An attempt is made in this paper to gain an understanding of the current and potential impact of the new information and communication technologies (ICTs) on the Small Island Sates of the Caribbean, in particular those populations living in rural communities. The introduction briefly examines the impact of ICTs on society and calls for alternative channels for government to serve rural communities through the use of Multi-Community Access Centres (MCACs) or information kiosks available at libraries, police stations, tourist information centres and post offices, as an e-governance initiative in the creation of “smart communities” and as a grassroots effort. No analysis of ICTs on government's functions would be complete if we did not address the growing debate on the digital divide. In this paper a section is devoted to this and it summarily addresses the growing divide between the developed and the developing world and the potential of these islands to leap–frog barriers to information flows and access. The heart of the paper examines the impact of the Internet on small island economies and the growing use of the Internet in key sectors of each economy. Since this paper is about governments’ use of ICTs to transfer business transactions onto the Internet to service their populace, some discussion is undertaken and considers ways in which innovation has impacted on governments’ services and the early attempts by some Caribbean administrations to implement e-governance. E-Voices illustrates how certain government measures affect some vulnerable groups in society and ways in which they can broker power to participate in the process. Some key policy directions are proposed for Caribbean states and other developing countries to pursue.  相似文献

The paper concludes with the observation that only a suitable national policy for library and information systems can contain the emerging “digital divide” in India. Millions of Canadians residing in Canada's northern, isolated, rural, and remote communities do not have broadband Internet access. This situation has led to a national “broadband divide.” That is, the deployment of wireline broadband is very limited in Canada's northern, isolated, rural, and remote areas because of the significant expense of installation and maintenance of the wired infrastructure needed to reach dwellings in these locations.Terrestrial broadband wireless technology, on the other hand, does not entail the same kind of physical infrastructure. As a result, there are dramatic changes in how spatial considerations affect the provision of broadband Internet services (BIS) to areas beyond the urban zone. In particular, the spatial question is now focused on assessing the capacity for different technological solutions to reach profitable population bases, and brings to the forefront organizations that are developing non-line-of-sight (NLOS) technologies that would permit wireless Internet access over much greater distances than current solutions.We begin this paper by establishing the importance of broadband connectivity to Canada's northern, isolated, rural, and remote communities. This discussion comments on the role of the Government of Canada in the provision of broadband connectivity to residents of these communities, and outlines the current regulatory issues that govern wireless services and policy formulation.The second part of the paper illustrates the use of geographic information system (GIS) approaches in the study of wireless broadband planning and deployment. Case study findings suggest that GIS applications can make a significant contribution to the analysis of wireless deployment planning, to the understanding of the relationships between wireless signal sources and consumers, and to the spatial configuration of terrestrial wireless broadband networks. We conclude the paper by discussing how the GIS approach employed could be used to inform the public policy process with regard to increasing access to broadband Internet services in all regions of the country, and thereby providing the opportunity for all Canadians, regardless of location, to fully participate in the Information Society.  相似文献

As security and safety requirements were not considered during the creation of networks, there is a growing number of threats for individuals, enterprises, government agencies and organizations. This paper reviews these threats and the difficulties of dealing with them now. The Internet, as a consequence, is hardly adequate for processing sensitive information, because it can be protected neither by technology nor by law. In this situation, future “information societies” will be more risk-oriented than today: individual rights will be less significant and traditional legal instruments will need to be adapted to different sets of values.  相似文献

In spite of planned development in the independent India, gaps remain in its basic infrastructure, adding to the variety of structural disadvantages and disparities. Studies on information systems serving rural communities have focused on a few sectors like agriculture, health or education. The paper touches upon the role of traditional media, developments in information and communication technologies (ICTs), the digital divide, and computerization at the rural level in various parts of the country. An experiment conducted by the National Institute of Rural Development, Hyderabad, on the use of IT to deliver information through the establishment of Public Information Kiosks (PIKs) is described in detail. Issues that were considered for humanizing the establishment of PIKs were identified. It is concluded that organizational linkages and networking capacities are to be strengthened for ‘digital unity’ to provide multiple opportunities to the rural communities to exploit local resources for their self-development.  相似文献

