Luciano Floridi coined the term “ideometry” in 1995, as a new approach for analyzing large corpora of text and finding hidden patterns. However, the technology for implementing this approach was lacking until now. With the arrival of Google Print, we now have a large-scale online library for research. On another front, Lovejoy argued in 1933 that ideas evolve from each other in a “Chain of Being” and that there is a small number of “unit ideas” that compose all great ideas through history. Since then there has been much debate about the pros and cons of this theory. Ideometry, using Google Print, may provide clarifying insights.  相似文献

Methodological Challenges of Digital Divide Measurements   总被引:1,自引:0,他引:1  
The term “digital divide” has been used for almost a decade and typically relates to sociodemographic differences in the use of information and communication technology. However, the corresponding measurement is still relatively imprecise. Very often it is simply reduced to comparisons of Internet penetration rates. This article extends the measurements above the usual bivariate comparisons. Within this context, three essential approaches are presented and critically evaluated. First, loglinear modeling is used to address the interactions among the factors affecting the digital divide. Second, compound measures (i.e., the Digital Divide Index) that integrate a number of variables into a single indicator are discussed. Third, time-distance methodology is applied to analyze changes in the digital divide. The article argues that these approaches often yield entirely different conclusions compared to simple bivariate analysis. The examples are presented as a general warning against an oversimplified methodological approach to digital divide studies.  相似文献

Research consistently indicates that Latinos and African-Americans are less likely to own and use computers than either Caucasians or Asians. While conventional wisdom holds that high computer costs and lack of access are the primary reasons for this discrepancy, my ethnographic research with 100 low-income adults reveals three non-cost-related psychosocial obstacles that significantly undermine motivation for acquiring computer skills: “relevance,” “fear,” and “self-concept.” My research thus suggests that a more complex relationship exists between ethnicity, identity, and attitudes associated with computers than previously examined; this relationship may better explain why some people are choosing not to use computers at this time. My research also indicates that while community technology centers (CTCs) play an important role in helping adults overcome their resistances and achieve computer literacy, they are presently an underutilized resource—less than 5% of San Diegans use them to meet their computing needs. Hence, my research also questions why more residents do not avail themselves of these community resources. I conclude that efforts to increase computer literacy in underserved communities must go beyond physical access and connectivity and consider the role of cultural factors.  相似文献

The spectacular growth of the Internet in Korea has propelled her to the very top of the international rankings based on technology peneration statistics. The resulting international attention and national pride have fostered the notion of “Korea—a strong Internet nation.” The ready embrace of this idea by officials and the public at large has made a critical evaluation almost an anathema. In contemporary times, two primary motivations have driven academics to attempt to form new intellectual disciplines. The first motivation is intrinsic to the subject matter at issue: Either old disciplinary questions need to be examined in new ways (as in the creation of sociolinguistics out of linguistics and sociology) or the field itself is novel (for example, computer science). The second motivation is more political: Unlike “areas of inquiry,” “fields of study,” or “tools of research,” new disciplines (e.g., cognitive science) often command significant academic real estate and sizable budgets. This essay considers several case studies in which potential academic disciplines have emerged—or failed to do so. The author suggests that in their attempts to determine what formal status they wish their research to hold, Internet scholars must carefully differentiate between the nature of their intellectual enterprise and legitimate professional desire for academic turf.  相似文献

This article attempts to clarify the murky conceptual water of “interactivity,” arguing that the term refers to two distinct phenomena: interactivity between people and interactivity between people and computers or networks. The former orients research on the process of interactivity. The latter orients research on the product of interactivity. That two distinct phenomena have been labeled with the same term causes problems when one wants to move from theorizing about interactivity in the abstract to investigating what effects interactivity has and then to operationalizing measurement terms. Studying interactivity-as-process entails a research focus on human interaction. Studying interactivity-as-product entails a research focus on user interactions with technology. In wading into the murky waters of what interactivity is, we must not lose sight of why it matters. In research focused on the opportunities and constraints for citizen participation in the political process afforded by communication technology, for example, interactivity is a variable of importance.  相似文献

This article compares four European information and communication technologies (ICT) development projects spawned by national and EU initiatives to create the “European information society.” These projects, which sought to support learning and better use of ICT, were all the result of opportunities opened up by political initiatives. The analysis indicates that the main problems that afflict these projects stem from varied expectations and interests of the major actors. These problems can be mitigated considerably if a feeling of ownership is generated among the participants. This sense of belonging, however, is difficult to foster in a “top-down” project. Hence there is a need for a better balance between the “top-down” and “bottom-up” influences in the development of such projects.  相似文献

Economics-related ICT research has moved from the fringes of the discipline to penetrate all of its branches. It is, therefore, not a separate economics subdiscipline. It is also unlikely to become part of an “ICT or Internet research” proto-discipline. Instead, it should be seen as only one part of a bigger agenda toward a proper “information and knowledge economics” and possibly a future proto-discipline of a “unified theory of information and knowledge” or a meta-discipline of information sciences.  相似文献

