Abstract Libraries are immersed in politics, from the “office politics” that take place within libraries to the “real” politics associated with local, state, and federal jurisdictions and mandates affecting libraries. Off-campus library programs include not just those politics associated with libraries but by their very nature extend into deeper political waters that are critical to their establishment and success. ABSTRACT Ethnocentrism affects perception and choices, and scholars, teachers, and students may not see or seek the “global” in our “global information revolution,” especially in such vast monolingual social spaces as the United States and the Anglophone world. Russia illuminates how unfortunate this state of affairs is because perceptions of Russia are so negative; whereas online information and open access there are so plentiful. Elibrary.ru offers free, full-text access to Russia’s periodical scholarship in all disciplines. Postnauka.ru is a lecture platform for Russian academics that rivals TED Talks in scale and production quality. Kul’tura is a federal television channel devoted entirely to education. Academic talk shows constitute part of the programming there and elsewhere. High-quality and reliable online tools such as these can enhance “Western” scholars’ and educators’ resource repertoires. 相似文献

AbstractLibrarians in the federal sector, like librarians in other medical center libraries, increasingly find it necessary to prove their worth to administrators of their facilities in order to keep their libraries open. The Federal Libraries Section of the Medical Library Association developed a survey for use by federal librarians to help them quantify the value of library reference services provided. Abstract The National Commission on Libraries and Information Science published recommendations for a national information policy in 1976, and concerns regarding the protection of privacy and equal public access to online information were introduced. From the mid 1970s to the early 1990s, federal government agencies were beginning to publish materials and maintain records electronically. Most current U.S. government information was available on the Internet by the late 1990s, and depository libraries were required to provide workstations that would facilitate access to documents. Documents librarians, already concerned with the lack of attention to archiving online federal information, were provided with an example of the vulnerability of online publications in the early 2000s when federal agency Web sites were made inaccessible-quickly and easily. The possibility that too much government information was available to anyone with access to the Internet was becoming a national concern. Using government documents as resources, this article retraces the events that were occurring in federal government agencies during the movement of government information to the Internet. 相似文献

Abstract A new library in San José opened on August 1, 2003. This library is the result of a unique collaboration between San José State University Library and the San José Public Library. The planning for this new library highlighted merging several key areas of operation, including Government Publications. Several years before the two libraries merged, the University Library merged government publications reference functions into the general reference service of the Reference department. Depository library status at the federal and state levels impacted the planning and implementation stages. Summary During the 1990s a sometimes bitter controversy in legal circles has raged concerning what has become known as “citation reform.” Major proponents of reform include small legal publishers, the American Bar Association, and the American Association of Law Libraries (AALL). Major opponents include the West Group and a number of federal judges and court clerks. Proponents argue for a universal, public domain, vendor neutral, medium neutral citation system (short title: universal citation) based on two premises: (1) a change is necessary to break the West Group's virtual monopoly on its own citation system, which the courts have up to now declared worthy of copyright protection; and (2) the proposed system is objectively superior to West's version. Because West's citation system is used extensively by the courts, its monopoly status keeps the cost of legal research artificially high at a time when inexpensive technologies like the Internet and CD-ROMs are increasingly making it possible to lower the cost of access to case law. In addition, compared to the West system, a public domain, vendor neutral system is simpler, is permanent when the case is first issued, is uniform for all jurisdictions, covers all formats, print and electronic, and is easier to understand. This article explores the issues surrounding the controversy, discusses the pros and cons of both systems, and analyzes current copyright cases that are likely to determine the outcome of the argument. 相似文献

AbstractThe Australian public sector, like that in many other countries, has been undergoing substantial reform for more than a decade. The changes, which have been introduced as ways of improving efficiency, effectiveness and accountability, have affected all areas of government operations. The methods for achieving the improvements have involved substantial change in respect of financial management, goal setting and evaluation, structural change and human resource management policies. Occurring concurrently with change within the public sector, the Australian Commonwealth and various state governments have been pursuing substantial change programs in other areas, such as industrial relations, which have had many similar aims to those of the government reform programs, a major one being the improvement of efficiency and effectiveness in the workplace. Libraries have felt, and will continue to feel, the impacts of these reforms as new management requirements and methods are introduced. This paper briefly describes a number of aspects of the various reform programs highlighting their impacts to date and some of their likely future impacts on the librarian and the library workplace. 相似文献

Well known government publications which are found in any traditional government documents reference collection are noted and recommended for both bookmarking and local web site development.
