute — and reconstitute — higher education as a European policy domain. The article concludes with an analysis of how different educational stakeholders are supported and restricted by the Commission's views of higher education, as articulated through its 'hybrid' Bologna/Lisbon agenda.  相似文献

Adult learning staff play a key role in making lifelong learning a reality. It is they who facilitate learners to develop knowledge, skills and attributes. At the European level there is a lack of information about various aspects of the profession, such as who they are, how they are recruited, what their specific roles and tasks are, what competences and qualifications they are expected or required to possess, what their employment status is, how their professional development is organised, how they are assessed, and how attractive their profession is. This article is meant to bridge this gap and describes the variety of contexts in which adult learning staff are working. Furthermore, it seeks to reveal the factors that promote or affect the quality of the work provided by these practitioners and will address a number of issues that should be on the agenda of policy makers. This article is based on the outcomes of a study that have been carried out by an international research group in the period 2007 -2008, under guidance of Research voor Beleid and PLATO University Leiden under contract of the European Commission (DG Education and Culture).  相似文献

开放大学是构建我国终身教育体系的主体性力量,开放大学在终身教育中发挥作用的大小,是衡量开放大学办学成效的标准。基于我国开放大学面临的艰巨任务和提高办学水平的紧迫性,需要突破大学建设的传统思维和固有模式,组建开放大学联盟是一项战略选择。开放大学联盟是以开放大学为主导,以战略合作为纽带,与其他联盟伙伴组建起来的教育共同体,其作用是优势互补、资源共享、质量提升、整体竞争力增强。组建开放大学联盟不是简单的大学联合,也不是照搬、模仿传统大学已有的联盟方式,而应形成自己的特色:按照终身学习理念组建开放大学联盟,体现立足全社会的开放、多样化的办学特征,以高效灵活的运行机制,利用现代信息技术,整合和利用优质教育资源,构建办学网络覆盖全国的远程开放教育模式。  相似文献

As a society, we realize that the profound issues facing us cannot be addressed by any individual or profession alone. By tracing the 25-year history of the Interprofessional Commission of Ohio at The Ohio State University, this article illustrates how collaboration among the helping professions, academics, individual citizens, and community agencies and organizations offers the best hope for meeting the challenge of improving human conditions in our increasingly complex world. This article chronicles the development of the Commission from its inception as a vision to its present form, describes the evolution of the program from a client-centered focus to one that now embraces a community-based approach, and concludes with a brief look at some challenges facing collaborative programs in the new millennium. Virtually every managerial book written lists and expounds upon the tasks, duties, roles and responsibilities of administrators. This paper reports a portion of the findings of the third phase of a study of Australian and U.S. academic department chairs in colleges and universities. In it, we seek to clarify how chairs in the two countries define the tasks that exemplify their role as chair. The driving question behind this inquiry is: Do academic department chairs, independent of country, define their tasks in the same way? The history of giftedness pertains to historical changes regarding how giftedness is conceptualized and defined, and how it serves the practical purpose of identifying gifted children and providing them an appropriate education. The past century has witnessed debates and controversies about what constitutes this elusive human quality we deem “gifted.” Overall, it has undergone significant changes from monolithic, static to more pluralistic, dynamic conceptions. The first part of this article delineates historical changes in the past 100 years in our understanding of the nature and development of giftedness, followed by the second part on the changing ways we define, assess, and identify gifted children or gifted potential for intervention purposes. The final part of this article depicts a broad trend toward expanding gifted education to a wider range of students, with the understanding that gifts and talents are widely distributed in student populations, and the deliberate cultivation of human potential should not be confined to a selected few.  相似文献

ABSTRACT

This article presents a critical policy historiography of how Early School Leaving has been understood as a social problem and what policy responses have been enacted to tackle it in the Italian context, devoting a specific attention to the analysis of the translation of EU policy ideas, tools and recipes to reduce ESL. It shows how the formulation of a global and integrated national strategy to tackle ESL in Italy in 2018 can be interpreted as the result of a troubled process of re-culturing. Such a reculturing is the effect of the complex interplay between the legacies of the Italian welfare regime in education and the co-option of the ESL issue within a EU political frame that struggles to combine economic rationalism and social justice. Such a struggle is interpreted as contributing to a profound rethinking of education and its mission.  相似文献

This article provides an overview and critical analysis of inquiries into historical institutional child abuse and examines their multiple functions and complex effects. The article takes a broadly international view but focuses primarily on Australia, the UK and Ireland, jurisdictions in which there have been major national inquiries. Drawing on sociological and other social science literature, it begins by considering the forms, functions, and purposes of inquiries. An overview of emergent concerns with institutional abuse in the 1980s and 1990s is then provided, followed by an examination of the response of many governments since that time in establishing inquiries. Key findings and recommendations are considered. The final sections of the article explore the evaluation of inquiries, both during their operation and in their aftermath. Policy change and legislative reform are discussed but the focus is on aspects often underplayed or overlooked, including an inquiry’s credibility, its role in processes of knowledge production, and the part it plays in producing social and cultural shifts. In the context of growing numbers of inquiries across Western democracies, including the Australian Royal Commission into Institutional Responses to Child Sexual Abuse, it is argued that grasping the complexity of the inquiry mechanism, with its inherent tensions and its multiple effects, is crucial to evaluating inquiry outcomes.  相似文献

