The world’s third largest producer of scientific research, Germany, is the origin of the research university and the independent, extra-university research institute. Its dual-pillar research policy differentiates these organizational forms functionally: universities specialize in advanced research-based teaching; institutes specialize intensely on research. Over the past decades this policy affected each sector differently: while universities suffered a lingering “legitimation crisis,” institutes enjoyed deepening “favored sponsorship”—financial and reputational advantages. Universities led the nation’s reestablishment of scientific prominence among the highly competitive European and global science systems after WWII. But sectoral analysis of contributions to science, technology, engineering, mathematics, and medical and health journal publications (1950–2010) finds that Germany’s small to medium-sized independent research institutes have made significant, growing contributions, particularly in publishing in higher impact journals proportionally more than their size. Simultaneously—despite dual-pillar policy implications—the university sector continues to be absolutely and relatively successful; not eclipsed by the institutes. Universities have consistently produced two-thirds of the nation’s publications in the highest quality journals since at least 1980 and have increased publications at a logarithmic rate; higher than the international mean. Indeed, they led Germany into the global mega-science style of production. Contrary to assumed benefits of functional differentiation, our results indicate that relative to their size, each sector has produced approximately similar publication records. While institutes have succeeded, the larger university sector, despite much less funding growth, has remained fundamental to German science production. Considering these findings, we discuss the future utility of the dual-pillar policy.

Abstract

This paper examines the relationship between new media use and international communication that addresses religiosity and affirms users’ standpoints occupied by transmigrants that are marginalized in dominant societal structures. Drawing from focus group interviews among recent Chinese Protestant immigrants in Toronto, we argue that new media “use” is broadened by users’ cultural appropriation in situational contexts to include proxy internet access as accommodative communication given the political and legal constraints in their home country. Chinese transmigrants not only reinterpret and alter semantic associations that spiritualize the internet, they also engage in innovative strategies that involve the intertwining of offline and online communicative modes. These include deploying complementary media forms or communicating in codes that are mutually understood among participating members to facilitate intragroup networking among Chinese religious communities. Implications are discussed with regard to the importance of cultural norms and situational context in shaping mediated international communication.  相似文献

Abstract

The study critically reviews China's cultural policy and counterhegemony strategy against global Hollywood from 1994 to 2000. The central argument is that the Chinese government's strategy of using the so-called main melody propagandistic films to battle against Hollywood from 1994 to 2000 is ineffective in terms of film market recouped and quality films produced, but may be considered partially successful in terms of the technological renovation of film exhibition infrastructure. The reason lies in the conflict between a planned production and a market demand, plus an ambivalent explanation of the function of the film industry and an unclear definition of the cultural policy. This conflict not only speaks to the complexity of global-local interplay, but also reflects the fundamental dilemma of China's “one-party market economy” (Kahn, 2002, ¶ 2), and its contradictory perspective on globalization. The study also revisits the thesis of “cultural imperialism” and calls for a more synthesized way to explain the complex global-local dialectic.  相似文献

The vernacular discourses of Latino/a and South Asian American bloggers in the context of SB 1070, legislation recently passed in Arizona, illustrate how their shared experiences of discrimination (re-)articulate “brownness” as a complex racial formation aligned with constructions of “illegal” immigrants. Bloggers' differentiation of their subjective experiences of alien citizenship and racialized belonging from white or black citizenship problematizes the rigidity of their “middling” positionality within the U.S. racial structure, encouraging a more contextualized approach. I consider the bloggers' varied constructions of brownness, its distinctive positionality within racial structures, and their contestations of the discourses that racialize brown identities.  相似文献

