Information product content is becoming increasingly interrelated with associated services. This concept is called “blurring” by current management authors Davis and Meyer. In the realm of federal information, there is great potential for “blurred” offerings. Citizens could have access to customized and filtered information from federal websites and could perform transactions with government agencies over the Internet. While some technical, infrastructure, and policy issues will take time to sort out, many innovative products and services will be offered over the Internet. Whether the federal agencies themselves will provide these customized services or whether institutions in the public and/or private sector will provide them remains to be seen. Universities need to re-think how they offer services related to federal information in the networked environment. Such activities as reference service, instruction, access to data archives, and staff training need to be re-examined in light of the changes enabled by the Internet and the development of new types of content and services.  相似文献

While much research has focused on the new opportunities that government Web sites offer for greater citizen involvement and improved agency efficiency, less attention has been given to agency decisions about what to post on these Web sites. Here we use interviews with content managers in seven federal agencies to investigate the political and institutional influences behind decisions about Web content. We analyze the approval processes for new content and the emerging governance structures for evidence of greater centralization and political control or greater decentralization and autonomy for Web posters. In the end, it appears that institutional factors persist to influence content governance.  相似文献

The Central Medical Library (CMK) at the Faculty of Medicine, University of Ljubljana, Slovenia, started to build a library Website that included a guide to library services and resources in 1997. The evaluation of Website usage plays an important role in its maintenance and development. Analyzing and exploring regularities in the visitors'' behavior can be used to enhance the quality and facilitate delivery of information services, identify visitors'' interests, and improve the server''s performance. The analysis of the CMK Website users'' navigational behavior was carried out by analyzing the Web server log files. These files contained information on all user accesses to the Website and provided a great opportunity to learn more about the behavior of visitors to the Website. The majority of the available tools for Web log file analysis provide a predefined set of reports showing the access count and the transferred bytes grouped along several dimensions. In addition to the reports mentioned above, the authors wanted to be able to perform interactive exploration and ad hoc analysis and discover trends in a user-friendly way. Because of that, we developed our own solution for exploring and analyzing the Web logs based on data warehousing and online analytical processing technologies. The analytical solution we developed proved successful, so it may find further application in the field of Web log file analysis. We will apply the findings of the analysis to restructuring the CMK Website.  相似文献

The federal government's war on terrorism has heightened understanding and appreciation of the many facets of electronic government. Electronic government is used as a resource in the war on terrorism, helping to prevent and prepare for attacks. It might also prove useful in recovering from attacks. Unfortunately, e-government itself is a likely target for terrorists. Cyber intrusions into government Web sites and damage to, or destruction of, infrastructure, whether a computer system or an electrical grid that supplies power, could impair e-government. E-government is also attractive as a potential target for the information it provides, information that enemies of the United States could use in identifying weaknesses and planning attacks. While the Bush Administration has developed a comprehensive policy, based on a market model, for facilitating the use and effectiveness of e-government, its approach to e-government security, particularly in the area of Web content, has been ad hoc. Soon after the September 11, 2001, attacks, federal agencies began scrubbing their Web sites, an effort that has implications for the notion, and practice, of having a well-informed citizenry.  相似文献

Social media applications are extending the information and communication technology landscape in the public sector and are used to increase government transparency, participation and collaboration in the U.S. federal government. The success, impact and performance of these new forms of bi-directional and networked interactions can provide insights to understand compliance with the mandate of the Open Government Initiative. Many government agencies are experimenting with the use of social media, however very few actively measure the impact of their digital interactions. This article builds on insights from social media directors in the U.S. federal government highlighting their current lack of measurement practices for social media interactions. Based on their articulated needs for measurement, existing rules regulating the extent of measurement practices and technological features of the main social media platforms, a framework is presented that traces online interactions to mission support and the resulting social media tactics. Implications for both researchers and practitioners are discussed.  相似文献

The networked world is characterized by high-speed, universal access and application of information and computer technology in schools, government offices, libraries, businesses, health care facilities, and homes. Such a networked world is synonymous with the information society characterized by universal access and the ability of people to seek information, evaluate it, and use it meaningfully. The networked world, like the information society, affords an opportunity to use e-mail as the preferred communication method, use government Web portals to deliver information services to citizens, access to digital libraries from any point with a Web connection, and undertake electronic learning. The networked world generates and moves large amounts of electronic information. This poses great challenges for effective organization and management. This paper assesses the challenges of information management in the networked world and the implications for libraries and information centers in Africa.  相似文献

For more than a century, federal depository libraries and the Government Printing Office (GPO) have acted as partners to provide permanent access to government information in tangible media. These partnerships have evolved in the last few years. Built on a century of tradition, new partnerships offer permanent access to electronic files of federal agencies published in nontangible media. This article describes one partnership to store and provide access to the electronic files of agencies that have ceased operation. As the only Web contact for an agency, unique challenges arose when historical publications were frequently requested. Digitized historical publications, bibliographies, and an agency history enhance services for researchers.  相似文献

