SUMMARY Since 2000, researchers and staff at the University of Washington have been developing a unified Geographic Information Systems database of Russian Federation socioeconomic, demographic, and political information at the raion and city (gorsovet) level. The Central Eurasian Interactive Atlas (CEIA) that has grown from this effort serves both to archive and to provide access to annual progressions of standardized geographic and tabular data covering the entire Russian Federation at a level of geographic detail not readily available elsewhere. As the CEIA grows, it will serve as a curricular and research focus of the UW's Russian, East European, and Central Asian Studies program. 相似文献

Support for molecular biology researchers has been limited to traditional library resources and services in most academic health sciences libraries. The University of Washington Health Sciences Libraries have been providing specialized services to this user community since 1995. The library recruited a Ph.D. biologist to assess the molecular biological information needs of researchers and design strategies to enhance library resources and services. A survey of laboratory research groups identified areas of greatest need and led to the development of a three-pronged program: consultation, education, and resource development. Outcomes of this program include bioinformatics consultation services, library-based and graduate level courses, networking of sequence analysis tools, and a biological research Web site. Bioinformatics clients are drawn from diverse departments and include clinical researchers in need of tools that are not readily available outside of basic sciences laboratories. Evaluation and usage statistics indicate that researchers, regardless of departmental affiliation or position, require support to access molecular biology and genetics resources. Centralizing such services in the library is a natural synergy of interests and enhances the provision of traditional library resources. Successful implementation of a library-based bioinformatics program requires both subject-specific and library and information technology expertise. 相似文献

Cedars-Sinai Medical Library/Information Center has maintained Web-based services since 1995 on the Cedars-Sinai Health System network. In that time, the librarians have found the provision of Web-based services to be a very worthwhile endeavor. Library users value the services that they access from their desktops because the services save time. They also appreciate being able to access services at their convenience, without restriction by the library's hours of operation. The library values its Web site because it brings increased visibility within the health system, and it enables library staff to expand services when budget restrictions have forced reduced hours of operation. In creating and maintaining the information center Web site, the librarians have learned the following lessons: consider the design carefully; offer what services you can, but weigh the advantages of providing the services against the time required to maintain them; make the content as accessible as possible; promote your Web site; and make friends in other departments, especially information services. 相似文献

No museum is actually “neutral,” ever. This article presents the keynote address presented at the annual conference of the International Committee on Museum Management (INTERCOM) and of the Federation of International Human Rights Museums (FIHRM). In it, the author lays out the provocative case that museums not only are not, but should not be “neutral” when it comes to issues of human rights and social justice. Museums need not present both sides of every argument, or retain a lofty academic tone when it comes to the injustices of the present and the past. As an alternative course, the author presents a framework published by the British Museums Association, entitled Museums Change Lives, which offers a vision for museums to engage with challenging topics. Government as a Platform (GaaP) has been advocated in multiple countries, and most research has concentrated on collaboration at the national level. In the Russian Federation, universal participation of regional and municipal authorities on the public services platform Gosuslugi.ru. is a priority intended to address regional disparities as well as greater efficiency. Russia serves as a case study to explore the extent to which it possible to use platforms for intergovernmental management - to effectively integrate all regions on a single platform, despite wide differences in capabilities and needs. We examine the case of Gosuslugi.ru through the technology enactment framework (Fountain, 2001). While the literature on platforms emphasizes loose coordination or orchestration, the technology enactment framework suggests that in systems with a high degree of centralization, such as Russia, platforms will be more centralized and top-down. We show the problems a highly centralized approach creates for implementation in the context of wide disparities, but the modularity and adaptability of platforms may also allow for more decentralization through choice and varied levels of participation. An open question is whether such flexibility will be allowed going forward. The technology enactment framework has been used primarily to analyze microlevel behavior within organizations. Considering macro-level institutions such as federalism can enhance use of the technology enactment framework across countries, and this case may have implications for intergovernmental participation on platforms in other nations. 相似文献