This article considers the impact of recent policy designed to define the roles and responsibilities of special educational needs co-ordinators (SENCos). The international drive towards the inclusion of children with special educational needs within the mainstream has led many schools to reconsider their structures and practices. In the UK, the SENCo role lies at the heart of these structures and the Government has sought to define this role both within a revised Code of Practice for special educational needs and in a set of national standards. In this article, Christine Szwed, Director of Studies for Initial Teacher Education at the University of Birmingham, reports the findings of a survey examining the context of SENCo role management within a group of primary schools. The findings indicate that the role cannot be generalisd and that SENCos are operating in increasingly complex contexts within very different management structures. Christine Szwed argues that, to be effective, SENCos must be enabled to work at a whole-school level and that the co-ordination of special needs is a development issue for the whole staff.  相似文献

The role of the reinforcer in instrumental discriminations has often been viewed as that of facilitating associative learning between a reinforced response and the discriminative stimulus that occasions it. The differential-outcome paradigm introduced by Trapold (1970), however, has provided compelling evidence that reinforcers are also part of what is learned in discrimination tasks. Specifically, when the availability of different reinforcing outcomes is signaled by different discriminative stimuli, the conditioned anticipation of those outcomes can provide another source of stimulus control over responding. This article reviews how such control develops and how it can be revealed, its impact on behavior, and different possible mechanisms that could mediate the behavioral effects. The main conclusion is that differential-outcome effects are almost entirely explicable in terms of the cue properties of outcome expectancies—namely, that conditioned expectancies acquire discriminative control just like any other discriminative or conditional stimulus in instrumental learning.  相似文献

The current training model being used in higher education advocates the acquisition of competences aimed at providing students with all-round training that will enable them to tackle their future work responsibilities effectively. This encompasses a number of different competences, most notably the transversal kind, especially in view of the important role they play in shaping the profile of any professional individual. The active learning methods applied to group work have shown to be the most suitable for achieving these competences. From this perspective, and considering their relevance, we present the results of a study that addresses the perceptions held by students from Education Degrees regarding the extent to which transversal competences are acquired by implementing active learning methods. The students perceive group work as a dynamic that teaches them how to be more self-critical and committed to group-oriented tasks, thus encouraging communication skills, personal relationships and motivation. However, a lesser degree of acquisition has been recorded in other equally important competences. As such, it is necessary to promote these learning methods from the start, carefully designing and planning the curriculum structure as well as the tasks to be performed in order to avoid any negative implications that may arise.  相似文献

This article offers one potential response to Yancey's (1999) call for a fourth wave of writing assessment able to capture writing development in all of its complexity. Based on an ecological perspective of literate development that situates students’ growth as writers across multiple engagements with writing, including those outside of school, the ecological model of writing assessment described in this article seeks to provide students, teachers, departments, and institutions with fuller, richer accounts of the breadth of students’ literate experiences and how those experiences impact their abilities to accomplish academic tasks throughout the undergraduate years and beyond. Using the University of Central Florida's recent efforts to develop and employ an ecological assessment model as one of many potential examples, this article argues that an ecological model of writing assessment enables institutions to make visible the multiple sites where writing takes place, strengthen the affordances for student learning and writing in these sites, and also respond effectively to the multiple stakeholders invested in understanding writing development, what it involves, and how it might best be supported.  相似文献

This article deals with issues involved in the training of school support agents for school improvement tasks and purposes. We describe and analyze a specific training programme that was carried out in Madrid, Spain, from 1990 till 1992. Apart from dealing with its initial objectives and assumptions, the article explores the institutional, cultural and personal factors that played a major role throughout the implementation of the programme; finally, it attempts to give an account of the problems involved in the reconstruction of the theory and practice of external support through the in‐service training of school support agents.  相似文献

Since the demise of the University Grants Committee (UGC) the Committee of Vice-Chancellors and Principals (CVCP) has had an opportunity to forge a new relationship to the state. While the Committee has continued to engage in elite negotiations with state institutions such as the funding and research councils, it has also become an active pressure group exerting its influence upon the political process in general. Perhaps more interesting than the recent change in the CVCP's role is the way in which, given the expansion of the university sector following the passage of the Further and Higher Education Act, 1992, it will develop in the future. This future role, so the article argues, is dependent upon the interaction of two factors: the nature of the funding context imposed by government, and the ability of the Committee to sustain its own internal cohesion. The article poses alternative outcomes dependent upon contrasting interpretations as to how these two variables could develop.  相似文献