The information and knowledge society has resulted in the exponential growth of information and communication technologies (ICTs), thus creating a gap between those who use ICTs and those who do not; hence the emergence of the term “digital divide” in the 1990s. One of the milestones of South Africa’s National Development Plan, a policy that charts the country’s development up until 2030, is to ensure that high-speed broadband internet is universally available at competitive prices. Notwithstanding the importance of ICTs in public libraries, the provision of such is still taking place on a limited scale in South Africa. This article investigates the use of ICTs in public libraries in South Africa as a tool in bridging the digital divide. It also examines the inequalities in access and use and suggests ways in which ICTs may be used to reduce the digital divide. A qualitative research methodology was adopted. In order for public libraries to function as an important tool in bridging the digital divide, there is a need to standardize the provision of public library services with regard to the digital divide.  相似文献

The literature on e-governance has highlighted the potential of ICTs to enable good governance and socioeconomic development by leveraging stakeholders and resources within and outside the government to address specific challenges. A significant challenge in many developing countries is the inability of large segments of the population—particularly, the vulnerable poor—to receive and benefit from services or public provisions because they lack a means of formal identification. Various digital identity projects worldwide have attempted to address the problem through an umbrella approach dubbed identification for development (ID4D). However, little is known about how digital identity advances e-governance by enabling socioeconomic development through inclusion. This study examines the inclusion and developmental significance of digital identity by drawing on thematic analysis of secondary data from 40 published studies based on the empirical context of India’s Aadhaar—the world’s largest digital identity scheme which enables service delivery to over 1.2 billion people. From our analysis, we identify themes of digital identity and socioeconomic inclusion and develop a theoretical account of their relationship. The resulting framework contributes towards advancing e-governance for development by showing how digital identity might enable inclusion.  相似文献

This study investigated the impact of using community radio stations to extend information and communication technology (ICT) benefits to poor communities in South Africa. Six community radio stations in six rural South African communities were studied, using face-to-face interviews, community conversations, and observation method. The study found these radio stations have ICT presence, but because of a lack of resources they are only able to allow their stakeholder communities' indirect access to these technologies. It concludes that for these stations to realize their full development potential of extending ICTs to poor rural communities in South Africa, collaborative innovative strategies will have to be instituted.  相似文献

The unique three-way partnership formed by the University of Illinois at Chicago’s federal depository library, the U.S. State Department, and the Government Printing Office (GPO) to deliver and preserve foreign policy information through servers housed at the University’s library offers some critical insights into the assumptions and policies of the GPO’s Federal Depository Library Program. Ultimately, the Internet’s explosive growth, combined with powerful graphical interfaces of the major Web browsers, undermines several recently enacted laws that attempt to standardize (or centralize) effective information resource management within the federal government. Not only has GPO steadily lost political and economic support over the last decade from both legislative and executive leaders for its production and distribution programs, many agencies now consider their “.gov Webspaces” the natural successors to the GPO and its depository library program. As a result, a new model of government information distribution is being forged within the highly decentralized and interactive environment of the World Wide Web.  相似文献

Much of information policy is focused on establishing the parameters of information access—ensuring or limiting access to certain types of information. Given how central information access is to virtually every aspect of society, policy can be seen as one of the most significant forces influencing the information society. Recent events, however, have fueled changes in the ways that some governments use policy to shape access, none more significantly than the United States. This paper examines the meanings of and relationships between policy and access, as well as their key roles in society and democratic participation. Following an examination of the historical and social impacts of policies about access, the article analyzes the perspectives of the Bush administration on how policy should shape information access as an illustration of the relationships between policy and access. The paper examines the issues raised by the Bush administration’s views on access and policy and the implications of their policies for the United States, for the global information society, and for research related to information. Ultimately, the paper raises questions about the extent to which information policies about access can be used for overtly political purposes, what might be described as “information politics,” without significantly altering the meaning of information access in a society.  相似文献

