This article shows how the Catalan government has not developed an agenda to tackle school segregation despite the growing number of migrant pupils who arrived over the course of the last decade. Education policy has explicitly disregarded the possibilities of improving the regulatory framework for tackling segregation; it has exercised insufficient control over the effective application of education regulations on the balanced schooling of pupils with specific educational needs; and it has taken decisions on education policy which have even accentuated school segregation. This article provides empirical evidence on the characteristics of school segregation in Catalonia and on the education policies developed by the Catalan government in the domain of the schooling of migrant pupils. The study illustrates how the absence of an explicit school desegregation policy is an example of the politics of non-decision-making and a case which clearly manifests the need to overcome behavioural analysis in policy decision-making.  相似文献

农村义务教育学校布局调整是以撤并小规模学校为主要手段,旨在促进教育资源均衡配置的一项重大教育政策。通过广东省某山区县2003—2009年的学校布局规划数据,从物理距离、时间距离和文化距离的分类视角,运用GIS技术和Ordinal Logit模型分析农村学校撤并对学生上学距离产生的直接影响。研究结果表明:撤并农村学校导致学生上学的物理距离和时间距离增加,偏远学生上学难问题凸显;对学生的文化距离同样产生显著的负面影响。在未来学校布局调整的进程中,县域教育决策者应将关注点从一味追求规模效益转移到教育公平和教育质量上来。要保证农村学生就近入学,设定上学距离的限制;促进学校间教育资源的均衡配置,保证所有学生享受同等质量的教育资源;采用科学的规划程序完善布局调整政策的实施。  相似文献

English education has recently experienced radical policy reform in the areas of school autonomy and accountability. The key focus of this paper is on how schools might best navigate through these policy moves. It highlights how these moves have constructed schools, teachers and students in problematic ways but also how they are offering possibilities for improving the quality of schools and schooling. The focus here is on the promise and scope of school collaboration. The difficulties of creating socially responsive and responsible collaboratives in the current ‘heterarchical’ and market-oriented policy environment are acknowledged. Guided by quality democratic governance, they are, nonetheless, presented as crucial in supporting schools to productively deal with the demands of this environment.  相似文献

A new approach to researching school effects on higher education participation is proposed here, which combines insights from the school effectiveness field of research with sociological theories and concepts of schooling. In doing so, it draws attention to some of the problems with the dominant approach often taken in this area and attempts to offer a more analytically precise way of measuring and explaining school effects on higher education choice. It will be argued that whilst past approaches can make it difficult to decipher school effects, the new approach proposed here provides greater understanding about the extent and nature of the school’s influence.  相似文献

ABSTRACT

Sweden has one of the most marketised and decentralised school systems in the world while also ranking amongst countries with the highest levels of access to technology in classrooms. Considering the increasingly central role that digital platforms play in the practices of schooling, this article speculates on what might happen during the 2020s in highly decentralised school systems like Sweden’s. Based on current trends in education, directions indicated by platformisation in other contexts and taking a critical speculative approach, it offers a discussion of what could happen to the practices of schooling and the public mission of education. This discussion is intended to raise important questions for researchers, educators and policy makers to consider as the platformisation of schooling unfolds.  相似文献

Discourses of public education reform, like that exemplified within the Queensland Government's future vision document, Queensland State Education‐2010 (QSE‐2010), position schooling as a panacea to pervasive social instability and a means to achieve a new consensus. However, in unravelling the many conflicting statements that conjoin to form education policy and inform related literature ( ), it becomes clear that education reform discourse is polyvalent ( ). Alongside visionary statements that speak of public education as a vehicle for social justice are the (re)visionary or those reflecting neoliberal individualism and a conservative politics. In this paper, it is argued that the latter coagulate to form strategic discursive practices which work to (re)secure dominant relations of power. Further, discussion of the characteristics needed by the ‘ideal’ future citizen of Queensland reflect efforts to ‘tame change through the making of the child’ ( , p. 201). The casualties of this (re)vision and the refusal to investigate the pathologies of ‘traditional’ schooling are the children who, for whatever reason, do not conform to the norm of the desired school child as an ‘ideal’ citizen‐in‐the‐making and who become relegated to alternative educational settings.  相似文献

The neuropsychiatric paradigm has substantial impact on schools. The increase in the number of pupils being diagnosed with attention-deficit/hyperactivity disorder (ADHD) is an expression of the medicalisation of deviance. There is also an increase in educational classes specially designed to meet the needs of children with ADHD. This is contrary to the notion of inclusion and in conflict with the Swedish school law. Thus, it is important to obtain knowledge about Swedish ADHD classes. A questionnaire was sent to all Swedish municipalities (290, response rate 76%) regarding schooling for pupils with ADHD. As many as 40 Swedish municipalities have classes specifically designed for pupils with ADHD. Although the classes are said to be specifically designed for ADHD problems, they are not properly evaluated. Municipalities with ADHD classes also exhibit ambivalence towards these classes. The emergence, prevalence and functioning of the ADHD classes are discussed in light of the notion of inclusive education.  相似文献

