Higher Education Governance as a Key Policy Issue in the 21st Century

Governance is currently a key issue not only for higher education institutions but for society as a whole. The way organizations are managed, the directions they take and the values they hold send clear signals about their role and functions in society. For this reason, the governance structures of universities were unquestioned for most of the twentieth century. Yet in the final decades of that century significant changes were starting to be felt. The most important of these changes related to the way universities were viewed by governments. In particular, the role of universities in contributing to national economies was being recognized. Greater accountability and more intense scrutiny from the outside meant that the traditional values of universities were being challenged. The task of universities, and for society as a whole, is to develop strategies that will retain the best of what universities have traditionally stood for while responding positively to new pressures and priorities. This paper advances the concept of `deliberative partnerships' as one way to reconstruct university governance in a positive way for the future. The impact of information technology on the efficacy of tuition fee collection: a case in Jamaica

Most governments in both developed and developing countries are reducing their financial support to universities. This condition is further compounded in Jamaica because the Jamaican government has shifted its focus and support from tertiary to early childhood education. As a result, both students and universities in Jamaica are experiencing financial difficulties. In an effort to overcome the challenges, one major university in the country has embarked upon a series of initiatives. These initiatives include, as a central element, the use of information technology (IT). Hence, this research seeks to answer the pivotal question, ‘How does the use of information technology enable a Jamaican university to manage tuition fee collection in a manner that is effective yet sensitive to students’ financial situation?’ The survey found a significant relationship between the IT system and students being financially cleared at the release of examination results. In addition, the majority of students paid their tuition fees each semester via multiple payment options, and 64% of the Billing and Receivables staff believed that the IT system was effective in collecting tuition fees. These insights should assist universities’ decision makers in identifying the best suite of financial strategies to enhance tuition fee collection.  相似文献   

Preparing Young Australians for an Uncertain Future: New thinking about citizenship education

Civics and citizenship education enjoyed a revival in Australia from the mid-1990s onwards. It had bipartisan support from political parties, enjoyed funding for both curriculum materials development and teacher development, and has been given a high profile in all States and Territories. School level practice has been challenged by civics and citizenship education. There has been the need to seek both a place in the school curriculum and a pedagogy that is both engaging and meaningful for students. In themselves, these are significant challenges, but they pale into insignificance when compared with the geo-political realties that have shaken nation-states since 11 September 2001. The education and preparation of citizens must now take center stage if the world is to remain a compassionate and tolerant place in which to live. This paper addresses this issue by examining the threats to democracy that have emerged in the twenty-first century. In the light of these threats, classified as external to the nation-state as well as internal, the nature and purpose of citizenship education programs are discussed with a view to developing outcomes that will help young Australians face an uncertain future. In particular, the issue of developing civic capacity in young people is canvassed.  相似文献   

A ‘Partnership in Teaching Excellence’: ways in which one school–university partnership has fostered teacher development

This paper reports on some of the factors that contribute to an effective partnership between an urban Australian university and a State Department of Education. The partnership, currently in its third year of implementation, entails as a key purpose the development of school Centres of Excellence which contribute to the preparation of pre-service teachers. The foundational aims of the partnership include addressing the gap between theory and practice, facilitating pre-service teacher recruitment and providing a guarantee of future employment for identified Faculty of Education students through the provision of pre-service teacher scholarships. Data for the study were collected via two program reviews, conducted at the end of the first and third years of the program. Findings point to ways in which the partnership has enhanced pre-service teacher engagement and learning and also indicate ways in which partners in both institutions might further strengthen the partnership.  相似文献

Aotearoa New Zealand, like other countries, has legislation and policies that support inclusion and promote the participation of all children and families in early childhood education. We might expect therefore to see a culture of inclusion resonating through policy and practice in early childhood settings. There are early childhood teachers who support such legislative and policy goals, who are committed to inclusion, and who are developing more inclusive early childhood services. Yet, it is also evident that discrimination and exclusion is experienced by many. Teacher education plays an important role in supporting inclusion and assisting teachers’ development of knowledge, skills and attitudes that will support them to teach all children. In this paper, we write as a group of teacher educators and demonstrate the challenges we took up to move beyond traditional approaches to inclusive education and to open up theoretically and practically diverse possibilities for thinking and doing inclusion differently in early childhood teacher education.  相似文献   

The Relationship Between College Students' Self-Reports of Class Participation and Perceived Instructor Impressions

The purpose of this investigation was to identify the extent to which college students' self-reports of their in-class participation are related to their impressions of instructors (i.e., credibility, attractiveness, and homophily). Participants were 223 undergraduate students enrolled in an introductory communication course at a large Mid-Atlantic university. Students' self-reports of their in-class participation were positively correlated with perceived instructor social attractiveness, physical attractiveness, background homophily, and attititude homophily, but not with perceived instructor competence, character, caring, and task attractiveness. Furthermore, class size, perceived instructor social attractiveness, and perceived instructor background homophily emerged as significant predictors of in-class participation.  相似文献

Topic Avoidance,Everyday Talk,and Stress in Romantic Military and Non-Military Couples

Relationships are increasingly impacted by military involvement, necessitating a deeper understanding of communication within these couples. This study examined perceptions of everyday talk, topic avoidance, and stress of participants romantically involved with (a) a military partner (n = 118) or (b) a non-military partner (n = 94). Couple types avoided similar topics, but non-military partners avoided these topics more frequently than military partners. Both couple types engaged in everyday talk, but military partners found this communicative exchange to be more important. Non-military partners experienced greater stress than military partners, and communication was predictive of the stress experienced. The results of this study highlight similarities and differences in romantic couples and reveal areas in which relationship education can address these communicative nuances of military couples.  相似文献   

Three Times a Study: Business Students and the Library

Revisiting a study performed 30 years ago, researchers at three institutions surveyed undergraduate and graduate students in marketing courses to determine their attitudes toward and knowledge of library services and collections. Results found that 21st-century students are more likely to believe in the importance of library research, to have had library instruction, and to use Web sites and Internet search engines to begin their research. However, they are less likely to read business periodicals. Faced with a list of information sources, they are generally able to pick out a useful resource, although not always the most efficient. Ethnicity as a Moderator of the Theory of Planned Behavior and Physical Activity in College Students

Most college students do not meet physical activity (PA) guidelines, and ethnic disparities exist. The present study examined the utility of the theory of planned behavior (TPB) in explaining PA intentions and behavior in black and white college students and whether any TPB relationships were moderated by ethnicity. Black (n = 170) and white (n = 180) students completed a baseline TPB questionnaire and PA assessment 2 weeks later. Hierarchical latent variable regression analyses showed that affective attitude, subjective norm, and perceived behavioral control (PBC) were significant predictors of intention for both ethnic groups, whereas the PBC-intention relationship was significantly stronger for white students. Intention significantly predicted PA for both ethnic groups. Furthermore, common and ethnic-specific beliefs were identified.  相似文献