This paper examines the need for re-evaluating archival principles and practices. Opportunities created to enhance and enrich archival work and difficulties of archiving digital information, because of its nature, are reviewed. “Records series” are used to illustrate the consequences in terms of selection and appraisal of records. The preservation of digital information also raises new challenges. As an integral part of the Internet of Things (IoT), smart and connected sensors are emerging information and communication technologies that collect and transmit real-time data from various urban domains to inform decision-making. While smart sensors and IoT technologies have great potential to transform public service provision, their adoption in the public sector seems to be slow and incremental. Using cross-sectional data of 65 large and mid-sized cities in the United States, we examine what affects local governments' adoption of smart and connected sensors. We propose a path-dependence explanation for the incremental adoption and test if a local government's sensor adoption behavior is shaped by its existing policy priorities and managerial practices in related fields. Our results show that local governments' early adoption of smart sensors is likely to stem from their needs in specific policy domains. We also find that a local government's historical paths on urban sustainability and data-driven decision-making practices can predict its trajectory of sensor deployment, in terms of the scope and the integration of smart sensors across different urban domains. Surprisingly, a local government's e-government progressiveness is not a significant predictor. Our results confirm the incremental change in smart sensor adoption and provide implications for local governments' IoT planning.  相似文献

The Internet is a convenient but complex source for health information used by an increasing number of health consumers. Especially for people suffering from a chronic illness (e.g., diabetes), information seeking forms a part of the daily management of the disease, a “project of life.” This study of Web texts examines the citation patterns for a specific and controversial health issue: the beneficial or hazardous use of dietary chromium supplementation in diabetes self-management. Texts from different categories of Web sources (scientific, professional, educational, and commercial sources, as well as diabetes discussion groups) were analyzed in order to study how knowledge is transferred between sources, and how diabetics participating in discussion groups refer to and make sense of the information from different sources on the Internet. The citation patterns suggest that deviations from the traditional models of scientific knowledge dissemination can occur in the Internet environment.  相似文献

The changes in the global information landscape, as epitomized by the reaction of governments to the 9/11 attacks, resulted in legislation, policy, and the formation of agencies that have affected many issues related to information and its use. This article examines the recent multiplicity of challenges that affect citizens' control and use of information. In the name of the war on terror, greater national security, and globalization trends, information laws, and policies often go further than is necessary and impact on the information rights of citizens. In this article, we advocate for bringing together what are at times disparate information issues under one label, namely, “information rights” (which include privacy, freedom of expression, access, etc.). Information rights are apprehended from a user-centered perspective (i.e., users as citizens, not just consumers). They cover many different aspects of the information life cycle and the roles and responsibilities of individuals and communities. Such an approach provides an alternative way of framing current information issues as they relate to national security policies and civil liberties in the broader sense.  相似文献

The greater number of government efforts to stimulate participative governance in communities using Information and Communication Technology (ICT) often fall short of expectations. In South Africa extending e-government to communities has been in the form of more and/or better equipped ICT-enabled community centres, called Thusong Service Centres. In this paper, based on action research experiences, we report outcomes of interpretive research into ICT-enabled approaches to participative governance in communities. Using the Diffusion of Innovations theory as an analytic lens, the findings reveal a subtlety that is not often mentioned in the call for participative e-governance; people from communities prefer to work in groups rather than individually. The collectiveness inclination is a common denominator of many developing countries where people choose to come together to leverage the few available resources. Individuals become apprehensive when made to work on their own using the ICT. The research reveals the necessity to re-design ICT to suit small groups as part of participative e-governance rather than the normative ICT design that suits individual work styles. Additionally, the research reveals that by working in groups, communities are more willing to accept the government initiatives that are being energised with the use of ICT. Methodologically, the research revealed the ethical issue that arises from action research in its raising of unrealistic expectations in a community.  相似文献