In Sweden, as in many other countries, inclusion has been on the political agenda for a long time and has served as a blueprint and guiding principle for practical work in school. However, inclusive education has, by and large, been associated with special education measures, which seriously limit the chances of achieving the vision of inclusion. In this article, we analyse how the meaning of special education is constructed in policy documents from four distinct time periods of Swedish education policy from the late 1970s to 2014. The paper draws on an approach to scrutinise the process of problematisation in public policy-making. Based on the analysis, we argue that there are prospects of a hegemonic intervention regarding the meaning of special education during later years in Swedish education policy, emphasising an individual perspective and individual deficiencies. In contrast to inclusive ambitions, this perspective advocate segregated support measures. Finally, based on previous research and tendencies within the field, we present arguments in the concluding discussion why this hegemonic intervention in education policy also might attract the support of school personnel at the local school level and some potential consequences of the expansion of special education in Sweden.  相似文献

In this article I examine approaches to school leadership in Scandinavia by applying a historical lens. I start by drawing attention to some aspects of the ideology and the history of the Scandinavian education systems in order to discuss how these aspects intersect with the globalised policy trends, and where there is likely to be tensions between the global trends and the cultural and historical imperatives of schooling and school leadership in Scandinavia. The devolution of greater responsibilities to schools has contributed to a number of demands upon them, in particular on school principals, but so far, the emerging age of accountability has had only small consequences on classroom practice. My main argument is that even though there is a growing homogenisation of approaches to school leadership due to global forces, local traditions ensure that they are played out differently in national contexts.  相似文献

In late modernity, the marketisation of public services has become a global policy phenomenon. In the case of schooling, this has resulted in parents discursively positioned as consumers of education making a choice between providers of education. To date the majority of research on parental choice has focused on the urban; this paper is concerned with the rural. Using ethnographic data collected through interviews (N = 24) and observations in one English village, it explores the ways in which parents engage with primary school choice. The research draws on Bourdieu's interrelated concepts of field, habitus and capital to discuss how the dispositions and resources parents had impacted upon the school choices they made. In presenting its findings, the paper distinguishes between the long-term residents (villagers) and more recent arrivals (newcomers) to suggest a differentiated commitment to place and schooling.  相似文献

Contemporary Swedish debate is much occupied with young men's attraction to anti-democratic ideals and the fact that they seem to learn less than girls about democratic values in school. Within politics, voices have been raised in favour of putting more effort into the schooling of young people's—especially boys'—social competence and democratic understanding. This paper analyses present school practice and discusses how schools go about handling issues of democracy. This will be done by reference to empirical results from two Swedish studies carried out in the 1990s. The presentation will focus in particular on the marginalization and gendered fostering of democratic values in school. The topic of this article is history education in upper primary school. Traditionally, the history subject has had a narrative orientation at this school level in Sweden, but it is also pattern that is discernible internationally. The recent Swedish upper primary school syllabus places more emphasis on the procedural aspects of the subject. In Sweden, the teachers are in the process of changing their history teaching accordingly. What happens in such a process? This is the broad issue discussed in this article. The empirical material is a series of lessons on the subject of ‘Vikings and Sources’ in a 4/5 grade class in a Swedish upper primary school. In the course of the study it becomes apparent how strong the tradition of a narrative history subject is and how difficult it can be for a class teacher to deal with a concept such as sources from a disciplinary perspective. It was in the late nineteenth century that teaching in Sweden’s elementary schools began its transformation from a religious education to a broader, national citizenship education that included history and geography. International research has pointed to a connection between the introduction of school inspections and the reform of public education during this period. In Sweden, however, the practice of inspection has not been explored at any length. This article therefore considers the part played by school inspections in the implementation of a more extensive curriculum in Swedish elementary schools in the period 1860–1900, with a particular focus on the subject of history, using a study of inspection reports from the diocese of Uppsala. It is argued that school inspectors had a key role in initiating reform at the local level, but also that the move towards broader-based citizenship education was not a simple, straightforward process.  相似文献

ABSTRACT

The aim of the present study was to examine and describe educational leaders’ mindset types related to schooling of students with ADHD in five municipalities with ADHD special education classes and in five pair-matched municipalities without such classes. Selection of the ten municipalities was based on the results from a nationwide survey (response rate 76%) aimed at investigating how Swedish municipalities organise schooling for ADHD students. Interview data was analysed with the use of a theoretical framework presented as a typology table describing mindsets more or less in line with either the neuropsychiatric paradigm or inclusion. The perceived neuropsychiatric influence on ADHD students’ schooling seemed to affect educational leaders’ decision making, leading to different schooling for ADHD students in different municipalities. The findings, presented as municipality profiles, are discussed in relation to the notion of inclusive education and alternative educational paths leading either towards inclusion or exclusion.  相似文献
