In 2009, the South African Department of Education extended tuition fee abolition to schools serving the poorest 60% of students, increased from 40% in 2007. This policy intends to increase access to and longevity in school for the poorest households by removing fees as a barrier and replacing private revenue with increased state funds. Despite this progressive expansion of fee-free schooling, the reported frequency of non-attendance attributable to school fees increased from 2008 to 2009, particularly among poor females and primary-aged children. This paper attempts to explain this phenomenon by presenting three constraints that hamper the potential benefits of fee abolition: (1) the rationalization of educational expenditures; (2) perverse incentives for schools to exclude non-paying children; and (3) the poor targeting mechanisms of fee abolition and government spending. As a result, we find significant lags in the implementation of fee elimination and that many poor households are still required to pay user fees. Several finance policy options are recommended for the South African schooling system. Data originate from South Africa’s National Treasury and General Household Survey.  相似文献

This paper uses internationally comparable household data sets (Demographic and Health Surveys) to investigate how gender and wealth interact to generate within-country inequalities in educational enrollment and attainment. The paper highlights that girls are at a great educational disadvantage in particular regions: South Asia and North, Western, and Central Africa. There are two main new findings. First, while gender gaps are large in a subset of countries, wealth gaps are large in almost all of the countries studied—and typically larger than corresponding gender gaps. Second, and of special concern, is the finding that in particular countries where there is a large female disadvantage in enrollment, wealth interacts with gender to exacerbate the gap in educational outcomes.  相似文献

Using unique panel data from Young Lives study conducted in undivided Andhra Pradesh, India, this mixed-method paper analyses gender differentials in completion of secondary education. Results show biased secondary school completion rates in favor of boys. Probit regression results highlight certain variables such as mothers’ education, wealth, high self-efficacy, early reading skills, lower birth order, and not engaging in more than two hours of domestic work and paid work at age 12, as positively associated with educational outcomes for girls. Decomposition analysis highlights that engaging in domestic chores at age 12 is the most contributory factor (36%) for the persisting gender gap. The other unexplained contributory factors may well be existing discriminatory social norms and son preference, which is captured by the qualitative case studies. The findings suggest that unless we are able to address persisting gender norms, universalizing secondary education with gender equity, will remain a distant dream.  相似文献

This paper explains the reproduction of gender divisions and power relations through education in a traditional Islamic country, Saudi Arabia. That country has drawn both upon Islam and its oil wealth to expand female education vastly within traditional boundaries. Its model of female education is unique among all Islamic countries, in its structure and strategies for the reproduction of gender divisions through (1) a dual system of male and female education; (2) a gender‐specific educational policy that emphasizes women's domestic function; (3) gender‐segregated schools and colleges; and (4) curriculum differentiation at the various educational levels. The author maintains that Saudi education, a microcosm of Saudi Arabian society, has intentionally instituted these mechanisms and structures as a means of cultural conservation and social control. The Saudi experience proves previous research findings that female educational expansion does indeed increase women's social and occupational options, but does not necessarily alter gender and power relations.  相似文献

During the past decades, many developing countries have been severely hit by a combination of poverty and the HIV pandemic. However, there has been a debate about the relative contribution of these two factors. This study showed that poverty and orphanhood were two separate but interrelated factors contributing to poor schooling. There were no differentials shown based on double orphanhood or gender. We recommend that educational policies should put into consideration both poverty and orphanhood in order to increase schooling access for children affected by HIV/AIDS and poverty.  相似文献

Although communist ideology claimed to destroy former class stratification based on labour market capitalist relationships, de facto during socialism one social class hierarchy was substituted for another that was equally unequal. The economic transition during the 1990s increased stratification by wealth, which affected educational inequality. This study examines the relationships among parental education, gender, educational expectations and mathematics achievement of youths in five post-socialist Eastern European countries, comparing them with three Western countries. We employed the 8th-grade data from the Trends in International Mathematics and Science Study (TIMSS) 1995 and 2007. The findings point to the universal associations between parental education and student outcomes, whereas gender comparisons present interesting East-West differences. The theoretical and policy implications of these findings are discussed.  相似文献

The analysis of the association between educational status and fertility decline is performed 1) by examining the rates of enrollment in primary and secondary schools by gender and 2) by assessing the effects of the change/spread in rates of enrollment between 1965 and 1986. 59 countries were involved in the cross-sectional analysis. Variables included the logged crude birth rate, total enrollment rates, enrollment rates by gender, male-female ratios, the growth rate for each educational measure by world system status (core, peripheral, and semiperipheral countries), control variables (economic growth, family planning, multinational corporate penetration, women's labor force participation, child mortality rate, social insurance programs), and enrollment changes. The evidence reflects a strong association between levels of enrollment of girls in primary and secondary school and gender inequality and fertility declines. Caldwell's theory of the flows of wealth and the spread of education effect was found to have little support. High levels of female enrollment and low levels of gender inequality in access to schooling are associated with fertility declines. Caldwell's theory is that this indicates a decline in patriarchy, change in women's familial roles and a shift to a more egalitarian family structure. Increases in female education mean higher status and more power for women.  相似文献