The incorporation of an evaluation procedure in a growing number of innovation policy programmes has now become an accepted feature in the public management of many countries. There already exists substantial experience on the conduct of such evaluations. The purpose of this paper is to present some sample evaluations of measures to promote innovation in a number of European OECD countries (Federal Republic of Germany, France, Netherlands, Sweden). Reference will be made to four of them to illustrate the diversity of the evaluative approaches applied to the wide spectrum of measures to promote innovation. Each of these examples will be studied in detail in order to identify their characteristic features, particularly with attention to their causes, performance and their use in political decision processes.A conceptual framework will be presented in order to propose a typology of various forms of evaluation and to characterize the four case studies. It shows that concept and process of evaluations are strongly influences by the specific context and consensus or dissent on objectives and resources. The case studies give a clearer insight into the factors determining the use of results of evaluations; and to what extent the role of evaluations varies from pure legitimation to a systematic and rational basis for decision making in the area of technology policy.Innovation policy consists of government actions towards technological developments and their implementation in the economy. Innovation, in this case, is defined as the development of technologically new or improved products or techniques and their commercialization in the market or implementation within production. Often evaluation means the examination and assessment of the mode of action and of the effectiveness of government innovation policy. However, finding a general interpretation of the expression “evaluation of an innovation policy” presents greater difficulty, and here wide divergences are evident. In the Federal Republic of Germany and the Netherlands, the term encompasses all forms of monitoring and assessing the operation and/or the effectiveness of an innovation policy. In Sweden, evaluation usually means performance of the a posteriori analysis of a measure. The terms “ex ante evaluation” and “follow-up evaluation” are respectively used for the explicit designation of prospective and retrospective analyses. In France, the term “evaluation” is associated with the notion of value. It often carries the connotation of a value assessment with the full monitoring implications of that expression.  相似文献

If, as a number of writers have predicted, the computers of the future will possess intelligence and capacities that exceed our own then it seems as though they will be worthy of a moral respect at least equal to, and perhaps greater than, human beings. In this paper I propose a test to determine when we have reached that point. Inspired by Alan Turing’s (1950) original “Turing test”, which argued that we would be justified in conceding that machines could think if they could fill the role of a person in a conversation, I propose a test for when computers have achieved moral standing by asking when a computer might take the place of a human being in a moral dilemma, such as a “triage” situation in which a choice must be made as to which of two human lives to save. We will know that machines have achieved moral standing comparable to a human when the replacement of one of these people with an artificial intelligence leaves the character of the dilemma intact. That is, when we might sometimes judge that it is reasonable to preserve the continuing existence of a machine over the life of a human being. This is the “Turing Triage Test”. I argue that if personhood is understood as a matter of possessing a set of important cognitive capacities then it seems likely that future AIs will be able to pass this test. However this conclusion serves as a reductio of this account of the nature of persons. I set out an alternative account of the nature of persons, which places the concept of a person at the centre of an interdependent network of moral and affective responses, such as remorse, grief and sympathy. I argue that according to this second, superior, account of the nature of persons, machines will be unable to pass the Turing Triage Test until they possess bodies and faces with expressive capacities akin to those of the human form.  相似文献

This article shows how various meanings of a new communication technology are born or get transformed when placed in a different political context via a case study of a program organized by the Soros Foundation in 1984 to promote democratic values (the idea of an “open society”) in Hungary. This program, called the Xerox project, helped hundreds of public institutions acquire photocopy machines. Under the suppressive Hungarian regime of the 1980s the appearance of photocopy machines as a new means of copying texts had serious political consequences. By means of historical research and expert interviews, this article analyzes the nature of these consequences and examines how certain meanings and uses of photocopy machines evolved in the latter half of the 1980s.  相似文献

Much time and money has been committed by governments, private business, and the third sector over the last 5 years in establishing opportunities for underserved populations to gain access to new forms of information and communication technologies, in an effort to overcome the so-called “digital divide.” This article traces the efforts that have been made to establish a networked community at a single high-rise public housing estate in inner Melbourne, Australia, and considers some of the potential opportunities for and barriers to ensuring the continuity of the network, which is large, complex, costly, and potentially fragile, into the future.  相似文献

Microfluidic circuits are characterized by fluidic channels and chambers with a linear dimension on the order of tens to hundreds of micrometers. Components of this size enable lab-on-a-chip technology that has much promise, for example, in the development of point-of-care diagnostics. Micro-scale fluidic circuits also yield practical, physical, and technological advantages for studying biological systems, enhancing the ability of researchers to make more precise quantitative measurements. Microfluidic technology has thus become a powerful tool in the life science research laboratory over the past decade. Here we focus on chip-in-a-lab applications of microfluidics and survey some examples of how small fluidic components have provided researchers with new tools for life science research.  相似文献

