Abstract

Since the 1970s, many western welfare states have been subject both to increased migration and to a renewed interest in progressive education. The present article addresses the question of whether these two phenomena are related and how changing notions of the welfare state shape and are shaped by this relationship. To answer the question, we concentrate our attention on the case study of Ghent (Belgium), which from the 1970s onwards has been characterised not only by a growing ethnic diversity but also by a renewed interest in progressive educational initiatives. Drawing on oral history with key figures in the local educational field and research in school archives, this article indicates that progressive initiatives in the last few decades have indeed emerged as an answer to migration patterns. But whereas initial initiatives in the 1980s arose from an endeavour to cater for the migrant child, some recent initiatives arose from an attempt to exclude the same child.  相似文献

This article explores the implementation of various K–12 one-to-one computing initiatives to determine if patterns exist. These initiatives are funded in times of limited resources and constitute a serious investment in technology for the schools and districts adopting them. The goals of this study were to understand how and why one-to-one computing initiatives are being implemented, how these initiatives are funded and supported, and expectations or assumptions of stakeholders that are driving adoption of this type of technology. The results suggest that these school districts, and those like them, will face many challenges—some financial, some technical, and some procedural—as they work to integrate technology into instruction and assessment. Common themes or challenges identified from this work, and linked with previous research, include leadership and vision, funding, teacher professional development, and project evaluation.  相似文献

Over the past two decades, two heavily funded initiatives of the Federal government of Australia have been founded on two very different and seemingly conflicting (if not antithetical) visions of education. The first, the Australian Values Education Program (AVEP, 2003–2010) enshrines what may be called an ‘embedded values’ vision of education; the second, the National Assessments Program-Literacy and Numeracy (NAPLAN, 2008-present) enshrines a ‘performative’ vision. The purpose of this article is to unpack these two seemingly conflicting visions and to argue instead for their possible consilience, bringing together apparently incompatible phenomena to coalesce into a single, more expansive vision of schooling. Against the historical context that gave rise to AVEP and NAPLAN in Australia, the article argues that the visions of education rendered in these abrupt policy shifts are vestiges of a history of dichotomous and dualistic thinking in western educational philosophy. Underpinning this dualism is a fundamental schism between cognition and emotion and a Cartesian separation of mind from body that can no longer be sustained. Our increased understanding of the neural substrates of cognition, the ‘intertwined’ nature of cognition and emotion, combined with a philosophy of mind that does not dissociate propositional knowledge from the disposition of the learner, points to an alternative vision of education. A vision that is thoroughly values embedded, concerned with the educational wellbeing of each child, while also giving value to and prioritising educational performance and achievement, and the intellectual liberation these can offer each and every child.  相似文献

In this review we synthesize findings from 9 separate professional development initiatives conducted by the Philadelphia Education Fund in concert with the School District of Philadelphia with the aim of understanding why such initiatives achieve only partial implementation at the school level. We identify a cluster of policies and structures that have the effect of depleting or preventing the formation of social capital among staff in a school building. Evaluations from these initiatives show that entrenched policies and practices converge to prevent or break up the norms, networks, and social trust required for reforms to take root. Specifically, program implementation is often frustrated by the frequent turnover and lack of support from principals, the disruption of faculty teams, and union work rules that increase rates of teacher transfers and limit time for faculty to meet and work together. The solitary nature of teachers' work is reinforced through these practices--a phenomenon that inhibits the creation of a culture of reflection and renewal that is desperately needed in inner-city schools.  相似文献

What do students stand to gain from high-stakes, standardized testing? We consider answers to this question from the perspective of urban district leaders tasked with designing and overseeing the implementation of standardized testing policies. Results revealed variation in leaders’ framing of and rationale for standardized testing with respect to benefits for students and whether/why students should strive for high test scores. Implications for both approaches to standardized testing and broader improvement initiatives are discussed.  相似文献

In the context of neoliberal and neoconservative educational reforms, student voice work is faced with a number of potential difficulties in creating the conditions, skills and dispositions necessary for student empowerment. One of the key challenges is evaluating whether student voice initiatives are effective, relevant and transformative. Through a systematic literature review of contemporary student voice literature from the past 10 years, the article proposes an evaluative framework to measure the extent to which student voice contributes to socially transformative educational practices in primary and secondary schools This framework suggests that transformative voice work should be dialogic, intergenerational, collective and inclusive, and transgressive. It argues that the interaction of these four themes forms a set of principles or building blocks which collectively underpin transformative student voice work. The purpose of such an evaluative framework is not to provide a normative benchmarking tool, but rather, to serve as a reflective dialogical tool that could guide teachers and students towards genuine transformation of institutional structures and individual practices as well as informing policy makers, practitioners and researchers.  相似文献

