Purpose: Globally, many extension professionals and policy-makers are advocating fee based services, in addressing the fund shortage and sustainable provision of agricultural advisory services. Hence, the article attempts to expose the farmers' willingness to pay (WTP) as agricultural extension in Bangladesh is experiencing chronic fund crisis.

Methodology: This study used contingent valuation method (CVM) for investigating farmers' WTP. Logit and Tobit model was employed to assess the determinants of WTP and amount willing to pay (AWTP) respectively. Besides, different qualitative methods were employed to have a deeper understanding of the research problems.

Findings: WTP was conditioned by providing quality extension services at farm and/or home of the farmers. The study also focused on farmers preferred mode of payment, criteria influencing payment decisions and the type of services for which they are willing to pay. Paid model can contribute to quality extension services, if started with a market oriented commodity based approach accompanied by adequate crop insurance support.

Practical implications: The study considered international experiences and national crisis in delivering extension services that provoke actions towards changing the extension policy of Bangladesh. The findings also prompt the factors that influence the paid extension service delivery for the crop farmers of Bangladesh.

Originality: Although, many studies have been conducted on privatisation of agricultural extension around the globe, we are not aware of any single study on crop farmers' willingness to pay for the extension services in Bangladesh.  相似文献

Abstract

This study assessed farmers’ willingness to pay (WTP) for extension services. The Contingent Valuation Method (CVM) was used to assess the amount which farmers are willing to pay. Primary data on the demographic, socio-economic variables of farmers and their WTP were collected from 228 farmers selected randomly in a stage-wise sampling procedure from the Oyo State, Nigeria. The data were summarized using frequency distribution while CVM, commonly used by natural resource economists to assess the willingness of the public to part-fund proposed projects, was used to determine the amount which farmers are willing to pay. Results of the analysis showed that the majority of farmers described themselves as having the ability to pay for services and are willing to pay if their income from farming would increase and the programmes be made relevant to them. They also want to pay through cooperative societies. The CVM result showed that the Lower Bound Mean (LBM) of amount which farmers are willing to pay for extension is N391.47 per farmer per year. The study concluded that there is a challenge to extension specialists to make programmes participatory and farmers relevant if farmers are to be charged with the responsibility of participating in financing agricultural extension services.  相似文献

Abstract

Changes in education and agriculture in South Africa indicate that agricultural extension practitioners should facilitate continuous learning among farmers. This requires that extension practitioners acquire new skills. To provide these skills requires a critical examination of agricultural extension curricula in the light of South Africa's educational, agricultural and rural development policies with a view to rewriting extension curricula. An initial theoretical examination of extension education in the light of South African education policy yields seven learning outcome indicators encapsulating theory and practice in: 1) theory and practice in problem solving; 2) collect, analyse, organize and critically evaluate information relevant to his extension responsibilities; 3) theory and practice in Participatory Technology Development and innovation; 4) theory and practice in systems (systems thinking), including beyond farm systems; 5) theory and practice in learning facilitation; 6) theory and practice in participatory ‘curriculum’ (extension outcomes, content and process) development; and 7) theory and practice in learning and learning styles. Tertiary institutions and other stakeholders can use these indicators to examine and continuously adjust curricula to ensure extension practitioners are equipped to deliver relevant support to farmers as the agricultural landscape changes.  相似文献

Abstract

This study was designed to investigate changes in farming and to look at how farmers adapt to diverse changes in and around their farms in the province of Esfahan, Iran. It is part of a larger project aimed at developing a job competency profile for agricultural extension instructors (AEIs). One hundred and two farmers who had previously followed extension courses in the province of Esfahan were interviewed. The findings demonstrate that a large number of farmers in the target group who are older, married, have low education levels, are smallholders and lack adequate job diversity on their farms. The study revealed that these farmers have experienced sluggish internal and external agricultural change, and they are generally more positive about internal changes than external ones. Respondents designated ‘extension courses’, ‘individual farm visits by official extension agents’ and ‘trial and error’, respectively as their three main learning strategies (LS) to help them adapt to the various changes. The results also indicate that older and more poorly educated farmers have more problems in adopting different LS.  相似文献

Abstract

Purpose: In India, a national survey conducted in 2003 showed that only 40% of farmers accessed extension. But little is known of the characteristics of farmers who did not access extension. However, this understanding is needed in order to target approaches to farmers, who differ in their access and use of information, that is their information search behaviors. The main objective of this paper is to segment farmers from this survey based on their information search behaviors and identify the factors that determine farmers' information search behaviors.

