Community participation in the governance of school systems is a recurrent theme of educational reform in developed and developing countries alike. This article analyses the effort of one developing country – Nepal – to promote broader participation in educational decision-making through local school governance structure. It looks at how the current policy creates spaces for community participation in school and the extent to which a gap exists between policy intention and policy implementation. Drawing on the case study data, this article suggests that while the policy has created legitimate spaces for community participation in school, participation in such spaces is taking a form of tokenism, and the community represented in school governance is restricted to a small number of political elites. Given that ethnic, cultural, linguistic and socio-economic characteristics of the local populace, problems exist within the school system to embrace differences and diversities that prevent a majority of parents from effective participation in school. This article concludes that along with the structural reform, participation can be reinforced by developing a long-term strategy to build community capacity for the provision and management of education, as well as by preparing educators to work effectively with parents of different socio-cultural backgrounds.  相似文献

Based on literary research and interviews conducted in Kathmandu, this article takes as its starting point the contents of a bookcase belonging to an ex-Maoist combatant now living in retirement in Kathmandu and the “syllabus” promulgated by the then Communist Party of Nepal (Maoist) for the ideological training of its cadres. It goes on to chronicle the process by which a number of “landmark ‘proletarian novels’” (Denning 2007 Denning, Michael. 2007. “The Novelists’ International.” In The Novel, edited by Franco Moretti. Princeton: Princeton University Press. [Google Scholar], 706) came to be translated into Nepali from Russian and Chinese, and the ways in which Maoist cadres were inspired and influenced by these works during the course of the “People’s War” in Nepal between 1996 and 2006. Finally, the discussion moves to a consideration of the relationship between the impact of these translated texts in the Nepali context and broader conceptualizations of “world literature.”  相似文献

ABSTRACT

Community-based school governance has been promoted as a popular policy for decentralisation of education around the world. Within this policy, schools are expected to create institutional spaces such as School Management Committees with an assumption of reciprocal relation between school and community. This article questions the simplistic assumption through an ethnographic study of community-school relationship in Nepal. While these relationships may conflict with the kind of reciprocity assumed in school governance policies, we argue that this disjunctured reciprocity, firstly, reflects the gap between policy blueprints and action, and, secondly, reveals the competing logics of community-school relations which remain unacknowledged.  相似文献

In this paper, we estimate wage returns to investment in education for persons with disabilities in Nepal, using information on the timing of being impaired during school-age years as identifying instrumental variables for years of schooling. We employ unique data collected from persons with hearing, physical, and visual impairments as well as nationally representative survey data from the Nepal Living Standard Survey 2003/2004 (NLSS II). After controlling for endogeneity bias arising from schooling decisions as well as sample selection bias due to endogenous labor participation, the estimated rate of returns to education is very high among persons with disabilities, ranging from 19.3 to 25.6%. The coexistence of these high returns to education and limited years of schooling suggest that supply side constraints in education to accommodate persons with disabilities and/or there are credit market imperfections. Policies to eliminate these barriers will mitigate poverty among persons with disabilities, the largest minority group in the world.  相似文献

This study examined the impact of the 2015 Nepal earthquakes on children’s schooling by focusing on individual children’s enrolment flow, particularly from public to private schools, which is becoming a worldwide trend in recent years. The results revealed that the total number of attendees at target schools recovered to pre-earthquake levels 2 months after the disaster; however, flow towards private schools was impeded, especially among ECD (early childhood development) children. The earthquake disaster sharply distinguished children who can go to a private school and those who cannot do so. Moreover, it impeded access even to public schools for children in a vulnerable position.  相似文献

Hazardous child labor in Nepal is a serious concern, particularly in the brick kiln industry. Although a range of interventions have been implemented in Nepal to address hazardous child labor, there is a lack of research to both measure success and shape further development in interventions that integrate sound child protection practices to ensure the wellbeing of all children. This paper provides a review of the literature outlining interventions for children working in brick kilns in Nepal, and presents preliminary case study findings of one current intervention in the Kathmandu Valley. The paper highlights the strength of applying foundational child protection principles and advocates for the development and implementation of future programs underpinned by broad civil society principles within a child rights and protection framework.  相似文献

This article explores the issues and concerns of Nepalese teachers in relation to Gaynor’s (1998) three models of teacher management (administrative, grassroots and alternative), constructed in the context of decentralisation reform around the world. The article suggests that the existing teacher management policies in Nepal are problematic and controversial, embracing both the administrative and grassroots models of teacher management and maintaining both the centralised and decentralised policies of teacher selection, promotion and financing. With problems similar to those of many developing nations in Africa, decentralisation of teacher management results in growing division and hierarchy among teaching staff, and favouritism, cronyism and corruption at the local level. The lack of equitable distribution of qualified teachers across regions and schools is another concern. The article concludes that the decentralisation of teacher management is problematic particularly in the countries where a dual approach to teacher management has been adopted and where the political, economic, institutional, technical and educational systems need to respond to the specific characteristics and needs of schools and communities as a whole.  相似文献

Abstract

While the concept of the ‘tourist gaze’ has been influential in tourism research, the ‘counter‐gaze’ of the host communities and their imagination of the tourists’ places of origin have not been adequately addressed. Based on fieldwork conducted in the Langtang National Park of Nepal, and drawing on Simmel’s theory of sociation, this paper attempts a simultaneous analysis of the shifting images the visitors and hosts have of each other and how these images shape their experiences of tourism, and argues that a constant shifting of subjectivity between ‘reverie’ and ‘emplacement’ characterises the structure of tourism encounters.  相似文献

Using longitudinal data, this study examined the enrolment status of individual children left behind in the global trend towards ‘quality education’. The study identified common characteristics among dropouts as well as the existence of children who managed to complete primary education but could not progress smoothly. Among them, some children’s grade levels were lowered by more than two years when they transferred from public to private schools, and their grade levels increased by one or more years when they transferred from private to public schools. These surprising enrolment patterns provide evidence of an ignorance about systematic learning.  相似文献
