OBJECTIVE: To explore pediatricians' reluctance to adhere to a legal mandate to report suspected child abuse and to compare their perspectives with those described in other jurisdictions in studies informed by different theories and employing diverse methodologies. METHOD: An anonymous survey questionnaire was distributed to all pediatricians with admitting privileges to B.C. Children's Hospital which has a specialized Child Protection Services Unit. Physicians were asked about their own prior reporting experience and the influence of that experience upon future reporting decisions. They were also asked why they think other physicians might be reluctant to report (N = 26). RESULTS: While respondents were generally positive about their experience in filing a report to Child Protective Services, they were less positive about the dearth of feedback they received and they were undecided as to whether there was a positive outcome to their report. Their perceptions of the reasons colleagues might fail to report emphasized dissatisfaction with CPS, concern with loss of relationship with the child's parents, and a desire to avoid court proceedings. CONCLUSIONS: Physicians' noncompliance or at least dissatisfaction with their child abuse reporting mandate is an international problem that can not be addressed by institutional protocols alone. Confusions about the limitations on confidentiality and information sharing might be better addressed through more shared training and opportunities for collaboration than by legal mandates and institutional protocols alone. Organizational theory and exchange theory might inform future research about the conditions under which collaboration is enhanced in the service of protecting children. 相似文献

This research parallels Tongan academic Hūfanga ‘Okusitino Māhina’s assertions in the 1994 Contemporary Pacific article Our Sea of Islands, that ‘People are thought to walk forward into the past and walk backward into the future, both taking place in the present, where the past and the future are constantly mediated in the ever-transforming present’ alongside those of Professor Terry Irwin and fellow Transition Designers in which they discuss the use of Indigenous Wisdom to enable designing for the Long Now as defined by Brand in his 1999 book The Clock for the Long Now: Time and Responsibility. In the 2015 Transition Design Monograph Irwin asserts that, ‘Transition Design draws on knowledge and wisdom from the past to conceive solutions in the present with future generations in mind’. This paper draws on the pre-industrial wisdom of indigenous knowledge, specifically that of the Pacific regions, Moana, who have lived and designed sustainably in-place for generations to illustrate the value it holds for the formulation of sustainable and sustaining futures. 相似文献

This article gives an account of how and why the term 'value added' has come to be used in an educational context, focusing on the early years of that usage in the UK. It discusses the fact that the term value added has developed, has been understood and defined in diverse and sometimes conflicting ways; and identifies what are called 'functional ambiguities' in the term; that is to say, ambiguities which cannot be altogether eliminated because they are necessary to how the term is made to function. In the last decade ‘quality’ has assumed the status of one of the meta-discourses across many domains of public policy, including education. This paper focuses on the specific example of quality policy in Australian higher education of the 1990s, and in particular, on the micro level of quality policy practice as experienced by academic practitioners in 6 universities. As such, it forms a follow-up to an article published earlier in the Journal of Education Policy (Vidovich and Porter 1997) which examined macro (national) and intermediate (the Committee for Quality Assurance in Higher Education) levels of a quality policy cycle consisting of contexts of influence, policy text production and practice, as articulated by Ball and colleagues (Bowe, Ball and Gold 1992, Ball 1994). The findings of in-depth interviews with key university personnel provide evidence of the ‘messy’ realities of the policy process and considerable variation in quality policy practices at local sites, particularly in terms of the different historical contexts of universities which were categorized as ‘traditional’, ‘alternative’ and ‘former college’ types. However, despite such variation, the ‘bigger picture’ effect of the quality policy under investigation was to enhance Australian national Government control of higher education, albeit at a ‘distance’, characteristic of the culture of performativity increasingly pervading higher education across many OECD countries.
