高校图书馆在数字资源保存方面发挥着重要作用,应制定合理、完善的长期保存政策来引导数字资源保存的实践。美国高校图书馆数字资源保存政策分为综合性政策和专门性政策,这些政策都明确表示数字资源保存的使命(目的)应与大学本身的使命一致,并明确描述了保存客体(对象)的相关信息,突出了财政支持和员工等非技术因素的地位,明确指出要建立合作机制。我国数字资源保存活动起步较晚,高校图书馆的数字资源保存政策相对较少。我国高校图书馆应根据实际情况,借鉴国外的成功经验,从保存使命、保存主体、保存客体、保存策略、保障机制、合作机制等方面着手制定数字资源保存政策。  相似文献

Abstract

Researchers attempting to access genre archives are often stymied by insufficient metadata. They frequently overlook collections because a processing archivist may not have described those collections in a way which would have benefitted their research. Historic travel writing, often the end-product of a travel archive, generally focused on pilgrimages, exploration, adventure, and leisure. Yet finding these types of archives is a difficult task due to either too narrow/too broad or insufficient metadata. Archivists can play a more active role in helping these collections expand their audiences by making them more accessible.  相似文献

This article contends that researchers can and should be active participants in making sound archives more accessible. In fact, such advocacy can be consequential in setting up possibilities for creative research on race within radio history and sound studies. Using the example of NPR’s All Things Considered archive spanning from 1971–1983, I demonstrate how academics and archivists can work together to make possible the preservation and accessibility of sound archives. This particular collaboration offers an opportunity to take a cultural approach to understanding newsroom diversity, more specifically: the cultural constraints of linguistic norms and the emergent cultures that arise as aberrations from such norms. The article reflects on this project’s implications for other scholars who work with archives that wish to invest in sound archive preservation and use.  相似文献

Today libraries are at a transition phase where twin processes of paper-based environment and changing information-seeking patterns in the electronic/digital environment go hand-in-hand. Hence, all components of the information chain are in a state of flux. The rapid growth in computer and communication technologies have greatly benefited the advanced countries, while the developing countries have not adequately reaped the benefits of such facilities to the desired extent. The application of information technology (IT) in India started on a very modest scale. During the past decade or so several Indian libraries have initiated activities to create, acquire, and provide access to electronic resources. The establishment of networks has had a great impact on libraries and information centers (LICs) in the country, and have further buttressed the IT applications in the LICs to a certain extent. The emergence of the Internet, especially the World Wide Web (www), added a new dimension to information creation and delivery, which also globally triggered digitization programs. Buying access or acquiring digital resources started taking root. The digitization of records (document management) crept in, which attracted librarians and people from other professional backgrounds into records management. This was followed by content management, (currently a popular phrase in this part of the world), also known as digitization. The digitization of documents is now becoming a major activity in libraries and archives. The Indian National Science Academy (INSA) is a premier scientific body engaged in the dissemination of information to the scientific community at large, publishing and promoting scientific endeavors, besides having other multifaceted human welfare-oriented activities. The growing acceptance of digital media has resulted in libraries buying and providing access to Internet resources, acquiring CD-ROM-based data-sets, and providing services for stand alone or networked CD-ROM environments, and digitizing documents. The Academy library facilitates all three. The Academy has initiated several digitization initiatives for content development and management by way of the scanning of publications, image management, and conversion from digital documents to web-enabled resources. The Academy has adopted a three-pronged approach of providing access to digital resources, and acquiring and creating digital resources, for which INSA suitably augments with IT infrastructures and takes initiatives to provide links to requisite data sets for the benefit of its users. INSA developed and provided IT facilities at a modest scale to its users at a time when only a limited few had developed such facilities in the country. The facilities developed at INSA augur well with the initiation of pilot and sponsored projects pertaining to digitization of records and making provision for creating digital resource bases, thereby contributing to the national digital repository on the one hand and providing access and visibility to national resources on the other. The article dwells upon various elements that have contributed to providing services in the changing information seeking patterns of users in the electronic environment, and the building of digital resource bases, while facilitating others to get involved in digital content creation activities. It is hoped that such endeavors shall help in the building up of a national digital knowledge resource base for the country, and INSA would in the process act as a facilitator.  相似文献

ABSTRACT. This article looks at selected digital library projects in the Czech Republic, with a focus on two main domains of activity: digital preservation of cultural heritage, and providing digital access to scholarship through institutional repositories. With regard to digitization of national cultural heritage, the Czech Republic, largely through the leadership of the National Library, has established itself as one of the most active countries in the region. With regard to providing access to Czech research and scholarship, although there is quite a bit of interest among research institutions and universities, institutional repositories are currently in the exploratory stage and have not yet been widely implemented. Copyright laws are repeatedly cited by Czech librarians as one obstacle to improving access to digital resources in both spheres of activity.  相似文献

The writings of Yuk Hui, bringing together both technical and philosophical insights, present a new way of dealing with the digital. The aim of this article is to assess the use of Hui’s theories on digital objects as a critical reframing, looking at the concept of digital records in particular. Two types of ontology are needed in order to understand digital objects according to Hui: (1) ontologies which relates to the technical language and hierarchies of knowledge representation, like metadata; (2) Ontology, which is a question of being-in-the-tradition of Heidegger’s phenomenology, the understanding of what it is to be in the world. Both are needed to account for the nature of the digital object. Further, digital objects are produced and constituted through their relations, which can be divided into discursive (technical and logical) and existential (the understanding of being-in-the-world) relations. Different conceptions of digital records are discussed, in order to find commonalities and possibilities in relation to Hui’s theory. The digital record as a process of becoming, information as affordance, and temporality are related to and structured through the application of Hui’s perspective. The article ends with the contribution of a possible redefinition of digital records: a digital record is constituted and concretised as material by discursive and existential relations that taken together function as a persistent representation. Hui’s theory is suggested as a set of coordinates for further thinking and a method for critical reading of digital records.