ABSTRACT : In recent decades, many organizations have undertaken initiatives aimed at managing a more diverse workforce. Many of these initiatives have been limited in effectiveness because they focused solely on managing or preventing human-resource-related crises, rather than reconceptualizing how the work of the business is accomplished. More effective diversity change initiatives can be implemented if change agents take an overarching perspective of the business and the workforce that considers the importance of engaging both the oppressed and priviledged members of the organization. Such a perspective necessarily requires considering the impact of oppression and privilege in the organization. Common diversity change interventions are discussed and critiqued, and suggestions for formulating optimally effective diversity change initiatives are suggested.  相似文献

Abstract

We defend in this paper the importance of redistributing power in the field of education development by enhancing the self-sustainability of education initiatives and minimizing their roots in dependency – these as pre-requisites for improving their sustainable development outcomes. We do this by considering an education development initiative run by the Barefoot College in India, and then developing an explanatory model based in complexity theory (as expounded by Edgar Morin) and in the capability approach (as developed principally by Amartya Sen and Martha Nussbaum). We conclude that such a redistribution of power would help to ensure that education is better connected to its development context, more relevant to the interests and needs of the community it serves, and its quality enhanced. More generally, we reinforce existing arguments – but from the perspective and imperative of sustainability – why it is in the interests of policy-makers to devolve power and to provide resources to such initiatives. Doing so would enhance governments’ prospects of realizing their education and social development goals. The arrogation of power and resources towards the centre, an almost natural impulse in policy-making, is, in the end, counter-productive, and threatens sustainable education and social development.  相似文献

This paper critiques our experiences as non-Indigenous Australian educators of working with numerous embedding Indigenous perspectives curricular projects at an Australian university. Reporting on these project outcomes alone, while useful in identifying limitations, does not illustrate ways in which future embedding and decolonizing projects can persist and evolve. Deeper analysis is required of the ways in which Indigenous knowledge and perspectives are perceived, and what “embedding” Indigenous Knowledge in university curricula truly means to various educational stakeholders. To achieve a deeper analysis and propose ways to invigorate the continuing decolonization of Australian university curricula, this paper critically interrogates the methodology and conceptualization of Indigenous knowledge in embedding Indigenous perspectives (EIP) in the university curriculum using tenets of critical race theory. Accordingly, we conduct this analysis from the standpoint that EIP should not subscribe to the luxury of independence of scholarship from politics and activism. The learning objective is to create a space to legitimize politics in the intellectual/academic realm. We conclude by arguing that critical race theory's emancipatory, future and action-oriented goals for curricula would enhance effective and sustainable embedding initiatives, and ultimately, preventing such initiatives from returning to the status quo.  相似文献

We evaluate the impact of initiatives of a rural community in Bukedea District (Eastern Uganda) aimed at improving learning at their local primary school (School A) between 2016 and 2018. We focus on how these community-driven initiatives influenced enrollment, survival, infrastructure development and academic outcomes (test scores) at the local school. As a natural control, we use a primary school (School B) where such initiatives were non-existent. Using methodologies developed by UWEZO, we also collect and analyze household socio-economic data from both communities to develop possible explanations for the observed outcomes. The approaches, achievements and lessons described in this study may inform efforts to improve learning environments at rural primary schools through community involvement.  相似文献

Reforming Teachers' Pay Systems: The Advanced Skills Teacher in Australia   总被引:1,自引:0,他引:1  
Over the past five years, Australian education systems have attempted to establish a new career path for teachers called the Advanced Skills Teacher (AST) classification. The reform emanated from a historic and unique coming together of all teacher unions throughout the country to make a joint submission to the Industrial Relations Commission. Potentially, the AST constituted one of the most progressive educational initiatives ever adopted in Australia. In this article we review what happened in practice. Our findings point to a dilemma for those who might attempt to introduce professional career paths for teachers in the future. Fundamental improvements to teachers' pay systems and career structures undoubtedly depend on initiatives within the industrial relations arena. However, this arena proved to be an unsuitable context in which to develop the kind of teaching standards and performance assessments that are essential for career paths based on quality of practice. We concl ude that these tasks require instead the creation of stable, national, expert professional bodies that embrace all stakeholders.  相似文献