Design/methodology/approach: Cluster analysis is applied to the number of sources accessed and frequency of source used, to define farmers' information search behaviors.

Findings: The four groups that emerged are: ‘no search’, ‘low search’, ‘moderate search’ and ‘high search’. Sixty percent of farmers had no search behavior, which means they had not accessed any extension that year. By state, the largest group of these farmers was in Rajasthan. By comparison, the largest group of high searchers was in Kerala. Using Rajasthan and Kerala as case studies, these search behaviors differ by landholding size and education. ‘No search’ farmers had the smallest landholdings, lowest education, used fewer inputs and relied on groundwater for irrigation. By comparison, ‘high search’ farmers had the largest landholdings, most education, used more inputs and irrigated using canals.

Practical implications: The difference in search behaviors between the case study states, and within the states, shows that targeted extension approaches are needed to reach different farmers, particularly the no, low and moderate search groups, with programs customized to address their context-specific information needs.

Originality/value: Using information search strategy as the basis for analysis, this paper provides additional evidence of the need to consider the context-specific situations of farmers when designing extension services.  相似文献

Abstract

For over fifteen years the U.S. Peace Corps provided technical and administrative support for a widely successful aquaculture development initiative in the (former) Republic of Zaïre. Until internal political tensions led to the dissolution of the effort in the early 1990s, the programme helped thousands of farmers across the country add a new, highly profitable enterprise to their portfolio of productive activities. The successes generated by this effort highlight the powerful role that extension programmes can play when their design and implementation liberates both farmers and field agents from the confines of their traditional roles as the simple ‘receivers’ and ‘purveyors’ of information. By building upon the reinforcing features of sound production principles, human capacity development and supportive local social organization, this programme created ‘windows of opportunity’ for farmers to become increasingly involved in developing innovations, spreading the programme's messages and independently powering a farmer-led promotion of aquaculture development. This example demonstrates that given the tools and opportunity, extension practice that builds farmers' knowledge, engages farmers' creativity and allows for their active involvement in outreach activities is capable of producing results that far exceed and outlast those possible through more traditional approaches.  相似文献

Children attending early childhood education and care centres spend a lot of time fitting in with institutional routines. This paper uses ethnographic methods and sociocultural activity theory to describe and analyse the processes whereby young children in an early childhood centre collectively created meaning and interest during potentially boring routine mealtimes. The research explores the relationship between rules and children's playful activity. Using their imaginations children negotiated and played with and within the rules around ‘eating‐together’ times. While physically constrained in chairs around tables children enjoyed the freedom of playing with word sounds and meanings. Children actively, collaboratively and at times subversively, created their peer community culture.  相似文献

We live in ‘a world of clashing interests’ [Zinn, H. (1991). Declarations of independence: Cross-examining American ideology. Toronto: Harper Collins, p. xx]. In a grapple for survival, universities choose to spend less money and time on teaching and learning, less time on robust evaluation of student learning and concomitantly less active support for collaborative reflective practice. However, the situation is even more dire than that outlined above because university management seeks to portray its focus on teaching and learning as genuine and a priority. Considerable effort is spent on encouraging teachers to compete for teaching excellence awards at the same time as universities push academics harder and harder into ‘real research’, that is, research that is not about teaching and learning. This is further exacerbated by the use of teaching quality instruments which have been criticised as unreliable indicators of student learning. This paper argues that individual reflective practitioners collecting and collaborating together can advocate for teaching in the current higher education environment but the outreach of this advocacy is likely to be limited when the advocacy remains within ‘pockets of resistance’. To further promote change from within the institution and extend the breadth and depth of an individual's influence beyond the pockets of resistance, we suggest that individuals use collaborative reflective practice-based strategies aligned with each of the dimensions of the institution's ‘cultural web’. Collaborative reflective practice has the potential to advocate for teaching beyond small groups of enthusiasts because it taps into the often hidden but heart-felt passion and commitment to teaching held by many academics.  相似文献

