ABSTRACTWhen Stuart Hall and his Birmingham School colleagues argued that media technologies were essential to the production of moral panics, they focused on the relationship between mass media and the state. Because new technologies have altered our cultures of ostracism and punishment, we offer a revised analysis of this relationship that examines the role of online shaming in current moral panics. Not only do we analyze the new technological affordances of digital media, we argue that our current shaming culture is symptomatic of a deep-seated political disenfranchisement that leaves subjects grasping to “do something.” Contributing to a social media-driven panic culture that punishes and ostracizes deviants thus stands in for meaningful political participation. Ultimately, we argue that the evolving orientation to public life fostered by these new technologies has created a culture of shaming whereby citizens often prosecute their own discrete moral panics amid the more sustained sense of political crisis that characterizes contemporary life. 相似文献

Informatization is the process through which the new communication technologies are used as a means for furthering socioeconomic development as a nation becomes more and more an information society. The informatization strategy in very recent years has provided an alternative to previous strategies of development communication. India is an example of such a shift, as the New Economic Policy of 1991 opened the nation's borders to global competition and encouraged a change from state‐owned institutions to private businesses. Several high‐technology cities like Bangalore and Hyderabad helped India become a major player in the computer software industry. The privatization of Indian television promoted consumerism, capitalism, and other Western values. One result of informatization is a growing digital divide between the majority of India's population versus the 100 million urban, elite information workers. In response to the terrorist attacks of September 11, 2001, there have been several statutory and regulatory changes that enhance the collection and use of personal information for intelligence and law enforcement purposes. This article first examines how particular sectors, including financial, educational, libraries, and transportation, have been affected by these changes, with particular attention to the requirements of the USA PATRIOT Act. Next, five common themes and trends, including the lowering of standards for individualized suspicion and the weakening of judicial safeguards, are identified and their effects on privacy and due process are explored. Finally, the article analyzes several political and social implications of the omnibus reduction in privacy protections in the face of terrorism, including the proposal for a national identification system. 相似文献
