The implementation of e-government is a burgeoning phenomenon across the globe. It improves and enhances the infrastructures and services provided to the citizens. However, a review of the IS literature reveals that research on the implementation of e-government is rather limited, which could be due to the general misconception of the public sectors as rigid and risk-averse establishments. The shortage of studies on e-government’s implementation presents a knowledge gap that needs to be plugged. This gap is significantly amplified by the increasing number of e-government initiatives being implemented by governments in recent years. This paper describes and analyzes South Korea’s Supreme Court Registry Office, which has implemented e-government. The case study discusses practical implications and suggests future research areas. Findings of the study include the alignment of technology and business processes, integration of resources into core business activities, integrating stakeholders’ trust and commitment, and better understanding of the role of organizational learning, which can enhance the adoption and institutionalization of e-government initiatives.  相似文献

The recent advances in the Internet technology have propelled the development of related applications in electronic communications and transactions, including electronic commerce and electronic government (e-government). There has been a proliferation of e-government initiatives worldwide undertaken under different forms of government, socioeconomic settings, and technological conditions. Nonetheless, the relationship between an e-government initiative and its context has not received adequate attention in the e-government literature. This paper provides an organizing framework that maps the core values (goals) of e-government to two fundamental factors; namely, the degree of e-government readiness and the level of democratization. The framework addresses the importance of the relationship between the context within which e-government initiatives are undertaken and the goals of those initiatives. From a conceptual perspective, this framework underscores the pivotal importance of the context of an e-government initiative in influencing the goals of this initiative. From a practical viewpoint, the framework provides a roadmap for policy makers to formulate policy goals of e-government initiatives commensurate with their respective environments.  相似文献

Many developing countries across the world are allocating a significant share of their budgets for e-government initiatives. Common service centers (CSCs) are e-government initiatives that aim to increase access to public services and promote easy and direct interaction with the government. These e-government initiatives are largely underutilised, especially in rural areas in developing countries. This study attempts to identify the key challenges facing CSCs and determine their hierarchical relationships in the context of rural India. A set of 15 challenges was identified through a rigorous literature review and by surveying experts and CSC owners. Data were collected on the identified challenges and were analysed using interpretive structural modeling (ISM)-MICMAC-fuzzy MICMAC analysis. Subsequently, we developed a hierarchical model of challenges. The findings revealed that “longer travel time and transaction cost”, “low digital literacy”, and “low awareness” of e-government services are among the key challenges CSCs face in rural India. This study suggests several recommendations to all the stakeholders involved in the management of CSCs to improve the delivery of e-government services in rural India.  相似文献

Much of what was promised has not been delivered by e-government. This necessitates a better understanding of the critical factors necessary for making e-government work. While a number of factors are known to cause e-government failure, this knowledge has not translated into greater success in e-government implementation. This suggests that other, more deep-rooted issues may have remained unaddressed. The nature of modern governance implies that e-government should be looked upon as a network. Application of network concepts like the politics of partner selection, achievement of network goals, institutionalisation processes, network structuring and incentive design can make e-government projects more realistic. We analyse three projects in India based on these issues and argue how a network approach could lead to success of such initiatives. In addition, we show that adoption of a process focus can help in identifying the appropriate partners and facilitate other network processes.  相似文献

Strategies are systematic and long-term approaches to problems. Federal, state, and local governments are investing in the development of strategies to further their e-government goals. These strategies are based on their knowledge of the field and the relevant resources available to them. Governments are communicating these strategies to practitioners through the use of practical guides. The guides provide direction to practitioners as they consider, make a case for, and implement IT initiatives. This article presents an analysis of a selected set of resources government practitioners use to guide their e-government efforts. A selected review of current literature on the challenges to information technology initiatives is used to create a framework for the analysis. A gap analysis examines the extent to which IT-related research is reflected in the practical guides. The resulting analysis is used to identify a set of commonalities across the practical guides and a set of recommendations for future development of practitioner guides and future research into e-government initiatives.  相似文献

