Federal regulations concerning the development and implementation of alternate assessments based on modified achievement standards include a set of safeguards intended to ensure that eligible students have access to grade-level general curriculum. These regulations concerning curricular access and opportunity to learn for students with disabilities may prove difficult for educational researchers and policymakers to operationalize and evaluate. This article provides a historical and policy context for efforts to ensure curricular access. In addition, this article reviews research on potential indicators of (or ways of measuring) access to the general curriculum and opportunity to learn. This paper looks at reasons why women are still under‐represented in tertiary level technological education after 20 years of discussion, and argues that it is important for society to look at ways of not only improving educational access to women but also providing equal benefit once enrolled. Distance education is often seen as a solution to access problems but the particular needs of women in distance education must be considered. Financial, attitudinal and skills barriers may need to be overcome if there is a pre‐enrolment requirement of quality access to computing equipment. This paper is a report on preliminary investigations into the uses which national (as distinct from expatriate) students make of international school‐level qualifications. It reviews some of the qualifications that are available and the organisations that market them. Representative examples of data obtained from various schools offering these qualifications in different countries are presented and then discussed. Patterns from these examples indicate that those taking these examinations are invariably national elites, but their reasons for taking them do vary. While access to overseas universities is a reason for some, this is by no means universal and other reasons relate to perceptions of the educational quality of both the schools and the curricula and to the access that international qualifications may give to the international community. The need for a theoretical framework before further data collection and analysis is carried out is discussed and some possibilities are mentioned. 相似文献
