The topic of religion within public schools has generated interest in several countries in recent years. In Canada, the United States, and England, educational policies favouring greater parental choice in education through grantmaintained schools, Charter schools and voucher plans have renewed parental interest in this area. Alternatively, one might argue that the lobbying by religious parents and others for choice has influenced educational policy. The dynamics of change are not always clear. This paper explores these dynamics through a two-part longitudinal case study in Alberta, Canada. My examination of events over a period of almost twenty years reveals both the micro-politics around religious programming in public schools and the macro-level changes in the policy context between the late 1970s and mid-1990s. This micro-macro approach provides a sense of the impact of local histories on education policies as well as parallels between sites.  相似文献

This article concentrates on the policy reforms of schools in England, Germany, France and Italy, from 1988 to 2009, with a focus on the introduction of market accountability. Pressing demands for organisational change in schools, shaped by the objectives of ‘efficiency’ and competition, which were introduced in England in the 1980s, have been adopted in other European countries, albeit at a slower pace and within the continuing need for domestic institutional conformity. How does the increasing predominance of market accountability in state schools change traditional bureaucratic and professional accountability relationships between politicians, managers, professionals and users? The article argues that despite some evidence of convergence between different education systems, England remains the outlier and continental European countries have been much more reluctant to adopt choice and competition policies.  相似文献

Educational researchers interested in race‐related matters tend to be united in their conviction that the non‐institutionalisation of multicultural education derives entirely from the ('unwitting') racist attitudes of teachers. Whilst not ignoring teacher attitudes as an explanatory concept in ‘this context I argue in this article that the disparity between LEA multicultural education policies, on the one hand, and school practices on the other should be relocated in a broader analytical framework. The argument proposed hinges on a conception of multicultural education as a ‘progressive’ educational innovation and suggests that many of the processes which conventionally link policies to practices have been routinely overlooked in the current literature on ‘race’. Although this is a provisional article I hope, at the very least, that I have provided evidence to prompt a conjectural case for the argument that the negative racial attitudes of teachers are not the only factors which have the potential to block the diffusion and legitimation of multicultural education principles in UK schools.  相似文献

Abstract

This paper examines how education in Indonesia can help create tolerant and multicultural citizens through the analysis of policies and practices. After the political shift in 1998, Indonesia issued education law No. 20 in 2003 which contains, though vague, a couple of articles that can underpin the development and implementation of multicultural education. This is a ‘spirit’ of multicultural education, which has been interpreted in subsequent regulations and decrees. In this paper, the author explores how these policies and school curricula have been translated into practices. The author conducted a series of ethnographic fieldwork in two provinces, Yogyakarta and Central Kalimantan, visiting six different schools: four religious (three Islamic and one Catholic), one state secular and one state vocational. The findings suggest that there were inconsistencies between policies and practices of multicultural education due to a lack of explicit policies and incapable education decision-makers and teachers.  相似文献

This article examines the views of ‘immigrant‐background’ children on their own linguistic and cultural ‘differences’ within the different educational contexts of primary classrooms in France and England. With the increase in and changing composition of immigration in Europe, the integration of populations from diverse linguistic and cultural backgrounds has become a central issue for European societies. Whilst most studies in France and England tend to focus on immigrant children in secondary schools, this study looks at immigrant children at primary level, in an attempt to ‘hear their voices’ and explore their perceptions and experiences, in a comparative perspective. Findings based on focus group interviews and participant observation in an English and French classroom, suggest that despite contrasting models of integration, the way ‘immigrant‐background’ children mediate ‘difference’ as part of their identities as pupils present similarities between the two countries. There remain, however, strong differences between the two national classrooms, which could be attributed to the different contexts and approaches to multicultural differences in France and England.  相似文献

Focusing on data and policies from England, trends in educational disadvantage by area are traced from the late 1960s when the first pilot projects were established in the UK, to the present. The origins of these developments and the subsequent rises and falls of such area-based policies in England are reviewed. Specially collected data for the pilot areas from the 1960s and national data for England from 2000 are used to draw out some striking patterns of changes over the period. Though many of the areas remain highly disadvantaged, educational measures at age 16 and at entry to higher education (HE) indicate some important changes. Thus the settled, white working-class pilot area in the 1960s with just below average results had fallen back very substantially by 2013, particularly in entry to HE. By contrast the newly settled Asian immigrant area in Birmingham where educational performance was exceptionally poor in the 1960s had moved above average despite remaining highly disadvantaged. Analysis of the national results since 2000 using local area data showed that these trends were widespread across England. Disadvantaged ‘multicultural urban areas’ were doing markedly better than the disadvantaged white working-class urban areas, where in many cases traditional industries had closed. This was especially marked at entry to HE where multicultural areas had rates close to the national average of 40% while white working-class urban areas had rates of entry to HE of between 10% and 15% of the age group and this gap has widened rapidly in recent years. These trends are likely to be the source of major resentment, with one group finding itself increasingly excluded from higher level employment opportunities, and the other failing to find opportunities that match their expectations once they leave education.  相似文献