The diverse array of contributions to the discipline of e-government, from evaluative frameworks and conceptual models to guidelines for initiatives and implementation architectures, evidences the requirement, both from the researcher's and the practitioner's standpoint, of sound theoretical foundations that can be applied directly in practice. We propose a cycle between theory and practice where theoretical approaches will support informed empirical studies of initiatives and enable the processes for future implementations, the analysis of which will lead to more encompassing theories. Upon this proposition, we present a theoretical analysis of e-government evolution and subsequently test the results of this analysis against two real-life cases. The juxtaposition of the theoretical positions and the practical findings leads us to the development of a set of guidelines for the analysis and design of e-government information systems. We frame these guidelines into an existing reference model for information systems development. Thus, the paper's contribution lies on three axes: first, the furthering of a theoretical perspective of e-government; second, the combination of theory and practice in the effort to understand practical particularities of the field; and third, the introduction of a usable set of design guidelines that can be applied in future implementations.  相似文献

Electronic government has been defined as the use of information and communication technologies in government settings. However, it is neither a homogeneous nor a static phenomenon. Recent empirical studies have identified two important dynamics in e-government evolution. First, e-government in general has evolved from its initial presence on the Internet to more transactional and integrated applications. Second, at the aggregate level and as a general trend, national governments have started adding technological and organizational sophistication and state and local governments have followed. Based on the study of systems of rules, this paper argues that these two dynamics in the evolution of e-government are, at least in part, the result of pressures from public managers attempting to solve problems and from citizens, businesses, and other stakeholders, attempting to control the actions of public managers. Both forces, related to performance and accountability, respectively, have promoted change in the systems of rules governing the design, implementation, and use of e-government initiatives. Specifically, they have generated a cycle that continually increases technological and organizational sophistication in e-government initiatives and have also promoted the episodic and evolving adoption of similar features across levels of government. These two related evolutionary dynamics and the characterization of e-government as systems of rules and standards have some important policy implications, which are briefly discussed at the end of the paper.  相似文献

This paper examines the extent to which state governments in the United States have adopted open e-government initiatives. The adoption is examined in terms of the three pillars of open government identified by President Obama's administration: transparency, participation, and collaboration. Chief Information Officers (CIOs) of state governments were surveyed to identify the extent of the adoption. The paper highlights that open e-government initiatives are unevenly developed. Nearly two-thirds of the CIOs surveyed felt that they have achieved high levels of open e-government, but fewer CIOs felt similarly with respect to each of the pillars of open government. Whereas a majority of the CIOs deemed good strides in the achievement of transparency, they were less sanguine about achieving advanced methods in citizen participation or collaboration among agencies.  相似文献

Some scholars have supported e-government as a path to e-democracy, whereas others have been more cautious about the subject. In this article, we review the similarities between the concepts of e-government and e-democracy as well as evaluate e-government initiatives and e-democracy requirements in the case of Iran. We used a longitudinal study at two points in time to evaluate the path from e-government to e-democracy using two different methods: a systematic evaluation based on a checklist and a questionnaire survey. The trend of change in e-government initiatives was positive but low from 2008 to 2009, whereas the trend of change in e-democracy requirements was negative and substantial during the same period. We conclude that an emphasis on e-government as a way to e-democracy is not recommended in countries such as Iran.  相似文献

This study examines the e-government implementation of eXtensible Business Reporting Language (XBRL) to increase accountability and transparency in business and financial information. The business and financial information gathered in XBRL format is machine-readable and interoperable, thereby improving the ease of public dissemination and analysis. This study focuses on identifying and examining the determinants of successful XBRL implementation and draws from several bodies of literature: e-government, institutionalism, collaborative public management, regulatory compliance, and management information systems to identify determinants of successful implementation. This study selects four diverse implementations: the Netherlands, Australia, the United States, and Singapore. Empirical analysis follows a comparative case study method. The findings of this exploratory study underscore the importance of program goals and strategic alignment in achieving information transparency and efficiency, the advantage of strategies correlating to institutional setting, the critical need to provide incentives for adoption, and the usefulness of incremental implementation. The managerial and theoretical implications of these findings as well as future research opportunities are explored.  相似文献