In this paper, we present several insights regarding the influence of institutional design on the process of Research Joint Venture (RJV) formation. Our results are obtained with a firm-level dataset on RJVs formed under the umbrella of the Eureka initiative and of the European Union’s Framework Programmes (EU-FPs) for science and technology. We focus on firms that are known to have a high probability of forming RJVs, with the latter identified as firms with a past experience in collaborative research. The results indicate that EU-FP RJVs are consistent with a “top-down” and “mission oriented” research policy. By contrast, Eureka RJVs appear as more market driven and “bottom-up”.  相似文献

This article challenges conventional policy development and evaluation approaches that emphasize the instrumental side of technology. There is a growing gap between conventional planning and evaluation approaches for rural broadband ICTs that seek to demonstrate a direct link between investments and results on the one hand, and on the other, with evidence that the contribution of ICTs to rural economic, social and cultural wellbeing is increasingly difficult to demonstrate beyond short-term measurable indicators. The article proposes an alternative paradigm based on sociotechnical systems, stakeholder engagement, an acknowledgment of the multiple dimensions at play, and the growing evidence of unpredictability of ICTs. The article emphasizes a perspective based on “contribution,” not attribution; policymaking that is both adaptive and inclusive of multiple perspectives; methodological testing of emerging evaluation methodologies; and projects as learning experiments. This alternative theoretical and policymaking paradigm is encapsulated in a metaphor based on the management of natural resources where stakeholders track their own indicators of impact by reading how the system responds to a project intervention.  相似文献

Through this article we theorize on the nature and effects of articulation work relative to the take-up and use of information and communications technologies (ICT). Articulation work is “work that enables other work”: that which links people, processes, and technologies within organizations. Articulation work in organizations is both common and too often invisible from a managerial or budgetary perspective. Drawing on data from a study of the introduction and implementation of mobile computing technologies into criminal justice organizations, we highlight two findings: (1) There exist ongoing but unmet articulation needs present in any organization or work system. (2) Articulation is cumulative. We find, that as work becomes more complex (such as adding new work tasks and using new technologies), there is more articulation needed. These findings raise issues with assessing the costs of articulation on individuals, and making arrangements to accommodate explicit and implicit articulation in organizational work, particularly around the take-up and ongoing use of ICT-based systems.  相似文献

In the last decade we have entered the era of remote controlled military technology. The excitement about this new technology should not mask the ethical questions that it raises. A fundamental ethical question is who may be held responsible for civilian deaths. In this paper we will discuss the role of the human operator or so-called ‘cubicle warrior’, who remotely controls the military robots behind visual interfaces. We will argue that the socio-technical system conditions the cubicle warrior to dehumanize the enemy. As a result the cubicle warrior is morally disengaged from his destructive and lethal actions. This challenges what he should know to make responsible decisions (the so-called knowledge condition). Nowadays and in the near future, three factors will influence and may increase the moral disengagement even further due to the decrease of locus of control orientation: (1) photo shopping the war; (2) the moralization of technology; (3) the speed of decision-making. As a result, cubicle warriors cannot be held reasonably responsible anymore for the decisions they make.  相似文献

In this paper we will try to address technological diffusion and substitution from two methodological angles. The first consists in a complete and comprehensive morphological analysis (MA) of a set of (process) technologies for a particular industry. In the second part, we use the results of our MA of the technological trajectories in the casting industry, to analyse their diffusion in two countries, France and the FRG. With respect to the results of this work, we can express two observations. First, this case study will provide valuable insights on the conditions of exit from a “lock-in” situation. Second, the MA will permit us to avoid misinterpretation concerning the asymmetrical character and discontinuities of the diffusion trajectory of the technology under consideration.  相似文献

Business groups in emerging economies frequently use international joint ventures (IJV) as a channel for knowledge acquisition and technology advancement. While IJVs provide a business group with access to new technology, how successful a group is in exploiting that new knowledge for innovative purposes depends on the groups’ ability to recombine new knowledge with its existing pool of knowledge and resources. The more resources a group spends in forming IJVs with foreign partners, the less resources the group has in developing and sustaining organizational mechanisms that facilitate integration of existing ideas and resources. Following this theoretical duality, we view the IJV–innovation relationship not as an “either–or” question, but as a question of whether and how. Specifically, viewing business groups as networks of loosely coupled firms, we examine how intra-group network structure and evolving institutional environment moderates the IJV–patenting relationship in Taiwan between 1981 and 1998.  相似文献

The researchers working on information society measures have recently started to consider how people use the Internet not only as a tool but also as a platform for social relations. As the ultimate objective of information society measures is to provide reliable guidelines for social policy, finding criteria for separating “positive” uses of Internet from “negative” ones is an important task. This article employs the concepts of communicative and strategic action as defined by Habermas for that purpose. A general conceptual typology of three communicative and three strategic social uses of Internet is offered, which can be applied to measure uses of any of the Internet's interactive services. A specific empirical application to social uses of personal web sites demonstrates that the deduced measurement instruments achieve satisfying levels of validity and reliability.  相似文献