Globally, gender norms and power differentials profoundly affect both girls' and boys' sexual attitudes, practices and health. One avenue for enabling young people to reflect on traditional gender arrangements that endanger their health—and to lay the groundwork for satisfying sexual lives—is sexuality and relationships education (SRE). Unfortunately, many SRE programmes address gender norms and critical thinking skills either superficially or not at all. Moreover, in some developing countries, SRE programmes do not reach the majority of girls aged 15–19, a high proportion of whom are simply not in school. This paper argues for grounding SRE within a social studies framework, emphasizing gender and social context. Such an approach can foster critical thinking skills, can provide a foundation for subsequent lessons on explicitly sexual topics, can illuminate the links between gender inequality and other social issues, can allow for a human‐rights emphasis that may prove politically less controversial than technical sexuality topics, and may ultimately prove vital to achieving better sexual health outcomes. The experience of community‐based programmes provides lessons for designing and evaluating such approaches in schools.  相似文献

Following the 2007 presidential election, the Government of Kenya abolished secondary school fees in 2008. In the context of this significant change in policy, this study examines the effect of fees on transition to secondary schooling by following 109 primary school leavers in rural Kenya after the fee abolition, starting in 2007. The study draws on survey data with multiple interviews and finds that the abolition of school fees had limited effects on children from low-income families. The study concludes that although there is a high demand for secondary education in general, whether primary school leavers from low-income families actually enrol in fee-free secondary education depends largely on other direct costs and opportunity costs and their perceived economic returns from such education.  相似文献

There has been a growing amount of research on low‐fee private schools in less economically developed countries, but much less on low‐fee private schools in developed countries. Yet, low‐fee private schools have also been a recent feature of the educational landscape in countries such as Canada, the USA, Australia and Great Britain. This paper draws together some of my previously published work on such schools in England and considers the similarities between low‐fee private schools in developed and less economically developed countries. In particular, it examines sponsors' motivations for starting such schools and the motivations of parents for using such schools for their children.  相似文献

We use data from the Young Lives longitudinal survey to analyse the effect of socioeconomic conditions and gender on the educational performance of young children in India. In particular, we use data for standardised scores on two cognitive tests: the Peabody Picture Vocabulary Test (PPVT) and a maths test. Our results show that there are significant gender differences in the way that household wealth affects the educational performance of children. Specifically, boys born into wealthier households perform significantly better in maths than those from worse-off economic backgrounds. The effect of wealth on the PPVT is stronger for girls than it is for boys. The results are robust across a range of specifications. The effect of household wealth on performance differed between the genders, even when we focused our analysis on the bottom 10% and top 10% of the performance distribution. One possible explanation for these differences is parental aspirations. We tested this hypothesis and found that boys from wealthier households with higher parental educational aspirations are positively and significantly associated with higher maths scores. Further analysis showed that the moderating role of parents’ educational aspirations was more pronounced at the top of the test score distribution, an indication that more able children are associated with wealthier and more ambitious parents.  相似文献

More than 40 years of research has found a positive relationship between increases in the proportion of non-resident students enrolling in an institution and increases in the tuition prices this institution charges to these same students. Notably, this line of research has consistently treated this non-resident student body as if they constitute a homogeneous group in terms of their socioeconomic well-being, when in reality these students come from states with differing levels of socioeconomic prosperity. Notably, given that tuition and fee charges to non-resident students are market-based, institutions charge what out-of-state students are willing to pay. Under this rationale, it follows that the wealthier the student body of an institution is, the more institutions will be able to charge them in terms of tuition and fees for their education. The purpose of this study is twofold. First, it offers a method to measure the level of wealth of the non-resident student body enrolling at an institution considering the level of wealth of these students’ home states, therefore creating a measure of heterogeneity of the non-resident student body. The second purpose is to evaluate whether this measure of heterogeneity is associated with larger increases in the net tuition and fee prices charged to these students compared to the increases related to the homogeneous structure that ignores these students’ home-state wealth. This twofold purpose was addressed utilizing a dataset built from regional, state, and institutional information of 1743 public and private not-for-profit 4-year institutions across the contiguous United States. Since all the outcome variables were found to be spatially dependent, spatial econometrics techniques were employed for model estimation. Results corroborated that treating non-resident students as a homogeneous structure rendered downwardly biased estimates of institutions’ abilities and/or decisions to set higher or lower tuition and fee prices compared to the estimates obtained using the heterogeneous structure. Considering current general disinvestment of states in higher education, the analysis of factors driving non-resident tuition and fee price-setting has become especially relevant for public policy officials and decision-makers at both the institution- and state-levels. Accordingly, this study examines a critical issue in the finance of higher education—the setting of institutional tuition and fees for non-resident students.  相似文献

