This paper responds to two observations about current government service delivery. First, despite reasonable efforts to improve the design of forms and to establish single points of contact in one-stop shops, citizens still perceive forms as cumbersome. Second, citizens expect governments to act proactively by initiating appropriate government services themselves, instead of relying on requests for services from citizens. To address these two issues, this paper proposes a transition from a one-stop shop to a no-stop shop, where the citizen does not have to perform any action or fill in any forms to receive government services. The contribution of this paper is an e-government stage model that extends existing models. Stage models are suitable tools with which to inspire future developments, and ours extends previous models that guide progress toward the one-stop shop by describing two further stages: the limited no-stop shop and the no-stop shop. We define three dimensions along which to progress: integration of data collection, integration of data storage, and purpose of data use. We provide a first test of the model's validity through three case studies: the e-government practices in Austria, Estonia, and an Australian state government. The purpose of this study was to replicate previous research about teachers?? perceived benefits of home visits to determine if they remained stable. Furthermore, the investigation sought to find out whether home visits impacted variables often associated with improved school success (i.e., school attendance, academic performance, parent engagement). Participants were 29 kindergarten through second grade teachers in a rural, Midwestern school district who conducted home visits at the beginning of the school year. Seventeen of the teachers participated in the earlier study. Revised surveys were completed. Results are consistent with those of the previous study. Specifically, teachers reported these positive effects: beneficial relationships and better communication with parents, more appreciation of the influence of the child??s home environment related to school performance, and a better understanding the child??s behavior in school. In addition, teachers identified a connection between the home visits and variables related to school success. Thus, teachers?? perceptions reinforced the importance of conducting home visits. 相似文献

In this study we examined high frequency heart rate variability (HF‐HRV, a parasympathetic index) both at rest and during challenge, to assess if variations in cardiovascular activity measured during a Stroop task could be used to predict reading achievement in typically developing children. Reading achievement was examined using the Peabody Individual Achievement Test–Revised. Results showed that greater HF‐HRV suppression during both the Stroop word and Stroop word–color conflict tasks was associated with better reading achievement. Higher basal levels of HF‐HRV did not predict better reading scores. These results are among the first to show a link between HF‐HRV and reading achievement in a normative school age population, and offer new insight into the association between cognitive activity and autonomic regulation of the heart. 相似文献

Two “target” rats, one drugged and one undrugged, were tethered on opposite sides of an open arena in which single, undrugged “subject” rats were allowed to roam free. On the last 2 days of testing, the S rats spent significantly more time in physical contact with the undrugged target rat than with the drugged target rat. Student–teacher–scientist partnership (STSP) programs are cooperative relationships in which students, with the support of their teachers, participate in and contribute to the research of scientists. This paper examines one of the world's largest STSPs—an international environmental science education program called GLOBE (Global Learning and Observations to Benefit the Environment)—and proposes recommendations to scientists about how they can get the most out of their research and teaching relationship with students and their teachers. GLOBE is an international K–12 STSP that engages students in Earth's Systems investigations. Extensive training is needed for students to collect and report accurate data to scientists, and special preparatory curricula are needed to make their partnership effective and motivating. Recognizing these issues, this research was conducted specifically to identify and recommend a set of training material design criteria for implementation of STSPs in the elementary and middle school levels. The conclusions—the result of background research, extensive interviews and consultation with teachers—provide guidance to GLOBE and other STSP programs to enhance the development of effective and engaging training materials. 相似文献

Business Process Management (BPM) is a topic of greatest relevance to government innovation. While the concept originally stems from the private sector, public sector organizations have established BPM capabilities and are in the move of developing these further. Despite the importance of the phenomenon, literature does however not yet provide a comprehensive picture of BPM capabilities in governments. In this paper, we thus examine BPM capabilities on the local government level by means of an intertwined quantitative survey and (representative) qualitative in-depth case study. We identify a set of BPM challenges and reflect on the power of prevalent BPM capability assessment and development models, mostly maturity models, to provide good guidance. We suggest taking into account organizational positions in order to overcome the significant shortcoming of the ‘maturity’ concept, especially the focus on convergence towards an “ideal” state. Thus, we argue for developmental models following divergence theories. Implications for practice and potentially fruitful avenues for future research are discussed in the light of our findings. 相似文献

Little is known about how public sector organisations capitalise on the potential of social networking sites (SNSs) as communication channels. Previous research is short on theoretical models and managerial insights into the success of local governments' online communication strategies. The purpose of this study is to explore how successfully local governments utilise SNSs for managing their external communication with citizens. Using a multi-method analysis of 15,941 posts and 19,290 comments on the Facebook pages of the 25 largest German cities, we make five contributions to research and practice. First, we analyse the properties and topics of government posts to draw a rich picture of how local governments use Facebook as a communications channel. Second, we conceptualise success in governments' online communications in terms of the frequency and polarity of citizens' reactions, which we use for third, evaluating government communication behaviour in SNSs. Fourth, we identify which benefits SNSs offer that traditional communication channels do not provide. The Association of College and Research Libraries developed information literacy standards and associated performance indicators for undergraduate psychology students. A survey of tenure-track faculty members and full-time lecturers in the Psychology Department at Eastern Michigan University was conducted to discover how those professors viewed the importance of these indicators, and how those professors perceived their role, as well as the role of librarians, in supporting instruction that develops those skills. The psychology faculty acknowledged the curricular value of the information literacy performance indicators and perceived librarians as having a supportive role relative to their own more primary role in developing the skills. 相似文献
