高中学生对大学成本和学生资助等相关信息的知晓状况可能会影响到其日后的大学选择和大学生活。调查显示,较大比例的学生普遍存在高估大学学费的倾向;和其他资助方式相比,学生对绿色通道的知晓率非常低。值得注意的是,家庭背景方面的因素和学生是否准确估计学费与知道绿色通道之间具有相关关系。因此,应通过各种努力,争取让高中生拥有比较丰富的大学成本和学生资助等方面的信息,从而让他们在大学选择时更加理性地作出符合其未来发展的决定,同时为其大学生活作好准备。  相似文献

本文应用对中国13511名大学生的调查数据分析了学生价格反应行为的基本特征。结果表明,虽然接受高等教育需要承担较高的私人成本,学生的付费意愿却非常强烈,在学费上涨30%—300%五种不同幅度时,学生的高等教育需求对学费的弹性介于—0.045~—0.288之间。大学生的价格反应行为具有如下几个方面的特点:首先,学生的高等教育需求对学费及有些学生资助(如奖学金)具有灵敏的反应;其次,学生对学费及不同类型学生资助的反应不仅在性质上存在差异,而且在程度上也有所不同;第三,不同收入水平家庭学生对学费的反应是不同的;第四,学生对学费及学生资助的反应随着学生资助政策及学费的变化而变化。本文也讨论了上述结果对制订高等教育规划与财政政策的意义。  相似文献

This study explores the relationship between state financial aid policies and postsecondary enrollment for high school graduates (or equivalent diploma holders). Utilizing an event history modeling for a nationally representative sample from the National Education Longitudinal Study (NELS:88/2000) in addition to state-level policy variables, this study examined how state aid policies differentially affect students’ postsecondary enrollment choices depending on their family income and race/ethnicity between the years 1992 through 2000. The findings demonstrate that there is a clear and consistent gap in college enrollment for students who are from different income and race/ethnic groups, and that changes in state financial aid policy are significantly related with the type of institutions a student attends across income and racial groups. The study findings have important implications for state aid policy as well as future research on the role of public financial aid policy in college choice of students from different income and racial/ethnic backgrounds.  相似文献

In recent years, concerns regarding runaway college tuition and student loan debt have risen to the forefront of the public consciousness, undermining confidence in the value of a college degree. Ironically, the very issue that is now causing such alarm—high tuition—has been a signature feature of the financial model intentionally employed by the vast majority of smaller private colleges and universities in the United States, including members of the Council for Christian Colleges & Universities (CCCU). In the “high-price–high-aid” model, postsecondary institutions mark up their “sticker price” (meaning the publicized cost of attending per year) and then offset the tuition hike with sizable discounts that take the form of institutional grants marketed as scholarships. This article examines the institutional benefits and unintended consequences of tuition discounting, giving special attention to effects within the evangelical Christian segment of the private sector of American higher education. The article concludes by offering a set of principles for reforming tuition pricing and financial aid practices at Christian colleges and universities.  相似文献

This article examines recent research on the private returns to investment in baccalaureate and sub-baccalaureate postsecondary education, the social returns to investment in higher education, and student responsiveness to prices and subsidies (e.g., tuition and financial aid). The analysis focuses on the implications of recent research on the economics of attending college for policy and practice in a variety of specific areas such as enrollment management; the role of community colleges and other sub-baccalaureate institutions relative to welfare-to-work programs, tuition taxcredit legislation, and the value of investing in credits even without credentials; the development of effective high-tuition, high-aid, and other state and institutional pricing strategies; and the inequities in the distribution of access and choice in higher education that is evident in the widening gaps in participation rates of white and minority youth and higher- and lower-income students, as well as in the growing concentration of lower-income students at-and the flight of middle- and upper-income students from-community colleges.  相似文献

Twenty-one US states currently offer some form of merit-based postsecondary financial aid, although the generosity and eligibility requirements of merit aid programs varies from state to state. This article uses nationally representative data from high school students in the early 1990s and the early 2000s to evaluate the relationship between the design of merit aid programs and their effects on student achievement and college trajectories. The findings suggest that programs that guarantee full tuition to recipients have greater effects on students’ high school course-taking and college choice than less generous programs. Further, I find provisional evidence to suggest that programs with relatively simple merit-based eligibility requirements are more effective than programs with more complex means-tested eligibility requirements.  相似文献

