SUMMARY

The federal government, “the largest single producer, consumer, collector, and disseminator of information in the United States,”1 has begun to disseminate most of that information electronically. Legislation and more economic production and dissemination of government information have produced changes in the Federal Depository Library Program (FDLP) and federal agency dissemination. This chapter examines the dissemination of electronic government information from the Government Printing Office (GPO) through the FDLP and executive branch agencies and discusses the impact that this has on users, libraries, and government information specialists.  相似文献

Abstract

The increasing utilization of computer technology in the public and private sectors, particularly since the mid-1980s, has brought about significant changes in the way organizations do their business. It has led to improvements in productivity, more timely delivery of services, and more efficient business communication; it has also had significant cultural impact. The technology has transformed our working environments, but there has not been an equivalent transformation in records and archival practice.

If the 1980s was the decade in which the tidal wave of electronic change hit us, the 1990s has seen the gradual realization that the new technology alone, without appropriate information and records management strategies, generates substantial risks. While the technology is promoted as the solution to all information management requirements, this message glosses over some critical issues. These issues go to the heart of the preservation of the corporate memory of our society.

In this article the author introduces us to major issues in electronic records management from an archival perspective. He illustrates these points through reference to policy development at the Australian Archives.  相似文献

SUMMARY

This paper discusses changes in the ownership models of intellectual property and how they are shifting the way libraries provide information. The author argues that the main change in intellectual property is the way that owners distribute information, not in the sense of new media, but in the sense of new legal constructs governing distribution. The article discusses the impact on libraries of a move toward viewing information as a service that must be licensed, not bought. The potential effects of protecting intellectual property with contract law instead of copyright and property law are detailed.  相似文献

《政府信息公开条例》正式实施以后,引起图书馆界的广泛关注。研究者们主要讨论公共图书馆参与政府信息公开的意义、开展政府信息服务面临的问题、应采取的措施以及国外相关理论研究与实践现状等。相比理论界,公共图书馆开展政府信息服务的实践显得滞后,主要是普及程度较低,缺乏深层次的服务。提出未来应加强帮助弱势群体获取政府信息、保障政府信息长期获取和保存、深化政府信息公开服务等研究,并推动实施国家信息战略。  相似文献

Abstract

World Wide Web technology has reached the highest levels of U.S. government. Many changes are taking place at the federal level of government. Every cabinet level agency has a homepage and subordinate agencies are making gains in this new technology on a daily basis. This article highlights the web sites of the executive, legislative, and judicial branches of government. Well known government publications which are found in any traditional government documents reference collection are noted and recommended for both bookmarking and local web site development. There are opportunities for Law Librarians, no matter what their position, to assist with the development of information technology in many interesting locations throughout the world. This article describes two such opportunities experienced by the author in East Africa. Abstract

This article considers the use of filtering software (“censor-ware”) and the World Wide Web. It argues that the United States government, religious groups, and corporations should not deter freedom of speech and access to information in libraries. The article describes how governments and religious groups try to prevent Web sites from reaching Internet users, and explains how corporations sell and use filters for their own benefit. It also introduces organizations that rate Web sites as an alternative to electric filters, and presents people and groups that oppose filtering. In conclusion, it supports the idea that librarians and information professionals can educate Internet users without the interference of external entities and censorship.  相似文献

This paper discusses implications of the convergence of legal and organizational issues in the context of developing and implementing digital government projects in large urban settings. By the convergence of legal and organizational issues we refer to two important aspects of urban government: (1) the close relationship between legal/policy structures and the way government is organized and functions, and (2) the way the legal/policy elements interact with organizational dynamics and work cultures to influence digital government projects (and government activities generally). It is our contention that convergence in the organizational and legal/policy context is a powerful determinant of how these projects develop and how likely they are to succeed. Therefore the understanding of this convergence and related dynamics is critically important to planning and designing both policy to promote digital government and particular digital government projects themselves. Illustrations of this convergence and its consequences are presented. They are based on research involving two digital government projects in urban settings: development of a management information system for homeless shelter administration and a developing a system for sharing information among New York City agencies.  相似文献