The relationship between “marginal” and “mainstream” science has, in recent decades, become a matter of discussion. Traditional perspectives must be reexamined in the wake of transformations in the international circulation of knowledge and the subsequent diversification of scientific “peripherality”. Argentina represents an interesting case with which to explore the structure of “peripheral centres” and new forms of scientific development. While it has recently experienced an expansion in terms of institutionalization, professionalization, and internationalization, that process has been coupled with entrenchment of existing institutional asymmetries and persistent intra-national inequalities; academic prestige is distributed according to opposite principles of legitimation (local/international). Our main task is to explore the current state of research capacities pursuant to that expansion in order to analyze the diverse styles in which knowledge is produced. In our analysis, we make critical use of Bourdieu’s concept of field and the Latin American category of “structural heterogeneity,” while also focusing on the question of circulation. The paper outlines how professionalization has developed locally over time, and the historical tension between the National Council for Scientific and Technical Research and the public universities. It describes the current structure of the scientific field in terms of researchers, institutes, publishing circuits, and institutional evaluative cultures. It focuses on geographical asymmetries in order to assess the distribution of new human and material resources throughout the country. Finally, it addresses the current situation under the new government, and raises concern over recent regressive actions.  相似文献

In this paper, I analyze how recent calls to internationalize publication behavior affect research practices at an automotive engineering department in Germany. Automotive engineering is a field with traditionally rather scarce publication activity and strong connections to industry. Substantial authority to define suitable research problems and ways of organizing knowledge production on a daily basis was therefore reserved for local academic elites as well as corporate partners. However, as engineers are increasingly expected to prove their performance through publishing in international peer-reviewed journals, the judgment as to what should be considered “interesting” or “robust” research is partly relegated to a gradually globalizing community of academic peers. This generates a variety of tensions with established ways of coordinating epistemic work at the department studied here. For example, the thematic interests of journals tend to exert a disruptive centrifugal pull in the context of an otherwise highly modular research culture, and possibilities to publish in international venues are unequally distributed across individual research projects. But while department members agree that there is a lack of fit between current practices and new expectations towards their publishing behavior, their opinions about the conclusions that should be drawn differ significantly. Some researchers argue that profound organizational changes are necessary to foster the academic rigor of German engineering research. Others believe that evaluation criteria should simply be adapted. This situation is arguably characteristic for research areas with a traditionally strong orientation to local stakeholders, and it suggests a need for more deliberative, participatory approaches to research evaluation in such fields.  相似文献

This research explores the changing discourse surrounding skin lightening currently referred to as “skin toning” in sub-Saharan Africa. This study problematizes the “skin toning” discourse which deceitfully implies that dark-skinned individuals can “slightly lighten” their skin with fewer social and physical consequences. Through critical discourse analysis of an interview with a former Ghanaian beauty queen (Nasara) on YouTube, it became evident that she utilized specific neoliberal ideologies to discursively frame “skin bleaching.” The concurrent interpretations of skin toning speak to the spaces where gender, race, class, and social status intersect to create particular subjectivities and produce particular discourses at specific times.  相似文献

There is a crisis of valuation practices in the current academic life sciences, triggered by unsustainable growth and “hyper-competition.” Quantitative metrics in evaluating researchers are seen as replacing deeper considerations of the quality and novelty of work, as well as substantive care for the societal implications of research. Junior researchers are frequently mentioned as those most strongly affected by these dynamics. However, their own perceptions of these issues are much less frequently considered. This paper aims at contributing to a better understanding of the interplay between how research is valued and how young researchers learn to live, work and produce knowledge within academia. We thus analyze how PhD students and postdocs in the Austrian life sciences ascribe worth to people, objects and practices as they talk about their own present and future lives in research. We draw on literature from the field of valuation studies and its interest in how actors refer to different forms of valuation to account for their actions. We explore how young researchers are socialized into different valuation practices in different stages of their growing into science. Introducing the concept of “regimes of valuation” we show that PhD students relate to a wider evaluative repertoire while postdocs base their decisions on one dominant regime of valuing research. In conclusion, we discuss the implications of these findings for the epistemic and social development of the life sciences, and for other scientific fields.  相似文献

