This papers describes the economic difficulties in Ghana from 1973 to the early 1980's, culminating in a situation where libraries in Ghana, including the UST Library, were unable to acquire library materials. Books in the main library and faculty libraries became so outdated that they were unable to support current academic work. The Library was not able to subscribe to core periodicals and journals.In 1987, the PNDC government, with the help of the World Bank, instituted a policy to replace scientific equipment and to supply books and journals to higher education institutions. Under the Educational Sector Adjustment Programme (EDSAC), academic libraries in the country received books, journals, and equipment including photocopiers, microfilm/microfiche readers and cameras, and telex machines.In 1991, the PNDC Deputy Secretary for Education invited the three university libraries to review the procedures for procuring journals for tertiary institutions in view of difficulties which had been encountered in previous years.Besides materials received under the EDSAC programme, the UST library receives gifts and donations from recognized international agencies. Some of the gifts create problems when materials donated do not cover subject areas of interest to the library. The library also exchanges publications with other institutions as a means of acquiring useful items. The university's calendar and prospectus are the main publications used for the purpose. The Newspaper Registration of Ghana Act, 1963, urges publishers to deposit copies of books published in the country at the UST Library among five others. The majority of publishers flagrantly refuse to do so because the sanctions against defaulters are rarely enforced. The library also receives budgetary allocations, though not enough to purchase books locally.  相似文献

Library cooperation is not a new concept in the history and practice of librarianship. This paper reviews the concept of library cooperation in the United Kingdom, United States of America, Nigeria and Ghana, with specific reference to areas of cooperation among university libraries in Ghana.

The major areas of cooperation such as inter-library loan service, photocopying of documents and exchanges of materials are discussed. Problems of cooperation such as the poor communication network in Ghana and inadequate materials are also highlighted.

Recommendations are made for the improvement of the level of cooperation in the university libraries. These include the need to establish a National Library in Ghana; the removal of all psychological and socio-economic barriers to cooperation; and the improvement of the communication system among libraries in Ghana.  相似文献

Abstract

The availability and quantum of resources at the disposal of libraries greatly influence service delivery. This study seeks to assess the adequacy and effect of attenuating resources on the quality of public library services and the barriers to accessing sufficient resources for the provision of quality services. Based on a qualitative approach, the study interviewed 32 participants drawn from three regional libraries, using purposive and convenience sampling methods. Data were analyzed using interpretative techniques. The results showed that all three regional libraries were highly under resourced in terms of qualified personnel, physical resources, and current library materials which ultimately resulted in low patronage of the library facilities. A major concern was the absence of a National Library and Public Library Policy guiding the establishment of public libraries in Ghana. We strongly suggest that the new public library service bill should include a statutory formula for resource allocation to public libraries. Though our research concentrated on Ghana, the implications of the study are of great value to similar contexts.  相似文献

Abstract

Laws for public library service were well established in Czechoslovakia before its split into the Czech Republic and Slovakia in 1993. The transfer of authority over public libraries from the central government to the local regions and municipalities after 1989 caused much confusion, especially since many library buildings were reclaimed by the owners from whom they had been confiscated by the Communists. The number of libraries in the country has declined since 1989. The shift of publishers to free market conditions meant not only that much “entertainment” literature was published, but also that the price of books was driven up. Library services have changed to meet the new social conditions: there are improved services for business and for the handicapped.  相似文献

Abstract

The purpose of this article is to outline the “best common practices” at Regent University Library, and share survey data illustrating their effectiveness. Also discussed is how transitioning from an entirely graduate university to a university serving both graduates and undergraduates has influenced library services. The new constituency will increase interlibrary loan transactions and test the library's practices. Providing quality interlibrary loan service to a growing academic population requires innovative ideas and practices while keeping the workflow streamlined. New programs implemented over the past several years include books on demand and providing more electronic books and journals. A growing distance education student population has led to paying for library cards for academic libraries located near students' homes and permitting them to return materials to satellite campuses.  相似文献

University libraries are questioning the added value of open shelves with books. As scientific publications are increasingly available in electronic format, which role do bookshelves have in the future library space? The Utrecht University Library case study invites librarians to fundamentally rethink how they could strengthen the function of open shelves in their library. Based on acquisition and user data, and on interviews with publishers and users, this article suggests that in 2025 bookshelves could play an important role in providing access to those publications which are preferred by users in paper format. However, bookshelves should no longer focus solely on paper publications, but on digital publications too, as most library collections increasingly become hybrid. Moreover, libraries should also think of ways to enhance the inspiring role of bookshelves. Then, the open shelves could have added value within the library space of the future, providing access to a hybrid collection and an inspiring place to study.  相似文献

Abstract

Library automation assumed a great deal of importance in libraries in the mid 1960’s. Since then it has become a household word in librarianship. Library automation in university libraries in Ghana is a relatively new concept. Even though computers have been installed in the three university libraries in Ghana, computerization has not had much impact on the services provided by these libraries. This paper reviews the computerization projects in the university libraries in Ghana, with a particular reference to the Balme Library of the University of Ghana. Reasons for automation, areas of application and problems associated with automation are discussed. Also highlighted are barriers militating against successful university library automation, like financial problems, attitudinal problems, lack of co-operation among university libraries, hardware and software problems and personnel problems. Recommendations are made for the improvement of automation at the university libraries in Ghana. These include evaluation of existing systems, properly planned automation project, financial support and co-operation among the university libraries.  相似文献

The directions of the information professions in Africa are identified by analysing 87 papers published in three source journals. These are the International Library Review, Libri and Information Development during the 5-years between 1985 and 1989.

