农民工养老保险问题是重大的民生问题,是构建和谐社会的重要内容。目前建立全国统一的农民工养老保障制度的政治、经济条件已经逐步成熟。为此,新型农民工养老保险模式必须坚持“以人为本”,实行完全积累、缴费确定型的筹资模式,合理设计缴费基数与比例,制定符合农民工特点的登记、缴费、转移、接续及发放服务管理制度,构建全国统一的农民工养老保险管理的技术平台等措施,加快推进农民工养老保险制度建设。 相似文献

农民工的养老问题已经成为人们高度关注的焦点。文章认为,目前我国农民工养老保险覆盖率低的主要原因是：地方政府在建立农民工社保的问题上存在顾虑;制度上的城乡分割状况;一些民营企业参保不积极;农民工个人对参保缺乏积极性;城镇社会保险门槛高,操作缺乏灵活性;农民工对养老保险的认识短视。针对这些原因,文章提出了七点建议：让地方政府同企业一起承担义务,完善社会保障制度;为农民工设计出一套统一完善、各省统筹的保障制度;实行“完全积累型”,“低缴费低待遇”,“多层次广覆盖”政策,并作为农民工养老保险的基石。等七点建议;对农民工的个人养老储蓄实行严格的制度化管理;加快建立全国统一的农民工个人账户信息管理系统;建立农民工社会救助制度;加强对农民工的教育力度。 相似文献

基本养老保险政策是由政府部门参与并承担重要责任的一种养老保障制度。目前我国基本养老保险政策是地方统筹的"统账结合"的保险模式。论文运用社会基本养老保险政策的评价体系,对目前世界上常用的三种养老保险模式与目前我国城镇基本养老保险模式进行了功能评价,分析结果表明,目前我国基本养老保险政策具有目标覆盖率较窄、财务的可持续性较差、管理的简便程度差、管理成本高、社会再分配功能弱、个人权益的便携性差、不能促进经济增长、个人激励功能弱等缺陷,而全国统筹的随收即付制度是最适合我国国情的基本养老保险模式。 相似文献

我国事业单位养老保险制度改革遇到困难的主要原因不是规定了可提前退休的条件,而在于未统筹解决好事业单位职工养老保险制度改革与公务员养老保险制度改革及其与城镇企业职工基本养老保险制度的相互关系。国务院印发的《事业单位工作人员养老保险制度改革试点方案》在“妥善处理好改革前后退休人员待遇水平的平稳衔接”上仍存在深层次问题,对此可通过对“中人”增发“过渡性退性津贴”等办法加以解决;同时,事业单位养老保险制度改革的试点最好与公务员养老保险制度的改革试点同步进行。 相似文献