This article examines the extent to which citizens of migrant origin are included within discourses of national identity in civic education curricula in England, France and Ireland. We explore how much space is given to citizens of migrant origin in discourses of national identity in civic education curricula and how they fit with central values normalized by a higher degree of recognition in schools. Although early immigration systems assumed that incorporation of migrants into the national polity would take place via socialization in education, the failure to include citizens of migrant origin in the contemporary ‘imagined community’ articulated in civic education discourses risks marginalizing some citizens which gives rise to a sovereignty gap. The disparity between legal and cultural belonging of some individuals in Western Europe presents a major challenge for education systems which are tasked with making national identity discourse resonate with a globalized citizenry. The study found that despite commonalities around the promotion of human rights and democracy, civic education curricula diverge with regard to representation of religion. Moreover, nationalistic aspects of the French model contrast with a multicultural, and recently global, approach to citizenship education in England and the promotion of European citizenship in Ireland.  相似文献

European education policies have tended to cultivate linguistic hegemony and preserve cultural uniformity, which has made it difficult for schools to support different cultural backgrounds. This has contributed to the promotion of artificial monolingual interactions that reinforce linguistic decapitalisation processes. The aim of the review on which this article reports was to investigate the treatment and education of languages of origin in Europe. We present findings from a systematic review of scientific articles published during the period 2010–2020. The main findings indicate that language and nationality are equated in European discourses and that public policies are promoted accordingly. These articulations draw on models that alternate between assimilationism and multiculturalism. Both assimilationist and multiculturalist approaches are detrimental to the supposed objective: that of promoting multilingualism. Thus, it is urgent that a consensus be reached, and certain public policies and educational practices promoted which are respectful of linguistic diversity, since the future social cohesion of our multicultural societies depends on this.  相似文献

Widening participation to higher education (HE) is central to the educational policies of countries throughout the world, and takes the form of a range of types of intervention, which can be classified within a three-fold typology. Access as in-reach refers to those programmes that prioritize recruiting potential students into the institution—examples include adult Access courses and certain summer school provisions for school-leavers. Access as out-reach is typified by efforts to widen participation and involve partnerships with one or more of employers, schools and the wider community. Alongside in-reach and out-reach exist a number of initiatives that can neither be categorized primarily as either of these, but focus on transformations and adjustments to the structure, administration and delivery of HE programmes. The third category of Access as flexibility refers to systematic as against discrete provision and includes such structural arrangements such as the use of accreditation of prior learning (APL), open and distance learning and the use of information and communications technology (ICT). In this paper—based on research commissioned by the Scottish Executive—policies and practices from Australia, Canada, England, Finland and France are compared and analysed with particular focus being given to flexibility. The implications of these policies and practices and their potential transferability to Scotland are considered.  相似文献

This paper examines the general context in which special education policies have been implemented in Western societies in order to try to understand the recent changes. It summarises the different meanings attached to the notion of equality, which are central to the question of special education and recent reforms, and finally it attempts to understand the ways in which special education provisions have been implemented into two different contexts, namely France and French speaking schools in Ontario (Canada). The paper draws on policy analysis conducted in France and in Ontario and from two recent research projects conducted in four different elementary and secondary French language schools in Ontario over the last 2 years, through an ethnographic approach involving different methodological tools, such as observation, interviewing and document analysis.  相似文献

In recent years Icelandic schools have seen an increase in students with immigrant background. These changes require schools and teachers to respond to the educational needs these students may have. The aim of this article is to examine these changes by looking at the experience of teachers and parents of immigrant students regarding their education. As part of this qualitative research, 38 teachers were interviewed in focus groups with a view to the challenges and experiences of teaching immigrant students. Ten parents were also interviewed individually about their experiences of Icelandic schools and their children’s education. The findings revealed that teachers are unsupported in their quest for understanding and managing multicultural education and that the Icelandic school system challenges foreign parents’ understanding of school as a traditional place for learning. It is suggested that addressing the lack of collaboration and discussion between both parties on students’ needs and parents’ expectations could improve the education of immigrant students.  相似文献

