We investigate the impacts of political instability and pro-business market reforms on national systems of innovation (NSI) across a range of developing and developed countries. Evidence suggests that national systems of innovation are most likely to flourish in developed, politically stable countries and less likely to prosper in historically unstable countries. While research has shown that pro-business market reforms can be a valuable policy instrument to boost economic development in less developed countries, the extent to which these reforms affect a country's innovativeness has been neglected in the literature. In particular, the degree to which pro-business market reforms may compensate for political instability when it comes to fostering national systems of innovation remains under-researched. Our findings support established arguments concerning the strong influence of political instability on inputs to national innovation systems. We find, however, mixed effects for pro-business market reforms. While results indicate a negative direct influence on NSI, they consistently show a strong moderating effect that counterbalances the negative impact of political instability, especially in those developing country environments where science and technology are lagging. These results provide important implications for policymakers as well as for our understanding of emerging and transition economies and national technological capability.  相似文献

E-Government initiatives of varying scope and complexity have been implemented at the municipal and other levels of government throughout the world. These projects have been chronicled in both academic and practitioner journals and the proceedings of various E-Government conferences. As a consequence of this growing body of data, it is now possible to look across the experiences of numerous governments to understand if there are common issues that may impact the probability of success of E-Government programs. This paper examines the literature to search for critical planning and implementation issues that have had significant effects upon the success of E-Government initiatives. A conceptual framework is proposed which contributes to the theoretical understanding of E-Government initiative planning and implementation, and may inform practitioner success with new E-Government initiatives.  相似文献

This study examines whether orthographic processing transfers across languages to reading when the writing systems under acquisition are sufficiently related. We conducted a study with 76 7‐year‐old English‐first‐language children in French immersion. Measures of English and French orthographic processing (orthographic choice tasks) and standardised measures of English and French word reading (Woodcock and FIAT) were taken, in addition to verbal and nonverbal ability, and phonological and morphological awareness. Analyses reveal significant contributions of orthographic processing to reading both within and across the two languages, despite the inclusion of control variables. Findings of the transfer of orthographic processing skills to reading across languages suggest that orthographic processing may not be as language specific as previously hypothesised. We discuss the several similarities between English and French, such as a shared alphabet and cognates, that may drive transfer across languages in the context of current theories of second‐language reading development.  相似文献

We investigated the use of adaptive comparative judgment to evaluate the middle school student learning, engagement, and experience with the design process in an open-ended problem assigned in a technology and engineering education course. Our results indicate that the adaptive comparative judgment tool effectively facilitated the grading of the students’ products and improved the judges’ understanding of the processes the students used to arrive at their solutions. We found the reliability and validity of the tool to be acceptable and the outcomes of our study suggest that there is justification for the use of the adaptive comparative judgment method to assess student learning outcomes at multiple levels of Science, Technology, Engineering, and Math (STEM) education.  相似文献

Posthumanism, or the material turn, refuses to take the distinction between human and nonhuman for granted. Currently discourses in literacy education focus on the ways of incorporating new tools and technologies (products) but within a design perspective, which does not get at the social and participatory ways (processes) of students creating new relationships and realities with materials. A posthuman stance focuses on the processes of literacy artefacts coming into being and what is being produced in the process(es). The social is (re)imagined and (re)defined in processes that encompass social entanglements of humans/nonhuman materials creating newness, new realities. We put to work posthumanist concepts with data that we call the ‘solar system mural assemblage’ from a 7‐ to 8‐year‐old Writers' Studio in order to (re)imagine and (re)define social. We question what counts as ‘social’ when working from a posthumanist stance. Why does a ‘posthumanist social’ matter for literacy educators? How does this perspective not only change our research practices but also pedagogies? We wonder how literacies are produced – how realities come into being – in assemblages of human and nonhuman materials in Writers' Studio. We discuss how and why it matters that we (re)conceptualise the notion of social in literacy education by drawing on posthumanist views.  相似文献
