This article provides a comparative analysis of the discourses of widening participation used in the prospectus documents and websites of six English higher education institutions (HEIs). Taking 2007 and 2011 as snapshots, the article considers the nature of the messages being communicated to prospective students by the different HEIs in the context of the changing policy landscape. Critical discourse analysis is used to interpret the ways in which the case-study HEIs discursively positioned themselves and their prospective students – and the potential implications of this for widening participation practice. In 2007, the findings suggested sharp demarcations between the discourses chosen by the elite pre-1992 and the more accessible post-1992 institutions. By 2011, however, statements of commitment to widening participation were less overt in the post-1992 institutions, whilst there was some evidence of a shift towards a more inclusive tone by the elite universities.  相似文献

Patterns of participation in higher education (HE) in the UK, as elsewhere, have been marked by social inequalities for decades. UK Governments have responded with a plethora of policies and agendas aimed at addressing this broad social issue. However, little is known about how higher education institutions (HEIs) interpret and ‘enact’ these policies in relation to institution-specific contexts. Drawing on concepts from policy sociology this paper examines how HEIs in one nation state, Wales, enact its Government’s policy on ‘widening access’ to higher education. Interviews with a range of ‘policy actors’ along with analyses of institutional ‘widening access’ policy documents, reveal divergences between HEIs in how this policy agenda is interpreted and delivered. These differences reflect institution-specific contexts – not least their internal politics and assumptions about the type of students they admit, but also their interests and priorities in relation to their positions within a global, marketised, HE system. The implications of this for the reproduction of university hierarchies in the UK, as well as social inequalities more generally are brought to the fore.  相似文献

This paper examines the evolution of government policy in England on widening participation. It traces government policy on widening participation in relation to social class from Robbins (1963 ) through Dearing (1997 ) to ‘The Future of Higher Education’ (2003 ) and the passing of the Higher Education Act (2004). The paper concludes that there is a lack of participation in policy formulation by certain key groups, particularly those directly affected by widening participation policy. In addition, although the government's widening participation policy has generally progressed, it has done so within an overly bureaucratic system of control that fails to give higher education institutions the autonomy they need. There are also occasions when aspects of policy seem to be taking backward steps. Moreover, while the government adopts a rhetoric of strategic rationality, policy on widening participation often appears to be ad hoc, piecemeal and lacking a cohesive, evidence‐based rationale. Finally, there are times when New Labour appears to lack the political will to implement radical policies.  相似文献

Policies to expand higher education (HE) in the UK have emphasised the importance of widening participation by under-represented groups. However, the attention has shifted from who participates in HE (and who does not) to the different institutions attended by students from different backgrounds. Researchers have typically investigated this issue by comparing rates of entry to different types of university. This paper proposes an alternative approach; it uses concepts of social segregation, hitherto applied mainly to secondary schools, to analyse UCAS data on the social and demographic characteristics of entrants to HE. It estimates indices of segregation between HE institutions, and between subject areas within institutions, for selected cohorts of entrants to full-time undergraduate courses between 1996 and 2010. Levels of segregation during this period have been relatively high in relation to ethnicity and independent schooling, lower in relation to age and lowest in relation to gender, disability and social class. Most indices show stability over time, with a decline in the segregation of non-white ethnic groups and a small increase in segregation of independent school students. Levels of segregation differ across the four UK home countries, and tend to be highest in England.  相似文献

Abstract

Practitioners working to widen participation to universities in England are an increasingly important and professionally diverse group but surprisingly absent from the academic literature and lacking in access to bespoke professional development pathways in HE. In England current approaches within policy and research also tend to position them as gatherers of evidence with a mission to inform change rather than developing their capacity to be(come) agents of change in their own right. Drawing on the perspectives of three widening participation practitioners who had recently completed a research-based MA, this paper explores the opportunity that this provided to illuminate the complexities encountered in routine practice, contributing to positive change. Rather than being methodologically inferior, practitioner research emerged as highly complementary and in the case of WP its transformative potential is currently hugely under-tapped.  相似文献