As legal research tools come and go, an understanding of the continuing changes in legal publishing can provide a better understanding of those developments. One way in which law librarians can gain insight into the dynamic legal publishing world is by looking through the lens created by the innovative disruption model as proposed by Clayton Christensen almost 20 years ago. This article suggests that the Christensen model can provide valuable context to what is happening and may happen in legal publishing in the future.  相似文献

Abstract

Over the last ten years the Government Printing Office has made a massive shift from print to electronic media as the preferred distribution medium for government documents. Federal agencies over the same period have created large numbers of electronic records that require long-term preservation under the law. This article examines how the National Archives and the Government Printing Office are responding to the technical, financial, legal, and political challenges of providing permanent public access to electronic government information. NARA efforts to collect, appraise, and preserve records following the mandates of the courts in the wake of the PROFS litigation in Armstrong v. Executive Office of the President are discussed. The work of the GPO to develop an electronic archive and develop electronic partnerships with depository libraries and federal agencies is also examined.  相似文献

ABSTRACT

No one can predict what document delivery will look like in the future, but librarians must guard patron confidentiality even in an electronic environment. This time it isn't an easily solved problem like finding another way of recording circulation than handwriting patron names onto circulation cards, it is instead the tracking of personal information attached to electronic text supplied by publishers that is a potential violator of patron privacy. Unmonitored in their efforts to protect their intellectual property without considering the rights of their customers, publishers could pose a threat to their customers' privacy, thus limiting their legal right of free access to information. Although encryption technology would appear to provide an answer to the confidentiality problem, it is not a panacea and that must be considered as the National Information Infrastructure is developed. Librarians need to stay alert to the developments in electronic publishing to be sure their concerns for patron privacy continue to be heard.  相似文献

The National University Library Information Literacy Plan has been in place since 1999. Following a slow start, information literacy has begun to be accepted throughout the University. Faculty collaboration, dogged determination of librarians, and impressive assessment results have helped pave the way for this program. The basic legal framework covering government information procurement, production, and dissemination has been in place for over 100 years. Congress is currently developing revisions to Title 44 of the United State Code in order to reform this system. Fundamental principles of public access to government information, embodied in the Federal Depository Library Program (FDLP), must guide these revisions. The strategic planning process, currently underway by federal agencies, must give due consideration to the entire life cycle of government information, particularly the dissemination and public access responsibilities.  相似文献

Significant changes in the Indonesian political system have affected most aspects of its government and community. First, there is an effort to implement democracy in terms of ideology as well as political practices. Second, the government system is transforming from centralization to decentralization, as the development process is delegated to regional governments (cities and kabupatens). Third, there is an effort to build community consciousness through community participation in national and regional development.

Participating in the development process, citizens should be supported with relevant public information. It is the government's task to provide information regarding governmental issues and public interests. As communication and information have been delegated to regional governments, they should execute this task based on good governance principles.

However, providing fair and balanced information is not simple. Large populations and regions separated by water and mountains make the task harder. Therefore, regional governments must adopt advanced information technology systems, which functioned to transfer information to the public as well as to receive public feedback medium in an efficient and effective way. To meet those qualifications, regional governments endeavor to implement e-government as a tool for democratizing communication and information.

After almost 3 years, there are indications that e-government has not been properly implemented by regional governments. They have faced many problems, including lack of financing, poor technical skill, lack of human resources and infrastructure, and the political will of the government elite itself.

Nevertheless, there are many ways to overcome these problems. Standardizing the application of e-government, establishing the regulation of e-government, involving other stakeholders, and developing human resources may aid in the implementation of e-government. In addition, lessons learned from other regions, for example, Kutai Timur or Gorontalo, are also recommended.  相似文献

ABSTRACT

The tribal codes and laws managing the traditional knowledge system of the Karuk people have been passed on to us by the ikxaréeyav, or Spirit People. Regulated through access restrictions and protocols, we have been able to preserve information about all aspects of Karuk life for thousands of years. Yet over the past 160 years, this system has remained unacknowledged by the legal frameworks of Euro-America. Since 2012, however, the Karuk Tribe has been developing the Sípnuuk Digital Library, Archives, and Museum, providing self-representative and culturally appropriate access to, control over, and preservation of Karuk cultural heritage.  相似文献