In the late 1990s both the British and the French governments gave new impetus to citizenship education. This article examines the theories and world views that underpin the formal syllabuses for citizenship education in England and France. It notes that whereas the English curriculum aspires to create a diverse society founded on multicultural citizenship, an insufficiently strongly agreed statement of values undermines the implementation of the project. The French syllabus, on the other hand, emphasizes a commitment to anti-racism, human rights and civil action against injustice. Its theoretical basis in the French Republic, committed to individual equality without distinction, denies any recognition to the existence of social groups based on culture or ethnicity. This blindness to difference also tends to undermine citizenship education as a social project intended to promote integration through schools. Whereas French citizenship education is intended to integrate individuals into a predetermined, existing republican framework, English citizenship education apparently aims to create a new society and a new national identity. The article concludes that such a project requires an explicit commitment to and promotion of human rights as the basis for a social consensus and citizenship.  相似文献

In this article we describe the background to the recent development of citizenship education in Australia, Canada and England and then, following an account of our methods, discuss issues arising from an analysis of a sample of textbooks from these countries. We suggest that the current policies to introduce versions of citizenship education have emerged in these countries in the context of diverse challenges to the legitimacy of the nation state. We argue, generally, that all three countries tend, in the textbooks we have examined, to emphasize forms of citizenship education that may submerge citizen empowerment under essentially orthodox agendas. We see differences in textbooks between and within the three countries but argue that, despite many exceptions, we are able to characterize textbooks in Ontario, Canada as education in civics (provision of information about formal public institutions), those in England as education for citizenship (a broad‐based promotion of socially useful qualities) and those in Australia as social studies (societal understanding that emerges from the development of critical thinking skills related to existing academic subjects such as history and English).  相似文献

Abstract

As schools in South Africa become increasingly multicultural, pressure is being put on them to meet the needs of all learners. The South African Schools Act, No 84 of 1996, affirms the recognition of all forms of diversity in public schools. It seems clear from media reports, however, that diversity in schools is not readily accepted and that teachers are largely held accountable for racial prejudice in schools. This raises the question whether teachers fully understand multicultural education as a means to adequately manage diversity in schools. Against this background, a project was undertaken to establish what student teachers’ understanding of multicultural education is, and what they regard as the most important aims of multicultural education. Data were obtained by the use of semi-structured questions serving as a self-report instrument. The data collected were consolidated and categorised into themes. It became clear from the data that most respondents showed a seriously deficient conception of the nature, aims and material manifestations of multicultural education. It is therefore recommended that teacher education programmes should be scrutinised to ascertain whether they are providing the right kind of knowledge content to prepare student teachers to function competently in multicultural schools.  相似文献

My aim in this paper is to raise the question of educational authority in terms of a philosophical and historical understanding in the context of a democratic polity. In particular, I wish to advance the view that educational authority in England is not well-founded since it resides increasingly with the Secretary of State for Education. This fails to reflect the public nature of education and also local conditions. The lack of appropriate authority contributes to many problems, the most prominent of which are the contested nature of education and schools provision and the frustrating fact that policies at national level change so frequently. Drawing on the discussion in Amy Gutmann’s Democratic Education, it examines differing conceptions of educational authority and proposes a tentative solution, which draws on the experience of the School Boards movement in England, 1870–1902.  相似文献

In recent decades, schools located in English Canada have experienced important demographic changes in their student population. This article examines the racial, ethnic, linguistic, and cultural diversity in these schools, through the discourses of those who spend the most time with the students: teachers and principals. Here, the concept of discourse is understood as a way of framing the world; it is far more than a simple tool for communicating with others. Since education operates under provincial and territorial jurisdiction in Canada, these discourses are examined in the context of provincial school policies that specifically address the issue of diversity among students. Using qualitative data collected in a national study completed in 2007, the analysis shows how teachers and/or principals make sense of this changed reality in their schools and its impact on their daily work.  相似文献

This article uses a fictionalized scenario to examine how three students at an “ordinary” suburban high school in Canada negotiate the context-specific conditions, discourses, and practices that make schools important sites of identity formation. It argues that drawing from Foucault's ideas on the “subjection” of individuals, as well as from the field of performance studies, provides a fresh perspective to redress the potential mismatches between official multicultural education discourses and the lived schooling realities of students. In the process, it demonstrates how subjection and adolescent performativity can be useful analytics through which to understand student identities and/in schooling. The article concludes with some implications for shifts in policy, pedagogy, and practice to help schools engage with student diversity.  相似文献