E-government services involve many stakeholders who have different objectives that can have an impact on success. Among these stakeholders, citizens are the primary stakeholders of government activities. Accordingly, their satisfaction plays an important role in e-government success. Although several models have been proposed to assess the success of e-government services through measuring users' satisfaction levels, they fail to provide a comprehensive evaluation model. This study provides an insight and critical analysis of the extant literature to identify the most critical factors and their manifested variables for user satisfaction in the provision of e-government services. The various manifested variables are then grouped into a new quantitative analysis framework consisting of four main constructs: cost; benefit; risk and opportunity (COBRA) by analogy to the well-known SWOT qualitative analysis framework. The COBRA measurement scale is developed, tested, refined and validated on a sample group of e-government service users in Turkey. A structured equation model is used to establish relationships among the identified constructs, associated variables and users' satisfaction. The results confirm that COBRA framework is a useful approach for evaluating the success of e-government services from citizens' perspective and it can be generalised to other perspectives and measurement contexts.  相似文献

The term technology knowledge (T-knowledge) is used to describe knowledge about and the ability to operate specific technologies such as the internet. T-knowledge also includes the ability required to operate particular technologies. T-knowledge can potentially improve engagement by helping the user to make his/her personal decision in an increasing range of domains. The main purpose of this paper is to investigate the extent to which an extended Technology Acceptance Model (TAM) facilitates t-knowledge in e-government services offered by City Halls. We also investigate whether t-knowledge has an effect on citizen engagement in government initiatives. In this research, an extended TAM is developed to test t-knowledge in online e-government services employing a sample of 307 citizens who used the benefits advisor tool provided by a Spanish City Hall. The results suggest that the core constructs of TAM (perceived usefulness, ease of use and attitude) significantly affect t-knowledge. This study also reveals a general support for t-knowledge as a determinant of citizen engagement.  相似文献

The trust of citizens in their governments has gradually eroded. One response by several North American governments has been to introduce e-government or Web-mediated citizen-to-government interaction. This paper tests the extent to which online initiatives have succeeded in increasing trust and external political efficacy in voters. An Internet-based survey of 182 Canadian voters shows that using the Internet to transact with the government had a significantly positive impact on trust and external political efficacy. Interestingly, though the quality of the interaction was important, it was secondary to internal political efficacy in determining trust levels, and not significant in determining levels of external political efficacy (or perceived government responsiveness). For policymakers, this suggests e-government efforts might be better aimed at citizens with high pre-extant levels of trust rather than in developing better Web sites. For researchers, this paper introduces political efficacy as an important determinant of trust as it pertains to e-government.  相似文献

Public administrations have been very much concerned since the 1980s about the need of avoiding vendor lock-in when procuring themselves with information technology (IT) infrastructure. The boost of e-government that has taken place in recent years has put this concern again in the agenda of public administrations. Interoperability has shown up as a principle in the conception and deployment of the e-government initiatives, and the interoperability frameworks have been the tool for implementing the principle. In this paper, the use of the interoperability frameworks and of the enterprise architectures within the e-government initiatives is surveyed. The scope of the survey is Europe and the United States. As far as the author is aware, all trends in interoperability policy fall within the scope of the survey. The survey is focused on the methodological tools that e-government agencies have devised for achieving the interoperability at the public administrations. The tools are interoperability frameworks and enterprise architectures.  相似文献

In recent years, there has been an increasing amount of research published on the topic of e-government diffusion. This paper provides a meta-analytic review of the literature on the diffusion of e-government. We analyzed the related literature in the leading journals and from international conferences in the field of information systems and public administration. Our analytical results reveal the main theoretical foundations, research methods, and research topics found in the relevant literature. The meta-analysis identified four main research topics: (1) the factors that influence the diffusion of e-government, (2) the diffusion of e-government systems and applications, (3) the impacts of e-government diffusion on government agencies and employees, and (4) the relationships between information and communication technology (ICT) infrastructures and the diffusion of e-government. Researchers have developed eight related theories to discuss e-government diffusion and adopted four methods to explore it. We suggest directions that researchers should pursue to strengthen the diffusion of e-government and to draw out deeper issues.  相似文献

This article compares China with European Union (EU) in e-government readiness and e-participation. The research shows that China has made remarkable progress in recent years. Nevertheless, EU is still leading in the e-government development.