The revitalization of Ethiopian higher education (HE) has been underway since the early 2000s. As well as the economic optimism evident in the ‘knowledge-driven poverty reduction’ discourse, social equity goals underscore the reform and expansion of the system. Notwithstanding the widening participation and the equity policy provisions put in place, the problem of inequality has persisted along the lines of ethnicity, gender, rurality and socio-economic background. This paper reviews major equity policy instruments and highlights the enduring inequalities in Ethiopian HE. It argues that this persistence is related in part to the ways in which the problem is represented in policy, and that redressing the problem necessitates framing inequality as capability deprivation rather than as issues of access and disparities in enrolment.  相似文献

Since the recent changes in the system of student finance in England, studies focusing on the impact of increased debt and the effect of the bursary system have concluded that the chances of achieving stated policy objectives in relation to widening and increasing levels of participation have been reduced. This study considers the full financial package rather than particular elements, using survey data collected soon after students are expected to apply to university. The study finds that many students do not take into account the ‘financial package’ when making decisions on whether to apply and which university to apply to. They appear to be just as ignorant of grants and loans as bursaries; a large proportion of students with a perceived family income that would have entitled them to a full or partial maintenance grant did not consider themselves eligible (42 and 53% respectively). Students seem to have got the message that going to university is costly and will leave them in debt, but in many cases they do not have the information on what may moderate the costs for them. It will only be possible for policy to work if support can be provided that effectively influences the decision heuristics of students.  相似文献

Private for-profit higher education has grown rapidly in many parts of the world. This growth is attributed to many factors, including a broadening of the student population and the recognition that wider access to higher education will be economically beneficial to individuals, governments and society as a whole. In Australia, the number of students in private for-profit higher education is rising, with dramatic projections for the next 10 years. The Australian government has set a target to increase the participation of students in higher education, with a focus on increasing the access and success of students from disadvantaged backgrounds. It is unclear, however, what role the burgeoning private for-profit institutions will play in meeting the government's targets, and what incentives will be provided for them to increase the access and participation of students from disadvantaged groups. This paper analyses the key drivers of growth in private for-profit higher education in Australia, and discusses issues around quality and standards. It examines the strengths and limitations of the sector, and the extent to which it contributes to diversity, access and the participation of students from disadvantaged backgrounds. It argues that the sector needs clear government directions to improve levels of access, and new government policies to encourage public-private collaborations to help ensure sustainability. The paper also briefly touches on the need for a review into the current structure of Australia's higher education sector as a whole, and whether higher education would benefit from the formation of public community colleges with the explicit aim of widening access for disadvantaged student groups. Further, the paper suggests that encouraging such public-private collaboration may be beneficial to ensure access and participation of students from all walks of life, including disadvantaged groups.  相似文献

The School of Nursing, part of the Faculty of Health and Social Care Sciences within Kingston University/St George's, University of London, has undertaken a number of initiatives to address the widening participation agenda. The student life‐cycle underpins the framework for the university's widening participation strategy and activities. This article provides a case study of the development and implementation of one such initiative, a Progression Agreement project between the School of Nursing and two colleges of further education (FE). The FE colleges provide Access to Nursing/Access to Health and Social Care Professions courses and the university, in partnership with these colleges, has drawn up Progression Agreements to enable successful completers of these access courses to be admitted onto nursing programmes at the university. The article explores the policy issues and literature related to widening participation, how these influenced the development of Progression Agreements, the evaluation of these initiatives and how Progression Agreements have contributed to changes in admission processes for nursing programmes in the university.  相似文献

This article draws on quantitative and qualitative data from two institutions to compare the student experience of those with and without bursary awards. Using the student life cycle model, the article examines the ways in which bursaries impact on the student experience before they enter the institution, in the early weeks of their studies and as they progress through their programmes. At these two institutions, students with bursaries were more likely to be retained and to perform well during the first year than those without bursaries. The study found that bursaries can ease financial pressures during their transition to higher education (HE) and that institution‐specific bursaries can affect students’ perceptions of an institution and their commitment to succeed. After 2006, those institutions wishing to charge variable fees will be required to provide bursary support for low‐income students. The findings from this article suggest that HE providers should consider the timing of the bursary payments and the implicit message the bursary sends to applicants if they want to ensure that their bursaries have a positive impact on the student experience.  相似文献

