Fred Kobrak, who has spent much of his career marketing U.S. scholarly books abroad, puts his experience to use in viewing the task of foreign publishers who wish to sell their products in the U.S. market. In so doing, he discusses changes in the environment of scientific publishing and raises the interesting question of how one distinguishes between “domestic” and “foreign” publishers. He suggests that “U.S.” publishers have much to learn from “foreign” competitors, and that competition can benefit publishers, their authors, and their customers. Fred Kobrak is a partner in Adrian Higham Associates, consultants, on the international publishing industry. For centuries publishers have acted as intermediaries between author and audience. Copyright, like freedom of expression, is an essential element of freedom in this role, because without it authors' rights are not fully protected. Only when they are protected against theft and other economic or moral infringements are authors free to express themselves without fear. The impact of evolving technology on those who create content and those who use it has raised many interesting copyright-related challenges that legislators, copyright experts, authors, publishers and licensing organizations around the world are looking to address. Several international initiatives underway highlight the evolving global copyright landscape, including a report commissioned by the UK government calling for the creation of a “Digital Copyright Exchange.” Through such international efforts—and through the content licensing experience of collective management organizations—the best solutions to the copyright challenges of our time can deliver efficiency to everyone involved.  相似文献

Reproduction rights organizations, which administer reproduction copyrights collectively, are one of the major implementation mechanisms for copyright law, on both a national and an international level. The operation of RROs is described, with examples from Norway, Germany, the United Kingdom, and the United States. The International Federation of Reproduction Rights is discussed, and future plans for licensing databases are summarized. The degree to which agreements between authors and publishers are left to free negotiation varies from country to country. As the European nations move toward economic unity, a greater degree of conformity in literary common law is desirable. Any common rules on publishing contracts should balance the interests of publishers and authors so that authors receive a fair share of all exploitations of their work and publishers are free to exploit the works in all possible ways. The government of Armenia and the Next Page Foundation supported the Sixth International Forum of Translators and Publishers held in Yerevan from 5th to 8th November 2012. Antje Sorensen and Richard Balkwill from the International Publishers Association led a two-day workshop entitled ‘The Role of Copyright System in the Promotion of Publishing as a Cultural Industry’. Presentations on international perspectives on copyright and the mechanics of trading in translation and other rights were blended with discussion and debate. The international issues of digital open access and free information were of less concern to local publishers than the effective application of and compliance to recent copyright laws in the country. Piracy was still sapping publishers’ business and continuing to deter potential foreign collaboration and co-publishing deals. The forum was enriched with an extensive program of cultural events and social gatherings.  相似文献

International scientific collaboration has been the dominant driving force for promoting scientific and technological advancement. However, current international scientific collaboration analysis and evaluation mainly concentrate on the exploration of international collaboration network; hence, an evaluation method of international scientific collaboration is yet to be formed. In this paper, we take the dye-sensitized solar cells (DSSCs) as an empirical object and combine the international collaboration network with geographic information, which we call the International Collaboration Map, to display the international collaboration situations among countries or regions worldwide (inter-country collaboration), the collaborations among countries or regions within each continent (intra-continent collaboration), and the collaborations among continents (inter-continent collaboration) from different angles. Based on the thought of fractional count, this study introduces the indicators of collaborative country rank, international collaboration width, and international collaboration activity; the study employs the International Collaboration Activity Index (ICAI) to comprehensively measure the degree of countries or regions international collaboration at the country or region level. It systematically evaluates the differences between the active degree of relevant countries or regions in collaborative research. We use correlation analysis among the five sub-criterions and verify the rationality of index construction. K-means clustering analysis is undertaken among 84 countries or regions in the DSSCs field. The results show the formation of three groups, each with their unique international collaboration features.  相似文献

