The COVID-19 pandemic, which has led to a flood of papers and preprints, has placed multiple challenges on academic publishing, the most obvious one being sustained integrity under the pressure to publish quickly. There are risks of this high volume-to-speed ratio. Many letters, editorials, and supposedly “peer reviewed” papers in ranked and indexed journals were published in a matter of days, suggesting that peer review was either fleeting or non-existential, or that papers were rapidly approved by editors based on their perceived interest and topicality, rather than on their intrinsic academic value. In academic publishing circles, the claim of “peer review”, when in fact it has not been conducted, is a core characteristic of “predatory publishing”, and is also a “fake” element that may undermine efforts in recent years to build trust in science's budding serials crisis. While the world is still centrally focused on COVID-19, the issue of “predatory publishing” is being ignored, or not being given sufficient attention. The risks to the scholarly community, academic publishing and ultimately public health are at stake when exploitative and predatory publishing are left unchallenged.  相似文献

在开放存取(OA)的期刊出版时代,学术期刊的出版、发行和运营会遇到哪些问题,近些年国外学术期刊的积极探索和实践已初步给出了一些提示。首先,学术期刊面临经费问题,尽管期刊可以有多种经费来源,但审稿和制作费用、邮寄费用、在线提交和审稿系统的费用等均需覆盖,采取何种OA模式以及何种运营策略,对打造高品质的学术期刊至关重要。其次,传统期刊的门槛和影响力也将受到一定冲击从而发生改变,把握OA出版模式对现有期刊、学术传播和科研等方面可能的冲击和影响,以及给新生期刊带来的机遇和空间,对打造有影响力的学术期刊非常关键。  相似文献

There has been much debate recently about whether publishers' prices are too high, and what publishing a journal article really costs. Publication of the article in a journal is only one part of the cost of research communication; first of all there are the costs of research and writing, then the costs of peer review, editing and publication, and finally the costs of acquisition by the library, management, storage, reading by the end user and long‐term preservation. Several studies have been conducted of these different costs; the results are summarized and the potential impact, both on costs and on sources of funds, of moving to an alternative, ‘author‐funded’ open access model is considered.  相似文献

The issue of “predatory” publishing continues to affect many scholars around the world who publish. When one reads the fairly vast literature surrounding “predatory” publishing, there is an erroneous tendency to continue pivoting around Jeffrey Beall's blacklists of “predatory” open access (OA) journals and publishers. However, to be “predatory” involves much more than defining a handful of select behaviours, and it is becoming increasingly important to start defining, or curtailing, the lexicon to avoid referring to any journal or publisher that might display one of the following qualities (exploitative, deceptive, excessive, unscrupulous, abusive, advantageous, manipulative, profit-seeking, or others) as synonymously meaning “predatory”. This paper focuses mainly on the oft-interchangeable terms “predatory” and “exploitation”, and explores the morality of predatory and exploitative actions by applying a deontological ethics approach which implies that certain actions are wrong even if they achieve good consequences, with the understanding that because a predatory entity aims to exploit others, these actions would be considered morally wrong from a deontologist's perspective. In articulating our argument, we attempt to expand the conversation around this important topic, with the hope that it might bring additional clarity to the issue of what might constitute a “predatory” journal or publisher.  相似文献

Publishers commonly use Article Processing Charges (APCs) to fund open access publications, and some libraries and institutions help local authors pay these costs. However, this strategy is expensive and can usually only address one article at a time. A number of relatively new publishing initiatives rely on a crowdfunding model and allow many libraries to share the cost of open access, often at a fraction of the cost of APCs. This article highlights several alternative publishing projects to help librarians think further about how library funds could be used to support open access.  相似文献

Having found a business opportunity in exploiting the open access publishing model, predatory journals and publishers have been spamming authors with emails, inviting them to submit articles for publication. Authors may be misled by the names of prestigious authors and editors that predatory journals and publishers use to advertise their publishing services, either by claims that those scientists serve on the editorial boards or by sending invitations in their names. Given the fact that detailed knowledge of a journal is required to make an informed decision of whether the inviting journal is predatory or not, junior scientists are not likely to possess the knowledge or skill to make such decisions. In addition, analysis of the details of new suspicious journals and publishers can be a lengthy process or even a waste of time. Therefore, in this paper, we provide an analysis of a likely scenario that many authors are facing nowadays when they take on the difficult task of studying the details of suspicious journals as possible venues for the publication of their research findings. The analysis takes the form of an analysis of the Kenkyu Publishing Group, which is listed on Jeffrey Beall’s list of “predatory” open access publishers.  相似文献

Academic libraries should be considered research tools, co‐evolving with technology. The Internet has changed the way science is communicated and hence also the role of libraries. It has made it possible for researchers to provide open access (OA) (i.e. toll‐free, full‐text, online access, web‐wide) to their peer‐reviewed journal articles in two different ways: (i) by publishing in them in OA journals, and (ii) by publishing them in non‐OA journals but also self‐archiving them in their institutional OA archives. Librarians are researchers' best allies in both of these strategies. Examples of these strategies are described. We conclude that an official mandate for OA provision is necessary to accelerate its growth and thereby the growth of research usage and impact worldwide.  相似文献