This paper discusses the difficulties of establishing a clear count of UK higher education students in terms of the categories used for widening participation, such as occupational background or ethnicity. Using some of the best and most complete data available, such as the annual figures from the Higher Education Statistics Agency, the paper then establishes that there is little evidence of a simple consistent pattern of under‐representation within these categories, except perhaps for men and students of white ethnicity. However, once prior qualifications are taken into account there is no evidence that potential students are unfairly and disproportionately denied access to higher education in terms of occupation, ethnicity, sex or disability. This has important implications for what we mean by widening participation in higher education and how we might achieve it.  相似文献

Raising the proportion of young people from disadvantaged backgrounds progressing to higher education has been a key policy objective for successive governments in the UK since the late 1990s. Often this has been conceptualised as a problem with their ‘aspirations’, with the solution being seen as the provision of ‘aspiration‐raising’ activities to promote higher education to those thought to have the potential to progress. Recent large‐scale studies cast strong doubt on this hypothesis by demonstrating that aspirations are not generally low, that different social groups have similar levels of aspiration and that school attainment accounts for nearly all the differences in participation rates between social groups. This article draws on data from a national project exploring efforts to widen participation across two generations of practitioner‐managers in England, focusing on their conceptualisations of the field and their constructions of ‘successful’ activities. It uses the lens of ‘possible selves’ (Markus & Nurius, 1986 ) to argue that too much policy emphasis has been placed on the aspirations of young people, rather than either their academic attainment or their expectations, which are shaped by the normative expectations of the adults surrounding them. In addition, the more expansive concepts of widening participation that were present a decade ago have become less common, with a shift towards activities with a clear role in institutional recruitment rather than social transformation. This paper, based on some findings of a wider three‐year study, sets forth the issue of languages used and taught in education as a dimension of inequality and highlights its implications for widening participation and access in the multilingual context of Pakistan. The paper takes secondary education in private and government schools in Pakistan as a point of departure, and through themes that emerge from a qualitative multiple‐case studies account of 32 participants (final year graduating students and their same‐sex five‐ to six‐years older siblings) explores issues of inequality with reference to Amertya Sen's capability approach and Pierre Bourdieu's social critical theory. The findings revealed that the concurrent processes of (a) hegemony of English; (b) its discriminatory distribution through schooling; and (c) devaluation of local languages, led by the language policy and mediated through educational institutions, diminished the transformative impact of education in expanding opportunities for widening participation and access. Issues of inequality continue to haunt the underprivileged despite their secondary education. The paper highlights the importance of considering the political economy of languages chosen and taught in formal education as a means of evaluating social justice in educational contexts and considering languages in education decisions with reference to national language policy.  相似文献

In response to a Scottish Office call for a briefing paper on widening access to higher education the authors conducted a 'snapshot' study of the field including not only desk-based research but a questionnaire survey and interviews with approximately 70 practitioners in the field of access across the UK. The survey asked the opinions of practitioners on the areas of their greatest concern in the field of widening access to include marginal socioeconomic groups. This article gives an account of the concerns expressed in this survey and finds that the primary concerns fall under six headings: pre-entry guidance, qualifications frameworks and transfers, structural barriers and flexibility, attitudinal barriers, student finance and institutional finance. Solutions were also sought in relation to policy and practice in Scotland and included suggestions for more emphasis on partnerships, better communication between institutions and the community, and a shared system of financial support for institutions and for students alike.  相似文献

