The new frontier of electronic access was fully explored in the past year. Government agency “gophers” proliferated on the Internet, featuring a wide variety of government information previously only available in print. Likewise, many gophers at academic institutions posted significant new government reports in a timely manner. A good example is the National Performance Review's From Red Tape to Results: Creating a Government that Works Better & Costs Less, which was posted on the Internet well before many depositories received their print copies. The one constant is that GPO (Government Printing Office) continues to issue publications containing valuable information. In addition to the National Performance Review, many other important reports were published by GPO this year, including those of the Defense Base Closure and Realignment Commission, the Independent Counsel for Iran/Contra Matters, the National Commission on AIDS, and the ATF Investigation of the David Koresh/Waco incident. This list does not even mention the Clinton Administration's Health Security Act and the full depository release of the Clarence Thomas Hearings. It has been a full year. The documents included in this Notable Documents issue were received by depository libraries from midyear 1993 to midyear 1994. They were selected for their general interest, lasting value, research significance, or timeliness. Most of the documents are available from the Superintendent or from one of the GPO bookstores around the country (see Monthly Catalog for a listing). Those documents that do not list a stock number or price may be available in limited quantities from the issuing agency.  相似文献

Storage of growing collections is an ongoing problem for libraries. Past attempts at using the industrial solution of automated storage and retrieval systems (AS/RS) ended in failure. However, improvements in these mechanisms, especially computer control and the ability to interface with online library catalogs, make them a viable option for libraries. Questions remain about the appropriateness of treating intellectual material like industrial parts. In addition, access is still an issue especially in regard to government depository documents. A literature review shows that while there is a tremendous amount of research available on the design of AS/RS. little is written about its application in libraries.  相似文献

The Electronic Transition Committee (ETC) of the U.S. Depository Library Council examined GPO’s progress on its transition to a more electronic Federal Depository Library Program (FDLP). The ETC is generally pleased with GPO’s progress in the transition, but encourages GPO to expand its services and training beyond the FDLP. The ETC also recommends that GPO review and consolidate online bibliographic tools on GPO Access to be more intuitive and functional. The ETC is confident that GPO can enhance its role as key federal resource in the electronic environment.  相似文献

This article addresses issues previously discussed as perceived problems with the Federal Depository Library Program (FDLP) and the Government Printing Office (GPO) relative to a floundering program, electronic capabilities, costs to participating libraries, inept and inefficient service, and accountability requirements. The author believes that unfavorable images have resulted and been used by various advocacy groups in their arguments intended to bring the GPO, the FDLP and program libraries into a disadvantaged position. Such issues may have a bearing on whether the institution at which this writer is employed will continue to have the opportunity to participate as a depository library.  相似文献

Many librarians affiliated with regional depositories are concerned about the ability of their libraries to receive, process, store, and service all the titles and series available on deposit from the Government Printing Office. Some of them have even questioned whether their library can maintain regional status and fulfill all the service elements specified in the Guidelines for the Depository Library System (1977). As this article demonstrates, regional librarians supported the concept of state plans because they believed that this process offered an excellent means to address their concerns. However, in only a few instances have the plans fulfilled the purpose which regional staff envisioned. Nonetheless, the foundation which they laid, if pursued and if the basic documentation underlying the depository program are rewritten, could lead to the type of changes sought by regional libraries.  相似文献

Do public federal depository libraries located in private colleges have paradoxical characteristics? Private academe may have an aura of exclusivity, but federal depository library status ensures that the public has access to government materials. In the first segment of this two-part study, general depository and institutional characteristics are profiled. Comparisons are made between public and private academic depositories and depositories as a whole. Most private academic depositories are located in religiously affiliated small colleges with higher than average tuitions. Due to the small size of many private academic depositories, many may rely on the larger public institutions. Although the average GPO item selection for private academe is far less than the average public academic counterpart, if item selection is compared to student enrollment, private depositories select more than their share. The U.S. Department of Agriculture (USDA) Economics and Statistics System is a shared venture between Albert R. Mann Library and the three USDA economic agencies. For almost two years, this successful service has made a growing collection of government-produced agricultural statistics available free of charge via the Internet. The Library provides a value-added service by organizing the data, providing reference support to the information, and preserving the information for future access. Methods for incorporating electronic information into the day-to-day activities of the depository collection are discussed, including staff training, bibliographic control, and reference support. This service is presented as a model to facilitate discussion about a future electronic depository program.  相似文献

This section presents techniques, practices and specific strategies by which documents collections can be made more effective. It also highlights individual documents collections and addresses issues pertinent to forthcoming government policies and regulations.Many law libraries have become selective depository libraries under provision of Public Law 95–261 passed on April 17, 1978. The Law Library at Southern Illinois University is one such selective depository library. The decision about whether to integrate or separate documents is usually based on the local situation, and the decision of this library to integrate depository documents into the collection was made after reviewing local library factors. This article describes the practices of managing an integrated documents collection including technical processing of paper and microfiche documents, collection development and maintenance, and reference service.  相似文献

A representative sample of 300 printed monographs and analyzed serials distributed to depository libraries was searched in the OCLC online system to determine when, how, and by whom depository documents are likely to be cataloged. Particular attention was paid to differences between dates of distribution and cataloging for sales publications, for all titles cataloged by the Government Printing Office, and for those cataloged by the Library of Congress. Patterns relating to document distribution as well as to cataloging practices were discernible from survey results and are presented here. Major findings may be summarized as follows: 1) not all depository monographs are cataloged by the Government Printing Office; 2) sales publications are cataloged quickly, often before distribution by GPO; 3) the quality of cataloging records for depository documents available on OCLC is generally high; 4) the Library of Congress catalogs relatively few depository documents and is comparatively slow to do so; and 5) many different types of OCLC member libraries catalog federal depository documents, often before GPO does. The article concludes with a discussion of implications for future changes in documents cataloging policies among depository libraries, and argues for greater inclusion of documents records in the many online, public-access catalogs currently being planned or used.  相似文献

Since the very early 1980s, various government agencies have increasingly issued requests to depository libraries directly or through the Government Printing Office (GPO) to destroy or return certain distributed documents. This article cites recalled documents and explores the reasons for their recall. Most recalls fall into one of five problem categories: military security, administrative and operational security, falsified data, outright censorship, and environmental security. Specific reasons for recall are seldom given and must be inferred by examining specific titles. Librarians have shown little published interest in the subject of recalls, but an informal survey indicated general compliance with the recall requests. The GPO also has said little except to ask agencies to direct the recalls through the federal Depository Library Program. It is concluded that the GPO should take a more active role in reviewing agencies' requests, since many recall requests have been of doubtful value, and that government documents librarians should assess recalls on a case-by-case basis.  相似文献

Federal regulatory research often poses a challenge to both the general reference librarian and the documents specialist. This article provides a brief overview of the history of regulation, emphasizing developments since the 1970's and the role of the Office of Management and Budget; reviews the federal rulemaking system from proposed rule to codification to revision; includes an annotated list of the major official and privately produced regulartory publications; and concludes with suggested approaches to five sample research problems. These sample problems range from finding and updating regulations on a specific subject to keeping informed about an agency's regulatory plans.  相似文献

Young Adults doing research on foreign countries can benefit from using federal government documents. A variety of government documents are published on this topic and most are in an easy to use format.
