This article explores the significance of context within the process of contemporary education reform and policy-making. It draws upon evidence from a comparative study of educational change and transformation in seven education systems: Australia, England, Indonesia, Hong Kong, Malaysia, Russia, and Singapore. The article focuses on school leadership preparation, training, and development, which has become a policy priority and central improvement strategy in many education systems. The article explores how seven education systems are using this strategy to promote school and system improvement. The article reflects upon the centrality of context in the process of policy implementation and in the broader pursuit of system transformation. The article concludes that more contextually appropriate approaches to educational policy selection are needed and that borrowing approaches from other countries many bring unintended consequences and unfortunate side effects. Further, the article concludes that the process of policy implementation, in context, requires far more attention, if the intended outcomes are to be achieved.  相似文献

In many school systems the inabilityof system wide reform to significantly enhancestudent learning is clearly evident. There is agrowing recognition among policy makers of theneed to locate improvement efforts closer tothe classroom and to support schools inbuilding the internal capacity for change. This paper reports on a study undertaken by two university‐based teacher educators into an aspect of professional practice. The feasibility and desirability of assessing reflection demonstrated by student teachers studying early childhood literacy was investigated. While reaffirming the importance of developing reflective practitioners, the study highlighted the difficulties of equitably or meaningfully assessing reflection. It includes the respective stability analysis on the basis of the Lyapunov approach for the NN training algorithm. In this paper, inverse optimal neural control for trajectory tracking is applied to glycemic control of type 1 diabetes mellitus (T1DM) patients. The proposed control law calculates the adequate insulin delivery rate in order to prevent hyperglycemia and hypoglycemia levels in T1DM patients. Two models are used: (1) a nonlinear compartmental model in order to obtain type 1 diabetes mellitus virtual patient behavior, and (2) a neural model obtained from an on-line neural identifier, which uses a recurrent neural network, trained with the extended Kalman filter (EKF); the last one allows the applicability of an inverse optimal neural controller. The proposed algorithm is tuned to track a desired trajectory; this trajectory reproduces the glucose absorption of a healthy person. The applicability of the proposed control scheme is illustrated via simulations.  相似文献