Despite initial enthusiasm about the potential of voluntourism to promote sustainable development and intercultural learning, recent critiques have focused on voluntourists’ tendency to reinforce status differences by “Othering” their hosts. This study expands the literature on Othering in international voluntourism contexts by examining how local community members who interacted with voluntourists interpreted the Self–Other relationship. Based on longitudinal focus group data from four host communities, the findings showed that the categories of “Self” and “Other” were not fixed but fluid, permeable, and dynamic. The study suggests that the Othering process can open up unexpected relational spaces and reconfigure community–voluntourist relationships.  相似文献

In this paper, we use data from a survey of 151 French record companies to test the “long-tail” hypothesis at the level of the firm. More specifically, we test whether, following the “selling less of more” principle coined by Anderson (2006), record companies that have adapted to digitization (at various levels: artists’ scouting, distribution, and promotion) release more new albums without having higher overall sales. We construct a production function in which the output is produced from conventional inputs of labor and capital, as well as inputs that are more specific to the recorded music industry. We consider two types of output: a commercial output (albums sales) and a creative output (number of new albums released). We show that labels that have adapted to digitization are more efficient in respect of creative output, but that there is no effect of adaptation to digitization on the commercial output, which is consistent with the predictions of the long-tail hypothesis.  相似文献

Maintaining the microclimatic parameters at the desired value is essential for artefacts preservation. In order to control the status of the microclimatic parameters, a continuous monitoring of the indoor environmental provides conservators, curators, restorers, and lenders with an exact knowledge of the microclimatic conditions under which the works of art are kept. Moreover, the monitoring results give important information in order to make adequate changes to the control strategy of microclimatic parameters. From this point of view, monitoring is an essential tool to develop an actual preventive control programme aimed at maintaining the optimal microclimatic conditions for preservation. As a consequence, long-term monitoring has to be applied to prevent deterioration of works of art. The widespread opinion that a correct approach to the topic of microclimate control for artefacts preservation is not only and necessarily to provide buildings with sophisticated environmental control systems, but mainly to investigate the actual environmental dynamics and, before any structural intervention, to define the compatibility between the climate control potentials and the preservation requirements, has become more and more firm among the experts. Monitoring also allows to verify the capacity of the “building and Heating, Ventilation and Air Conditioning (HVAC)” system to maintain the desired thermo-hygrometric values within the operating conditions. To this aim, the Italian Standard UNI 10829 (1999) defining monitoring, elaboration and analysis of the microclimatic data as supporting actions for artefacts preservation, led to the need of a long-term monitoring and of a statistical approach to the data management. The approach proposed by the Italian Standard has been recently adopted by a European Standard (EN 15251, 2007). In accordance with the Standards mentioned above, in this paper an operational procedure to assess the thermo-hygrometric quality in museums is firstly synthetically presented and than applied to a case study. In particular, the procedure is developed in order to define the thermo-hygrometric quality level of the exhibition areas in the large museum complex of “Santa Maria della Scala” in Siena (Italy) during the international temporary exhibition “Duccio. Imagine putting together a jigsaw puzzle that works like the board game in the movie “Jumanji”: When you finish, whatever the puzzle portrays becomes real. The children playing “Jumanji” learn to prepare for the reality that emerges from the next throw of the dice. But how would this work for the puzzle of scientific research? How do you prepare for unlocking the secrets of the atom, or assembling from the bottom-up nanotechnologies with unforeseen properties – especially when completion of such puzzles lies decades after the first scattered pieces are tentatively assembled? In the inaugural issue of this journal, Michael Polanyi argued that because the progress of science is unpredictable, society must only move forward with solving the puzzle until the picture completes itself. Decades earlier, Frederick Soddy argued that once the potential for danger reveals itself, one must reorient the whole of one’s work to avoid it. While both scientists stake out extreme positions, Soddy’s approach – together with the action taken by the like-minded Leo Szilard – provides a foundation for the anticipatory governance of emerging technologies. This paper narrates the intertwining stories of Polanyi, Soddy and Szilard, revealing how anticipation influenced governance in the case of atomic weapons and how Polanyi’s claim in “The Republic of Science” of an unpredictable and hence ungovernable science is faulty on multiple levels.  相似文献

