Social media applications are extending the information and communication technology landscape in the public sector and are used to increase government transparency, participation and collaboration in the U.S. federal government. The success, impact and performance of these new forms of bi-directional and networked interactions can provide insights to understand compliance with the mandate of the Open Government Initiative. Many government agencies are experimenting with the use of social media, however very few actively measure the impact of their digital interactions. This article builds on insights from social media directors in the U.S. federal government highlighting their current lack of measurement practices for social media interactions. Based on their articulated needs for measurement, existing rules regulating the extent of measurement practices and technological features of the main social media platforms, a framework is presented that traces online interactions to mission support and the resulting social media tactics. Implications for both researchers and practitioners are discussed.  相似文献

In 2009, the departments in the executive branch of the U.S. federal government received the presidential marching order to “harness new technologies” in order to become more transparent, collaborative and participatory. Given this mandate, this article sets out to provide insights from qualitative interviews with social media directors to understand the factors that influence internal adoption decisions to use social media applications, such as Facebook, Twitter, or blogs. Three distinct factors influence the adoption decisions of social media directors: information about best practices in their informal network of peers, passive observations of perceived best practices in the public and private sector, and “market-driven” citizen behavior. The resulting adoption tactics include: (1) representation, (2) engagement, and (3) networking. The findings point to the need for higher degrees of formalized knowledge sharing when it comes to disruptive technology innovations such as social media use in highly bureaucratic communication environments. Recommendations based on the lessons learned are provided for practitioners and social media researchers to develop social media tactics for different organizational purposes in government.  相似文献

This paper analyses and suggests possible technological innovation strategies in higher educational institutions in Africa. The paper describes management issues in the implementation of eLearning with particular reference to its usage in higher education abroad and in Africa, and also suggests appropriate approaches for technological innovation of higher education in Africa. The major findings of the paper, which are based on three case studies, suggest that eLearning needs to be implemented within a strategically developed framework based on a clear and unified vision and a central educational rationale. The findings further highlight the importance of using a combination of strategies – top–down, bottom–up and inside–out – during the diffusion process to attain coherence, collegiality and ownership. The process of technological transformation is not a smooth translation process but one of dislocations, dilemmas and uncertainties and it is an art to effect change and sustainable technological transformation since people are central to this transformation process.

L'innovation technologique et les stratégies de management pour l'enseignement supérieur en Afrique: L'Harmonisation du réalisme et du l'idéalisme

Cet article analyse et suggére des stratégies d'innovation dans des établissements d'enseignement supérieur en Afrique. Il décrit les problèmes de management qui pose l'introduction du e‐Learning avec une référence particulière pour son usage dans l'enseignement supérieur à l'étranger et en Afrique et suggére les approches appropriées pour l'innovation technologique dans l'enseignement supérieur en Afrique. Les résultats principaux exposés dans cet article qui sont fondés sur trois études de cas suggérent que le e‐Learning doit être introduit dans un cadre stratégique fondé sur une vision clariment unifiée et une rationalisation centrale de l'éducation. De plus ces résultats mettent en évidence l'importance de l'utilisation combinée de plusieurs stratégies : stratégies autant en bas, de bas en haut, d'intérieur et d'extérieur pendant le processus de diffusion afin d'aboutir à la cohérence, la collégialité et la possession. Le processus de transformation technologique n'est pas un processus de translation sans à compris mais un de dislocation, de dilemmes, d'incertitudes et c'est un art de procéder au changement et à une transformation technologique soutenue puisque les hommes sont au c?ur de ce processus de transformation.

Technologische Innovations‐ und Umsetzungsstrategien für höhere Bildung in Afrika: Realität und Idealismus aufeinander abstimmen

Dieser Beitrag analysiert technologische Innovationstrategien und stellt Vorschläge für deren Einführung in höhereren Bildungsinstitutionen in Afrika zur Diskussion. Das Papier beschreibt Managementangelegenheiten bei der Umsetzung von eLearning unter besonderer Berücksichtigung seiner Anwendung in der höheren Bildung im Ausland und in Afrika und schlägt auch entsprechende Ansätze für die technologische Innovation im Bereich der höheren Bildung in Afrika vor. Das wesentliche Ergebmiss dieser Arbeit, die auf drei Fallstudien beruht, ist, dass eLearning innerhalb eines strategisch entwickelten Rahmens, basierend auf einer klaren und einheitlichen Sichtweise und einer zentralen bildungslogischen Grundlage eingeführt werden muß. Die Befunde heben weiter die Wichtigkeit hervor, eine Kombination von Strategien zu verwenden: Top‐Down, Bottom‐Up und Inside‐Out Strategien während des Ausbreitungsprozesses, um Kohärenz, Kollegialität und Eigentumsrechte zu erlangen. Der Prozeß technologischer Transformation ist nicht etwa eine sanfte Überleitung, sondern von Verfremdung, Dilemmata und Unsicherheit begleitet. Es ist eine Kunst, Änderung und nachhaltige technologische Transformation zu bewirken, da ja die Menschen das zentrale Element dieses Transformation-sprozesses sind.  相似文献