Abstract

Since its establishment in the early 1950s, the Greek Extension Service has undergone considerable changes. Especially after 1981, a bureaucratic–administrative role related to the implementation of the CAP has been undertaken. In parallel, in the international scene, governments have started experimenting with various cost-recovery mechanisms for extension. In front of such challenges, at both national and international levels, the current work intends to explore the willingness of young rural inhabitants to pay for advisory services. Drawing data from a large-scale survey and utilising probit analysis, the decomposition of the marginal effects of a series demographic, socioeconomic and spatial characteristics and information needs upon willingness to pay for extension is presented. The results show that under preconditions cost-recovery mechanisms may be employed in Greece; furthermore, it is argued that the Extension Service has to be restructured–reoriented.  相似文献

Purpose: The main purpose of this study was to determine the characteristics of farmer-oriented policies as regards the Iranian agricultural extension system. Methodology: To fulfill this objective, a Delphi technique was utilized. The study used a series of three steps, engaging a panel of experts on farmer-oriented policies of agricultural extension system. Finding: The characteristics of farmer-oriented policies in agricultural extension system were classified into six categories including: need-based programs, proper interaction among stakeholders, decentralization and higher stakeholders’ participation, enabling stakeholders with emphasis on smallholder farmers, market-oriented programs and integrated policies. The findings indicated that ‘enabling farmers to solve their technical problems’ and ‘engaging farmers in planning, executing and evaluating of the programs’ had the highest percentage of agreement. Theoretical implication: From a theoretical point of view, the finding of this research has introduced six categories as characteristics of a farmer-oriented policy that could have practical implications for agricultural extension system in Iran. Also, this paper proposes a framework for future studies in the field of farmer-oriented policies in agricultural extension system. Practical implications: Recognizing the characteristics of farmer-oriented intervention of agricultural extension shows that targeted extension approaches are needed to pay attention to these characteristics in various stages of planning, delivering and evaluation of extension programs. Originality/value: This paper provides a comprehensive list of characteristics of farmer-oriented policies of agricultural extension that can be helpful for agricultural policy-makers in devising programs of extension services.  相似文献

This paper considers whether the promotion of an environmental ethic in schools is compatible with the political liberal's commitment to ‘neutrality’. A new account of the implications of John Rawls's political liberalism for the ‘basic structure’ of education is developed. The prima facie incompatibility of political liberalism and the promotion of an environmental ethic is misleading. Rawls's political liberalism requires—as a matter of intergenerational justice—the promotion of the ‘sustainability virtues’. Moreover, it permits the promotion of ‘greener’ ideals.  相似文献

Despite widespread concerns and elevated policy debates, little is known about the Chinese public’s perceptions of water pollution and willingness to cooperate with government policies. Based on survey data, this study examined Lake Tai resident perception of water pollution, willingness to pay (WTP) for water quality improvements, and its influencing factors. Contingent valuation (CV) results showed that respondents would prefer to pay 141 CNY per household a year, approximately 0.70% of their annual per capita disposable income, as an environmental fee to improve water quality in Lake Tai. Aggregate WTP for all five lakeside cities of Lake Tai was estimated at about 3.8 billion CNY, without discounts, in the next ten years. WTP was found to increase with income and female respondents were willing to pay more than males. Those respondents who were dissatisfied with water quality were more likely to pay more. The usage of Lake Tai did not strongly affect WTP.  相似文献

Abstract

This paper analyses the organizational, financial and technological incentives that service organizations used to motivate farmers to finance agricultural research and extension in Benin. Understanding the foundations and implications of these motivation systems is important for improving farmer financial participation in agricultural research and extension.

We studied three cases of farmer financial participation in the field of agricultural research and extension in Benin. We conducted semi-structured interviews with leaders of service organizations and farmers’ associations, local authorities and individual farmers. Our interviews focused on service delivery systems, mechanisms of farmers’ financial contribution, the functioning of farmers’ associations, and the appropriateness of services provided. We performed thematic and comparative analyses at the interfaces between (1) service providers and partner–farmer associations, (2) service providers and delivered services, and (3) farmers/farmers’ associations and services.

Incentives for farmer financial participation are the increasing participation strategy, the fulfillment of farmers’ needs and the local leadership valorization. The selection and combination of their variants determine the motivating capacity and orientation of service organizations. Conversely to the increasing participation strategy, an effective fulfillment of farmers’ needs and local leadership valorization can lead to sustainable motivation. As the fulfillment of farmers’ needs determines importantly the effectiveness and sustainability of farmers’ motivation, the strategies of farmer financial participation are likely to fail if there are no successful agricultural technological incentives.