Understanding risk factors is important to ending childhood violence and meeting Sustainable Development Goal 16.2. To date, no study has examined patterns of risk factors across countries comprehensively for different types of childhood violence, and there is a dearth of evidence of polyvictimization in lower- and middle-income settings. We analyse risk factors of childhood emotional (EV), physical (PV), sexual violence (SV) and polyvictimization for children aged 13–17 from nationally-representative Violence Against Children Surveys across six countries. We examine risk factors at the community-, household-, and individual- levels for each violence type, stratified by gender using multivariable logistic regression models. Across countries, school enrolment increased violence risk among females and males (three countries), but was protective against violence among females (one country), and among males (three countries). Among females, increasing age was associated with increased risk of SV (five countries) and polyvictimization (three countries); among males this relationship was less salient. Non-residence with a biological father emerged as a risk factor for SV among girls. Few or inconsistent associations were found with other factors, including number of household members, wealth, and urban residence. These results underscore on the one hand, the need for country-specific research on risk factors to inform prevention strategies, as well as increased investment in data collection to provide a more complete and robust basis for evidence generation. High levels of polyvictimization highlight overlapping vulnerabilities children face, and may provide insights for policymakers and practitioners in designing strategies to protect children at greatest risk of abuse.  相似文献

Drawing on thematic analysis of one-to-one interviews with 85 undergraduate students, this paper offers initial, exploratory analysis of whether known outcome differentials may be partly attributable to students’ transition into university. The study is located in the English higher education sector, where fee increases have been accompanied by wider availability of metrics and outcome differentials have become a particular focus of attention. Specifically, this paper examines (in)congruence between students’ expectations of higher education and their experience while at university, tracking how recalled pre-arrival expectations correlate with socio-economic status and school type. In the case of students from ‘widening participation’ (WP) backgrounds, the effect of attendance on an intervention (access) programme is also considered. Findings point to a complex web of factors influencing the undergraduate experience of students within the same institution. For WP students, the widest gaps arise in relation to pedagogy, as the culture and curricula of higher education are initially found inconsistent with expectations. Intervention programmes make a small positive difference, primarily because social and academic confidence is enhanced. For students educated at independent schools, the widest gaps arise in relation to assessment, for which university-level support and guidance are felt to be less personalised than expected. On a structural level, findings question the reliability of output metrics as proxies for teaching quality given the extent to which they are predicted by students’ backgrounds and by the nature of their individual transition into higher education.  相似文献

This paper takes advantage of the Taiwan Assessment of Student Achievement data set to empirically evaluate whether the test score differentials between pupils with immigrant and native mothers are substantial across subjects, grades and years. Our results show that there exist test score differentials between the two groups after controlling for the students' individual characteristics and family background. The Chinese, Maths and English subjects exhibit larger test score gaps relative to Science and Society. We also find that the academic gaps between native students and pupils with mothers from Southeast Asian countries tend to widen, while the students' performance is about the same as that for native students if their mothers are from mainland China, confirming that the language proficiency of immigrant mothers significantly affects pupils' learning. Our empirical results may suggest that remedial teaching (or an equivalent preferential policy) for the lower-grade pupils with immigrant mothers might be required to create a fair environment for learning, and such a policy should take the nationality of those foreign mothers into account.  相似文献

One of the major focuses of the recent reform movement in education concerns perceived and anticipated teacher shortages, especially in particular fields such as mathematics and science. It is widely believed that lower salaries relative to alternative occupations are responsible for teacher shortages and that higher salaries will therefore help reduce shortages. Yet there is little empirical research that examines the relationship between teacher shortages and teacher salary differentials. This paper examines this relationship for the case of mathematics and science teachers using data on a sample of medium and large school districts located within large metropolitan areas throughout the United States. The results support the general proposition that salary differentials between teachers and alternative occupations influence teacher shortages, although the relationship varies by gender and geographic area of the U.S.  相似文献

Household survey data for II Latin American countries are used to assess earnings differentials by type of secondary education during the late 1980s. Introduction of the cost of the curriculum allows for the estimation of private and social rates of return to investment in education by type of secondary school curriculum. The paper documents mixed results. In some countries the private returns to vocational schooling are higher than the returns to general secondary schooling. Introducing differential cost of curriculum and estimating social returns to schooling results in much lower returns to vocational schooling.