In two studies, we investigated the extent to which research using case vignettes of fictitious students is able to yield research results that are ecologically valid representations of teachers' assessments of students' educational achievement in their real classrooms. The type of assessment was teachers' tracking decisions from primary to secondary school. In Study 1, which was conducted in the German educational system, teachers decided which secondary school track their own students would attend and were subsequently confronted with the same decision for fictitious students described in vignettes. Study 2 was a replication in the Luxembourgish educational system. Ordinal and logistic regression models were used to compare decision making in the two conditions of actual students versus case vignettes. No major differences were found between the two conditions. Results are discussed with respect to the ecological validity of research designs that use case vignettes.  相似文献

Traditional methods of learning solfeggio (music theory) generally do not take advantage of computer-based support, meaning that, when learning individually, students cannot receive instantaneous feedback on their activities. The aim of this study is to examine the effectiveness of an interactive mobile application, mySolfeggio, for learning solfeggio. Using a mobile device, students can take advantage of visual, auditory and tactile modalities to recognise musical notes. Students can also practice and learn notation, rhythm and melody, for which the mobile application provides corrective feedback. To evaluate students’ perceptions of the mobile application and its effect on knowledge, we conducted an experiment with 42 students, from 9 to 13 years old. After learning a particular song during a regular lesson, one group of students practiced it individually with only the musical notation, while the other group used both the musical notation and the mobile application. The results of the experiment illustrated only a small effect on students’ performance in singing and tapping when using the mobile application. However, they demonstrated higher scores in terms of musical intervals and rhythmic accuracy when compared to students in the control group. The students did not find the use of the application difficult, thus allowing it to be used as a tool for improvement of their homework practice.  相似文献

IntroductionSevere acute respiratory syndrome coronavirus 2 (SARS-CoV-2) serological tests have been suggested as an additional diagnostic tool in highly suspected cases with a negative molecular test and determination of seroprevalence in population. We compared the diagnostic performance of eight commercial serological assays for IgA, IgM, and IgG antibodies to the SARS-CoV-2 virus.Materials and methodsThe comparison study was performed on a total of 76 serum samples: 30 SARS-CoV-2 polymerase chain reaction (PCR)-negative and 46 SARS-CoV-2 PCR-positive patients with asymptomatic to severe disease and symptoms duration from 3-30 days. The study included: three rapid lateral flow immunochromatographic assays (LFIC), two enzyme-linked immunosorbent assays (ELISA), and three chemiluminescence immunoassays (CLIA).ResultsAgreement between IgM assays were minimal to moderate (kappa 0.26 to 0.63) and for IgG moderate to excellent (kappa 0.72 to 0.92). Sensitivities improved with > 10 days of symptoms and were: 30% to 89% for IgM; 89% to 100% for IgG; 96% for IgA; 100% for IgA/IgM combination; 96% for total antibodies. Overall specificities were: 90% to 100% for IgM; 85% to 100% for IgG; 90% for IgA; 70% for IgA/IgM combination; 100% for total antibodies. Diagnostic accuracy for IgG ELISA and CIA assays were excellent (AUC ≥ 0.90), without significant difference. IgA showed significantly better diagnostic accuracy than IgM (P < 0.001).ConclusionThere is high variability between IgM assays independently of the assay format, while IgG assays showed moderate to perfect agreement. The appropriate time for testing is crucial for the proper immunity investigation.  相似文献

The debates on ageing in educational sciences have neglected processes of standstill and loss in the past. The focus was instead on development based on activation and progression. The study presented here approaches the question of individual and institutional treatment of loss and constraints during the ageing process from an educational perspective (using the example of age-related visual impairment). An investigation of this subject requires a theoretical concept, which considers the individual’s life-worlds as well as the institutional and socially structured infrastructure they are embedded in. For this aim this study, working with a qualitative approach, uses the heuristic of “social worlds”. These worlds encompass a multitude of pedagogic forms, to which the respondents relate differently. Considering such relations within the framework of social worlds from an actor-perspective demonstrates that it is not possible to deal with age-related loss of competences by linear conceptions of pedagogic action as progression. Furthermore, it can be shown that the pedagogic actions are institutionalized in social forms, which are closely linked to non-pedagogic forms of action.  相似文献
