As the largest public sector institution in the United Kingdom, education is a key site for studying the context of ‘choice’ and changes in the identities of professional workers in contemporary society. Recruitment and retention problems in education have led to the creation of new routes into teaching to attract career changers from other professions and occupations. In this paper we focus on career changers within the Economic and Social Research Council project ‘Primary Teacher Identity, Commitment and Career in Performative School Cultures’ who have entered teaching from other private sector occupations. We analyse these career changes in terms of ‘turning points’ in the participants’ lives in order to assess the extent to which choices are ‘self‐initiated’, ‘forced’ or ‘structural’. We are interested in the basis on which these choices were made and the impact of gender on career decisions.  相似文献

This piece offers two stories and attempts a contrast between them. These are about how UK higher education responded to the economic crisis of the 1970s, and about how it is shaping up in response to the banking crisis of 2008 and its global ramifications. The first is constructed around the rise and fall of ‘public sector higher education’ between the James Report and the Dearing Report of 1997. The second looks at the prospects of higher education’s contributions to a more fluid, flexible and responsive lifelong learning, summed up as ‘post-institutional higher education’.  相似文献

This article develops a novel conceptual framework for examining the (re)formulation of habits in education spaces. It is based on the premise that education spaces are key sites for channelling and intervening in children’s habits, to various ends. The article focuses on the ways educators at alternative education spaces in the United Kingdom seek to (re)formulate children’s habits. In some cases, they do so to combat social exclusion, dealing with some of the most vulnerable children in the UK’s educational system. Drawing on the habit-theories of Ravaisson and Dewey, and commensurate post-human, more-than-social approaches to childhood, the article proposes a two-fold conceptualisation of habit: as ‘(re)calibration’ and as ‘contagion’. The article draws on empirical examples taken from 10 years’ research across 59 alternative education spaces in the United Kingdom. Developing recent educational scholarship on bodies, emotions and affects, it develops an expanded, post-human notion of ‘collective’ habits that might offer a conceptual language for challenging and imagining alternatives to the perceived problems of the neoliberal educational mainstream. However, the article closes by posing some critical questions for further scholarship about why educators might specifically choose to intervene into children’s habits – not least in terms of inclusion and social justice.  相似文献

Abstract

The background to this paper is the extensive changes in UK higher education since 1987, which have brought ‘quality’ sharply into prominence. Although the issue of quality has been given considerable attention in industry/ commerce, quality in higher education is underdeveloped as a concept. This paper offers an elaboration which may help those with an interest in the management of quality systems and the evaluation of educational programmes, and concludes by discussing the development of a quality system for the unified higher education sector in the United Kingdom.  相似文献

Policy debate about whether to maintain public subsidies for higher education has stimulated reconsideration of the public mission of higher education institutions, especially those that provide student places conferring private benefits. If the work of higher education institutions is defined simply as the aggregation of private interests, this evaporates the rationale for higher education institutions as distinctive social foundations with multiple public and private roles. The private benefits could be produced elsewhere. If that is all there is to higher education institutions, they could follow the Tudor monasteries into oblivion. But what is ‘public’ in higher education institutions? What could be ‘public’? What should be ‘public’? The paper reviews the main notions of ‘public’ (public goods in economics, public understood as collective good and Habermas' public sphere) noting the contested and politicised environment in which notions of ‘public’ must find purchase. A turn to global public goods offers the most promising strategy for re‐grounding the ‘public’ character of higher education.  相似文献

To date, scholarship on international students has generally focused on flows from non‐western economies to the main English‐speaking destination countries (such as the United States, the United Kingdom and Australia). In contrast, we draw on a qualitative study of 85 UK students who have either completed or are considering undertaking a degree programme overseas. We found that, in opposition to a common image of ‘international students’, UK students are not overtly motivated by ‘strategic’ concerns. Instead, they are seeking ‘excitement’ and ‘adventure’ from overseas study and often use the opportunity to delay the onset of a career and prolong a relatively carefree student lifestyle. Despite these ostensibly ‘disinterested’ objectives, however, UK students remain a highly privileged group and their experiences serve only to facilitate the reproduction of their privilege. The paper calls for a more critical analysis of the spatially uneven and socially exclusive nature of international higher education.  相似文献