This paper reports on an investigation of differences and similarities across the 50 states in approaches to the pricing and discounting, via student aid, of undergraduate education. To examine national patterns in tuition and aid policies, the analysis used recent state-by-state data and multivariate statistical methods. The results suggest that region, social and economic resources, and postsecondary governance arrangements each have distinctive connections to the nature of states' tuition and aid policies. Of particular interest are the results relating to high-tuition/high-aid policies at the state level, an approach termed by proponents therationalization of tuition and aid policy. Multiple regression analysis revealed rationalization to be primarily a regionally driven phenomenon concentrated in the Northeast and Midwest. Rationalization showed weaker, but still significant, connections to the states' population, personal income levels, extent of reliance on private postsecondary institutions, and governance arrangements. Implications of these findings for theory and policy are discussed.  相似文献

美国四年制公立院校办学成本的递增折射出高校办学成本递增的一般特点,表现为办学成本的增长快于一般物价水平的增长,办学总成本的增幅快于生均教育成本的增幅,学生资助增幅快于教学费用增幅以及不同层次院校成本递增具有一定的差异性等方面。驱动办学成本递增的因素有入学规模、学术竞争、组织效率、教育产业属性、学生资助等。我国应加大高等教育投入、促进院校之间的适度办学竞争、加强学校成本管理、创新产权制度、完善学费和资助政策,以提高我国高等教育的质量和效率。  相似文献

This article suggests that low endowment private institutions must apply better marketing techniques in strategic planning to ensure long term survival. Given current financial pressures due to the shrinking pool of high school graduates, marketing is particularly crucial in the 1990's. Furthermore, the low endowment private institution is vulnerable since its primary source of funds is tuition. Recommendations are offered to enable such institutions to use market research effectively, identify new markets and direct media communication accurately. The role of the student as customer forms the starting point for the development of both product and promotion strategy.  相似文献

High school students’ accuracy in estimating the cost of college (AECC) was examined by utilizing a new methodological approach, the absolute-deviation-continuous construct. This study used the High School Longitudinal Study of 2009 (HSLS:09) data and examined 10,530 11th grade students in order to measure their AECC for 4-year public and private postsecondary institutions. The findings revealed that high school students tended to overestimate the cost of college, especially 4-year public in-state tuition. Second, this investigation explored AECC differences across racial/ethnic groups. Lastly, this research examined how AECC differed based on racial/ethnic and college financial-related factors (importance of cost on college enrollment, knowledge of and intent to complete FAFSA, and eligibility for financial aid). This examination is important because it is the first critical analysis of AECC and is timely given the data were collected immediately after the Great Recession.  相似文献

It is well established in the research literature that student financial aid has a positive influence on year-to-year persistence. However, there has been no prior research on price responsiveness in persistence decisions. This article examines the influence of the amounts of student financial aid received and tuition charged on year-to-year persistence by college students in the high school class of 1980. The principal finding is that the persistence decisions of college students in the early 1980s were more responsive to increases in student aid than to tuition increases. This finding suggests that persistence rates can be improved if institutions increase need-based aid for currently enrolled students when tuition is increased each year, or if government student aid increases over the levels provided in the 1980s.Presented at the Seventh Annual NASSGP/NCHELP Research Conference, Washington, D.C., May 16, 1990.  相似文献

The relationship between key state policy variables — (1) relative (private–public) tuition prices, (2) state student-aid funding, and (3) public institution density — and the competitive position of private colleges and universities is examined. Elite private schools are found to be nearly impervious to state policy. Large and moderately selective private institutions are adversely affected by public institution density and low public prices. Such prices divert students who would otherwise prefer these private institutions to similar public schools. State student aid funding most affects the enrollment market shares of the small, low-selectivity private colleges enrolling the greatest proportions of minority and modest-income students. The findings suggest state policies in this era of strong demand for higher education and constrained public sector capacity should use price signals (student aid and public institution pricing) to encourage students to consider seriously whether private higher education might serve their needs as well as or better than public institutions.  相似文献

Research concerning the determinants affecting access to postsecondary education has primarily been conducted in two spheres: academic preparation and financial aid. Although these two strands of literature are often treated as oppositional hypotheses, they need not be. This article fuses the two bodies of research while discussing the relatively untreated role of information concerning both academic preparation and financial aid as an important determinant in a student's probability of accessing postsecondary education. The evolution of empirical models regarding important determinants in postsecondary access are presented with the proposition of next steps, including the role of information, that will allow for a more fully specified model in studying what variables affect whether a student continues her education after high school graduation.  相似文献

The report illustrates the informational and analytical basis on which one high-cost institution—Yale University—sets its annual tuition levels and long-term pricing policies. The rising cost of private higher education in general, and of a Yale education in particular, is examined in a context that takes into account historical trends, economic data (price and income inflation), the financial condition of the institution, comparative cost data from other schools, and studies of the impact of cost on enrollment. The results suggest that current educational costs, despite their recent rapid increases, are not significantly above historical levels (after adjusting for inflation), are not unfair to students, are affordable to most families, and are in line with the costs of other private institutions. No serious impact on the quality or diversity of the student body was discovered.  相似文献