In the current context of privatization of agricultural services in developing countries, this analytical framework is of interest for policy makers and development workers for identifying conditions of farmer financial participation and designing effective motivation strategies.  相似文献

Abstract

Purpose: The study evaluated how farmer acquisition, sharing and use patterns of information and knowledge interact with different socioeconomic factors to influence integrated soil fertility management (ISFM) technology uptake.

Design/methodology/approach: The study was conducted as part of an evaluation of field-based farmer learning approaches introduced by SOFECSA in Zimbabwe. Building on emerging farmer interactive platforms, data were collected using farmer participatory research approaches.

Findings: Over 90% of the farmers identified the national extension agents as the farmers' most preferred and reliable sources of information on ISFM, with farmer-to-farmer interactions ranking second. Non-governmental organisations and the print media emerged as the least trusted sources of agricultural technical information. Field-based learning centres, which enabled interactive evaluation of different ISFM options, constituted ~50%, indicating that they were major platforms for information and knowledge sharing. Uptake of ISFM was influenced by farmer resource group and farmers' visits to learning centres. Farmer experience and access to extension services were, in turn, the major factors influencing farmers' use of ISFM information. Approaches that support farmer-to-farmer interactions are required and learning centres are a suitable platform for such interactions to occur.

Practical implications: The article brings to attention the role of learning centres in fostering adoption of ISFM technologies. Insights on the need to support and strengthen agricultural extension in rural smallholder communities are provided.

Originality/value: This is a unique study exploring the role of farmer-oriented information and knowledge management in promoting complex technologies such as ISFM. A new dimension on the demands of new approaches for information dissemination to enhance knowledge sharing is presented.  相似文献

Abstract

If farmers are to meet the new challenges facing agriculture (environment, rural development, etc.), appropriate knowledge has to be produced. But observations in six EU countries (France, Germany, Greece, the Netherlands, Spain and the UK) show that unexpected problems arise when technical support for agriculture is linked to market regulation, as recommended since the late 1980s. The source of these problems can be understood better by applying concepts from the service economy: i) The production of new knowledge requires strong interaction between service providers (technical support bodies) and beneficiaries (farmers). The weakening of non-market regulation procedures, which partly guaranteed these possibilities of interaction, makes the conception of an advisory service difficult. ii) As soon as consultancy becomes a paying service, some beneficiaries reduce technical interaction with their colleagues in order to benefit from a productive advantage, and the ‘multipliable’ nature of new knowledge is reduced. iii) An increasing number of farmers are excluded from the benefits of technical support even though they help to provide services that society expects from agriculture (management of the land, maintenance of activities in low-density areas). iv) The responsibility for combining contradictory requirements (competitiveness, environment, rural development) is most often put on the shoulders of individual farmers who are unequipped to deal with such complex issues. Observed trends attest to the fact that effects often run counter to the stated agricultural and rural development objectives of policies.  相似文献

Abstract

This article concerns capacity building for gender‐sensitive agricultural extension planning in a two‐year FAO pilot project at the Ministry of Agriculture of Ethiopia. The aim of the paper is to review and analyse the capacity‐building process, drawing out the lessons learned, regarding both ‘best practice’ and challenges faced. The author was engaged fully in the project for its two‐years duration and this study is a reflection of that experience. The project involved training extension staff in both participatory rural appraisal and gender analysis to ensure more client‐oriented extension planning. It is concluded that the use of the experiential learning cycle in capacity building, the reliance on participatory management and implementation styles, networking and the mainstreaming of the project within the Extension Department constitute ‘best practice’. Four challenges to the project's success are reviewed. They are, the difficulty of institutionalising the process within the short time‐scale of the project, the necessity of involving policy‐makers at all stages and levels, the need to raise gender awareness amongst rural men and women and the importance of addressing women's lack of decision‐making power.  相似文献

为实现美丽乡村的建设目标,作为河北省农业大市的唐山市,其农业面源污染问题不容忽视。唐山农业面源污染主要由化肥和农药的过度施用、畜禽养殖废弃物的不当处置、秸秆利用率较低和农膜的高残留量,以及部分农村生活垃圾和生活污水非集中处理造成。在此状况下,唐山应从提高农民环保意识,发挥政府主导作用健全制度和机制、加大投入和补偿,以及加快环境友好型技术的推广和运用等方面采取措施,打好农业面源污染防治攻坚战。  相似文献