This essay examines the rhetoric/politics of Yasukuni Shrine as an experiential memory-scape, a material and discursive ground to frame and enact banal patriotism and militant nationalism. As a powerful mnemonic and rhetorical institution, Yasukuni Shrine (re)produces a nationalistic narrative and identity by (con)fusing natural feelings of individual grief and cultural tradition of commemoration with national heritage of banal patriotism. By (con)fusing what is “particular” and “universal,” Yasukuni Shrine establishes its rhetorical ground to justify a “banal” sense of patriotism that slips into the “ordinary yet honorable” fervor of militant nationalism, while effectively evading its moral/ethical reflexivity.  相似文献

The paper presents a synergic and multidisciplinary approach where laser scanner survey, radar interferometric monitoring and finite element (FE) numerical modelling are used for expeditious and no-contact dynamic identification of monumental masonry towers. The methodology is applied to a real case of great historical interest: the “Torre del Mangia” (Mangia's tower) in Siena (Italy). The tower geometry was acquired through Terrestrial Laser Scanning (TLS) techniques. The tower oscillations were detected using an interferometric radar in “Piazza del Campo”, the square facing the Mangia's Tower, along three alignments, and movement of the structure at several heights were recorded. A FE model, built on the basis of the geometry acquired through the TLS, was used to interpret and verify the physical meaning of the experimental results. Through the discussion of the case study, the paper shows that the proposed approach can be considered as an effective and expeditious method for assessing the dynamic behavior of monumental buildings (and to plan interventions) on territorial scale.  相似文献

This paper explores discursive ways Chinese American older adults with type 2 diabetes mellitus (T2DM) take ownership of their health management. Fifteen patient stakeholders with T2DM took part in four focus group interviews. We used qualitiative discourse analysis to examine how participants used the phrase, “We (Tong) Chinese,” and variants, to index models of Chinese-living-in-the-U.S. personhoods, to incorporate “Chinese” and “western” ways of doing health management, to be Chinese American, and to interact with medical practitioners. We show how terms like “Tong” distinguish transnational boundaries and position participants in claiming “Chinese-in-America-ness” in relevant ways. Findings have implications for healthcare providers, health education, and intercultural communication.  相似文献

This study investigated cross-cultural perception of Persian and American speakers and the strategies they employed to level criticisms on Facebook. Seventeen strategies were discovered, 10 of which were used by both groups, three by Persians, and four by only Americans. Content analysis demonstrated that Persian speakers employed more indirect strategies, while Americans mainly chose direct strategies. Underlying sociocultural norms were investigated through interviews which revealed Persians preferred to save hearer's face and respect their “shakhsiat.” It was also found that Persians observe the cultural schema of “ru-dar-b?yesti” and “adab va ehteram” when criticizing, while Americans used direct assertive criticisms politely.  相似文献

The paper proposes a framework for the study of cultural heritage management issues: the “heritage chain”. The notion translates the concept of supply chain derived from industrial organization, investigating the set of activities taking place in the heritage sector (from preservation, to archaeological excavation, conservation, research, and museum presentation) in their relationships and abilities to impact performances. The concept can be used both to address problems and inconsistencies within an individual case and, in a comparative perspective, to understand how heritage became structured differently in different countries. In this paper it is applied to a specific case of heritage preservation and management in China: the “Horse and Chariot” Museum. While investigating several aspects of management of the Chinese heritage (a rather unusual field research made possible by an attitude toward international collaboration), the case highlights the ability of the “heritage chain” to grasp a single case of heritage management with a holistic view, opening up possibilities of development for the new framework.  相似文献