The article processing charge (APC) is currently the primary method of funding professionally published open access (OA) peer‐reviewed journals. The pricing principles of 77 OA publishers publishing over 1,000 journals using APCs were studied and classified. The most commonly used pricing method is a single fixed fee, which can either be the same for all of a publisher's journals or individually determined for each journal. Fees are usually only levied for publication of accepted papers, but there are some journals that also charge submission fees. Instead of fixed prices, many publishers charge by the page or have multi‐tiered fees depending on the length of articles. The country of origin of the author can also influence the pricing, in order to facilitate publishing for authors from developing countries.  相似文献

This article provides a quantitative assessment of the extent to which UK learned societies rely on publishing revenues. Drawing on work completed as part of a Universities UK project to monitor the transition to open access in the United Kingdom, it considers the risks that increased market consolidation and a shift to open access publishing present for societies' financial sustainability in the coming years. The project identified 279 UK societies that publish peer‐reviewed publications. It is estimated that publishing accounts for just over £300 million, or 26%, of these societies' overall revenues of £1.2 billion, but an in‐depth analysis of 30 societies found that the proportion is as high as 80% in some cases. Publishing is typically a profitable activity for societies, and thereby supports their charitable activities and makes an important contribution to their overall financial sustainability. Although most societies are presently in good financial health, the combined pressures of market consolidation and open access, coupled with early indications of an increase in the costs of publishing, suggests that their reliance on publishing could prove an uncertain foundation in the years to come.  相似文献

Many health sciences librarians as well as other professionals attend conferences on a regular basis. This study sought to link an innovative peer review process of presented research papers to long-term conference outcomes in the peer-reviewed professional journal literature. An evidence-based conference included a proof-of-concept study to gauge the long-term outcomes from research papers presented during the program. Real-time peer review recommendations from the conference were linked to final versions of articles published in the peer-reviewed literature. The real-time peer review feedback served as the basis for further mentoring to guide prospective authors toward publishing their research results. These efforts resulted in the publication of two of the four research papers in the peer-viewed literature. A third presented paper appeared in a blog because the authors wanted to disseminate their findings more quickly than through the journal literature. The presenters of the fourth paper never published their study. Real-time peer review from this study can be adapted to other professional conferences that include presented research papers.  相似文献

The current details of publishing in the scientific and technological field are analyzed. Attention is paid to the reinforcement of the information noise that accompanies administrative approaches to the improvement of the citation index. The roles and functions of publishers that deal with scientific-journal literature are investigated. The need for a strict ranking of scientific publications based on their scientific value established through high-quality peer review, as well as the difficulties in the organization of peer-review work, are highlighted. The possibility of organizing a centralized peer review of scholarly journal publications on the basis of peer-review centers is presented and discussed. It is assumed that this will help to eliminate one of the major barriers to open access to scientific articles.  相似文献

This study examines the role of learned societies as publishers in Finland based on bibliographic information from two Finnish databases. We studied the share of learned societies' peer‐reviewed publication channels (serials with ISSNs and book publishers with distinct ISBN roots) and outputs (journal articles, conference articles, book articles, and monographs) in Finland. We also studied the share of learned societies' open access (OA) publications. In 2018, there were 402 peer‐reviewed publication channels in Finland. In 2011–2017, the number of peer‐reviewed publications from scholars working in Finnish universities and published in Finland was 17,724. Learned societies publish around 70% of these channels and publications, mostly in the fields of humanities and social sciences. Learned societies in Finland focus on journal publishing, whereas university presses and commercial publishers focus on book publishing. In 2016–2017, 38.4% of the learned societies' outputs were OA. This study concludes that Finnish learned societies play an integral part in national scholarly publishing. They play an especially important role in journal publishing, as commercial publishers produce only 2.6% of Finnish journals and book series, and only 1.4% of the journal articles from scholars working in Finnish universities.  相似文献

This study examines aspects of scholarly journal publishing in the Nordic countries. On average half of Nordic journals publish online. In most Nordic countries, commercial publishers predominate; however, in Finland the majority are society publishers. The number of open access journals is low, in line with international figures. There is concern to maintain local languages in journal publishing. A majority of the journals publishing in local languages are within social science, humanities, and arts; the STM sector publishes in English. English‐language publications are favoured in research assessments, international recognition, and impact, while the visibility of local‐language scholarly journals in international databases is low. The Nordbib program supports Nordic scholarly journals and fosters co‐operation with publishing companies and learned societies over migration to e‐publishing; it also supports open access. The article discusses future challenges for journal publishing, pointing out the problems of small journal publishers and the need for co‐operation between stakeholders.  相似文献

This study presents findings from the first year of the Harbingers research project, a 3‐year longitudinal study of early career researchers (ECRs), which sought to ascertain current and changing habits in scholarly communication. The study recruited 116 science and social science ECRs from seven countries who were subject to in‐depth interviews, and this paper reports on findings regarding publishing and authorship practices and attitudes. A major objective was to determine whether ECRs are taking the myriad opportunities proffered by new digital innovations, developing within the context of open science, open access, and social media, to publish their research. The main finding is that these opportunities are generally not taken because ECRs are constrained by convention and the precarious employment environment they inhabit and know what is best for them, which is to publish (in high impact factor journals) or perish.  相似文献