National governments are setting up digital service teams (DST) – IT units outside the centralized CIO's office – to respond to complex governmental and societal challenges in a responsive and agile manner. DSTs emerge as a third space between centralized and decentralized IT departments that are triggered by large-scale IT failures and the need to abandon black swan IT projects - tasks that traditional CIO offices were not able to handle so far. DSTs design principles have been replicated from the initial idea of the UK's Government Digital Service team and implemented in other countries, such as the U.S., Canada, Italy, or Finland. For this article, a qualitative interpretative approach was chosen to understand external and internal context factors that contribute to the emergence of these digital service teams. The article brings initial clarity of the composition and tasks of DSTs and extends the existing theory of context by providing insights about this third space between centralized and decentralized IT departments to organize IT Governance in public sector organizations.  相似文献

This article expands our current understanding of the digital divide by examining differences in individuals' IT skills acquisition. In the last two decades scholars have gradually refined the conceptualization of the digital divide, moving from a dichotomous model mainly based on access, to a multidimensional model accounting for differences in usage levels and actors' perspectives. Digital divide views tend to focus on groups of users and user characteristics and focus less on different processes of use. As models of the digital divide became more complex, research focused on deepening the understanding of demographic and socioeconomic differences between adopters and non-adopters. While IT literacy is an important factor in digital divide research, and studies examine user characteristics with respect to IT literacy, few studies make the process of basic IT literacy acquisition their main focal point (Selwyn, 2005). This perspective furthers our thinking by expanding the notion of user characteristics beyond demographic and socioeconomic differences to differences in the processes leading to internet use. Based on a dataset referring to an Italian region, this paper presents a metaphorical interpretation of the digital divide in general and explores the process of IT skills acquisition in particular. Our analysis shows the key role of self-learning and the presence of three distinct approaches in IT skills acquisition leading to different needs in terms of policy. We argue that these preliminary results are a useful starting point for the design of more effective and sophisticated digital inclusion policies.  相似文献

There is general agreement that spatial data adds particular difficulties to digital preservation due to, for example, the complexity of data models and semantics specific to individual thematic areas. However, there is a lack of literature providing an overview of the challenges and analyzing in particular the effort required to surmount these in combination with the potential added value gained through digital preservation.

The Delphi method was used to evaluate obstacles to archiving geographic vector and raster data serving as a basis for topographic base map creation, seen through the lens of data producers, providers and guardians. Two international Delphi groups were questioned on developments regarding geodata, and their influences on access and preservation.

The mentioned handicaps to preservation were of financial, managerial, legal, and technological in nature. The latter have a higher probability to be surmounted within at least 10 years than non-technological. The study shows that the lack of standardization and the use of proprietary formats is still a central problem. Furthermore, the consciousness about the value of geographic assets is considered most likely to rise early. As a good starting point for improving archiving of spatial data, we also suggest the controlled disposal of superfluous data as a measure to reduce cost.  相似文献

The article sets out to pose the question ‘Is it possible for an archive to aid the process of reconciliation?’ Is the scale of a given event, in some cases, insurmountable in terms of reconciling the parties? The graphic nature of the archives and the issue of psychological impact of an archive on the archivist is explored. It is contended that through outreach and dissemination of the contents of the archive, it is possible to provide to the affected communities the information of what the international community has done in terms of judicial redress. Archives can also fulfil-dual roles and this issue is touched upon in that the purpose and organization of the archive is changing from an active records center or a tool of repression to suit a future audience of researchers or to aid reconciliation.  相似文献

Theoretically and practically E-Government and the digital divide are intertwined social phenomena. Using sophisticated information technologies (IT) in government has little social value if citizens are not able to use services or interact in political processes in meaningful ways. Similarly, understanding the development and use of IT in government without incorporating a demand perspective would potentially lead to partial explanations of a complex social reality. This article argues that studies about E-Government and the digital divide, which have been relatively disconnected research areas, have important parallels and potential intersections. These parallels may be useful in understanding E-Government projects and policies in a more comprehensive way and, consequently, for developing effective digital strategies. The paper reviews trajectories in E-Government and digital divide research and suggests potential implications drawn from the digital divide literature for E-Government research and practice, including model and theory development, understanding users, and some determinants of demand.  相似文献

This case study describes the development and implementation of a three-credit undergraduate archival science course at Mount St. Mary’s University. Offered through the university’s Department of History, this course was designed to prepare students for positions in archives-related careers, unlike most research-based undergraduate archival electives. This article examines two exhibition installations that integrate high‐resolution digital archeological datasets (photography and 3D architectural models) with immersive, interactive display systems. These analogous installations, Pure Land: Inside the Mogao Grottoes at Dunhuang and Pure Land: Augmented Reality Edition, allow visitors to engage in different ways with a full‐scale augmented digital facsimile of Cave 220 from the UNESCO World Heritage site, the Mogao Grottoes, Gansu Province, northwestern China. The peerless treasuries of paintings and sculptures at Dunhuang are extremely vulnerable. Comprehensive digitization has become a primary method of preservation at the site. The digital facsimiles of this cultural paragon can be transformed, providing formative personal experiences for museum visitors. The Pure Land projects contribute to new strategies for rendering cultural content and heritage landscapes. Interpreting these installations through the lens of phenomenology and panoramic immersion helps situate them at the forefront of virtual heritage today.  相似文献