Publishers may reasonably expect international copyright treaties to (1) assurerecognition of publishers' contributions to literary works, (2) provide legal and politicalsecurity in the preservation of exclusive rights, (3) maintainpredictability in the contours of international commercial life, (4) establish standards ofenforcement, (5) beadaptable to rapidly changing technologies, and (6) conveydirection so that the copyright monopoly serves rather than subverts the values of free expression. The international mobility of scientists fosters knowledge exchange by increasing cross-country research collaboration between destination and origin countries. To the best of our knowledge, the mobility of international students, most of whom are not scientists, has not been linked to knowledge production involving both destination and origin countries in previous studies. The question of this research is whether international student mobility (ISM) contributes to science in China. To address this research question, we determined the annual number of international students studying in Chinese universities from 1999 to 2018, from the Concise Statistics of International Students in China compiled by the International Exchange Department of the Ministry of Education of the People's Republic of China, and corresponding publication records including the source country names in the titles, from the Web of Science database of Clarivate Analytics. We then used the fixed-effects negative binomial model and instrumental variable approach to explore the linkage from ISM to knowledge production and found that ISM led to the destination countries’ scientific research on foreign countries. The findings shed light on the discussion of the global mobility of talent, and contribute to the understanding of ISM's influence on science, the measurement of which is promising in future studies.  相似文献

One phase of the United States government's attempts to counteract the Soviet psychological offensive in the 1960s was the forging of a partnership with U.S. publishers. Within that framework, the United States government rectified its tainted record on the international flow of information by legislating the Florence and Beirut Agreements; revised its attitude towards international copyright legislation, sorted out issues confronting the American book industry abroad, and consolidated U.S. government agencies' book activities. The aggregate activities unfolding within that banner culminated in the United States' adoption of the National Policy on International Book and Library Activities in 1967—a policy which was never fully implemented. Those 1960s initiatives constitute a framework for formulating a post-Cold War cultural relations policy. Rosemary Ntumnyuy Mokia earned a Ph.D in Library and Information Science from Indiana University. The Copyright Licensing and Administration Society of Singapore was established in 1999. It is now profitable and commercially significant, perhaps uniquely so in Asia. Critical factors in its growth have included a statutory (non‐voluntary) photocopying licence provision for educational institutions in the Copyright Act; and widespread support from the local and international communities of rightsholders. Tentative consensus has been established with educators over a fair level of remuneration for copying. Further work needs to be done to extend or amend the current model for electronic copying, for the private sector and for other countries in the region.  相似文献

Children’s literature is essentially different from textbooks used in classrooms. It was primarily developed in India after the establishment of Children’s Book Trust and National Book Trust in 1957. A truly multilingual phenomenon, Amar Chitra Katha was developed by India Book House and has sold over 80 million copies in some 30 years. The Sarv Shiksha Abhiyan programme started by the Government of India, has done exceptionally well in developing and encouraging the development of children’s literature in regional languages. English being the language of communication is understood in all parts of the country so more books have been published in this language. Reading habits of children have been developed through reading campaigns by Non Government Organisations (NGOs), Children Literary Festivals, Book Fairs, School Book Fairs and Book Clubs. International and Indian Characters have also increased the publishing of children’s books and reading habits of children.  相似文献

International business dictionaries, both comprehensive and specialized, in English and in foreign languages, are basic requirements in business reference collections. However, very little has been written about them in standard business reference bibliographies and resource guides. This article exlplores the development of international business lexicography, leading up to a discussion of modern international business dictionaries, including their characteristics, acquisition, and availability in electronic format. Kevin Howat was named Senior Vice President, Business Development at WiseBear.com, Inc. in November 1999. Immediately prior to this appointment, he served as Vice President, Business Development & Brand Management at Time Inc. New Media. Despite the dominance of the English language, publishers in the United States had export sales in 1987 of less than 6 percent of their total sales. Adrian Higham analyzes the major overseas markets for U.S. books and suggests ways for publishers to improve their export sales to each. The key to higher sales, he argues, is acquiring “insider status” in each market. Although he is convinced that publishers can do better, he reminds us that there is no simple solution. Adrian Higham brings to his consultancy an extensive background in international publishing. Following his wide career with Longman he served as managing director of John Wiley & Sons’ Company in the United Kingdom and subsequently as senior vice president and general manager of the International Group of John Wiley & Sons in New York.  相似文献
