Requesting personal information in frontline service encounters raises privacy concerns among customers. The proximity contact tracing that occurred during the COVID-19 pandemic provides an intriguing context of information requests. Hospitality venues required contact tracing details from customers, and customer cooperation varied with concerns about privacy. Drawing on gossip theory, we investigate the roles of businesses’ data privacy practices and government support in driving customers’ responses to contact tracing. Our findings show that perceived transparency of a business’s privacy practices has a positive effect on customers’ commitment to the business, while perceived control exerts a negative effect on commitment. These effects are mediated by customers’ information falsification rather than disclosure, because the former is a sensitive behavioral indicator of privacy concerns. The results also reveal the moderating roles of government support. This research contributes to the customer data privacy literature by demonstrating the distinct effects of perceived transparency and control on commitment and revealing the underlying mechanism. Moreover, the research extends the conceptual understanding of privacy practices from online contexts to face-to-face contexts of frontline service. The findings offer implications for the management of customer data privacy.  相似文献

In this paper we draw a parallel between the insights developed within the framework of the current COVID-19 health crisis and the views and insights developed with respect to the long term environmental crisis, the implications for science, technology and innovation (STI) policy, Christopher Freeman analyzed already in the early 90′s. With at the time of writing, the COVID-19 pandemic entering in many countries a third wave with a very differentiated implementation path of vaccination across rich and poor countries, drawing such a parallel remains of course a relatively speculative exercise. Nevertheless, based on the available evidence of the first wave of the pandemic, we feel confident that some lessons from the current health crisis and its parallels with the long-term environmental crisis can be drawn. The COVID-19 pandemic has also been described as a “syndemic”: a term popular in medical anthropology which marries the concept of ‘synergy’ with ‘epidemic’ and provides conceptually an interesting background for these posthumous Freeman reflections on crises. The COVID-19 crisis affects citizens in very different and disproportionate ways. It results not only in rising structural inequalities among social groups and classes, but also among generations. In the paper, we focus on the growing inequality within two particular groups: youngsters and the impact of COVID-19 on learning and the organization of education; and as mirror picture, the elderly many of whom witnessed despite strict confinement in long-term care facilities, high mortality following the COVID-19 outbreak. From a Freeman perspective, these inequality consequences of the current COVID-19 health crisis call for new social STI policies: for a new “corona version” of inclusion versus exclusion.  相似文献

History shows that pandemics can catalyse enormous change, fundamentally transforming the way people make sense of the world. Technologies can also be catalysts of change. While digital technologies are playing a vital role in tackling the covid-19 pandemic, the pandemic also presents a significant opportunity for digital technologies. Some experts believe the pandemic may permanently normalise the comprehensive societal use of digital technologies. This article casts a critical eye over the potential implications of this opportunity in the context of information systems (IS) research and development. We introduce and outline selected principles of Zygmunt Bauman’s theory of liquid modernity. We then apply the liquid-modern principles to illustrative examples drawn from the covid-19 literature by focussing on three areas of established information systems interest: control, big data and information privacy. We show that traditional conceptualisations of scientific and societal order and control need to be reassessed; that big data alone cannot order clear and safe paths out of the current crisis and that information privacy regulations are irrelevant when undermined or circumvented by public and private actors. We conclude by making four recommendations for IS pandemic researchers and five practical recommendations in the context of the pandemic.  相似文献

The recent outbreak of the COVID-19 pandemic has posed a significant threat to the healthy lives and well-being of billions of people worldwide. As the world begins to open up from lockdowns and enters an unprecedented state of vulnerability, or what many have called “the new normal”, it makes sense to reflect on what we have learned, revisit our fundamental assumptions, and start charting the way forward to contribute to building a sustainable world. In this essay, we argue that despite its significant damage to human lives and livelihoods, the coronavirus pandemic presents an excellent opportunity for the human family to act in solidarity and turn this crisis into an impetus to achieve the United Nation’s (UN) Sustainable Development Goals (SDG). In this article, we will highlight the six relevant themes that have evolved during the pandemic and the corresponding topics that future researchers could focus on. We conclude by issuing a call for more research attention on tackling SDG through developing the concept and practice of digital sustainability.  相似文献