There are recent indications regarding the use of online public services that force the government to focus on the more refined conceptualizations digital divide research has produced. This paper addresses one of the factors that appears to be important in several conceptualizations of how to approach the digital divide; the differential possession of so-called digital skills. The problem of being short of skills becomes urgent when governments suppose that citizens are able to complete about every task on the Internet. Operational definitions for operational, formal, information and strategic skills are used to measure the Internet skills of the Dutch population at large, by giving 109 subjects nine government related assignments to be accomplished on the Internet. Subjects were recruited following a two step approach; randomly select a sample from the book/list of fixed telephony subscribers, followed by drawing a selective quota sample for the strata of gender, age and educational level. The results indicate that on average 80% of the operational skill Internet tasks, 72% of formal Internet skills tasks, 62% of the information Internet skills tasks and 22% of strategic Internet skills tasks assigned have been successfully completed. The Dutch government's expectation that every citizen with an Internet connection is able to complete the assignments following tasks the government thinks every Internet user can perform, clearly is not justified. The article provides two types of policy recommendations to change this state of affairs. Recommendations for improving government websites and for improving the skill levels of Dutch citizens are suggested.  相似文献

Many adjectives are used in the context of transforming government including making it more open, transparent, participative, agile, responsive and so forth. Most, if not all, of these adjectives are either in themselves public values or reflect one or more underlying public values. This paper examines the relationship between information and communications technology (ICT), transformative government and such public values and proposes a framework for further research. A study of the literature on public values is used to develop a typology of public sector values likely to be affected by ICT. This impact is examined for a number of these values. For others hypotheses about the impact of ICT on other values are then posited. It is argued that ICTs can and do have transformational impacts on public values, though not always for the better, concludes that values are a potential powerful lens for considering such impacts and sets out a programme of research into these relationships.  相似文献

Replacing the ineffective Federal Reports Act of 1942, the Paperwork Reduction Act of 1980 (PRA) was enacted largely to relieve the public of the mounting information collection and reporting requirements of the federal government. It also promoted coordinated information management activities on a governmentwide basis by the director of the Office of Management and Budget (OMB) and prescribed information management responsibilities for the executive agencies. The management focus of the PRA was sharpened with the 1986 amendments which refined the concept of “information resources management” (IRM), defined as “the planning, budgeting, organizing, directing, training, promoting, controlling, and management activities associated with the burden, collection, creation, use, and dissemination of information by agencies, and includes the management of information and related resources such as automatic data processing equipment.” This key term and its subset concepts received further definition and explanation in the PRA of 1995, making IRM a tool for managing the contribution of information activities to program performance, and for managing related resources, such as personnel, equipment, funds, and technology. The PRA currently authorizes appropriations for its administration by the Office of Information and Regulatory Affairs (OIRA), located within OMB, through FY2001 (44 U.S.C. 3520). Reauthorization of OIRA appropriations provides an opportunity to upgrade the PRA’s provisions and to address prevailing government information management issues.  相似文献

It is no longer effective to provide information literacy instruction that is thought to be “good for” college students, but rather, instruction must focus on the learning styles and preferences of the target population. This case study reports a series of hands-on/minds-on information literacy activities that dissolve student's misconception that “techno-savvy” is synonymous with information literate. Careful and thorough instruction in the mining of popular Internet search engines for authoritative information was coupled with instruction in the use of traditional library resources. It was found that the college students studied possess a high need for clarity and a low tolerance for ambiguity, and therefore any activities assigned must be thoroughly, yet succinctly, described in order to achieve success. Combining traditional information literacy instruction with novel approaches appeals to the confidence in and reliance on Internet search engines that college students exhibit, while it moves this microcosm toward a higher level of information literacy and commitment to life long learning.  相似文献