This analysis involves an investigation of the corporate control of food in relation to low income and culturally dominated schoolchildren in cities. This includes an exploration of the problem as expressed globally and historically in relation to transnational policy networks. Since corporate growth always necessitates controlling the direction of what people talk about on the ground, I additionally critique the emerging popularity of the policy-linked language of ‘food deserts’ and ‘food security.’ I reveal these terms as postcolonial constructs, forged out of the tradition that those with power control both material and mental production. Given the economic struggles now felt by the middle classes, I contend such language seeks to contain this growing anxiety. Lastly, I review some widespread failed efforts to address the problem of lack of access to healthy and affordable food among marginalized urban communities. All of these attempts are shaped as part of broader and evolving policy networks and in this research include progressive resistance collectives, policies as commodities, and big box failures. I focus here on city initiatives in particular given the ongoing urban implosion taking place in much of the world as people continue to lose their access to land. Although I consider conditions in the USA, these arguments can be applied in various ways to other contexts.  相似文献

Almost two million children in more than 40 countries around the world have received a One Laptop per Child (OLPC) XO netbook computer. These netbooks represent the commitment of politicians, community leaders, and educators to implement disruptive, large‐scale education reform initiatives that will advance their countries into the 21st century and prepare their children for interconnected, global, creative, and knowledge economies. Expectations for the success of these initiatives are high, and local stakeholders as well as numerous international organizations look to these experiments with cautious optimism. These programs hold the promise to expand the learning and creative potentials of broad populations. As such, arguably, one of the greatest challenges facing these initiatives is designing and implementing mechanisms that help make the outcomes visible, understandable, and actionable by all audiences. In this article, we discuss initiatives being developed by OLPC at different levels of scale: at the meta level to understand impact across nations and learn about the emerging developments in the different programs; at the mezzo level to allow stakeholders to understand the development of the program in their countries and their schools; and at the micro level to help teachers and students understand emerging learning by children over a given period of time. We present some examples of student work to illustrate how some children are making creative contributions to OLPC. Inspired in the collaboration and work by Project Zero and Reggio Children, this article was given the name “Making Learning Visible.” Beyond the title, the work presented in this article recognizes the child both as an individual and a group learner; recognizes the acts as well as the products of learning; and above all, values the children's reflections and approaches to make their learning visible.  相似文献

ABSTRACT

Many educational reform initiatives worldwide do not result in deep and sustainable change. Limited studies have looked at reform initiatives in countries like Egypt. The purpose of this mixed methods study is to examine educational reform initiatives in Egypt throughout modern history using a transformative leadership lens, and to explore the perceptions of educational leaders regarding the more contemporary reform initiatives. The findings show that historically, large-scale reform initiatives in Egypt, which had transformative and sustainable results, were typically associated with a more comprehensive ideological inclination. More contemporary educational reform attempts were not transformative because these were perceived to be top-down reforms that were driven by foreign-aid agencies, and had no support from stakeholders.  相似文献

Mind in the Making and Vroom are partner initiatives that exemplify a unique “civic science” approach to “bringing developmental science into the world.” Mind in the Making offers families and professionals working with children 0–8 access to developmental research, by engaging them in an active process of professional development and community outreach. Vroom is an outreach and communication initiative that brings “brain building basics” to communities, inviting parents to participate in the science of early learning through partnerships with trusted entities. These initiatives use collaborative, iterative processes in disseminating findings and implications of child development research. Preliminary evidence shows early promise of these initiatives to help promote engaged learning and life skills based on executive function in adults and children.  相似文献

The planning and implementation of prevention programs for families and children has shifted towards community-based, multi-component approaches that are rooted in partnerships among diverse stakeholders. We argue that values and partnerships should be central to the planning and implementation of this new approach to prevention programs. Following from these concepts,wepropose 6 steps that can guide educational and psychological consultants in the implementation of prevention programs in partnership with other stakeholders. For each step, we identify key tasks, processes, and challenges for consultants. To illustrate these steps, we include examples from our work in prevention initiatives for and with immigrant and refugee children and families.  相似文献

The last 10 or 15 years of this century have been a time of great challenge as well as considerable excitement for educational systems around the world. Governments everywhere have been embarking on substantial programmes of reform in an attempt to develop more effective school systems and raise levels of student learning and achievement. We see in these policy initiatives an unfortunate paradox that inhibits them from realising their aspirations. The community of educational change researchers and practitioners has finally begun to learn something about how ongoing improvement can be fostered and sustained in schools. However, government policy on education has not taken adequate account of this knowledge about school development, with the result that an enormous potential source of synergy has been lost and student learning continues to lag behind its potential. Our argument in this article is that as a consequence of this gap government efforts to improve schooling are less effective than they might be and that many school improvement efforts have to swim against the current of government regulation. Following our analysis of this central irony in educational policy, we go on to outline an approach that would be more likely to help governments achieve their educational objectives by building policy initiatives more explicitly on the knowledge base of school development.  相似文献