Most studies of student migration focus on interstate migration of college students, largely because the aggregate data typically used are limited in geographic specificity to states. However, interstate migration is only a small part of the total student migration. Public institutions generally get most of their students from within their state; for example, 88 percent of first-time freshmen who enrolled in University System of Georgia institutions in 2002 graduated from Georgia schools. Such intrastate migration is seldom considered. This paper examines intrastate college student migration, using data for Georgia. Aside from such traditional measures of benefits and costs like tuition, financial aid, and school quality, a crucial explanatory variable in our analysis is the distance from a student's home to the different Georgia state institutions. Our empirical results indicate that student intrastate migration is strongly discouraged by greater distance, but with effects that differ across types of higher education institutions.  相似文献

Priced Out?     
While the literature on postsecondary student success identifies important academic and social factors associated with student outcomes, one question that persists concerns the influence of financial aid. We use the National Student Clearinghouse’s StudentTracker service to develop a more complete model of student success that accommodates opportunities for students to choose to either graduate from the university of first-entry, graduate from a transfer university, or depart from college without a degree. The multinomial regression model reveals differential effects of financial aid. Results suggest that loan aid appears to encourage students to search out alternative institutions or drop out of college entirely, and merit aid appears to increase the likelihood of students persisting and graduating from the university of first-entry.  相似文献

More than 40 years of research has found a positive relationship between increases in the proportion of non-resident students enrolling in an institution and increases in the tuition prices this institution charges to these same students. Notably, this line of research has consistently treated this non-resident student body as if they constitute a homogeneous group in terms of their socioeconomic well-being, when in reality these students come from states with differing levels of socioeconomic prosperity. Notably, given that tuition and fee charges to non-resident students are market-based, institutions charge what out-of-state students are willing to pay. Under this rationale, it follows that the wealthier the student body of an institution is, the more institutions will be able to charge them in terms of tuition and fees for their education. The purpose of this study is twofold. First, it offers a method to measure the level of wealth of the non-resident student body enrolling at an institution considering the level of wealth of these students’ home states, therefore creating a measure of heterogeneity of the non-resident student body. The second purpose is to evaluate whether this measure of heterogeneity is associated with larger increases in the net tuition and fee prices charged to these students compared to the increases related to the homogeneous structure that ignores these students’ home-state wealth. This twofold purpose was addressed utilizing a dataset built from regional, state, and institutional information of 1743 public and private not-for-profit 4-year institutions across the contiguous United States. Since all the outcome variables were found to be spatially dependent, spatial econometrics techniques were employed for model estimation. Results corroborated that treating non-resident students as a homogeneous structure rendered downwardly biased estimates of institutions’ abilities and/or decisions to set higher or lower tuition and fee prices compared to the estimates obtained using the heterogeneous structure. Considering current general disinvestment of states in higher education, the analysis of factors driving non-resident tuition and fee price-setting has become especially relevant for public policy officials and decision-makers at both the institution- and state-levels. Accordingly, this study examines a critical issue in the finance of higher education—the setting of institutional tuition and fees for non-resident students.  相似文献

目前,我国公办高校和民办高校学费采用两种不同的定价方式,公办高校执行成本补偿,根据学生培养成本来合理分担比例,民办高校实行全成本定价。不同类型的高校提供了不同形态的教育服务,相同类型高校提供的教育服务质量不同,它们的学费水平存在显著差异;与民办高校相比,公办高校的教育服务质量与学费水平倒挂。在公办高校系统内部,专业教育学费水平差异不显著,价格信号作用不明显,不利于学校之间的公平竞争,也不利于高校专业和教育结构的调整。在社会主义市场经济与高等教育大众化的双重选择下,政府应该放松管制,让公办学校学费进行自主定价,使公办高校学费定价方式逐步从政府主导向市场主导转变。  相似文献

This study examines in-state and out-of-state choice pattern differences among students with regard to certain academic and economic variables (e.g., class standing, parental income, financial support, costs) and then examines the impact that financial aid would have upon their choice. A sample survey of 26,903 Pennsylvania public and nonpublic high school seniors illustrated the role that specific background variables play in determining locational choice. The trends and relationships that emerge provide valuable information to policy makers that can be geared to the specific economic, academic, and geographical preference characteristics of those contemplating formal studies.Presented at the Twentieth Annual Forum of the Association for Institutional Research, Atlanta, May 1980.  相似文献