This paper explores Indian women’s views on arranged marriages in the United Kingdom. It is based on research carried out with 32 Indian women studying at a university in the South East of England, UK. The article draws on Wenger’s social theory of learning to explore how Indian women’s participation in communities of practice in higher education contributes to their participation in arranged marriages. The concept of ‘social capital’ is used to discuss how women are able to negotiate their participation in arranged marriages, It is used to examine the knowledge and identity resources that women develop through their participation in higher education, which provides them with the means from which to develop the necessary ‘bridging ties’ leading to their active participation in the wider South Asian community.  相似文献

At a time when the public sector and state education (in the United Kingdom) is under threat from the encroaching marketisation policy and private finance initiatives, our research reveals white middle‐class parents who in spite of having the financial opportunity to turn their backs on the state system are choosing to assert their commitment to the urban state‐run comprehensive school. Our analysis examines the processes of ‘thinking and acting otherwise’, and demonstrates the nature of the commitment the parents make to the local comprehensive school. However, it also shows the parents’ perceptions of the risk involved and their anxieties that these give rise to. The middle‐class parents are thus caught in a web of moral ambiguity, dilemmas and ambivalence, trying to perform ‘the good/ethical self’ while ensuring the ‘best’ for their children.  相似文献

Current understanding of international academic mobility tends to view migrant academics as career-oriented actors who can follow opportunities across borders with relative ease. This paper offers a more nuanced reading of international mobility in academia by analysing how the professional context influences migrant academics’ decisions to come to and remain in the United Kingdom (UK). Drawing on data from 62 semi-structured interviews with foreign-born academics employed in the UK, the paper argues that the availability of (relatively) good-quality employment shapes international academic mobility more than country preferences. However, academics may become ‘stuck’ in the country of residence even when employment conditions deteriorate, not only because they are gradually tracked into country’s higher education system and culture but also because they lose the credentials, work experience and networks that may be needed to make another international move. This paper therefore shows that ‘stickiness’ in international mobility involves not only being ‘locked into’ a country but also being ‘locked out’ of another, and in so doing contributes to knowledge about the ways in which migrant academics become stuck whilst working abroad.

The patterns of government subsidies to higher education in France, Germany, Netherlands, Sweden, and the United Kingdom (UK) are compared and contrasted. The subsidies are subsequently evaluated in the light of stated policy objectives, with particular attention to the objectives of efficiency and equity. Two extreme models of financing are considered; one in which public subsidy covers 100 per cent of the private costs of higher education, including income forgone by students, the other in which public subsidy to students is kept at a minimum. The study concludes that the ideal package from the standpoint of efficiency and equity is (1) a grants system in the last few years of secondary education; (2) a system of fees equal to about 30–50 per cent of institutional incomes and (3) an income contingent loan scheme (or graduate tax) for both undergraduate and postgraduate students.The research for this paper was sponsored by the United States Education Policy Research Center for Higher Education and Society under HEW Contract No. 300-76-0026. The three main programmes of the Geneva-registered International Baccalaureate (IB) have grown substantially worldwide over the past decade, although the programmes have found a natural ‘home’ in the United States. This paper charts the growth of the IB in the United Kingdom (UK) revealing that involvement there, mainly in England and mainly with the original pre-university Diploma Programme (IBDP), peaked at about 230 schools in 2010, but since then the IBDP has begun suddenly to decline. Yet, in no other country has there been a fall in IBDP provision. This paper offers some key explanations for this phenomenon, where a lack of funding and continued lack of university recognition in the face of Advanced Level (A-Level) reform and numerous ‘baccalaureate’ developments has led to many state-funded schools in particular dropping the IBDP. Thirdly, this paper discusses a number of implications, both for the IB itself and education in the UK in general.  相似文献