The study revealed that researchers are actively involved in a variety of areas. The prominent areas, are library and information resources, archives, special and research libraries, library education, bibliometrics, library buildings, library automation, university and public libraries, and agricultural information. The study also found that researchers consulted publications in other disciplines, especially in disciplines such as agriculture, education, communications, science and technology, and rural development.  相似文献

The aim of the study was to compare the value of gift materials added to the general collection of a small to medium-sized academic library with materials selected and purchased by the library. The measure employed to determine the relative value of the gifts vs. non-gifts was how often the materials were used within a 12-month period. Two groups of 77 books (gifts and purchased items) were tracked over the course of 1 year to determine if the gifts were used significantly less. Results indicate that donated books were used on average 0.87 times whereas non-gifts were used 1.38 times. A t-test was also applied demonstrating that the two groups were significantly different at the 0.05 level. This provides empirical data libraries can use to re-evaluate existing policies and procedures for handling gifts.  相似文献

The TALON Cooperative Acquisitions Program for monographs (TALON/CAP) was implemented in 1979 by eleven resource libraries in the South Central Regional Medical Library Program. Each participating library acquired books from selected publishers within a profile covering subject and format. The program was evaluated by comparing interlibrary loan requests, surveying participants, and analyzing cataloging records. The results were that ten of the eleven libraries significantly increased their coverage of assigned publishers, and that academic medical libraries are not all buying the same books, even from major medical publishers. The fifty-six publishers in the program accounted for 60% to 83% of the titles with 1977-80 imprints held by participating libraries. The computer-generated collection analysis reports provide a baseline for future collection management studies.  相似文献

ABSTRACT

The digitization of library materials has had a tremendous impact on libraries. By using the Internet, readers can access digital library materials from any place in the world. The BMCC Library started several programs to provide more digital materials to its patrons in the forms of electronic books, periodicals, full-text materials, and webpage links to other databases. A test program began in spring 2002 for course reserves, and electronic archiving was about to start in fall 2001. This paper describes a survey conducted to measure the response to the implementation of ERes for digitizing course reserves.  相似文献

Developing countries are experiencing a severe shortage of current educational materials. This lack is especially critical in medical schools, libraries, and hospitals. Medical libraries in the United States, however, often have a surplus of duplicate medical books and journals received each year as gifts. Arranging for transfer of the surplus to locations where these materials are needed requires an investment of time and effort. Identifying institutions in need of materials, determining exactly what is needed, packing, arranging transport, and obtaining funding are necessary steps in the process. The benefit to developing countries makes this a worthwhile endeavor.  相似文献

ABSTRACT

This article discusses the transition that publishers have had to make in the process of converting print journals and reference books to an online format. It was originally thought that making content available online would save publishing costs, but the changes made to production cycles and the needs of making content widely available, updated, and housed on online platforms are sometimes more expensive than the print process alone. Publishers have responded with new pricing models, and they are working more closely with libraries to deliver content to a wider audience while competing with search engines and other online content providers. Additionally, publishers have a new responsibility to manage the quality and accuracy of content given that so much information is now available to readers.

我国自20世纪初便制定了相关的图书馆文献资料呈缴制度,并随着时代的发展将电子出版物纳入呈缴范围。国家图书馆作为我国最大的呈缴文献收藏机构,收缴效果不理想,一些出版单位存在不缴、少缴、漏缴的行为。对此,国家图书馆应与图书馆界同仁共同努力,督促国家尽早出台《图书馆法》,扩大宣传呈缴的重要性,加强与新闻出版职权机构的合作,减轻呈缴单位的负担,同时建立对呈缴单位的补偿机制,建立呈缴奖惩制度。  相似文献

The author discusses a wide range of new developments in Ukrainian libraries that affects library acquisitions. New strategies are now required for obtaining library materials due to the inadequacy of obligatory deposit and changes in bibliographic control of new publications. Libraries are actively developing computer and Internet technologies, including websites, online catalogs, access to databases, sites linking to online resources, and collections of digitized full-text material. A number of libraries have recently begun implementing virtual reference services. A new professional journal, whose title translates as Library Forum of Ukraine, has arisen to address all aspects of librarian-ship.  相似文献

This essay contextualizes the overall development of eastern European resources at the Library, highlighting some of the personalities who have contributed to building this internationally significant research resource. The development of the Baltic, east‐central European, and southern Slavic collections of The New York Public Library has been a neglected area of the Library's history. Reciprocity with institutions in the Slavic and Eastern European homelands played a vital part in the growth of the Library's holdings of materials in their languages until the collapse of the Soviet bloc. Library materials were acquired through local dealers, as gifts, and on international exchanges, as well as through personal visits to the region by library staff. Modernist books were an important part of these acquisition efforts.  相似文献
