Education for sustainable development plays an increasing role in environmental education policy and practice. In this article, we show how sustainable development is mainly seen as a goal that can be achieved by applying the proper processes of learning and how this learning perspective translates sustainability issues into learning problems of individuals. We present a different perspective on education for sustainable development and emphasize the importance of presenting issues of sustainable development as ‘public issues’, i.e. as matters of public concern. This shifts the focus from the competences that citizens must acquire to the democratic nature of the spaces and practices in which participation and citizenship can develop.  相似文献

This article addresses how European policy initiatives in higher education, research and innovation are diffused in the European higher education research and education area. Based on an instrumental and an institutional perspective, specific expectations are developed as to how policy diffusion might unfold, and, through an in-depth analysis of the strategic plans of 19 higher education institutions in Latvia and Norway, the article identifies factors that potentially mediate European policies into the strategic agenda of universities and colleges. The findings show that European Union membership and policy area seems to matter for the attention given to European policy initiatives, while administrative capacity at institutional level have less or quite mixed effects. The article concludes that both instrumental and institutional perspectives are of value in explaining how European policy diffusion takes place.

The article explores some of the wider policy issues and concerns raised by the 1988 Education Bill, in particular the implications of the Bill for control over schooling. There is a brief discussion about the main aspects of the Bill's proposals as they affect schools. The paper then moves on to consider the extent to which the Bill gives power both to the Secretary of State for Education and to parents and school governors, whilst removing power from Local Education Authorities and teachers themselves. It is pointed out that the proposals will make long term educational planning and policy implementation across a range of schools very difficult. The paper concludes by questioning whether all the intentions of the Bill will be realized but notes that opposition to the Bill has not really fully taken on board alternative strategies for improving the quality of education.  相似文献

This article discusses influences of Education for All (EFA) and the education Millennium Development Goals (MDGs) on education policies in the Pacific sub-region in the context of ongoing ‘post-2015 development agenda’ deliberations, focusing on Papua New Guinea and Vanuatu. It is based on doctoral work undertaken as a component of an Australian Research Council Linkage grant, partially supported by the former Australian Agency for International Development (AusAID), and continuing postdoctoral research.Pacific postcolonial nations’ engagement with EFA and the MDGs was compared through a critical discourse analysis of multi-scalar education policy formation processes. The research identified paradoxical influences of global approaches, and multi-level processes. While such frameworks at once facilitated educational debate and legitimized broader education policy participation, they also supported a status quo in mainstream donor and state dominance of educational development agendas. There is some evidence of wider national participation in the emerging ‘post-2015′ policy processes, but the extent of its influence on multi-level policy deliberations globally and regionally is yet to be seen. Many of the education issues currently being raised in both nations, and regionally, have endured since colonial occupation and independence. This article focuses on educational relevance and gender issues in education, and positions them in relation to the concept of ownership within post-colonial political dynamics and multilevel discursive contexts for participation, which I interpret as being of continued importance to understanding these enduring education concerns.  相似文献

This article puts forward a case for addressing policy problems in the rigorous pursuit of new practices in faculties of education. Recent policy developments in pre‐service teacher education at Simon Fraser University in British Columbia are discussed in terms of a programmatic rift between study in foundational disciplines, on the one hand, as component bodies of knowledge included in a Bachelor of Education (B.Ed.) degree, and, on the other hand, the practical experiences provided in a 1‐year Professional Development Program. This article includes a discussion of underlying assumptions about the nature of learning to teach that inform a framework for a B.Ed. programme that attempts to strike a better balance and more meaningful integration of academic study and the practice of teaching. The concept of schools of practice is discussed in the context of some of the author's experiences in the Professional Development Program. Excerpts from ‘the Summerfest letters’ ‐ taken from a summer school in science that was taught by SFU education students to a class of elementary children ‐ are presented to demonstrate a potential policy direction to educate teachers in practice.  相似文献

随着政策越来越受到社会各界的重视与关注,政策科学的研究也在不断的深入。教育政策作为政策科学研究的重要部分,已经得到政府和社会各界的高度关注,但是有关其评估模型的理论与实证研究尚浅,因此本文借联合国教科文组织的青年农民工教育就业服务课题之契机,以基于青年农民工就业能力的教育政策为研究对象,在借鉴国内外评估模型的基础上,构建出适合我国国情的教育政策评估模型(PCPC模型)。  相似文献

Abstract

The importance of computer training in social work education will continue to increase as the profession becomes more globalized and technological. It is the authors' premise that social work education must include the integration of training in computer technology. One resource available to educators is the Internet. The world wide web contains a vast amount of information on policy and social issues. This article discusses the use of web based learning exercises to simultaneously teach social policy and enhance student computer skills. Two learning exercises are presented which are designed for use in social work policy courses. The authors present their teaching experiences and provide suggestions on using this approach in the classroom environment. Information on resources and useful URL's for policy research is included in the discussion.  相似文献

Education for citizenship is now recommended for all primary schools. Whilst primary teachers have long covered social and moral education, they have been less likely to cover teaching about community and political literacy (including the discussion of topical, controversial issues). This paper reports research findings on current practice and identifies key areas for discussion. It argues that there is great scope for enriching and enlivening the primary curriculum through the introduction of education for citizenship, by extending current practice in social and moral education and incorporating the newer themes of community and political literacy into existing teaching.  相似文献

