高等教育中外合作办学已有20多年的发展历史,目前存在的主要问题是合作办学的中方高校定位不明,合作办学总体水平有待提高;专业、学科设置重复,缺乏特色;高等教育的"公益性"与"营利性"之间矛盾突出,合作办学的"公益性原则"难以充分体现.为了提高办学水平与质量,合理引进与有效利用国外优质教育资源,必须从观念、政策及其落实、监管机制等层面对高等教育中外合作办学活动加以规范与引导. 相似文献

自上世纪90年代以来,全国各地高校纷纷举办各类中外合作办学项目。当前全国本科层次的中外合作办学项目(含港澳台地区合作办学项目)总数达到了629个。尽管如此,本科层次中外合作办学项目中的外方优质教育资源引进不足问题依然突出。文章对中外合作办学项目过程中外方资源引入不足问题的原因进行了分析,并就如何有效引进和利用外方优质教育资源为中方合作者提出了参考建议。 相似文献
