The emergence of digital libraries and publication is still in its infancy, but is racing towards a maturity which just five years ago would have seemed impossible. The principal problems which must be solved to make digital information a routine part of the information landscape fall into two domains— technological problems and social problems. It is probably not too much to suggest that a solution to most current technological obstacles to this networked world of information can be found in the next five years. Many of these problems have been addressed over the last two years in this column. At the same time the social problems, which are principally institutional and economic—such as, property rights and infrastructure (e.g., responsibility for access over time)—are not so close to resolution and may be harder to solve than those which are technologically based. Similarly, we are just beginning to consider the issues of preservation of digital information. Here the problems reflect not only technical issues but also the social ones which makes them doubly difficult to solve. For libraries and archives to manage digital information successfully over the long-term, these problems must be emphatically solved. If they are not resolved at the outset the legacy of digital information will be enormously more complex than print and the problems of preserving print materials—acid papers and embrittlement—will seem trivial by comparison. The complexity of this domain is reflected in Deanna B. Marcum's column— CBL, University of Maryland, College Park, Maryland.

A Class Performance System (CPS) is applied as an assessment tool to assist in determining the level of information literacy knowledge already possessed by adult students enrolled in a graduate Educational Leadership and Technology program. The CPS data collected reveals that students possess varying degrees of technology expertise and information literacy skills. Study results suggest that clickers facilitate differentiated information literacy pedagogy and increase engagement for graduate students.

Abstract The single most difficult situation publishers have faced since the depression and hyperinflation of 1991-1993 was the financial crisis which began on August 17, 1998. Prior to August 17, Russian publishers were on track to produce a record number of titles. After August 17, production plummeted. Yet by March of 1999 the industry was reviving, and as of May production had returned roughly to pre-cri-sis levels. The August crisis was a severe test for the publishing industry, but the rapid recovery demonstrates its vitality. The authors discuss monographs primarily, but serials are also included. They also explain why caution is necessary when using official Russian publishing statistics since 1991 and how such statistics can still be useful.

ABSTRACT This article describes how The Search Engine for Online Historical Directories provides enhanced access for genealogical researchers to valuable family information contained in difficult-to-browse directories that have been made available online by institutions that have not provided sophisticated search tools.

HF RFID versus UHF RFID — Technology for Library Service Transformation at City University of Hong Kong

Since libraries first used RFID systems in the late 1990's, more and more libraries have identified the advantages of the technology. With advances in HF and UHF RFID, both alternatives are now viable in library applications. While some librarians are still skeptical towards UHF RFID as unproven in the library arena, the City University of Hong Kong implemented two pilot tests of the technologies. The Library formulated a set of criteria to evaluate UHF RFID against HF RFID as a possible library service transformation tool. This is to ensure that the selection of UHF or HF RFID is a rational one that is based on objective observation and analysis. The article provides background on the service transformation needs at the Library of the City University of Hong Kong. It reviews the use of HF RFID in the library arena and presents the latest development of UHF RFID. Results of the two pilot tests and how the University Library evaluated the two technologies are covered.