Abstract

At present, the politics of digital tools are predominantly discussed in terms of the data they collect, analyze, and circulate. Through my analysis of electronic ankle monitors’ visual characteristics, I widen the scope of investigation to consider how the visuality of digital tools’ form factor – the size and shape of computing hardware – also contributes to their politics. I discuss five major impacts the visuality of electronic ankle monitors’ physical form has upon their wearers’ lives: (1) lack of differentiation in the aesthetics of monitors across different types of wearers (spanning from criminal justice to immigration detention) leads wearers to be considered “dangerous criminals,” by default; (2) monitors limit wearers’ ability to “pass” in society; (3) monitors expand the set of surveillors beyond government officials to also include the public; (4) monitors compromise wearers’ privacy; (5) monitors associate wearers with older practices of visually marking people normative society has labeled dangerous. Based on this analysis, I argue two points. First, that the visuality of electronic ankle monitors’ form factor expands the harms wearers experience beyond those engendered by the device’s primary use as a remote geo-temporal tracking tool used by government organizations. Second, the case study of electronic ankle monitors evidences the need to develop laws and policies that seek to regulate the visual properties of digital tools as well as the data they generate.  相似文献

Documenting the emergent social representations of COVID-19 in public communication is necessary for critically reflecting on pandemic responses and providing guidance for global pandemic recovery policies and practices. This study documents the dynamics of changing social representations of the COVID-19 pandemic on one of the largest Chinese social media, Weibo, from December 2019 to April 2020. We draw on the social representation theory (SRT) and conceptualize topics and topic networks as a form of social representation. We analyzed a dataset of 40 million COVID-19 related posts from 9.7 million users (including the general public, opinion leaders, and organizations) using machine learning methods. We identified 12 topics and found an expansion in social representations of COVID-19 from a clinical and epidemiological perspective to a broader perspective that integrated personal illness experiences with economic and sociopolitical discourses. Discussions about COVID-19 science did not take a prominent position in the representations, suggesting a lack of effective science and risk communication. Further, we found the strongest association of social representations existed between the public and opinion leaders and the organizations’ representations did not align much with the other two groups, suggesting a lack of organizations’ influence in public representations of COVID-19 on social media in China.  相似文献

Political polarization remains perhaps the “greatest barrier” to effective COVID-19 pandemic mitigation measures in the United States. Social media has been implicated in fueling this polarization. In this paper, we uncover the network of COVID-19 related news sources shared to 30 politically biased and 2 neutral subcommunities on Reddit. We find, using exponential random graph modeling, that news sources associated with highly toxic – “rude, disrespectful” – content are more likely to be shared across political subreddits. We also find homophily according to toxicity levels in the network of online news sources. Our findings suggest that news sources associated with high toxicity are rewarded with prominent positions in the resultant network. The toxicity in COVID-19 discussions may fuel political polarization by denigrating ideological opponents and politicizing responses to the COVID-19 pandemic, all to the detriment of mitigation measures. Public health practitioners should monitor toxicity in public online discussions to familiarize themselves with emerging political arguments that threaten adherence to public health crises management. We also recommend, based on our findings, that social media platforms algorithmically promote neutral and scientific news sources to reduce toxic discussion in subcommunities and encourage compliance with public health recommendations in the fight against COVID-19.  相似文献

In privacy information security literature, Privacy by Design (PbD) is recognized as a positive protection paradigm capable of providing higher privacy protection throughout information products’ entire lifetime. It is becoming the dominant privacy protection pattern. Considered to be a promising development tendency towards the information industry, it is garnering interest among researchers and professionals. However, PbD still lacks specific implementation instructions, and it is not popularized among information system engineers. Weighing the pros and cons leads to information system engineers’ uncertainty regarding PbD adoption, since existing research on the linkage between PbD implementation and information system engineers’ individual factors is inconclusive. Through the lenses of information system engineers, this study aims to advance implementation of PbD by exploring the influence factors of individual and organizational contexts. Real data from 253 practitioners in China’s IT industry were used to understand the antecedent of PbD implementation and interaction effects among different dimensions of engineers’ adopting behaviors. The findings have demonstrated that appropriate incentive mechanism is a critical factor in PbD implementation by promoting engineer’s social influence regarding PbD usage and further affecting both their intentions about adopting PbD and implementing action. This study reveals, for the first time, the role of incentive mechanism in advancing PbD implementation from the information system engineer perspective, and contributes to a deeper understanding of the determinants of PbD adoption by providing a holistic theoretical lens. The findings provide theoretical guidance to IT organizations with guidelines on PbD implementation for higher privacy information protection performance of products.  相似文献