School funding is a principal site of policy reform and contestation in the context of broad global shifts towards private- and market-based funding models. These shifts are transforming not only how schools are funded but also the meanings and practices of public education: that is, shifts in what is ‘public’ about schooling. In this paper, we examine the ways in which different articulations of ‘the public’ are brought to bear in contemporary debates surrounding school funding. Taking the Australian Review of Funding for Schooling (the Gonski Report) as our case, we analyse the policy report and its subsequent media coverage to consider what meanings are made concerning the ‘publicness’ of schooling. Our analysis reveals three broad themes of debate in the report and related media coverage: (1) the primacy of ‘procedural politics’ (i.e. the political imperatives and processes associated with public policy negotiations in the Australian federation); (2) changing relations between what is considered public and private; and (3) a connection of government schooling to concerns surrounding equity and a ‘public in need’. We suggest these three themes contour the debates and understandings that surround the ‘publicness’ of education generally, and school funding more specifically.  相似文献

This article considers the growth of ‘family literacy programmes’ in the UK and the implications this has for the relationship between the home and the school. We argue that most programmes are informed by a view of educational deficit, itself influenced by a marketised view of education which regards families as consumers’ of education. We contend that this ‘family’ is constructed in a way that privileges the patriarchal, nuclear, middle‐class family and makes a clear distinction between the public and the private sphere. This leads, we suggest, to a model of family literacy which imposes school‐based literacies on subordinated cultures and non‐nuclear families in ways that are culturally reproductive. We discuss an alternative, culturally productive, approach which focuses on home‐based literacies in ways which genuinely reflect the lived experiences of children and their families. Only in these types of programmes, we argue, will the values and practices of the home and community environment affect schooling in ways which give all families, however constructed, a genuine ‘voice’ in their children's education.  相似文献

This paper intends to analyse the empirical and historical evidence, gathered by recent research, on the privatization process of the argentine educational system. In the 1960s, two main changes occurred: an increase in the private sector enrolment and an increasing deregulation of private schools along with a hyper-regulation of public schools. Additionally, a significant mutation of the demand profile served by the private and public sector can be observed. Such a mutation is closely related to the socio-economic characteristics of the families sending their children to either sector. The article suggests that the process of privatization of the argentine education meant a switch from a state quasi-monopoly system to a dual public/private system, where the social sectors with higher purchasing power are able to choose to ‘exit’ from the public sector to the private and, by doing so, consolidating an educational environment of their own.  相似文献

This article is a tribute to the life work of Maurice Kogan. Very little of higher education's landscape in the United Kingdom has remained unchanged over the past four decades and this article sets out to analyze the way the perception of the role of universities in society has changed in the intervening period. This it does through three perspectives: continuity and change, continuity in change and continuity in the midst of change. Each yields very different visions of the university. Against this ‘inside’ view, the second part of the article examines current British higher education policy from an ‘outsider’ standpoint and very particularly the current strategies towards the European Higher Education and Research Areas. It concludes by arguing that Britain's higher education policy vis a vis Europe re‐states a dilemma which these Islands have had to tackle for the best part of the past 250 Years. This dilemma is whether to lay priority on higher education as a global instrument or to endorse a more limited, less ambitious agenda of ‘European’ integration.  相似文献

The School Science Curriculum Review (SSCR), sponsored in part by the Department of Education and Science itself, was established in the United Kingdom in September 1981 at a cost of £1 m. Its brief was, amongst other things ‘to provide a framework of science courses ... that will [provide] an appropriate education for all young people growing up in an advanced scientific and technological society’. The units for development work are groups of practising science teachers organized on a ‘periphery to centre’ model.

The study reported here is an evaluation of a science syllabus which is claimed by the authors to be typical of many such syllabuses in use in UK secondary schools today. It finds confusion between course objectives and the teacher's perceptions of what they see as the important objectives of science education. It is suggested that there are reasons to doubt the efficacy of the course in terms of its effect on children's attitudes to science.