Abstract

The National Commission on Libraries and Information Science published recommendations for a national information policy in 1976, and concerns regarding the protection of privacy and equal public access to online information were introduced. From the mid 1970s to the early 1990s, federal government agencies were beginning to publish materials and maintain records electronically. Most current U.S. government information was available on the Internet by the late 1990s, and depository libraries were required to provide workstations that would facilitate access to documents. Documents librarians, already concerned with the lack of attention to archiving online federal information, were provided with an example of the vulnerability of online publications in the early 2000s when federal agency Web sites were made inaccessible-quickly and easily. The possibility that too much government information was available to anyone with access to the Internet was becoming a national concern. Using government documents as resources, this article retraces the events that were occurring in federal government agencies during the movement of government information to the Internet.  相似文献

Health care professionals and consumers often need information about, or targeted to, non-White or non-English speaking populations. Minority health resources sponsored by a variety of organizations are increasingly being made available on the World Wide Web. This information is easily accessible to providers, patients, and families, and community service agencies. The heterogeneity of sponsors, ranging from federal agencies to consumer advocacy and support groups- and their agendas-results in differences of quality, depth of content, and suitability for different information seekers. Taking a conservative approach, this article presents a collection of starting points whose roots are in established agencies, institutions, and organizations already familiar to most health care information professionals.  相似文献

Transaction logs of NAVER, a major Korean Web search engine, were analyzed to track the information-seeking behavior of Korean Web users. These transaction logs include more than 40 million queries collected over 1 week. This study examines current transaction log analysis methodologies and proposes a method for log cleaning, session definition, and query classification. A term definition method which is necessary for Korean transaction log analysis is also discussed. The results of this study show that users behave in a simple way: they type in short queries with a few query terms, seldom use advanced features, and view few results' pages. Users also behave in a passive way: they seldom change search environments set by the system. It is of interest that users tend to change their queries totally rather than adding or deleting terms to modify the previous queries. The results of this study might contribute to the development of more efficient and effective Web search engines and services.  相似文献

Section 508 of the Rehabilitation Act requires federal e-government Web sites to be accessible to persons with disabilities. While some studies have assessed the accessibility of federal e-government sites, most of these studies did not sufficiently examine the breadth and depth of issues related to Web site accessibility. This article details a multi-method, user-centered study of the accessibility of federal e-government sites that addresses the complexities of accessibility and the reasons for continued inaccessibility on federal e-government sites. By employing policy analysis, user testing, expert testing, automated testing, and a survey of federal Web developers, this study provides a multi-dimensional, user-centered portrait of the levels of accessibility of federal e-government Web sites, reasons for the current levels of accessibility, and perceptions about accessibility. This article discusses the legal requirements of accessibility, the previous research, and the data and findings of this study, and ultimately offers recommendations for increasing federal e-government Web site compliance with Section 508.  相似文献

Web日志挖掘技术是Web数据挖掘中最重要的应用。通过对挖掘服务器日志文件的分析和研究,可以对网站的组织结构及其性能进行改进,增加个性化服务,发现潜在的读者群体。数据预处理关系到Web日志挖掘的质量。数据预处理包括数据清理、识别用户、识别用户会话、格式化,目的是分割服务器日志为多个独一无二的用户的一次访问序列,并给予了算法实现。  相似文献

In June 1996, the Government Printing Office (GPO) published a plan for its transition to a more electronic Federal Depository Library Program (FDLP). This plan assumes that federal information policy requires that the FDLP provide permanent public access to remotely-accessible electronic government information products and indicates that such access will be provided through a network of partnerships comprised of the GPO, the National Archives and Records Administration (NARA), federal agencies, and FDLP libraries. GPO has established its first library partnership in this FDLP network with the University of Chicago at Illinois' Richard J. Daley Library and the Department of State (DOS) to ensure that DOS materials will be available for permanent public access through the FDLP. To extend the partnership network to publishing agencies, a partnership has been arranged with the Department of Energy (DOE) to ensure direct FDLP access to technical reports maintained on a DOE World Wide Web site.  相似文献

The exponential growth of federal Websites is outpacing federal information management policy guidelines. Federal Websites are potentially rich information resources, and the Web may well become the preeminent channel for disseminating federal information. Legitimate policy issues associated with the use of this new information dissemination channel should be assessed. Managed care reform, commonly referred to as "patients' rights" legislation, has become a hot topic. Many groups, including consumers, health care professionals, employers, managed care organizations, political parties, and government agencies, have strong opinions about measures that should be taken and what the outcomes of these measures might be. Those investigating this multidisciplinary topic will want to examine health care administration, ethics, health services research, and political science sources.