Government agencies often face trade-offs in developing initiatives that address a public good given competing concerns of various constituent groups. Efforts to construct data warehouses that enable data mining of citizens’ personal information obtained from other organizations (including sister agencies) create a complex challenge, since privacy concerns may vary across constituent groups whose priorities diverge from agencies’ e-government goals. In addition to privacy concerns, participating government agencies’ priorities related to the use of the information may also be in conflict. This article reports on a case study of the Integrated Non-Filer Compliance System used by the California Franchise Tax Board for which data are collected from federal, state, and municipal agencies and other organizations in a data mining application that aims to identify residents who under-report income or fail to file tax returns. This system pitted the public good (ensuring owed taxes are paid) against citizen concerns about privacy. Drawing on stakeholder theory, the authors propose a typology of four stakeholder groups (data controllers, data subjects, data providers, and secondary stakeholders) to address privacy concerns and argue that by ensuring procedural fairness for the data subjects, agencies can reduce some barriers that impede the successful adoption of e-government applications and policies. The article concludes that data controllers can reduce adoption and implementation barriers when e-government data mining applications rely on data shared across organizational boundaries: identify legitimate stakeholders and their concerns prior to implementation; enact procedures to ensure procedural fairness when data are captured, shared, and used; explain to each constituency how the data mining application helps to ensure distributive fairness; and continue to gauge stakeholders’ responses and ongoing concerns as long as the application is in use.  相似文献

COVID-19 has radically transformed many aspects of human life and global society both now and for many years to come. A key aspect of the transformation has been increased digitalization and the accelerated implementation of previously predicted trends that have been discussed for many years in the information management literature. Human endeavour has encouraged us to adapt to the “new normal” through immediate necessity in areas such as work, education, healthcare, entertainment and leisure, and online commerce. This new environment has provided unprecedented opportunities for the information management research community to develop research that will have a significant impact on practice in these and other areas. We are essentially at the pinnacle of new developments in the digital space and must seek to develop exemplars that can help to signpost the future direction of digital global society for the benefit of all. Notwithstanding, the problems of digitalization have also been exacerbated and must be further understood and ameliorated in the post-COVID world. Contact tracing apps are presented as a solution, if not the solution, to curb pandemics in the Covid-19 crisis. In France, despite heated public institutional debate on privacy related issues, the app was presented by government as an essential benefit for protecting health and lives, thus avoiding both politicians and citizens to feel morally responsible and looking guilty, and as essential to recover our freedom to move. However we argue that, while detection of cases have still not been reported after 10 days and one million app downloads - a situation comparable to Australia who launched its app a month before -, the adoption of the app generates important risks to our informational privacy, surveillance and habituation to security policies. It also may create discrimination, distrust and generate other health problems such as addiction and others as 5G technology continues to be deployed without prior impact studies. Finally the smartphone app against covid epidemics appears as an extreme case of the privacy paradox where the government plays on the immediate benefits and downplays long-term concerns while inducing a technology of self. Contact tracing apps may become an emblematic case for digital transformation and value changes in the western world.  相似文献

Abstract

This paper first reviews the development of record‐keeping privacy, together with its legislative attention and major studies of it. It then identifies new dimensions of personal privacy and illustrates them with electronic mail. It notes the intricacy of policy issues arising from large‐scale use of computers and communications for systems that provide a variety of services, many of them oriented toward the individual. The legislative awkwardness of providing protection to the individual and the role of the federal government in the entire issue is described. Other systems that will create new privacy issues are touched on. The “privacy future” is discussed in terms of access‐without‐action, information representation, information protection, exploitation of information such as computer matching, the large‐scale availability of personal information to many people, and the widespread appearance of systems that deal with information about people but for other than record‐keeping purposes. Finally, two broad policy issues are identified: (1) In an information‐intensive future, how can the country establish societally acceptable usage patterns for information but at the same time provide protection for its citizens? (2) How can the country create an appropriate mechanism for addressing such a pervasive and complex issue?  相似文献