The objectives model of curriculum development has had only marginal impact in the United Kingdom. The argument is put that whilst it is clear from a theoretical standpoint that content of a syllabus should be consequent upon derived objectives, and this is explicitly recognized by the hierarchy of the SSCR, such an approach will not come easily to practising science teachers. There is a distinct possibility that too strict an adherence to the ‘periphery to centre’ model propounded by the review will result in continued curriculum intransigence.  相似文献

Governments in the UK and many other countries have long sought to promote the diversity of their higher education institutions. However, diversity is hard to define, harder to measure and even more difficult to compare between countries. Most empirical analyses of the diversity of higher education systems use categorical variables, which shape the extent of diversity found. This study examines continuous variables of institutions’ enrolment size and proportions of postgraduate, fulltime and international students to find the extent of variation amongst doctoral granting and all higher education institutions in the United Kingdom, United States and Australia. The study finds that there is less variety amongst all higher education institutions in the United Kingdom than in Australia, which in turn has much less variety than the United States. The paper argues that the extent of government involvement in higher education is not so important for institutional variety as the form that it takes. More tentatively, the paper suggests that the more limited the range of institutions for which government funding is available the stronger government involvement is needed to have variety among the limited range of institutions for which government financial support is available.  相似文献

This paper will explore private sector participation in public sector education in the Australian context, focusing on case studies of Queensland and New South Wales, with reference to developments in other states and territories and internationally. In Australia, most states and territories have PPP policies and key projects include the Southbank redevelopment in Brisbane and the ‘New schools’ Project in Sydney. The case studies are both supported by Labor state governments and typify the state of affairs nationally, For Queensland, the Southbank TAFE Institute and Brisbane State High School have been brought into a new education precinct in order to ‘free up’ the system by outsourcing non‐core services and ‘free up’ valuable inner‐city land. In NSW, nine new public schools are being built by a private consortium, for a cost of $100 million as part of a program totaling $5 billion in areas under‐serviced by government schools. Yet despite a concerted effort to sell the value of PPPs, Australians appear to be ambivalent about ‘privatization’ of public services. This paper will look at whether PPPs are robbing the public sector to pay the private sector, and where this strategy is taking Australia and the future of our education systems.  相似文献

International student mobility contributes to a knowledge-based economy and forms an important component of a highly educated migration. This paper aims to identify how far political factors—including political discrimination, restrictions, freedom, UK migration policies and social cultural norms and policies—enhance or inhibit individuals' capabilities to become mobile. It offers a novel conceptualisation of mobility, drawing on structuration theory and the capability approach, to reveal the link between structure, capability and agency in the mobility process. Semi-structured in-depth interviews were conducted with 40 PhD students, two professors from Turkey in the United Kingdom and three international education experts. A capability list established shows how mobility occurs when students' capabilities (freedoms) fail to flourish and they lose their power (capacity) to influence society due to the political environment in the home country. ‘Impo-mobility’, derived from the word ‘imposed’, is proposed to refer to highly educated people having to become mobile as a result of impositions placed upon them by home and host-government political practices. An appealing political environment is necessary if Turkey is not to lose highly educated individuals and the United Kingdom is to remain a global player in international higher education.  相似文献

Among the chief characteristics of the post‐industrial society are ambiguity and paradox. In Australian higher education, as in other sectors of Australian Society, these have found expression in individualism, private initiative and entrepreneuship.

The ‘privatization’ of higher education now includes the imposition on enrolment charges, the re‐introduction of ‘full cost’ fees, especially for private overseas students, moves towards the deregulation of salaries and conditions of employment of academic staff and the establishment of new ‘self‐contained’ and ‘hybrid’ private higher education institutions.

In response to these developments, debate has tended to centre upon a number of mythologies which inter alia assert that private higher education is new to Australia, that it is foreign to the Western academic tradition and that such education avoids the employment of public funds. Moreover, it is claimed that while private higher education is ipso facto elitist, it will, through competition, result in a more effective and efficient public sector.

The above mythologies are examined in the light of past, present and proposed developments in Australian higher education, with particular note being taken of the establishment of the Bond University in Queensland.  相似文献