This paper describes an evaluation of a joint project in 2001 between Sheffield Hallam University, regional further education (FE) colleges and the Building Pathways team. The project's purpose was to develop clear progression routes into higher education (HE) for FE students studying on Advanced Diploma, Higher National Certificate and Higher National Diploma courses in childcare and education. The work reported here represents the first part of the evaluation and seeks to illuminate some of the key factors involved in translating principles and objectives associated with widening participation into reality. The main aims of this evaluation were to review the process by which a set of widening participation agreements were reached, to identify key factors for success and to ascertain any issues arising from and during the process itself. The evaluation also sought to elicit information from respondents concerning possible future strategies to further develop the agreed progression routes. The second phase of the evaluation (2002–2003) will focus on the student experience and seek to understand factors that enable or hinder the success of those students who take advantage of these routes. The paper is set in the context of national widening participation policy developments since 1997, with FE and university responses to these developments relating to early childhood studies and early years education degrees. The paper discusses factors, identified by participants in the project, that facilitated or hindered attempts to widen and improve access for regional FE students onto the HE early years provision at Sheffield Hallam University.  相似文献

ABSTRACT

How should academic staff engage in outreach with communities outside of the university? The need of academics to answer this question has intensified in the UK given the changing priorities of academic job roles, shaped by increasing institutional concern for widening participation, graduate employability and research impact in an era of austerity and high tuition fees. While university outreach professionals, such as those in widening participation, have access to a range of networks, resources and support mechanisms for outreach activity, academics often face a series of profession-specific pressures that make engagement in outreach complex and contingent. This article draws upon the experience of 25 academics from 18 different subject areas and 18 institutions to examine and provide responses to key challenges faced by academics involved in outreach in the UK. We examine such issues as: the conceptualisation of outreach; funding; recognition and management of workload; nurturing relationships with internal and external partners; capacity-building; commercial interests, payment and responsibility; pedagogical style and content; integration of outreach into curricula, and evaluation of programmes. The examination offered is not all encompassing, but acts as a series of reference points to consider the challenges faced by UK academics in an evolving outreach sector.  相似文献

The drive to widen access and participation in higher education is rapidly transforming the sector. Despite this, through an interplay of social, cultural and gender-related factors, students from ‘widening participation’ backgrounds can all too frequently become, within their own institutions, ‘outcasts on the inside’: formally accepted by the university without ever acquiring, still less embodying, the traditional social and cultural advantages bestowed by HE. Thus, the irony of widening participation would seem to be that by entering higher education an already disadvantaged educational habitus should be reinforced not transformed. Based on a three-year ethnographic study, this paper explores the factors motivating widening participation students to enrol in higher education, the nature of their experiences, and the extent to which higher education represents an attempt at social repositioning.  相似文献

The relative lack of research about postgraduate education, and especially from a widening participation (WP) perspective, is noteworthy in a context of an increasingly expanding and important postgraduate sector internationally. This paper draws on the findings of a study about the ‘impact’ of WP initiatives at an Irish university, exploring the undergraduate, postgraduate, and employment experiences of two groups of former access students. A mixed-methods research design (employing a self-completion questionnaire sent to all relevant individuals (N=195), and 26 in-depth semi-structured interviews) was employed. This paper examines these individuals’ postgraduate progression in relation to a number of factors, with a particular focus on their views about progression, the programmes pursued, and their related motivational orientations. Many of the research participants were altruistically motivated in their selection of postgraduate programmes and related careers, and this motivational orientation is explored in terms of its genesis and implications in a WP context.  相似文献

ABSTRACT

The inclusion in higher education of students with disabilities and learning difficulties has become a matter of concern within the past eight years. Recent Higher Education Funding Council initiatives to promote greater inclusion have had some success in improving access to higher education (HE) and raising awareness across the sector of the need to ensure full participation by students with disabilities in the learning environment once they enter the university. Hopes that the new UK disability rights legislation would help promote equality of access to HE were disappointed when it became apparent that the Disability Discrimination Act 1995 excluded education from its main provisions. The only requirement affecting post‐compulsory education is that institutions publish a statement on their provision for students with disabilities and learning difficulties. These disability statements confer no legal rights and it appeared that they would have little impact on access to HE for disabled people. This paper reports the findings of a survey of the anticipated effects upon the higher education sector in England of the requirement to produce disability statements. There may be some positive effects not only upon the nature and form of information available, but also on the provision offered in the sector.  相似文献
