This article aims to contribute to current debates about political power and agency relationships in education and other public sectors. In a recent clarion call for a major redirection of political principal–agent theories (PAT), Terry Moe has argued that standard information asymmetries ought no longer to be regarded as the sole foundation of bureaucrat power. According to Moe, current theories largely overlook the direct electoral power of agents and their unions (EPA) in voting for their own bureaucratic principals. Therefore, they are biased systematically towards underestimating agent power. We critically address both Moe's theoretical arguments, and his empirical applications to Californian school board elections. We conclude that Moe overestimates the power consequences of EPA on both counts. We outline a more balanced version of ‘multiple‐role’ PAT and of its potential implications for our understanding of the political power of public school teachers and bureaucrats more generally.  相似文献

Education for sustainable development represents a politically prioritized area of knowledge in contemporary Swedish education and as such it has acquired a prominent position among the governing values of educational policy. Insofar as education for sustainable development is directed at securing the future of human well-being, this article suggests that it concerns a moral discourse where notions about what may or may not happen in the future plays an important role in the governance of practices and behaviors in the present. Since the future is shrouded in uncertainty, it is suggested that the emotions of hope and fear may be understood in terms of tools for governing the everyday lives of children, invoking alluring and deterrent images that influence their decision-making. Besides seeking to gain a better understanding of some of the preconditions of education for sustainable development, the aim of this article concerns an investigation into some of the effects that education for sustainable development may have on the lives of children. To this end, it looks at how hope and fear are being put into play within the discourse as strategies for governing individuals in relation to the uncertainty of the future.  相似文献

On May 19, 2009, the Online Computer Library Center (OCLC) Members Council held its 90th and final meeting. It was the end of an era that began in 1977, when the Ohio College Library Center changed its name to OCLC and adopted a new governance structure that extended membership in the cooperative to libraries outside Ohio. In the ensuing 30 years, libraries around the world elected 450 delegates to attend three Council meetings each year at OCLC.  相似文献

In today's current political environment raising support for millage renewals, bond campaigns or even millage continuations for public libraries is affected by national politics, and a tendency towards tax aversion on principle across the country. The lessons we can learn from the governing boards of small and rural public libraries are worth raising up to a greater national consciousness. The middle of the 1990s saw the creation of a French–German–Swiss history textbook supported by the European Commission. Disseminated to school instructors in the Upper Rhine, it received generally positive reviews, but ended up on the dusty shelves of school libraries. This result was due to several factors, which are analysed in this article. This acknowledgement of failure leads to the argument that European cross-border cooperation is constrained by a key paradox, referred to as ‘low gravity’, i.e. the attraction of small projects toward the local and regional levels, while major projects are pushed up to the national level.  相似文献

近30年来,中国农村义务教育在供给方面发生了集权趋向的持续改革。随着财政供给主体和管理权的上移,农村义务教育逐渐脱离了乡村社会,造成了农村义务教育之于乡村社会的“悬浮”以及相应的治理机制失衡。为提高农村义务教育供给水平和质量,在供给机制设计上不宜进一步集权,而要提高县级政府对农村义务教育的重视程度,途径是促进县乡政府向公共服务型政府职能转型,并提高县级政府可支配财力,同时对乡村社会进行制度化赋权,重构农村义务教育基层治理结构。  相似文献
