Public libraries tend to be taken for granted. They can be found in nearly every community and are used by a substantial proportion of the population, particularly the young and the old. Yet the public library service, as it is today, is a relatively recent phenomenon. Despite their origins in the mid-19th century, the widespread network of public libraries is largely the product of the post-war welfare state. The demand for the service grew rapidly during the war and in the immediate post-war period. Provision to meet the demand was constrained initially by the competing demands for reconstruction, but by 1960 the service was ready to expand. The growth was consolidated by the 1964 Public Libraries and Museums Act and was given further emphasis by the 1962 Bourdillon standards (Ministry of Education, 1962). The Act and the standards provided the impetus for what might be described as the golden age of public libraries. This brief period was brought to an abrupt end by the economic crises of the mid-1970s and the subsequent downward pressure on public expenditure. The service managed to hold its own during the late 1970s and early 1980s but since then it has been in decline, with the rate of decline accelerating during the 1990s as new requirements and increasing costs stretched diminishing resources even further, to the point where the overall level of provision now falls well short of the basic standards that were considered to be essential in the early 1960s.  相似文献

Similar to individuals, organizations display characteristics that speak to qualities and abilities. Our guest writer, Lisa Bodenheimer, discusses a trait that is critical for library organizations during this period of constant change and transformation. Resiliency is the ability to rebound and flex as circumstances shift enabling an organization to thrive and adjust during difficult times. This skill is typically developed through experiences, but, as Ms. Bodenheimer outlines, organizations are able to strategize in order to build employee and organizational resilience. Such a proactive approach will enable a library organization to better weather challenging situations and times as difficulties will enviably occur. Our library has previously investigated the potential impact the addition of contents notes on circulation. In a subsequent study, we found contents notes were the second metadata element most heavily linked to circulation (title was first). Since there has been a marked decline in the use of print resources at our library and a corresponding increase in digital resources, we wanted to know if the addition of contents notes to records for online streaming audio files would result in a similar increase in usage. After enhancing the records, we tracked usage for a period of three months.  相似文献

This article explores the existence of a “citizen-centered journalism” that sees citizens as crucial participants in the construction of news and as co-creators of their own worlds. Through qualitative case studies of three news organizations, the article examines the motivation for using a citizen-centered approach, the news routines that are required to do so, the categories of content produced, and the perceived impact of this approach. The results suggest these news organizations are working in partnership with communities and striving to give a voice to historically marginalized communities. The journalists, however, see citizen participation as complementary to professional journalistic routines that favor verifiable information, rather than assigning inherent value to it for its own sake.  相似文献