Australians live at a time when the quality of discussion in the public sphere and within the institutions of the state is at a very low ebb; when policy making is dictated by short term political cycles, spin and focus groups; and when notions of the public good are set aside in favour of self-interest. This paper is based on the premise that if one of the historic purposes of education is to renew the public, then education holds the key to improving the quality of public discourse. However since education policy making in contemporary times is also caught up in the processes which diminish public discourse, the challenge is to find ways to break this vicious cycle. This paper argues that one of the factors contributing to this state of affairs is the influence of what is currently passing for educational ‘research’. It traces the ways in which unrefereed consultant and think-tank research has captured policy makers and some sections of the media, and shows—using a recent influential research report as a case study—how such research often does not stand up to critical review. The purpose in questioning the rigour of such research is based on the conviction that a process of reinvigorating and deepening public debate about education must be based on quality research. The paper concludes by suggesting some ways by which the education research community can contribute to the process of renewing the public.  相似文献

In 2010, the World Bank published a policy study on early child education (ECE) developments in Brazil, entitled Early Child Education: Making Programs Work for Brazil’s Most Important Generation. Development. This paper analyses the report’s assessment of ECE policy in Brazil as well as the recommendations it provides. A critical analysis of ECE shows that the report’s insistence that financial constraints necessitate a trade-off between coverage and quality privileges the influence and position of the private sector and urges public–private partnerships as a cost-saving strategy. While it commends the Brazilian Government for its commitment to universal access to preschool, it argues for more targeted investment in quality rather than access. This paper argues that the quality-coverage debate should be set aside and overall investment in ECE should be increased. It also argues that issues excluded from the report such as disability, race and rural access to ECE must be considered in the development of sound social policy.  相似文献

The process of transition in countries formerly under Soviet domination has involved the necessity to formulate new legislation. This article traces the process of policy formulation in Lithuania as the country moved towards a new Law on Higher Education. It commences by briefly outlining the recent development of higher education in Lithuania and highlights some of the critical issues facing the higher education community. The various phases of the policy formulation process are described and the experience is analysed. The article concludes with a discussion of findings that may be of relevance to others working in the area of legislative reform in countries moving to a market economy.  相似文献

How research can better inform policy and how policy can have a better research base are longstanding issues both in educational research and across public policy generally. Drawing on the work of Hannah Arendt, this article argues that progress in increasing the impact of research can be made through a clearer understanding of the nature of politics. Arendt’s identification of ‘persuasion’ as the defining activity of the political sphere is used to argue that the communication of research findings, relevant to education policy, must be similarly aligned if it is to be effective. The article views approaches such as knowledge transfer and knowledge exchange as inadequately constructed and instead promotes the concept of ‘knowledge activism’ as a means by which research evidence can be made operational in political terms. The article acknowledges the risk to academic integrity and objectivity of such overtly political behaviour but argues that remaining outside the political sphere simply guarantees minimal research impact.  相似文献

This article describes a course designed to prepare undergraduate students to participate effectively in civic life and in public decisions about education and schooling. The course includes an examination of the theoretical and conceptual basis of civic responsibility and service learning, a review of the process of educational policymaking, and an in-depth exploration of a number of current educational policy issues. The course is taught with service learning pedagogy. Experiences in a service placement yield personal knowledge that has the potential to inform students' critical analysis of theoretical, research, and policy literature and to make students more effective active classroom learners.Susan G. Forman is Vice President for Undergraduate Education at Rutgers, The State University of New Jersey. She obtained her B.A. and her M.S. at the University of Rhode Island and her Ph.D. in School Psychology at the University of North Carolina at Chapel Hill. Vice President Forman is responsible for oversight of university-wide curriculum and teaching issues and has substantially expanded service learning courses as a means of increasing students' understanding of citizenship. Louise C. Wilkinson is Dean of the Graduate School of Education at Rutgers, The State University of New Jersey. Her B.A. is from Oberlin College, her Ed.M. from Harvard University, and her Ph.D. in Human Development also from Harvard. Abstract

This article starts with a personal perspective written by Stephen Rowland. This is responded to in each of the four contributions which follow. In order to stimulate debate from a wide basis of experience, Catherine Byron, Frank Furedi, Nicky Padfield and Terry Smyth were invited to respond as academics from very different disciplinary backgrounds and types of Higher Education institution in the UK.

In a brief conclusion to the article, Stephen Rowland draws together the contributions. Questions are raised for further discussion, reflection and research amongst those concerned to develop higher education teaching, and to resist the managerialist discourse which dominates in this field.

We hope that the article will stimulate debate amongst readers of the journal from different parts of higher education at a time when the very purpose of higher education is itself in a state of flux. We suspect that the issues raised here apply in many countries and would particularly welcome a response from readers not in the UK.  相似文献

Malawi and Ghana are among the numerous Sub-Saharan Africa countries that have in recent years introduced Free Primary Education (FPE) policy as a means to realizing the 2015 Education for All and Millennium Development Goals international targets. The introduction of FPE policy is, however, a huge challenge for any national government that has experienced declining or slow economic growth and heavily relied on charging fees to parents and other sources to finance the education system. It follows, therefore, that the approach taken in implementing the FPE policy has implications for equity and efficiency in the education sector. Malawi and Ghana have differently implemented FPE policy. In this article we assess the impact of the implementation approach taken by each of the two countries on equity and efficiency in their education systems.  相似文献
