Governments around the world have developed e-Government programs expecting to obtain important benefits such as improved efficiency or greater transparency. However, many e-Government projects fail to deliver their promises in terms of specific outcomes. Some of such failures are the result of a lack of understanding about the relationships among technologies, information use, organizational factors, institutional arrangements, and socio-economic contexts involved in the selection, implementation, and use of information and communication technologies (ICT), producing mismatches and unintended consequences. This paper proposes the use of institutional theory and dynamic simulation, particularly system dynamics, as an integrated and comprehensive approach to understand e-Government phenomena. Combining a sound theory and a sophisticated analytical technique will help to improve our understanding about ICT in government settings. The paper draws on the case of the e-Mexico program, particularly on the strategy to create web-based content portals for citizens in the areas of education, health, economy, and government. Using the same technological infrastructure and under the leadership of the same Federal Ministry, four different networks of government and non-government organizations engaged in the creation of internet portals and their content. The results provide evidence to demonstrate important bidirectional relationships between formal processes (institutions), agency networks (organizational forms), and the resulting characteristics of the four thematic portals (enacted technology). 相似文献

Collaboration in science is a process in which two or more authors share their ideas, resources and data to create a joint work. This research compares coauthorship networks of Iranian articles in library and information science (LIS), psychology (PSY), management (MNG), and economics (ECO) in the ISI Web of Knowledge database during 2000–2009, and uses network analysis for the visualization of coauthorship networks. Data include all articles with at least one Iranian author and indexed in ISI's Social Science Citation Index (SSCI) for the fields of LIS, PSY, MNG, and ECO. Indicators such as the Collaborative Index (CI), Degree of Collaboration (DC) and Collaboration Coefficient (CC) were calculated for each discipline. Results show that two or three authors were the most common number of authors per paper, and authors of PSY tended to have more multi-authored articles, compared to the other disciplines. LIS had the lowest rank regarding CC. MNG had the densest coauthorship network, and PSY had the sparsest. Iranian authors in the field of PSY mostly collaborated with those in the U.S., while LIS and MNG authors tended to collaborate with U.K. authors, and ECO authors tended to collaborate with Canadians. 相似文献

This paper examines the impact of Customer Relationship Management (CRM) technology on organizational change in local governments in the United States. The bureaucratic and e-Government paradigms are examined with regards to this technology impacting organizational change. Survey evidence on the adoption of CRM is examined from the perceptions of Chief Administrative Officers (CAOs) in cities and counties that have adopted this technology. Survey results indicate that both the e-Government and bureaucratic paradigms impacted organizational change from CRM adoption. Factor analysis shows that management change, efficiency change, and leadership and organizational change are the three most common factors in the models. Regression results indicate that local governments that score high on these factors are more likely to take an enterprise approach in the adoption of CRM for their local government. The results of this study imply that organizational change is not just influenced by the more recent e-Government paradigm, but traditional attributes of the bureaucratic model are present as well. 相似文献

The study is focused on users' opinion as regards the adequacy of library collection and analyzes the level of users' satisfaction about library collection, organization, facilities and services both traditional as well as, IT enabled services. A well structured questionnaire was administered to faculty members, research scholars and students of the AMU to collect data regarding the adequacy of library collection and analyze the level of users' satisfaction. The survey reveals that the library collection in the AMU library is adequate enough for their users. AMU library users were also satisfied with the existing infrastructure of library and organization of their collections. Typically, essays are used as summative rather than formative assessments and students experience them as tasks rather than learning opportunities. Thus, the aim of this study was to see whether providing students with detailed formative feedback and an opportunity to resubmit their essay would improve their essays writing skills. Twenty‐six out of 54 third‐year psychology students resubmitted their essay. Of those 26 resubmitted essays, 18 were awarded higher grades. Although the students observed that their skills had improved, they mainly perceived the resubmission option as a ‘safety net’ and were motivated to use it as a way of improving their grades. Lack of time was the most common reason given for not resubmitting. Therefore, lecturers may be faced with a challenge of finding ways of not only providing formative feedback but also encouraging students to use it as such. 相似文献
